Foreword

The fact that Japan is among the countries with the highest life expectancy demonstrates that it leads many other countries in addressing the challenges of an aging society. In Japan, where lifestyle diseases have been the leading causes of death, multi-generational households have decreased while the numbers of couple-only households and single-person households have risen. Under such circumstances, there has been a growing demand for services related to medical and nursing care for seniors, including disease prevention and management, rehabilitation and terminal care. Moreover, seniors are regarded as a potentially leading consumer market in Japan, raising expectations for a boost in domestic demand and increased job opportunities through promotion of businesses catering to seniors . At the same time, Japan faces the pressing issue of developing and recruiting human resources required to provide welfare and nursing care services.

We have recently seen the trend toward an aging population and a growing need for businesses catering to seniors appearing in other parts of Asia as well. Therefore, Japanese companies’ services, products, technology, knowhow and experience in the area of nursing care and other areas related to seniors’ needs are expected to help resolve societal issues faced by other Asian nations in the future.

With the aim of introducing Japanese companies that provide products and services for seniors to other countries, the Osaka Chamber of Commerce and Industry has published the Japan Senior Care Business Directory 2015 (a bilingual edition, in Japanese and English). We hope that this booklet will help promote collaboration between Japan and other countries in the business areas related to senior care.

○Furniture-style portable toilet1.The height of the armrests and toilet seat can be

adjusted to three positions, which enables the user to adjust the toilet to suit their physical needs.

2.The well positioned seat handle and the lightweight chair seat enables even users who have a weak grip to easily lift and lower the chair seat without twisting their wrists. Designed to be quiet, the seat can be lifted and lowered noiselessly.

Design and manufacture of industrial automation and labor-saving machinery; Provision of custom-made equipment; Development, production and sales of assistive technology The self-reliance support, transfer assistant robot “Aijo-kun” was launched in November 2012.

With an aging population and a falling birth rate, an increasing number of seniors rely on elderly family members for caregiving, and the physical burden on caregivers is a serious problem. In 2012, as many as 5.3 million people qualified for benefits from the long-term care insurance system in Japan. Approximately 80% of caregivers have suffered from lower back pain, which may be classified as an occupational disease.“Aijo-kun” is the first transfer assistant robot in Japan that supports the self-reliance of the user. The robot doesn't have to be operated by a caregiver, and may be operated by users with a lower body disability without assistance to transfer themselves if they can move their upper body.

Traditional transfer support equipment is operated by caregivers. The most significant difference between Aijo-kun and traditional transfer support equipment is that it is a self-reliance support robot which can be operated by those in need of care when transferring themselves, without assistance from a caregiver. The robot not only supports the self-reliance of those in need of care, but also removes a psychological burden from users (who have to wear a diaper), and enables them to transfer themselves whenever they like without hesitation. The robot can also be used at home by a caregiver for transferring users who cannot change their position by pressing a button after changing the user's position ready to transfer. Since the robot doesn't require any body strength on the part of the user (including leg strength), it can be used by those with muscular dystrophy. The robot has received a TAIS (Technical Aids Information System) code: 01317-000001, and the cost of the robot may be covered by long-term care insurance benefits.

○“Fusion” materials from which the product is made are revolutionary materials developed by Asahi Kasei Fibers Corporation. Featuring a 3-D honeycomb structure in which the shell and the liner are interlinked with resilient threads, “Fusion” materials offer outstanding cushioning. Moreover, their diagonally braced double-raschel weave provides excellent resilience.

The product has the three main features:1.Breathable and hard to be stuffy Made from “Fusion” materials, the product is much more

breathable than products made from futon cotton or urethane foam. With a three-layer structure, it is a thin-type mattress with a thickness of approximately 1 cm. Containing many air layers, the product is lightweight and is easy to carry around.

Since the body is supported by the three-layer structure, it does not easily sink down into the mattress. The product is always comfortable to sleep on.

2.The product's superb body pressure balancing function helps to reduce the physical burden on the user. Since their body pressure is evenly distributed, the product alleviates the weight on the sacrum, which is susceptible to bedsores. Even when used in combination with a urethane mattress, the product does not lose its body pressure balancing function.

3.The product can be washed in a washing machine or by hand when it becomes dirty. It is also comfortable to use, even in winter. Outline○Although there are currently more than 100 million disabled people in China, there are few therapists who have learned physical therapy and no more than 40,000 rehabilitation therapists. Accordingly, many people cannot undergo rehabilitation after they experience illness or an accident, and become disabled. ○The number of disabled people in China increases by one million every year. This is the cause of human and economic loss. To quickly mitigate these losses, Chief Jianrong Ye of the Secretariat of the Care & Rehabilitation Expo China, which attracts 100,000 visitors, requested us to arrange hospitals and facilities in Japan in which Chinese disabled people can undergo rehabilitation and to offer PT education to Chinese people. ○ On October 30, 2014, we held the Japan-China Friendship Seminar targeting physicians (Western and Chinese medicine) engaged in rehabilitation in China under the theme “Awareness Raising for the Effectiveness of Early Rehabilitation.” Held at the Peking University Third Hospital, which was designated as a rehabilitation hospital at the time of the Beijing Olympic Games, the seminar was jointly hosted by five companies: Beijing Rehabilitation Medical Association, Peking University Third Hospital, Japanese Physical Therapy Association, J.C.D CAPITAL PARTNRRS Co.,Ltd., and Julio International Inc. ○Established a system for accepting Chinese patients so that they can undergo necessary rehabilitation care with ease, including tying up with a number of Japan's leading rehabilitation hospitals, helping with the smooth issuance of medical visas, and arranging accommodation.

○“Julio System” for private nursing homes with condominiums that can be inherited or sold, which include rehabilitation facilities, is Japan's only system for private nursing homes, which we developed ourselves. The system is compatible with land-use rights under property laws of China, which enables developers to enter the market. Since the condominiums can be sold, the developers can collect their funds at an early stage. This is the best system for large-scale private nursing homes.*In Japan, the increasing burden of care costs on the national budget is currently becoming a big problem. The increasing burden of care costs is mainly attributable to the insufficient rehabilitation system for care prevention and treatment for illness and bone fractures in the elderly.When Japanese elderly people begin to receive nursing care in facilities such as nursing homes, many of them need more care because they do not undergo rehabilitation. Consequently, they cannot return home again and continue to stay in nursing homes for the rest of their lives. In many cases, even elderly people who need nursing care due to illness or an accident such as a bone fracture can regain their physical functions to a certain extent if they undergo appropriate rehabilitation. In China, nursing facilities or homes for the elderly where both rehabilitation and nursing care are offered will be necessary in the future.

(3)要介護度の認定基準

・要介護認定(要支援認定)とは、要介護状態(要支援状態)にあるかどうか、どの程度の介護(支援)が必要かを判断

するための手続きであり、保険者である市町村に設置される「介護認定審査会」において判定される。

・要介護認定(要支援1~要介護5)は介護サービスの給付額に結びつくことから、その基準については全国一律に定

められており、介護サービスの必要度(どれくらい介護サービスを行う必要があるか)の判定は、客観的で公平な判定を

行うため、面談・主治医意見書の内容に基づいたコンピュータによる一次判定と、それを原案として保健医療福祉の

学識経験者が行う二次判定の二段階で行われている。

(1)Nationally certified qualifications○Certified social worker

A certified social worker conducts overall welfare counseling and support, covering matters relating to medical welfare, welfare for the elderly, welfare for children (mother-child welfare), welfare for physically disabled persons, welfare for mentally disabled persons, welfare policies, and judicial welfare.

○Certified care workerAs a nationally recognized professional, a certified care worker mainly offers counseling, advice, guidance, and welfare services to those who have difficulty in daily life due to physical or mental disabilities, or any other environmental reasons, based on specialized knowledge and expertise. Liaison/coordination work between persons requiring long-term care and welfare service providers/doctors/healthcare providers/others concerned, and other needed support work are also performed by a certified care worker.

○Psychiatric social workerA psychiatric social worker is a certified professional specialized in healthcare and welfare support for mentally disabled persons.

○Assistive products plannerA certification program for assistive products planners was introduced by the Association for Technical Aids. Association-certified assistive products planners offer specialized services to the elderly and persons with disabilities in need of assistive products, ranging from advice on the selection of assistive products, development of their use plans, support of use, to monitoring/evaluation of actual use.

○Housing environment coordinator for elderly and disabled peopleA housing environment coordinator for elderly and disabled people is certified by the Tokyo Chamber of Commerce and Industry. Aiming to help create comfortable housing environments for the elderly and persons with disabilities, the certified coordinators strive to understand the perspectives of architects, medical service providers, long-term care/welfare service providers and administrative policy makers, and to facilitate coordination between and among them.

(1)Silver marksSilver marks are given to business entities (business establishments) that ful ly sat isfy the prescribed management s tandards for head offices/headquarters of silver service-related companies, and/or silver service standards by type. Silver marks serve as a reference point for consumers to choose reliable silver service companies and their service programs.

(2)JIS marks on assistive productsJIS marks (indicative of assistive products) are indicated on three kinds of assistive products (manual wheelchairs, electric wheelchairs, and electric beds for in-home nursing care) that satisfy the standards set forth under the Industrial Standardization Law (JIS Law).

(3)Universal Design Food marksUniversal Design Food marks were established by the Japan Care Food Conference. Food products with a Universal Design Food mark indicate that they satisfy prescribed standards as care foods for the elderly with chewing or swallowing problems. The consistency level of each solid food, which is categorized into four levels (Level 1: “easy to chew” to Level 4: “no need to chew”), is also indicated with the mark, so consumers can easily distinguish appropriate care foods responding to individual elderly person's chewing/swallowing function.

Established in 1878, the Osaka Chamber of Commerce and Industry (OCCI) is one of the oldest economic organizations in Japan. It is also the largest economic community in western Japan, boasting approximately 30,000 member companies. These members, ranging from major to small and mid-size businesses, cover a wide range of business sectors.The primary activities of the OCCI are: 1) preparation of policy proposals to national and local governments and other agencies; 2) industrial revitalization; 3) promotion of small and mid-size companies; 4) development of attractive urban areas; 5) cultivation of human resources and support for securing human resources, and 6) promotion of international business.The OCCI has long strived to actively promote international business exchanges. By holding seminars, meetings, and exchange events for businesses about 150 times a year, as well as providing individual consulting services, the chamber supports Japanese companies, especially those located in Osaka, in expanding their business overseas. The OCCI also operates the Osaka Business and Investment Center, or O-BIC, in cooperation with Osaka Prefecture and the City of Osaka, helping foreign corporations launch businesses in Osaka.
