1.0 Tajuk lawatan

Lawatan Pegawai SEAMEO INNOTECH, Dr Lilibeth Taa dari Filifina untuk Program

‘Excellence in Leading Education in Emergency Situations for Southeast Asian School

Heads’

2.0 Tujuan dan skop lawatan

Lawatan Dr Lilibeth Taa ke Sekolah Menengah Kebangsaan Seremban 2 bertujuan

untuk menemuramah Pn. Ramona binti Rosli (Pengetua Sekolah) yang telah terlibat

dengan kursus ‘Excellence in Leading Education in Emergency Situations for Southeast

Asian School Heads ’( LEADeXCELS ) anjuran bersama Institut Aminuddin Baki,

Cawangan Nilai, Kementerian Pelajaran Malaysia dan Southeast Asian Ministers of

Education Organization Regional Center for Educational Innovation and Technology

(SEAMEO INNOTECH) secara atas talian. Selain itu, lawatan ini bertujuan untuk

meninjau dan memastikan semua program yang dirancang mengenai“Disaster

Awareness Program” telah dijalankan di sekolah sebagaimana dilaporkan sepanjang

kursus, bermula 4 September dan berakhir pada 14 November 2014.

3.0 Tarikh dan masa lawatan

Berdasarkan kertas kerja dan perancangan awal, lawatan Dr Lilibeth Taaa sepatutnya

dijadualkan pada 5 Disember 2014. Memandangkan tarikh tersebut jatuh dalam cuti

akhir tahun persekolahan, tarikh lawatan telah ditukar seperti di bawah :

Masa : 12.30 tgh – 2.00 ptg

3.0 Huraian lawatan

Berdasarkan Itenary Dr Lilibeth, lawatan dijangka bermula jam 8.00 pagi. Walau

bagaimanapun, lawatan terpaksa ditunda di saat akhir kerana jadual pertemuan

beliau dengan Ketua Pengarah Pelajaran Malaysia (KPPM) diawalkan ke sebelah pagi.

Dr. Lilibeth Taa tiba di Sekolah Menengah Kebangsaan Seremban 2 pada jam 12.30

tengahari. Beliau ditemani oleh Pensyarah dari Institut Aminuddin Baki, En Ruslan

dan En Ashraf bin Abd Rahman (Department o fE-Learning,Centre for Technology

Management). Walau bagaimanapun, En. Ashraf terpaksa meninggalkan program

lawatan ini kerana beliau mempunyai urusan yang perlu diselesaikan.

Lawatan dimulakan dengan pelawat menandatangani buku pelawat diikuti oleh

temuramah Dr Lilibeth Taa bersama Pn Ramona bt Rosli di dalam bilik pengetua.

Selesai sahaja temuramah, Dr. Lilibeth Taa menyampaikan sijil kepada Pn Ramona bt

Rosli. Pihak sekolah turut memberikan cenderahati kepada Dr Lilibeth Taa sebagai

penghargaan lawatan beliau ke Sekolah Menengah Kebangsaan Seremban 2.

Seterusnya pelawat diiringi Pn Ramona bt Rosli bergerak ke bilik Pengurusan

Bencana yang terletak di tingkat bawah bangunan pejabat pengetua. Di bilik tersebut,

Pn.Ramona menjelaskan secara terperinci mengenai fungsi bilik serta memberi

penerangan berrdasarkan laporan dan gambar-gambar yang dipamerkan.

Sebagai penutup lawatan, Dr Lilibeth Taa diiringi oleh Pn. Ramona, En Ruslan

dan beberapa orang AJK telah dibawa ke bilik jamuan, untuk menikmati jamuan

makan tengahari. Lawatan berakhir pada jam 2.00 ptg.

4.0 Ulasan keseluruhan lawatan

Secara keseluruhan lawatan ini adalah dianggap berjaya kerana berdasarkan temubual

Dr. Lilibeth agak berpuashati dengan temuramah dan lawatan singkat mengenai

program ini. Adalah menjadi harapan beliau program ini dapat diteruskan,

ditambah baik dan yang paling penting untuk mengekalkan sikap dan

keperihatinan terhadap kesedaran bencana pada masa akan datang.

1. INTRODUCTION

Seremban 2 High School is one of the two schools chosen to represent Malaysia for the online

course ‘Excellence in Leading Education in Emergency Situations for Southeast Asian School

Heads’ organized by the SEAMEO INNOTECH.

2. Goals:

The goals of comprehensive school safety in the face of expected natural and man-made hazards

are:

· Student and staff protection;

· Educational continuity; and

· Development of a culture of safety

3. Objectives:

These three goas are accomplished through three over lapping spheres of activity:

1. Safe school buildings;

2. Disaster prevention education;

3. School disaster and emergency management

SCHOOL DISASTER MANAGEMENT

School Disaster Management is the process of assessment and planning, physical protection

and response capacity development designed to:

1. Protect students and the staff from physical harm;

2. Minimize disruption and ensure the continuity of education for all children;

3. Develop and maintain a culture of safety.

School disaster management involves the familiar cycle of steps found in all project

management: assess hazards, vulnerabilities, capacities of resources; plan and implement for

physical risk reduction, maintenance of safe facilities, standard operating procedures and training

for disaster response; test mitigation and preparedness plans and skills regularly, with realistic

simulation drills; and revise your plan based on your experience.

Towards a culture of prevention: disaster risk reduction begins at school

The World Disaster Reduction Campaign for 2006-2007 "Disaster Risk Reduction Begins at

School" has resulted in various initiatives worldwide to make school buildings safer and have

disaster risk reduction taught in school. This report highlights best practices of disaster risk

reduction in the school community.

The discussion report highlights activities on three different objectives:

Raising awareness within school communities. Activities include training of

teachers; organising disaster quiz competitions; school contests on disaster risk reduction

knowledge; campaigning for disaster safety; and turning school students into catalysts and

initiators

Building a culture of prevention. Initiatives include developing disaster education

materials; mainstreaming disaster risk reduction into school curricula or national education

systems; using alternative or innovative ways to educate children, youth, teachers and

parents about disaster risk reduction issues; and initiatives where children play a part in

various activities on the ground

Making school building safer. Good practices include assessing the vulnerability of

school facilities; retrofitting school buildings; building earthquake-resistant schools;

relocating schools which are in high-risk areas; building new schools in low-risk areas.

Impact of disasters on the education sector

Natural disasters can cause terrible loss of life. However what is perhaps most disturbing are their

impact on the most vulnerable, in institutions where safety should be paramount i.e. patients

stranded in hospitals and children at their desks in schools. Indeed in respect of the latter

innumerable cases of inadequately constructed schools have seen massive loss of life.

Conclusion

Malaysia has subsequently been struck by a range of global and regional disasters. Proactive

emergency planning and the urgent need for better cooperation, coordination and awareness

efforts among the government agencies and local communities such as school could mitigate the

negative impact of hazardous events, allowing organisations to learn from the past to prevent the

same effects in th future. Increase awareness, enhace services, secure sufficient fund,

emergency planning knowledge will then can help us to be well prepared for future disasters
