Machinery & Equipment (M&E) is one of the sectors identified to spur Malaysia into a high-technologynation, and as such, is one of major strategic importance.

To enhance growth and encourage investments in the M&E sector, the Government offers the following:-

• Tax incentives:

(a) Pioneer Status with tax exemption of 70%to 100% of statutory income for a period of5 to 10 years, or

(b) Investment Tax Allowance of 60% to 100%on qualifying capital expenditure incurredwithin a period of 5 years. This allowancecan be offset against 70% to 100% of thestatutory income for each year ofassessment.

• The targeted M&E are:

− machine tools;

− material handling equipment;

− robotics and factory automation equipment;

− packaging machinery;

− specialised process machinery orequipment for specific industry; and

− modules and components of the above

• Reinvestment Allowance of 60% onqualifying capital expenditure for 15 years.

• Import duty exemption for machinery andequipment; spare parts and consumables;and raw materials and components. The development of the M&E industry emerged

primarily to serve the agro-based and tin miningsectors. Due to the rapid pace of industrialization ofthe country, the M&E industry has transformed fromthe general fabrication and machining works toassembly of higher-end machinery modules andcomponents including heavy M&E manufacturing.

Exports of M&E have exceeded more than RM27.3billion (US$9.1 billion) in 2013 and are expected togrow at an average annual growth rate of 6.7 percent to reach RM48.3 billion (US$16.1 billion) in2020. Export destinations include Singapore, USAand China.

Imports have also increased from RM31.9 billion(US$10.6 billion) in 2000 to RM54.5 billion(US$18.2 billion) in 2013, indicating Malaysia’sdynamic and rapidly growing manufacturing sector.

The growth of Malaysia’s M&E industry is driven by the continuous inflow of both foreigndirect investments and domestic investments in various sectors; among the major sectorsare semiconductor, electrical & electronics, automotive, oil & gas, aerospace, medical andfood processing. More than 1,700 companies with around 540,000 employees are activein these sectors. The need for high-technology M&E in these industries is key to theirsurvival within a global environment and will accordingly continue to grow in the future.

In 2013, the total market size for the M&E sector for selected ASEAN countries (Malaysia,Singapore, Thailand & Indonesia) was estimated at US$30.4 billion, in which Malaysiacontributed about 30 per cent of the value. Malaysia is a strategic gateway to the ASEANmarket which has a combined population of more than 600 million people and total GDP ofUS$2.31 trillion for 2013.

Not only will M&E production continue to be the field of interest for foreign investment,other areas of the value chain also provide opportunities for profitable investment. Serviceand maintenance, repair and overhaul (MRO) are also in high demand due to high densityof plants and M&E installations in this region.

Malaysia’s M&E manufacturing offers opportunities in four major sub-sectors:

This sub-sector refers to M&E which is specificallydesigned and customized for use in a specificsector or process. Industries targeted includeoil and gas, electrical & electronics, solar/photovoltaic, semiconductor, medical,aerospace, automotive, packaging, plasticextrusion & injection, agriculture, etc.

In the oil & gas sector, the world’s leadingmanufacturers of machinery and equipment havelocated their operations in Malaysia for deep waterproduction equipment. With increasing growth ofdeep water activities in South China Sea and offNorth-West Australia, the market for subsea oil andgas production equipment and technology isexpected to increase.

In the electrical & electronics sector, Malaysia isa production base for the world’s top electronicscompanies such as Intel, Freescale, Renesas,Agilent, Hitachi, Infineon, Texas Instrument,National Semiconductor, and X-Fab. In addition,world’s top solar companies i.e. First Solar, Q-Celland AUO Sunpower have set up their operations inMalaysia. In the packaging sector, the focus is onautomated packaging M&E for food & beverages,cosmetics, pharmaceutical, etc. which includebottling machinery, wrapping and shrinkwrapping machines, sorting and gradingmachines, filling and sealing machines, etc.

The increasing mechanization of the agriculturesector has spawned investment opportunities inthe manufacturing of M&E to meet the needs of thesector. Agricultural M&E manufactured/ assembledby the local companies include rotavators,rotaslashers, ferti l izer spreaders, tractors,mulchers, related attachments, poultry rearing &processing equipment, and egg cleaning, grading& packing machines.

The plastic sector is considered a well establishedindustry in Malaysia. However, there are currentlyonly three local companies manufacturing plasticextrusion machines.

The metalworking machinery sub-sector presentsvast opportunities in the manufacture of M&E suchas laser cutting machines, machining centres,electro-discharge machines (EDM), millingmachines, drilling machines, lathes, shearingmachines, bending rolls, stamping machines,press brakes, forging machines and presses.

Several Malaysian and Malaysian/Foreign joint-venture companies are currently undertaking themanufacturing of metalworking machinery for theautomotive, electrical & electronics as well as otherengineering supporting sectors.

AIDA, a world renowned leading Japanese metalforming system builder, is currently engaged in themanufacture of high precision single/ double crankmechanical and servo presses from 80 to 300tonnes. It exports 90% of its products to AsiaPacific, North and South America and Europe.

Li Chin is also a major exporter, with 50% of itshydraulic and power presses being exported toBrazil, Taiwan, Thailand, Vietnam, Singapore andChina.

Local company, Sunfluid Engineering,manufactures various types of hydraulic machines,with press capacity ranging from 20 to 3,000tonnes for the local market and for export toASEAN countries, Saudi Arabia and Japan.

There is great potential for the manufacture ofmetalworking machinery and the government’semphasis is on high technology, NC and CNCmachines.

The power generating M&E sector mainlycomprises boilers, condensers, electric generatingsets, turbines and engines.

Malaysia is currently the largest manufacturing hubfor boilers in the South East Asia region. Most ofthe boilers manufactured cater for the localdemand, which is estimated at 150 units perannum from various industries ranging from oil &gas, oleochemicals, petrochemicals, food andbeverages, palm oil, rubber, wood, textile andhospitals.

Local producers have the capabilities tomanufacture internationally acclaimed productsand supply industrial boilers such as utility boilers,water tube boilers, fire tube boilers, packageboilers and combination boilers. These boilers areexported to neighbouring countries such asIndonesia, Philippines, Thailand and Cambodia.

Apart from boilers, four companies are producinggenerating sets for power plants, refinery,exploration platforms, petrochemical plants andcommercial buildings. The generators are alsoexported to countries such as Singapore,Cambodia and Korea.

Opportunities exist for the manufacture andreconditioning/ refurbishing of industrial turbinesand components with several companies inoperations.

The general industrial machinery andequipment, components and parts sub-sectorcovers a broad category of products such as air-conditioning plants, cold room equipment,elevators, cranes, conveyor systems, pumps,compressors, welding machines, fans &blowers, heat exchangers, pressure vessels,filtering equipment, valves, bearings, gears,actuators, etc.

In the field of tower crane manufacturing, Malaysiais currently one of the three leading countries inAsia, after Japan and People’s Republic of China.Favelle Favco Berhad is now one of the leadingcompanies in the world for high speed heavy liftingtower cranes and oil & gas pedestal cranes.

• This industry is recognized as a leadingengineering supporting industry.

• Malaysian’s mould and die industry has thecapability to manufacture most types ofmoulds, dies and tooling to complement theneeds of the manufacturing sector.

• About 400 companies are in operation andsome of the leading companies includeSum Hing Engineering Works, MegatoolPrecision, Sun Tong Seng Mould-Tech,H&L Engineering, HH Precision Mould,Fuji Dies Kogyo, A-FOSS Zeno andDynamic Mould.

• Opportunities and large market potentialexist for large moulds & dies which aremore than 10 MT.

• The Government has set up the NationalCentre for Machinery and Tool ingTechnology to provide additional boostto the development of the local mould &die industry. The Centre provides R&D,design, consultancy, t ra in ing a n dfaci l i t ies rental services to the localmould & die industry and themanufacturing sector in general.

• The local machining industry is able to meetmost of the country’s machining needs andprovide total machining solutions to themanufacturing sector.

• Companies in the industry have attained highlevels of technological capabilities and utilizestate-of-the-art CNC machine tools for most oftheir operations. Some of the highly integratedmachining solution providers can work totolerances as low as 1 – 5 microns.

• A number of companies have diversified intothe design and manufacture of automationsystems and equipment, particularly forsemiconductor, electrical and electronicsindustries.

• About 200 companies are in operationundertaking specialized precision services andgeneral supporting machining services.

• Major companies include Kobay Technology,UPECA Engineering, Eng Teknologi, OhtaPrecision, Paradigm, TNH Metal Engineering,Ultimate Manufacuring Solutions, UWCHoldings, AKTY Technologies, Alpha Precision,Wanjun Precision Machining, Synturn and SMEAerospace.

Metal Casting

• The foundry industry in Malaysia over the last50 years has attained a significant level oftechnological expertise in serving the traditionalindustries of tin, rubber and palm oil.

• About 70 companies are currently in operationmaking castings for engineering spare parts,quality machinery spare parts, pumps andpump parts, palm oil mill machinery parts,automotive components, elevator parts andother machinery parts.

• Leading companies with comparatively modernfacilities such as Yoonsteel, MMC Metal,Swanmet Engineering, Metalock Casting,Hicom Diecastings and Lestari Castingproduce castings of good quality and lowdimensional tolerances in compliance toInternational Standards for both local andexport markets.

• The metal stamping industry in Malaysia is anestablished industry supplying stamped partsto a wide range of industries such as electricaland electronics, automotive, machinery andequipment, precision measuring and testingequipment.

• The industry has acquired the capacity andtechnical capabilities to serve the variousmarket needs of multinational corporationssuch as Panasonic, Sony, Hitachi, Toshiba,Del l , Yamaha, Thomson, Phi l ips andHewlett Packard.

• There are about 300 companies in operationthroughout Malaysia with leading companiessuch as JP Meta l , Kobakin, NJManufacturing, Cybron TL, Wong Engineering,Kein Hing, KM Precision, DZ Capital, VSPTechnology, Tohoku-Wada and SeksunPrecision.

Surface Engineering

• The industry has the capability and capacity tocater for most of the requirements of themanufacturing industry which include a varietyof plating operations such as batch andcontinuous precision electroplating, electrolessplating, cathodic electrodeposit, phosphating,passivation, anodizing, chromating, sinterplating and physical vapour deposition.

• About 40 companies are in operation whichinclude leading companies such as Dipsol,Metek Kitamura, SII Ishizaki and Jiwei.

• These companies are currently servicing theneeds of notable multinationals such asResesas, Panasonic, Toshiba, Hitachi, Infineon,Agilent, Fairchild and Osram in the electricaland electronics and automotive industries.

• Opportunities and large market potentialexist for services for the oil & gas, aerospace,medical, LED and solar/photovoltaic industries.

Heat Treatment

• Malaysia’s heat treatment industry offerscontinuous mesh-belt heat treatment, vacuumhardening, carburizing, carbonitriding, nitriding,nitro-carburizing, annealing, normalizing andtempering for a diverse range of metal products.

• Heat treatment services or high carbon steeland alloy steel materials such as moulds anddies, critical parts for bearings and automotivecomponents are the latest additions to the listof products already serviced which includebolts, nuts, shafts, gears, pins and springs.

• The heat treatment service industry inMalaysia has about 20 companies in operation,which include leading companies such asMicromagna Engineering, Yeh Chang HeatTreatment, Tohken, Oriental Heat Treatment,Umetoku, Vital Scale, HK Lamination and YongShen Heat Treatment.

• Expansion activities in the mould and die, aswell as the M&E manufacturing industries, andproduction of downstream products of ironand steel, secondary products, automotiveparts and component manufacturing offergood prospects for the growth of the heattreatment service industry. Investments innew ventures with state-of-the-art facilitiesthat are also environmentally friendly areencouraged, especially those incorporatingthe latest vacuum carburizing and vacuumhardening technology.

Forging

• Malaysia’s forging industry comprises ofcompanies producing small and mediumforged parts for the automotive and generalmanufacturing sector. Most of the companieshave the capabilities to produce componentsof up to 200mm in size and 50kg in weight withpress machine capability ranging from 16MT to600MT.

• The forging industry in Malaysia has 7 majorcompanies in operation namely BillionFortune, YMC Forging, MKF Metal & PlasticIndustries, Kentzu Industries, Unique Forging &Components, Geen Screw Industries, andPower Steel & Electro-Plating Works.

• The setting up of many leading global oiland gas M&E manufacturers in Malaysiasuch as FMC, Aker Solutions, Halliburton,Cameron International and Technip providesopportunities and large market potential forlarge forgings, not only to support the oil & gasindustry in the country but also to cater for therequirements of the region. All requirements forlarge forgings are currently being imported fromoverseas i.e. Korea, Italy, Germany, India andother Eastern European countries.

Metal Fabrication

Metal fabrication activities in whichMalaysian companies have developedworld-class capabil it ies can beclassified into four categories; namelyfabrication for the offshore/onshore oiland gas industry; building and civilconstruction fabrication; fabrication ofprocessing and manufacturing plants andindustrial machinery and equipmentstructures and component fabrication.

Local companies undertake fabricationfor the offshore/onshore oil & gasindustry which includes fabrication worksfor the offshore oil drilling platformrequirements such as jackets, productionmodules, platform decks, accommodationmodules, line-pipe & spool and relatedindustrial onshore activities such aspetroleum refineries, petrochemical plantsand storage facilities.

In the building and civil construction fabricationcategory, local companies fabricate steelsuperstructures for high-rise buildings,bridges, flyovers, transmission towers andother infrastructural facilities such as portsand airports.

In the processing and manufacturing plantfabrication, companies undertaketurnkey projects to build, install andcommission processing plants in thecountry.

As for the industrial machinery & equipmentstructures and components fabricationcategory, many companies have thecapability to supply the needs of the localmachinery & equipment manufacturingindustry.

The metal fabrication industry in Malaysia isconsidered a fairly established industry. Inthe building and construction industry manylocal fabrication companies have begun tosource for jobs outside Malaysia. As a result,several local fabricators have gainedinternational recognition in this industry.
