Inspector Qualifications

Qualification for an NB Commission requires the following:

• Completion of the NB Inservice or New Constuction

classroom course (Inspector path)

• Passing the final examination given at the completion of

the course

• A minimum of 5 credits associated with education,

technical curriculum, technical training, and experienceas defined in RCI-1

Inspector Knowledge Base

As described in RCI-1, Rules for Commissioned Inspectors (NB-263), specific

duties are required for the Inspector in the areas of:

 – inspections

 – examinations and inspections

 – welding

 – testing

 – heat treatment and nondestructive examination

 – record verification

 – certification and stamping

 – monitoring

The Training Courses

There are TWO paths for a National Board Inspector: Inservice and New Construction

Both courses are ten days in length –  nine days of training with a 85 question technically based exam on the final day

National Board Inservice Commission Course

This training is based upon the duties listed in RCI-1 as well as in the Body of Knowledge developed specifically for the

Inservice Inspector. The first week of the course covers terminology, boiler and boiler system operations, all three Parts

of the National Board Inspection Code, and ends with NDE which includes a demonstration in our inspection room. The

second week delves into the ASME Code Books*, specifically Sections I, B31.1, IV, V, VIII Div. 1, and IX.

*Remember, Original Code of Construction is always referenced with a repair/alteration which is why we teach ASME

Sections in the inservice course. 

National Board New Construction Commission and Authorized Inspector Course

This training is based upon the duties listed in RCI-1, QAI-1, and the Body of Knowledge developed specifically for the

New Construction Inspector. The main focus of this course is in the ASME Codes Books with classroom lectures being

reinforced with hands-on workshops throughout the nine days of training.

The Application Process

The National Board Commission Application

Once all the requirements are met the online application for a National Board Commission may be completed

and submitted for review and approval.

It is important to remember the application for a Commission is made through an individual’s employer and

not the individual himself. This is due to the employment requirement for holding a NB Commission(Authorized Inspection Agency, Owner-User, Non-Member Enforcement Agency when accepted by a NB

Member Jurisdiction).

If the individual is not employed with one of these employer types, then they may not receive the NB

Commission.

However, any individual meeting the requirements may make application for the National Board PressureEquipment Inspector (PEI). There is an Inservice and New Construction version of the PEI credential.

The PEI Program

The PEI Program allows individuals performing the same type of inservice or new construction inspection work

to hold a National Board credential, demonstrating they have met the high level of education, technical

training, and qualifications.

Beyond the Commission

There are also several Endorsements available to be Inspectors,depending upon their field.

The Inservice Commission may also receive an “O” Endorsement when

working for an accredited Owner-User organization.

Available for the New Construction Commission is the Supervisor “B”Endorsement and the Repairs AR Endorsement.

There is also a series of endorsements (N, I, C, and NS) for thoseworking in the nuclear field.

The AR Endorsement

• Must already possess a New Construction Commission

• Must complete the National Board Inspection Code Part 3 Repairsand Alterations online training course and passing the related 50

question examination.

• Then the Inspector may apply to receive the AR Endorsement.

Then may the New Construction Commissioned Inspector perform

inspections on repairs and alterations, such as in the scenario reviewedearlier.

Continuing Education

All Inspectors holding active National Board Commissions andEndorsements are required to complete a continuing educationprogram through the National Board every two years.

This training is only provided online to allow flexibility to theInspector in completing from anywhere in the world, 24 hours aday/7 days a week.

This ensures all Inspectors receive the exact same training on aconsistent basis and in the same delivery format.

What does it mean for Inspectors to be

National Board Commissioned?

• Meet requirements specified in National Board RCI-1 for education, training,experience, examination, and employment

• Commitment to learning and gaining experience, including pursuing continuingeducation

• Perform duties and responsibilities to best of ability, with independence, objectivity,and integrity

• Set high standard of professionalism to promote public perception of National BoardCommissioned Inspectors

• A National Board Commission allows an individual to perform new constructioninspections, inservice inspections, and inspections associated with authorization, in-process and acceptance of repairs and alterations defined in the NBIC.

Why is it important for Inspectors to be

educated, trained, and qualified?

• Education – Education about boiler components and operation provides a

knowledge base necessary to perform quality inspections. Continuing education

keeps inspectors up-to-date with developing boiler technology, materials,

regulations, and methods.

• Training – Training about inspection methods and requirements provides practical

knowledge about inspection to perform quality inspections.

• Qualification – Qualification requirements ensure that all Inspectors have

appropriate education, training, and experience to perform quality inspections.

 – Qualification of Inspectors means that quality and conformity to codes is verified, certified,

and conformity assessment is maintained to the highest standards of ASME and the National

Board.
