• 2020年,全社会用电量6.8-7.2 万亿千瓦时,年均增长3.6-4.8%,全国发电装机容量20 亿千瓦,年均增长5.5%。人均装机突破1.4 千瓦,人均用电量5000 千瓦时左右,接近中等发达国家水平。城乡电气化水平明显提高。电能占终端能源消费比重达到27%。

• By 2020,electricity consumption will be 6800-7200TWh, with annual average growth

of 3.6-4.8%. The total installed capacity will be 2000GW, with annual average growth of

5.5% (High Scenario).

• The installed capacity per capita will be 1.4kW and the electricity consumption per

capita will be 5000kWh, close to the level of moderately developed countries.

• Urban and rural electrification level will increase significantly.

• The proportion of electricity in terminal energy consumption will be 27%.

总体电源结构目标

Generation Structure Objectives

• 非化石能源发电装机达到7.7 亿千瓦左右,比2015 年增加2.5 亿千瓦左右,占比约

39%,提高4 个百分点。

• Non-fossil generation capacity will be 770GW, with an increase of 250GW compared to

2015. Its proportion in total capacity will be 39%, compared to 35% in 2015.

• 非化石能源发电量占比将为31%,满足非化石能源消费比重达到15%的要求。

• The non-fossil electricity will account for 31% in total generated electricity, which will

meet the 15% non-fossil energy consumption requirements.

• 气电装机增加5000 万千瓦,达到1.1 亿千瓦以上,占比超过5%。

• Gas power will increase by 50GW and reach 110GW in total, which accounts for 5% of

the total capacity.

• 煤电装机力争控制在11 亿千瓦以内,占比降至约55%。

• Coal power will be maintained below 1100GW with an decreased percentage to 55%.

电网发展目标 Grid Development Objectives

• 合理布局能源富集地区外送,建设特高压输电和常规输电技术的“西电东送”输电通道,新增规模1.3 亿千瓦,达到2.7 亿千瓦左右。

• Rational distribution of energy outbound transmission from energy-rich areas.

• Construction of WTE(West to East) Channels with UHV and conventional transmission

technology. The total transmission capacity will sum up to 270GW with an increase of

130GW from the present scale.

Grid Development Objectives

• 电网主网架进一步优化,省间联络线进一步加强,形成规模合理的同步电网。严格控制电网建设成本。全国新增500 千伏及以上交流线路9.2 万公里,变电容量9.2

亿千伏安。• The backbone grid will be further optimized. The interconnection between provinces

will be strengthened. The synchronized power grid with rational scale will be formed.

The grid construction cost will be strictly controlled. The newly-added AC lines above

500kV will be 92000 km, the newly-added substation capacity will be 920000 MVA.

• 力争淘汰火电落后产能2000 万千瓦以上。30万千瓦级以上具备条件的燃煤机组全部实现超低排放。火电机组二氧化硫和氮氧化物年排放总量均力争下降50%以上。电网综合线损率控制在6.5%以内。

• Eliminate outdated thermal generation capacity up to 20GW.

• Realize ultra-low emission for all qualified coal-fired power station with a capacity of

300MW and above.

• Annual SO2 and NOx emission from thermal power station drop more than 50%.

• 电力互联互通为保障区域电力供应、优化电力配置和加强经贸合作做出了重要贡献。Power interconnection has contributed greatly to the safe and stable

power supply, optimal resources allocation and trade cooperation.

• 2020年前,中国东北地区电力供应能力充足,鼓励向有市场 、有需求的国

家送电。从长远看,也可能从邻国购电。

• Before 2020, supply in Northeast China’s power market is sufficient. It is

encouraged to transmit power to countries with a market demand. In the long

term, it is possible to import power from neighboring countries.

• 中国国家能源局鼓励企业本着互利共赢的市场原则,适时开展项目经济性和

可行性研究论证。

• National Energy Administration of China encourages enterprises to conduct

research on project economy and feasibility at a proper time, based on the win-

win market principle.
