【1】Crisis management in international exchange

1. Necessity of crisis management

The University of the Ryukyus promotes international exchange activities by sending students for overseas

studies or hosting international students.

Currently there are about 300 international students from approximately 50 countries/areas in the University of

the Ryukyus. In order for international students to live and study peacefully in Japan, knowledge on safety

management and how to handle emergencies is important. Moreover, as laws and regulations differ according to

countries, it is important to know the laws and regulations necessary for living in Japan.

2. Cases of crisis

There are various dangers in daily life. Some of the possible cases of dangers are as follows.

① Occurrence of major natural disasters, terrorism acts, plane/train accidents, infectious diseases,

etc. and being involved or the possibility of being involved

・・・There could be risks of meeting with natural disasters such as earthquakes, typhoons or floods，or being

involved in plane or train accidents. Or, there are also possibilities where infectious diseases such as the new

influenza occurring anywhere, anytime.

② Becoming a victim of an incident or accident

・・・Though Japan is said to be a relatively safe country, there are risks of being involved in robberies or theft,

fraud, sexual crimes, and drug offences etc.

In addition there are also possibilities of being victims in traffic accidents or disasters.

③ Becoming suspects/perpetrators of incidents /accidents

・・・Not only are there dangers in becoming victims in incidents/accidents, there may also be possibilities of

infringing laws in Japan by becoming perpetrators in traffic accidents or due to carelessness or negligence.

④ Being in critical condition or faced with sudden death due to illness, incidents or accidents

・・・There are possibilities of illnesses taking a turn for the worse, being seriously injured due to accidents, and

in the worst case scenario, death.

【2】Safety management in the University

1. Crisis management system in the University

The University of the Ryukyus issues a "Basic Manual for Crisis Management in the University of the

Ryukyus" based on the "Regulations for Crisis Management System". In addition, faculties or committees

create individual manuals or handbooks for their respective related fields or items to explain about the things to

take note of or how to handle an emergency. (such as International Exchange Crisis Management Manual etc.)

When problems or emergencies occur, tutors or the affiliated faculties and the related departments will join

hands in handling the situation. In the event of critical situations due to natural disasters, incidents or accidents, a

crisis handling headquarters may be established in the University if necessary to handle the situation on a

campus-wide basis.

This Community Safety Guidebook explains the necessary information or manual related to the studies and

livelihood of international students. Be sure to check with the affiliated faculty for the necessary safety guidebook

or manuals according to the individual faculty or area.

2. Procedures at the University for safety management

The University carries out safety measures and provides necessary support so that all international students

are able to study and live in peace. There are things or necessary procedures that the individual student should

take note of on a daily basis, so as to be safe or to handle emergencies. Therefore, be sure to collect the

necessary information and carry out the procedures.

① Be sure to fill in your contact information such as address, telephone number, and email address when

submitting the registration card at the start of the semester. These information are sometimes shared

among the departments and related personnel in the University for the objective of establishing emergency

contact or carrying out safety management.

These contact information are extremely important information, therefore when there is a change in the

items filled, or in the status of residence or period of stay, be sure to notify the office of your faculty.

② Be sure to submit photocopies of your passport and alien registration card to the office of your faculty.

③ In the event that you leave the country temporarily for participating in seminars, visits to your home country,

or for tours, be sure to obtain permission from your tutor and submit the Report of Temporary Leave (Form

1-3) to the office of your faculty.

Refer to "3. Overseas travel (temporary exit)" (→P3) for procedures of the re-entry permit at the Immigration

Bureau.

④ The University conducts regular health checks in April annually. All students must undergo this health

check. When you undergo the health check, the medical examination report may sometimes be issued at

the Health Administration Center if necessary. (International students enrolled in October have to undergo

the health check in November.)

In addition, do take up the Personal Accident Insurance for Students Pursuing Education and Research as

it applies to cases where injuries are incurred due to unforeseen accidents and disasters during students’

educational/research activities in the University (such as regular classes, official events, extra-curricular

activities within and outside the campus).

Application for this insurance is processed at the Student Section, Student Affairs Division every April. For

details, please inquire at the Student Section.

⑤ There is an emergency contact in Appendix 3（→p22）. Be sure to confirm it in advance so as to prevent

panicking during emergencies.

⑥ To provide a comfortable environment for students and educators to concentrate on their studies and

research, the University issues a ‘The University of the Ryukyus Safety and Health Manual’ that

summarizes measures for safety and health management, health management, and crisis prevention etc.

Be sure to check the necessary information on a regular basis.

３．Overseas travel (temporary exit)

①Re-entry permit （※System will be changed from 9 July 2012）

Leaving the country temporarily for participation in seminars, visits to home country, or for private tours

requires a re-entry permit to re-enter Japan. If you leave the country without this permit, you cannot re-enter

Japan without newly obtaining a visa overseas. Prior to leaving Japan, be sure to receive a re-entry permit

from the Naha District Immigration Office, Fukuoka Regional Immigration Bureau. The re-entry permit is valid

for single use only. (Multiple re-entry permits are only issued under special circumstances.)

②Information on danger overseas and making decisions on the implementation of overseas trips

(overseas training etc)

The Ministry of Foreign Affairs has an ‘Overseas Safety website’ which provides various information

for traveling and residing overseas safely such as information on danger or safety measures for each

country/region in the world, overseas safety guide or useful information. In addition, it also provides

information related to prevalent infectious diseases overseas such as the new influenza.

In the event that it is judged that there is a worsening of situations, occurrence of disasters and other

emergency situations, or the possibility of such incidents are high at certain countries or regions, ‘information

on danger’ which is categorized into four levels will be released. Be sure to confirm beforehand the security

and safety of the country/region that you are visiting.

For overseas trips such as overseas training organized by the University or faculty for the purpose of

education or research, information on danger in the country/region to be visited will be taken into reference to

make a judgment whether to implement, suspend, postpone, or continue with the trip, or the return to home

country halfway through the trip.

【3】Safety management and measures during emergencies

1. Foreseeable crisis

While pursuing your international studies in Japan, you may sometimes fall ill or get injured or be involved in or

cause incidents/accidents. Or, you may meet with natural disasters such as typhoons or earthquakes.

You should find out the necessary information in advance such as what possibilities of trouble or danger there

are during your stay, what you should do to avoid these troubles, what you should do in times of trouble or

emergencies, and take sufficient precaution in your daily actions.

２．Daily safety management/mental preparation and measures during emergencies

【Disasters/Fires】

(1) Typhoons

In Okinawa, typhoons sometimes approach or move inland from June to November. If typhoons approach,

the rain or wind becomes extremely heavy and strong, and may continue for 2 -3 days. Be careful of the

following when typhoons approach.

(a) Listen to weather forecast

When typhoons approach, there will be frequent information updates on the TV or radio. Be sure to listen

to the information properly to take action.

(b) Prepare emergency supplies

There may be blackouts due to strong winds. Or, water supply or telephone lines may be cut. It is

important to prepare torch lights, portable radio, batteries, water, canned food etc on a regular basis. Be

sure to have your mobile phones or computers charged too.

(c) Swimming in the sea is dangerous

Even when the typhoons are far away, the seas become rough and waves are high, therefore it is

extremely dangerous. Do not go near the sea or river during typhoons or heavy rain. Try not to leave your

house if possible too.

(d) The University will be on holiday if a typhoon warning is issued.

When the wind enters (approaches) a sphere of speed of 25 meters and above, a typhoon warning will

be issued. When this warning comes into effect, buses will stop operation. Therefore the University will

call off classes.

(e) Stuff newspapers onto window rails

Heavy rain and wind may result in rainwater seeping in from the window rails. When the ‘typhoon warning’

is issued, you are advised to stuff the window rails with newspapers etc.

(2) Earthquakes/Tsunamis

There had been many occurrences of major earthquakes in Japan. Though it has been said that there are no

earthquakes in Okinawa, there are possibilities of major earthquakes or tsunamis occurring in Okinawa too.

Always be prepared for earthquakes, and behave calmly when earthquakes occur.

(a) Be always ready with an emergency kit of necessary supplies so that you can evacuate

immediately.

(Torch light, portable radio, batteries, clothes, towel, gloves, wet tissue, cash etc）

In addition do prepare water and food too (those that can be stored for long periods and do not require

cooking)

(b) Arrange your furniture or electrical appliances in a safe place so that the furniture will not topple

and things will not fall off.

(c) Be sure to check in advance the evacuation location or emergency contact.

《When earthquakes occur》

(d) It is dangerous when furniture topples and things fall off so take cover underneath a table or desk

and wait until the shaking stops. If you are inside a supermarket or are outdoors, as things may fall off

on you, protect your head with your bag etc and stay away from cabinets or the building.

(e) If you had been using the gas stove, switch off the gas. If the shaking is harsh, stay away from the fire

and switch it off after the shaking stops.

(f) Do not use elevators. If the earthquake occurred while you are inside an elevator, do not panic but alight

at the floor it stopped on.

(g) When the shaking stops, check the TV or radio for information.

※Tsunami sometimes occur after an earthquake.

《When tsunami occurs》

(h) Firstly it is important to just escape to a high elevated location. The University campus is 126 meters

above sea level so the danger of facing a tsunami is low but do not go to low-lying places until the tsunami

warning is deactivated.

It explains the preparation that should be taken against typhoon or tsunami, and the measures to

be taken when faced with natural disasters. Check the manual for details.

(3) Fires

Fires are often caused by carelessness in daily life, and if it happens in the dormitory or apartment, it is a big

problem. Take care on a daily basis not to start any fires.

＊Be sure to put out cigarettes. Never smoke on the bed or mattress.

＊Do not put inflammable objects near the gas stove. Do not leave the stove unattended when

cooking.

＊Do not put inflammable objects near the heaters. Do not allow dust to accumulate on the plugs of

electrical appliances.

＊Be sure to check in advance the emergency exits in the building or usage method of the fire

extinguisher equipped for the apartment or dormitory.

（Do take part in fire drills if there are any.）

《In case of fire》

＊Shout ‘fire!’ immediately to notify the people in your surroundings. Press the emergency button if

there is one.

＊Call the fire station by dialing “119”. （Same throughout the country/No area code: When calling for

fire engine or ambulance）

Be calm and convey your whereabouts and the condition of the fire.

＊if a fire is has just started and it is small, put out the fire by using the extinguisher or wet cloths.

However it is dangerous to pour water directly onto pots, frying pans, oil heaters, or electrical appliances.

In this case, put out the fire directly with the fire extinguisher or put wet towels or cloths on the pots and

pans.

＊Evacuate before the fire becomes large. If you forcedly try in vain to put out a fire, you may fail to

escape and this is dangerous. Do not be bothered about your belongings and evacuate immediately.

To protect yourself from smoke, cover your nose or mouth with wet towels and escape by lowering your

body’s position.

from a public phone. When the call gets through, tell the operator your whereabouts, name,

contents of the accident or incident (when, where, what happened) and describe the condition

of injury.

Enrolling in "Comprehensive Renters Insurance for International Students Studying in Japan" This is an insurance for international students (students who are ‘pursuing international studies’ for their status of residence) who reside in private apartments Enrolling in this insurance will ensure payment of insurance benefit when there are accidents happening to the apartment such as fires, explosion, wind/floods, lightning, and theft, thereby lightening the burden of the insured and also enabling the apartment to be more resident-friendly. International students residing in private apartments or who will soon reside in private apartments are encouraged to enroll in the Comprehensive Renters Insurance for International Students. (A joint guarantor is necessary when residing into private apartments. By enrolling in this insurance, your tutor or the University (International Affairs Section) can become your joint guarantor.) (4) Illness/Injuries

While pursuing your international studies in Japan, you may become busy due to your studies or research, or

you may sometimes fall ill as you are not used to the weather or food. It is important for you to ensure that you

maintain your health by having a balanced diet or life or undertake appropriate exercises, so as to achieve the

goals of your studies.

If you feel ill or are injured, visit the hospital for checks or treatment early.

In case you have to take a long term break from studies due to illness or injuries, be sure to contact your tutor

and the office of your affiliated faculty. (In the event of diagnosed serious or difficult illnesses which make

studying or carrying out research at the University difficult, you may sometimes have to temporarily return to

your home country for treatment)

《Reference: Preventing influenza》

○ Be vaccinated against influenza before its prevalence

○ Wash your hands and gargle after returning home

○ Maintain appropriate humidity (with humidifier etc)

○ Have sufficient rest and balanced diet

○ Avoid visiting crowded places

When in need of an ambulance due to life-threatening emergencies, sudden illness or serious

injuries

119 is a toll free number. You do not need coins or telephone card even when calling from a

public phone. When the call gets through, tell the operator your name, address (where you

are), and describe the condition of illness or injury.

＊The number for fire engine is also 119 so do convey clearly whether you require an

ambulance or is it a fire.

＊Usage of the ambulance is free of charge but do not call for the ambulance for illnesses that

are not serious or just to get to the hospital.

① Facilities and hospitals at the University

(a) Health Administration Center

The University has a Health Administration Center for the purpose of maintaining or improving the health

of students and staff. You are welcome to make use of the center if you need some simple treatment,

medicine or first-aid, or when you wish to have consultations on your health. Consultation is free of charge.

If you need a specialized check-up, you will be given referrals to hospitals or specialists who have

experience in conducting checks for international students. All students including international students are

to undergo a health check that is conducted at the Health Administration Center every April (international

students enrolled in October will undergo the check in November) so be sure to do it.

(b) University of the Ryukyus Hospital

There is a university hospital on the Uehara campus, with 19 departments for hospitalized

patients/outpatients. Visit the University Hospital for checks if you are ill or are injured.

② National Health Insurance

Foreigners residing in Japan for more than one year are obligated to enroll in the National Health

Insurance plan. When you enroll in this insurance, it is necessary to pay an annual insurance premium

(for example, for those without income from part-time jobs etc in Nishihara Town, the annual insurance

premium was 14,100JPY in financial year 2010) and you will pay 30% of the medical fees yourself.

(7) Alien registration （※There will be a new system from 9 July 2012）

In accordance with the Alien Registration Act, all foreigners who reside in Japan for more than 90 days have

to carry out alien registration within 90 days after entering Japan. Application procedures for alien registration

are carried out at the city, town or village office where you live and the alien registration card will be issued to

you upon completion of the procedures.

This alien registration card becomes your identification in Japan. You are obliged to carry it with you at all

times so be sure to bring it with you when you go outside. (There is no need to carry your passport with you.)

If there are changes to the items on your card i.e. your 1) name, 2) nationality, 3) address, 4) status of

residence, 5) period of stay, or if you have misplaced your card, you have to register the change or apply for

re-issuance at the city, town or village office within 14 days. After newly registering, if you are still residing in

Japan after your fifth birthday in Japan, you have to apply to check with the city, town or village office to see if

the descriptions on the alien registration card are still valid. In this case, you have to re-register at the city, town

or village office within 30 days from your fifth birthday.

If you left Japan without a re-entry permit and are not leaving temporarily, you have to return your alien

registration card to the immigration inspector at the port of exit.（Do not return it to the city/town/village office.）

(8) Part-time work/ Permission to Engage in Activity other than that Permitted by the Status of

Residence Previously Granted

International students with their status of residence being ‘pursuing international studies’ reside in Japan for

the purpose of studying or research so they can only perform activities related to their studies.

When international students take on part-time jobs to supplement their school fees or other necessary

expenses, they are obligated to obtain in advance the Permission to Engage in Activity than that Permitted by

the Status of Residence Previously Granted from the Immigration Bureau. However, there are restrictions on

the working hours so as not to obstruct with the studies. In addition, the locations of the part-time jobs should

not be those operated by the sex industry or related to sex industry (bars or cabarets etc). Taking up part-time

jobs or engaging in activities other than those permitted by the status of residence previously granted, or

working more than the restricted number of hours, or carrying out prohibited activities are against the law.

Those who wish to take on part-time jobs are to consult with their tutors on the nature or time of the part-time

job before applying for permission.

(10) Extension of period of stay

If you wish to continue your studies after exceeding the duration for which you are permitted to reside in Japan

with ‘pursuing international studies’ as status of residence, you have to apply for permit to extend your period

of stay. Application for extension of period of stay is done at the Naha District Immigration Office, Fukuoka

Regional Immigration Bureau from two months prior to the expiry of the period of stay, and must be submitted

prior to the date of expiry. In the event that the period of stay is exceeded, it becomes a case of illegal

overstay so be sure to carry out the necessary procedures before the period of stay expires.

(11) Safety management/measures against crime

Although Japan is said to be a safe country, there may still be possibilities you would be involved in some

accidents or incidents some time, somewhere.

Being involved in incidents or accidents has impact on your studies and may sometimes force you into an

economically difficult situation, therefore be careful not to meet with danger.

(a) To avoid becoming a victim of robbery or theft, take care of the safekeeping of your valuables at

home, secure doors and windows of your home, and take care when you carry valuables with you

within and outside the campus. Also, when parking your car, be sure to lock it even if it is for a short

time.

If you become a victim of robbery or theft, report to the nearest police post or police station.

(b) The passport is an important identification certification so be sure to safe-keep it properly and do

not carry it with you unless necessary.

In the event you lose your passport or if it is stolen, report this to the police and apply for the issuance of

the passport at your embassy or consulate in Japan.

(c) Try to avoid walking alone at night or at unpopulated areas. In particular, be sure to exercise

sufficient caution for women walking alone.

(12) Driving cars or motorcycles

Public transportation in Okinawa is not very developed so there are many international students who drive

motorcycles or cars. However, as there are some international students who are not used to the traffic

regulations in Japan, it is highly recommended not to drive motorcycles or cars unless it is absolutely

necessary for your research or everyday lives so as to prevent accidents.

If driving a car or motorcycle is necessary, go through the necessary procedures such as obtaining a driver

license or taking up car insurance and be sure to obey the traffic rules.

① Driving License

To drive a car or motorcycle in Japan, you must have a valid Japanese driving license or international

driving permit.

Only international driving permits issued by member countries of the Geneva Convention can be used in

Japan. The date of ratification of the Geneva Convention (September 19, 1949) is described on the

It is possible to issue a Japanese driving license based on the driving license issued in other countries. To

be eligible, you have to reside in the country of issuance for at least three months from the license

issuance date. If this condition is fulfilled, you may switch your license to a Japanese driving license within

required to take a written test (available in other languages) and/or practical test.

In the event where your license cannot be switched to a Japanese driving license or you do not possess

any valid driving license, you must acquire a Japanese driving license by passing the written test on traffic

rules and automobile structure, as well as the practical driving test (written test will be given in Japanese as

foreign language option is not available in Okinawa).

② Automobile Insurance

To drive a car or motorcycle, it is crucial to have an automobile insurance. In Japan, it is mandatory for

every car or motorcycle owner to purchase automobile damage liability insurance (called Compulsory

Automobile Liability Insurance or CALI).

While this insurance offers compensation when the third party sustains loss of life or bodily injury, it does

not provide coverage for vehicle reparation fee nor medical expenses incurred by the policy holder. For

this reason, you may find CALI inadequate in some instances. As such, it is strongly recommended for the

vehicle owner to purchase voluntary automobile insurance. Before you purchase any voluntary

automobile insurance, please ensure that you fully understand the type of coverage, insured amount, and

other relevant information.

③ Traffic Rules

In Japan, cars and motorcycles travel on the left-hand side of the road and pedestrians walk on the

right-hand side of the road. For drivers who are used to right-hand traffic system, please exercise extra

caution when making a right or left turn at the junction. Also, as bicycle is considered as a type of vehicle,

you have to ride your bicycle on the left-hand side of the road.

Regardless whether you are driving a car, motorcycle or riding a bicycle, please familiarize yourself with

the traffic rules in Japan, be very careful and always drive safely.

＊Never drink and drive. Even when you feel fine, alcohol influences your concentration and

lowers your judgment skill, which can potentially lead to traffic accidents. Even if you did not

drink a lot, you should still avoid driving a car, motorcycle or riding a bicycle. Occasionally, your

body may retain some residual alcohol from the previous day. It is advisable that you wait for an

appropriate amount of time before you operate any vehicle, Otherwise, this may constitute drunk driving.

In addition, serving alcohol to a person who is driving or lending vehicle to a person who has been drinking

also constitutes a breach of traffic law. There are stringent penalties for those who drive under the

influence of alcohol and those who are involved in the drink driving incident.

In Okinawa prefecture, buses and taxis are given priority on “bus lanes”, which are in operation

(13) Traffic accidents

In the event of a traffic accident, please call the police (dial 110) and report the incident under “traffic

accident”. If an ambulance is needed, please call the fire department (dial 119) and request for

“ambulance service”. In any case, always provide your name and the location of the incident. (It is free to

call 110 and 119. No coin or phone card is required when you are calling from a public phone booth).

When a traffic accident occurs, or when a person becomes involved in a traffic accident, it is common to

experience psychological and financial distress. Sometimes you may not be able to continue your study or

research efforts in Japan. We are concerned with the recent increase in the rate of traffic accidents among

(14) Use and possession of narcotics and other psychotropic substances

It is illegal to import, produce, possess, or use cannabis (marijuana, etc.), stimulants, cocaine, heroin,

MDMA, LSD, etc. in Japan. Involvement in any related activities can lead to severe punishments. Even if

you use the substance only once, it still constitutes a crime in Japan.

According to Immigration Control and Refugee Recognition Act, a person will be deported from Japan if

he/she has been convicted of and sentenced for violation of any law or regulation of Japan or of any other

country relating to the control of narcotics, marijuana, opium, stimulants or psychotropic substances. In

addition, individuals who have been sentenced for violation of any law or regulation in Japan or any other

There are more cases where students use illegal substances for reasons such as curiosity, persuasion from

friends, or to improve energy level. Please be aware that such drugs can cause strong addiction and even a

single use of such substances may be very detrimental to your physical and mental health. While many

students may not take this matter seriously, or perhaps simply wish to try it once in a lifetime, substance use

can destroy your student life. Therefore, we strongly urge all students to refrain from possession and usage

(16) Regulatory compliance in Japan

To live in Japan, foreigners have to fully understand and comply with the laws of Japan. There are many

instances where a foreigner commits a breach of law due to unfamiliarity with Japan’s laws and regulations.

In the event of a breach of law, you are subjected to not only penalty and legal action, but also disciplinary

action from the University. In addition to disruption in your study plan, your scholarship and residence permit

may also be terminated in some occasions. Therefore, during your stay in Japan, please always observe all

applicable laws and regulations.

(17) Misconducts related to study or research activities in the University

The University does not tolerate cheating during examination, plagiarism or other dishonest acts in

thesis-writing in the course of study or research in the University. These acts are prohibited under the

regulations of the University. The University imposes penalties for misconducts such as cheating and traffic

rule violation in accordance with the regulations (penalties may include warning, suspension, or expulsion),

as such behaviors may impact not only your study in the University, but also your eligibility for scholarship,

progression to higher education and possibly your ability to secure a job in the future.

In order to complete your study in Japan, please comply with Japanese laws and the University’s regulations

at all times.

[University of the Ryukyus – Student Conduct Penalty Code]

Warning: Verbal and written warning to caution student of his/her wrongful doing and to prevent

recurrence of the wrongful act in the future.

Suspension: Within a definite period of time, student is not allowed to attend classes nor participate

in extra-curricular activities.

Expulsion: Student is expelled from the University and loses his/her student status in the University.

(a) Criminal act (malevolent act of crime as well as attempted act of crime, causing injury to others,

substance abuse, sexual assault, theft, robbery, shoplifting, swindling, violation of human rights, virtual

misconducts, damaging properties of others, violent act, etc.)

(b) Traffic rule violation and other related violations (reckless driving that leads to accident causing

bodily injury, as well as other flagrant violations of traffic rules)

(c) Misconducts related to examination (proxy test taking, cheating, etc.)

(d) Misconducts related to thesis-writing (data fabrication and/or falsification, plagiarism, etc.)

(e) Violent acts intended to disrupt the education and research efforts, as well as administration

and management of the University, for instance sexual harassment or academic harassment, and

other kinds of violation of human rights.

【Case Examples of Emergency Situations and Problems Encountered by International students】

For better control over emergency situation, please be mindful in your daily life!

[Health-related cases]

- Family member in student’s home country was summoned because student became acutely ill and

required hospitalization and/or surgery.

- Family member in student’s home country was summoned because student required hospitalization

due to episodes of manic-depressive disorder.

- Student who had to be hospitalized due to acute illness had to bear the medical expenses because

he/she was not enrolled in the national health insurance scheme.

[Driving license, traffic accident and other vehicle-related cases]

- Student failed to switch to Japanese driving license and continued to use driving license issued by

his/her home country (hence constituting driving without valid license).

- Student falsely believed that his/her international driving permit is valid in Japan while it is not (hence

constituting driving without valid license).

- Student unknowingly traveled on bus lanes (fined for driving in bus lane).

- Student caused accident within the campus precinct and had to compensate for property damages.

- Student was involved in a traffic accident but he/she did not have a voluntary automobile insurance and

thus got into trouble with the other party. As a result, he/she was in financial difficulties as he/she could

not pay for the damages, treatment of injuries, car repairs, etc. suffered by himself/herself and the other

party.

- Student caused injury to others during a traffic accident. This led to court trial and the need to

compensate for injury and damage caused. As the result, the student suffered great financial loss and

psychological distress.

[Miscellaneous violations]

- Illegally downloaded movies using the school’s server.

- Misunderstood that an item was thrown away by the owner and wrongfully took it home, the student was

then reported by the owner (deemed as thievery in this case).

[Other common problem]

- Return to Japan was delayed because the student’s passport was stolen during overseas trip.
