डि�जि�टलीकरण प्रडि या हेतु भारतवाणी परिरयो�ना के लिलए �ी.टी.पी. आपरेटर्स�, प्रूफ री�र, अनुवादकों एवं रं्सपादकों का पैनल (www.bharatavani.in)

भारतीय भाषा संस्थान, मैसूर, कना!टक द्वारा संचाशिलत भारतवाणी परिरयोजना हेतु विवभिभन्न भाषाओं के शिलए ऑनलाइन डी.टी.पी. आपरेटस!, पू्रफ रीडर (साफ्ट कापी), अनुवादकों एवं संपादकों के पैनल हेतु वाह्य स्रोतों से सेवाए ँप्राप्त करने के शिलए आवेदन पत्र आमंवित्रत विकए जाते हैं। यूविनकोड फॉन्ट का प्रयोग करके ऑनलाइन या ऑफलाइन संपादन एवं पू्रफ रीडिडंग, अनुवाद एवं डी.टी.पी. का काय! उच्च गुणवत्ता के साथ करने के इचु्छक योग्य उम्मीदवार आवेदन कर सकते हैं, आवेदन पत्र www.ciil.org पर उपलब्ध है। आवेदन पत्र जमा करने की अवंितम वितशिथ 25 नवम्बर 2016, भारतीय समयानुसार 17.00 बजे है। Applications are invited for the outsourced services of Empanelment of DTP Operators, Online (Soft copy Proof) Translators, Copy Editors and Proof Readers for various languages w.r.t. Bharatavani Project at CIIL, Mysuru, Karnataka. Interested eligible candidates who are willing to do online, offsite editing and Proof Reading, Translation and DTP using Unicode fonts with highest quality can apply by submitting the application, published in www.ciil.org. जदिटल डीटीपी फ़ाइल स्वरूपों से भाषा पाठ प्राप्त करने की क्षमता जैसे- पेजमेकर, वेंचुरा, क्वाक! एक्सप्रेस, इन विडजाइन, वड!, पीडीएफ फ़ाइलों के रूपांतरण के शिलए।

6. Preferably have a product development experience in the Indian Language Software domain with inbuilt converters for competing software.भारतीय भाषाओं के शिलए ऐसे सॉफ्टवेयर बनाने का अनुभव होना चाविहए जिजसमें इनविबल्ट कन्वट!स! हो ताविक विवद्यमान सॉफ्टवेयर के साथ प्रवितस्पधा! की जा सके।

7. Have a local office in Karnataka preferably in Mysuru or in close vicinity like Bengaluru for easy interaction with the CIIL Bharatvani project team for receiving large volumes of data in files in physical legacy media like floppies, tapes, zip-disk, CD / DVD format.कना!टक में एक स्थानीय काया!लय मैसूर या उसके आस-पास जैसे बेंगलुरू में होना चाविहए जिजससे भारतीय भाषा संस्थान की भारतवाणी परिरयोजना के सदस्य सुगमता पूव!क संपक! स्थाविपत कर फ्लोपी, टेप, जिxप विडस्क, सीडी / डीवीडी प्रारूप में बृहत् मात्रा में डेटा प्राप्त कर सकें ।

8. Have working knowledge of at least Indian languages from the list enclosed and have access to resources with knowledge of the above scripts.भारतीय भाषाओं से संबंधिधत संलग्न सूची में उस्थिल्लखिखत भाषाओं का काया!त्मक ज्ञान और संसाधनों की अधिधगमता के शिलए उपरोक्त शिलविपयों का ज्ञान होना चाविहए।


9. Have programming knowledge with ability to develop custom conversion software in case readily available converters for any less known legacy font data is not available.यदिद विकसी अल्पज्ञात फॉन्ट में उपलब्ध डेटा को परिरवर्तितंत करने के शिलए सॉफ्टवेयर उपलब्ध नहीं है तो इस हेतु सॉफ्टवेयर विवकशिसत करने के शिलए प्रोग्रांधिमग का ज्ञान होना चाविहए।

10. Programming knowledge and experience preferably in C, C++ and technical competence in Windows, Linux and Apple OS to be able to handle data originating from any of these platforms.मुख्यतः C, C++ भाषा में प्रोग्रामिमंग का ज्ञान एवं अनुभव होना चाविहए साथ ही डिवंडोज, शिलनक्स और एप्पल ऑपरेटिटंग शिसस्टम द्वारा उपलब्ध डेटा को संचाशिलत करने की दक्षता होनी चाविहए।

11. CIIL will publish the list of empaneled service providers for all / each/ combination of services as enlisted in TASKS section of the financial bid based on specific expertise. सीआईआईएल द्वारा सभी / प्रत्येक प्रकार की सेवाओं हेत ु सेवा प्रदाताओं के पैनल की सूची प्रकाशि�त की जाएगी जैसा विक विवशि�ष्ट विव�ेषज्ञता आधारिरत विवत्तीय बोली के TASKS अनुभाग में सूचीबद्ध है।

12. Have been registered with State or Central Government procurement organizations as a registered vendor or supplier of language software products and/or services.भाषा सॉफ्टवेयर उत्पादों और / या सेवाओं के आपूर्तितंकता! और विवके्रता के रूप में पंजीकृत संस्था के रूप में राज्य या कें द्र सरकार की खरीद संगठनों के साथ पंजीकृत हो।

13. Any other related requirement that arises out of the situation, and also based on the above specifications thereof.

परिरस्थिस्थवितयों एवं उपरोक्त विवशि�ष्टताओं के आधार पर अन्य संबंधिधत आवश्यकताए ँभी उत्पन्न हो सकती हैं।14. All the reasonable instructions by Bharatavani Project Office, CIIL with regard to the improvements of

the above will have to be applied. उपरोक्त वर्णिणंत उत्तरदाधियत्वों में विकसी भी प्रकार के सुधार के संदभ! में भारतवाणी परिरयोजना काया!लय, सीआईआईएल द्वारा जारी सभी उशिचत विनद�� लागू विकये जाएगेँ।

15. The Service Provider shall adhere to all the copyright issues and never share the database with any other party unless otherwise required for the purpose of the website data management, subject to the proper approvals. सेवा प्रदाता सभी कापीराइट मुद्दों का पालन करेगा और विकसी भी अन्य पक्ष के साथ डेटाबेस का कोई भी अं� तब तक साझा नहीं करेगा जब तक विक वेबसाइट डेटा प्रबंधन के शिलए आवश्यक न हो, साथ ही इस हेतु अनुमोदन प्राप्त करना आवश्यक होगा।

16. The Service Provider shall keep a copy of the back up of all the content for emergency purposes. सेवा प्रदाता आपातकालीन प्रयोजनों के शिलए सभी सामग्री की एक प्रवित अपने पास रखेगा।

17. The Service provider should take a backup of all the data of the website, periodically. सेवा प्रदाता को वेबसाइट के सभी डेटा का बैकअप, समय समय पर लेते रहना होगा।

Terms and Conditions for digitisation / DTP Operatorsडि�जि�टाइ�ेशन / �ीटीपी ऑपरेटर के लिलए डिनयम एवं शत2

1. The assignment has to be accomplished at the earliest with highest quality in shortest period in order to continue the services.

सेवा-अवधिध विवस्तार का आधार न्यूनतम अवधिध में उच्चतम गुणवत्ता के साथ �ीघ्राती�ीघ्र काय! संपादन होगा।

2. Only Standard Unicode fonts (UTF-8) should be used for language scripts.


भाषा शिलविपयों के शिलए केवल मानक यूविनकोड फॉन्ट (UTF-8) का ही प्रयोग विकया जाना चाविहए।

3. The DTP should be done as a spreadsheet (XLS or Openoffice spreadsheet) with different columns for each of the part of the Dictionary Head word, Part of Speech, Pronunciation, Meaning etc.,

डी.टी.पी. ऐसे से्प्रड�ीट (XLS या Open Office स्प्रेड�ीट) के रूप में विकया जाना चाविहए जिजसमें �ब्दको� के विवभिभन्न अवयवों- मुख्य �ब्द, �ब्द-भेद, उच्चारण, अथ! आदिद हेतु पृथक-पृथक स्तंभ हों।

4. Either hard copies or PDF copies of the source books will be provided by CIIL for digitisation. The Service Provider will have to abide by confidentiality and other clauses w.r.t. the protection of data.

विडजिजटलीकरण के शिलए स्रोत पुस्तकों की हाड! कॉपी या पीडीएफ प्रवितयाँ सीआईआईएल द्वारा उपलब्ध करायी जाएगँी। सेवा प्रदाता को डेटा की सुरक्षा के शिलए गोपनीयता एवं अन्य अनुबंधों का पालन करना होगा।

5. The CIIL will provide the available soft copies of this particular set of titles, in which repetitive texts are already composed. The final invoice should reflect only the DTP and other services done afresh.

सीआईआईएल पहले से विवद्यमान उन �ीष!कों की सॉफ्ट प्रवितयाँ उपलब्ध कराएगा जिजनके पुनरावृत्तीय पाठों का संयोजन पहले ही हो चुका है। अंवितम रूप से तैयार इनवाइस में केवल डीटीपी एवं नई सेवाओं का उल्लेख होना चाविहए।

6. The payment will be made as per the rates upon submission of the complete cleaned file in soft copy on a DVD/Pendrive along with the Invoice. The taxes applicable should be clearly mentioned. You have to furnish your Bank Account details for online payment purposes along with PAN Card Number. The first invoice should accompany a cancelled cheque of the same account, with IFSC code details printed on it.पूण! रूप से तैयार त्रुदिटरविहत फाइल की साफ्ट प्रवित को एक डीवीडी / पेन ड्राइव में रख कर विबल के साथ जमा करने पर विनधा!रिरत दरों के अनुसार भुगतान होगा। लागू होने वाले करों का स्पष्ट रूप से उल्लेख विकया जाना चाविहए। ऑनलाइन भुगतान के प्रयोजनाथ! आपको अपने पैन काड! नंबर सविहत बैंक खाते का विववरण उपलब्ध कराना चाविहए। प्रथम विबल के साथ, संबंधिधत बैंक खाते का रद्द विकया हुआ एक चेक जिजस पर सविवस्तार आईएफएससी कोड छपा हो, संलग्न होना चाविहए।

7. Proofreading should be done by a third person with credible knowledge about the language and certified by the person while submitting the final soft copy of the files. The proof reader's complete postal address, academic qualifications / expertise should be clearly mentioned in a separate sheet. Proof Reading assignment is a separate one and can be undertaken only upon Approval from Bharatavani Project Office. Payment will be done after validation by Project Office.

पू्रफ़ रीडिडंग का काय! एक ऐसे तीसरे व्यशिक्त द्वारा विकया जाना चाविहए जिजसे संबंधिधत भाषा में पांविडत्य प्राप्त हो तथा अंवितम रूप से तैयार फाइल की सॉफ्ट प्रवित प्रस्तुत विकए जाते समय उपरोक्त व्यशिक्त द्वारा प्रमाभिणत विकया जाना चाविहए। पू्रफ़ रीडर का पूरा डाक पता, �ैक्षभिणक योग्यता / विव�ेषज्ञता का एक से्प्रडसीट में स्पष्ट रूप से उल्लेख विकया जाना चाविहए। प्रूफ़ रीडिडंग एक अलग काय! है और केवल भारतवाणी परिरयोजना काया!लय के अनुमोदनोपरांत ही विकया जा सकता है। परिरयोजना काया!लय द्वारा सत्यापन के बाद ही भुगतान विकया जाएगा।

8. The decision of the CIIL is final and binding on all the issues of digitisation.

सीआईआईएल का विनण!य अंवितम होगा और विडजिजटलीकरण के सभी मुद्दों पर बाध्यकारी होगा।

9. This Work Order shall not be construed as a regular empanelment. Regular empanelment will me made after successful completion of this particular test assignments. Even these empaneled firms/individuals will have to follow high quality of digitiation tasks, failing which they will be de-listed. The empanelment will be done on a regular evaluation.

Terms and Conditions for Empanelment of Copy Editors, Translators and Proof Readers for Bharatavani Project's Content Digitisation process

भारतवाणी परिरयोजना के विवषय वस्तु विडजिजटाइजे�न के शिलए संपादकों, अनुवादकों और पू्रफ़ रीडर के पैनल के शिलए विनयम और �त�

1. All Copy Editing, Translation and Proof Reading tasks should be done online (Soft Copy Proof) and in Unicode font formats. No additional payment will be made for any costs that are incurred by the service provider at their end, except the agreed tariff for Copy Editing, Translation and Proof reading.

समस्त संपादन, अनुवाद और प्रूफ़ रीडिडंग के काय! ऑनलाइन (साफ्ट कापी प्रूफ) और यूविनकोड फॉन्ट में विकये जाने चाविहए। सेवा प्रदाता द्वारा संपादन, अनुवाद और प्रूफ़ रीडिडंग के शिलए विनधा!रिरत �ुल्क के अवितरिरक्त, विकए गए विकसी भी प्रकार के अन्य खच! का भुगतान नहीं विकया जाएगा।

2. The copy editor should keep the original soft copy intact and make corrections in a copy of the assignment.

संपादक को मूल सॉफ्ट कॉपी को यथावत रखना चाविहए तथा सं�ोधन काय! इसकी दूसरी प्रवित में विकया जाना चाविहए।

3. If the copy in Word Processor format like MS Word / Open Office / Libre Office/ MS EXCEL, Libre Calc, Open Office calc, is given, the Editor should use TRACK CHANGES Option to do these corrections so that the Assignor will come to know which part of the content is edited.

यदिद सॉफ्ट कॉपी वड! प्रोसेसर प्रारूप जैसे- एमएस वड! / ओपन ऑविफ़स / मुफ्त काया!लय / एमएस एक्सेल, मुफ्त कॉल्क, ओपन ऑविफ़स कॉल्क, में दी गयी है तो संपादक को संपादन काय! के शिलए टै्रक चेन्ज विवकल्प का प्रयोग करना चाविहए जिजससे अभ्यप!क को यह ज्ञात हो सके विक सामग्री के विकस विहस्से का संपादन हो चुका है।

4. The DTP Operators, Copy Editors, Translators and Proof Readers should follow all the rules of fair editing (few tips are given below) to see that the content is correct, neutral, updated and has a standard narrative.

डीटीपी ऑपरेटर, संपादकों, अनुवादकों और पू्रफ़ रीडर को त्रुदिटरविहत संपादन के सभी विनयमों का पालन करना चाविहए (कुछ सुझाव नीचे दिदए गए हैं) यह देखना विक सामग्री, सही, तटस्थ, अद्यवितत और मानक स्वरूप में है।

5. The DTP Operators, Copy Editors, Translators and Proof Readers should send the edited copies at the earliest by mail, followed by a CD with a covering letter and the invoice. This invoice should contain the personal Bank account details with Bank Name, Branch Name, IFSC code etc., along with PAN Card Number. The first invoice should accompany a cancelled cheque of the same account, with IFSC code details printed on it.

डीटीपी ऑपरेटर, संपादकों, अनुवादकों और पू्रफ़ रीडर को संपादिदत सामविग्रयों को यथा �ीघ्र ईमेल के द्वारा भेजना चाविहए तदोपरांत विकए गए काय! संबंधी पत्र, काय! विववरण संबंधी चालान (इनवॉइस) एवं विकए गए काय! की सीडी डाक से भेजना चाविहए। इस इनवॉइस में संबंधिधत पक्ष का बैंक खाता विववरण, बैंक एवं संबंधिधत �ाखा का नाम, आईएफएससी कोड आदिद तथा पैन काड! नंबर होना चाविहए। प्रथम इनवॉइस के साथ इसी बैंक खाते का रद्द विकया हुआ चेक जिजस पर स्पष्ट रूप से आईएफएससी कोड छपा हो, संलग्न होना चाविहए।

6. A translation or proof reading work shall be put to an evaluation. If the error margin is more than 10% (at the word, syntactic and semantic level), no payment would be made until the translator corrects it.

अनुवाद या प्रूफ़ रीडिडंग के काय! का मूल्यांकन विकया जाएगा। यदिद त्रुदिट (�ब्द, वाक्य और अथ! के स्तर पर) 10% से अधिधक है तो इसका भुगतान तब तक नहीं विकया जाएगा जब तक विक अनुवादक इसे त्रुदिटरविहत नहीं कर देता।


7. Payment will be done upon receiving the soft copy of the edited version in CD/DVD format, and approval of the same by the competent authority / committee.

सीडी / डीवीडी प्रारूप में संपादिदत काय! की सॉफ्ट प्रवित प्राप्त होने तथा सक्षम प्राधिधकारी / सधिमवित द्वारा अनुमोदनोपरांत ही भुगतान विकया जाएगा।

8. Any further errors and discrepancies will be informed to the Editor, as there may be a second opinion on the editing.

विकसी भी अन्य त्रुदिटयों और विवसंगवितयों को संपादक को सूशिचत विकया जाएगा, जो संपादन के संदभ! में एक अन्य मत भी हो सकता है।

9. The CIIL reserves the right to cancel the empanelment at any point of time. The empanelment shall not be construed as a regular / contractual assignment.

सीआईआईएल के पास पैनल को विकसी भी समय रद्द करने का अधिधकार सुरभिक्षत है। पैनल का गठन विनयधिमत / संविवदात्मक रूप में नहीं विकया जाएगा।

10. If the document contains more than one language, it may be assigned to the second/ third person, depending upon the requirement.

यदिद प्रलेख में एक से अधिधक भाषाए ँहैं, तो इसे आवश्यकतानुसार दूसरे / तीसरे व्यशिक्त को सौंपा जा सकता है।

11. Source files for reference will be provided by email. The Copy Editor/ Proof Reader has to download it and use it for Proof reading only, as the content is protected by Indian Copyright Act. Any violation will attract suitable legal measures.
