　　在全球在地化的時代脈動下，各國無不透過發展文化創意產業開創最具競爭力的經濟動能。而在

今年五月行政院文建會所公佈的「文化創意產業發展方案」中，工藝產業被列為六大旗鑑產業之一，

可見其豐富多元的內涵及獨具的特色風格，足以開創新時代的品味與價值，成為滋養生活及帶動經濟

發展的重要泉源。

　　台中市於2005年起開全國首例，推動優秀工藝師甄選，自第一屆至今年第五屆止，共有190名來

自全省各地與各年齡層的菁英提出審查申請，五屆以來，已順利遴選出34名「大墩工藝師」。本局陸

續邀請歷屆獲選之大墩工藝師舉辦個展、出版專輯，並規劃參與藝術市集、專題演講、校園巡迴美感

教學等活動與作為，為新世紀豎立了一個工藝師審查制度的典範，也積極為台灣本土的優秀工藝師拓

展藝術舞台與發展空間。

　　今年的工藝師審查，共有來自全省12個縣市的20位工藝創作者提出申請，本局特聘請國內博識精

深的工藝專家學者，組成7人審查委員會及17人評審委員會，負責各階段的審查作業，在層層嚴格的

把關下，初有11人通過書面初審，再經複審與決審，正式遴選出雕塑類黃福壽與陶瓷類黃吉正兩位工

藝領域的佼佼者，授予第五屆大墩工藝師殊榮。

　　黃福壽先生是2009年國立台灣工藝研究所「工藝創意產業發展計畫～台灣玉雕傳習計畫」授聘講

師，1980年起便著手研究歷代玉雕文化哲學觀與玉雕藝術造型的美學觀，30餘年來努力創作不輟，其

風格溫潤厚實，作品精緻細密，巧奪天工，曾獲傳統工藝獎三等獎及佳作等獎項，亦獲國立傳統藝術

中心等單位之典藏，堪稱為出類拔萃的優秀工藝師。

　　黃吉正先生創作年資12年，是歷屆獲選通過之大墩工藝師中次年輕的工藝創作者。雖就浩瀚的工

藝創作領域而言，其接觸的時間雖較資淺，但其參與各地區工藝相關競賽囊括各項首獎，表現極為突

出卓越，加上作品創作思維啟發性高、工序甚佳的實績與成就，獲評審委員一致的肯定，在眾多申請

者中獨占鰲頭，順利取得大墩工藝師資格。

　　第五屆大墩工藝師在縝密的過程中遴選出爐，本局援例邀請獲選的大墩工藝師精選佳作聯合展

出，授證典禮與聯展同步於本局26週年館慶期間舉辦，期望藉由這項活動，榮耀國內頂尖工藝師們一

路走過的輝煌成果，並為本市推動工藝文化、激勵文創產業發展奠定堅實的基礎。

Editor's Foreword

Amid the trend of globalization, every country is now actively seeking to promote creative industries in

order to enhance competitiveness in economic and innovation systems. The rich variety, unique features, and

economic potential of craft has gained wide recognition in Taiwan, as the craft industry is named one of the six

key segments of the creative industry in the "Action Plan for Development of Creative Industries" promulgated

by the Council of Cultural Affairs, Executive Yuan in May 2009.

Taichung City is the first city in Taiwan to establish a mechanism that gives certification to outstanding

craftspeople. In 2005, Taichung City established the annual Da Dun Arts and Crafts Masters Review program.

From 2005 to 2009, 34 craftspersons from a total of 190 candidates have been given the honor of being

selected as Da Dun Crafts Masters. Over the years, Taichung City Cultural Affairs Bureau has successfully

organized many related events, hosted solo exhibitions for Da Dun Crafts Masters, published exhibition

catalogues, organized art-and-craft markets, and run lectures and educational events, aiming to promote craft

industry.

This year, the Da Dun Crafts Masters Review Panel received applications in a total of 20 craftspeople

from 12 counties/cities all over around Taiwan. The Review Panel is a distinguished group of experts in the

field of craft. It consists of a 7-person screening committee and a 17-person selection committee. After a

rigorous screening process, Mr. Huang Fo-Shou and Mr. Huang Chi-Cheng were selected from 11 shortlisted

candidates as the 2009 Da Dun Crafts Masters.

Mr. Huang Fu-Shou is a lecturer of "Arts and Crafts Industry Program 2009: Jade Carving in Taiwan"

organized by the National Taiwan Craft Research Institute. He has been devoted himself in the research on

Chinese aesthetics and philosophy of jade carving since 1980. For over 30 years, Mr. Huang has never stopped

producing solid and sophisticated works that are of original design and superb craftsmanship. His impressive

career has won him many awards, including the Third Prize and an Award of Merit at the Traditional Arts and

Crafts Awards. His works have also been gathered for permanent collection of many institutions, including the

National Center for Traditional Art.

Being the second youngest craftsman to have been selected as Da Dun Arts and Crafts Master, Mr.

Huang Chi-Cheng is relatively inexperienced in the field of crafts with only 12-years practice in this field.

Nevertheless, he has won many major awards in craft contests. During the selection process, the selection

committee were greatly impressed by the innovative and creative qualities of his works, thus made a

unanimous decision to nominate Mr. Huang as the Da Dun Arts and Crafts Master of 2009.

We congratulate Mr. Huang Fu-Shou and Mr. Huang Chi-Cheng for becoming the Da Dun Arts and

Crafts Masters this year after going through the tough screening and selection process. The Bureau is now

hosting a joint exhibition for them, and the certificate presentation ceremony will take place along with the

26th Anniversary Ceremony of the Bureau. We hope that through praising the outstanding achievements of our

craft masters, we can help establish a solid foundation to stimulate the future development of Taiwan’s creative

craft industry.

第五屆大墩工藝師審查申請簡章

一、目的：為弘揚工藝文化，提昇工藝創作者榮譽，鼓勵從事各類別

工藝創作與傳承。

二、辦理單位：

（一）指導單位：行政院文化建設委員會

（二）主辦單位：臺中市政府

（三）承辦單位：臺中市文化局

三、審查類別：

（一）陶瓷類　（二）雕塑類　（三）編織類

（四）金工類　（五）其他類

四、申請資格：申請者應符合申請審查類別之下列相關條件之一：

（一）從事工藝之創作或傳承有具體成果，經相關文教藝術機構

或團體推薦。

（二）曾獲國際性或全國性競賽前三名獎項。

（三）曾獲縣市所舉辦競賽前三名獎項三次以上。

五、申請方式：

（一）初審（書面審查）：

1. 申請應備文件：詳填申請書資料，備齊相關文件（含資格經歷

【附件一】、推薦書【附件二】或得獎證明【附件三】、作品

資料【附件四-1】、作品照片【附件四-2】、相關成果或著作

之補充資料等），於簽名處簽章，並依序自行增頁後裝訂成

冊，以掛號郵寄。

2. 送審作品三件，每件作品依其屬性檢附不同角度及細部之6×8

吋照片與600×800pt像素尺寸之jpg數位檔，立體作品應包含三

個不同角度照片。

3. 收件日期：98年5月4日至5月8日（郵戳為憑），逾期不予受理。

4. 收件地址：40359台中市西區英才路600號台中市文化局藝文推

廣課收（封面請註明「申請大墩工藝師審查」）

5. 申請資格不符或申請資料未備齊者，不予受理。

6. 初審申請資料一律不退件，送件前請自行預留備份。

7. 簡章及申請書表請至台中市文化局網站（http://www.tccgc.gov.

tw）下載，或至台中市文化局服務台索取。

8. 初審日期：預訂於98年6月下旬。

（二）複審（作品審查）：

1. 初審通過者，由承辦單位公布於網站，並郵寄通知申請人於規

定時間內填具複審送件資料表【附件五】連同作品原作三件提

送參加複審。

2. 參加複審之作品應於適當位置黏貼作品標籤【附件六】，送件

時並請加以安全包裝，送件過程所遭致之損失，由作者自行負

責。

3. 送審作品包裝完成尺寸以不逾70×100×180公分為限，單件重

量以不超過50公斤為原則。

4. 複審、決審時間：預訂於98年7月下旬。

5. 複審退件時間及地點由承辦單位另行通知。

6. 各類別之申請得視其水準，審定通過人數或予以從缺。

六、獎勵：經決審通過者，由承辦單位另函通知，並擇期公開頒授

「大墩工藝師」榮譽證書。

七、權責：

（一）審查通過後如有下列情形之一者，經審查委員認定後，得

撤銷其資格並註銷其證書，五年內並不得再提出申請。

1. 以偽造資料或其他不法行為參加審查者。

2. 作品有抄襲情事者。

3. 冒用他人作品者。

（二）辦理單位對送審作品有研究、攝影、出版、宣傳及登錄網

路等權利。

（三）辦理單位對送審作品負保管責任，唯遇不可抗力事件致受

損者不在此限。

（四）送審作品每件酌予辦理保險，期限自作品收件後至退件截

1. Objective: To promote the art of crafts and to honor the artists in order to encourage the continued creation of the art of crafts.

4. Qualifications

Applicants shall meet at least one of the following requirements:

4.1 Having specific achievement in creating or promoting the art of crafts and recommended by one of the relevant educational and art

organizations.

4.2 Winner of one of the top three prizes in national or international competitions.

4.3 Three-time winner of one of the top three prizes in local competitions.

5. Application

5.1 Preliminary judgment (document review)

(1) Required documents: application form; qualification documents (attachment 1); letter of recommendation (attachment 2) or proof of the

awards (attachment 3); and detail information of the works (attachment 4-1) and photos of the works (attachment 4-2). Applicants must

sign in the signature column and bind these documents in the above order and send it by registered mail.

(2) Required photos: 6x8 inch photos (along with 600×800 pixels digital pictures in JPG format) of 3 works, taken from different angles

according to the nature of the works showing their details. Photos of 3-dimensional works shall be taken from three different angles.

(3) Submission date: May 4 to May 8 of 2009 (the date of the post stamp serves as proof of submission date). Late submissions will not be

accepted.

(6) Application documents for the preliminary will not be returned. Applicants shall make backups if necessary.

(7) Booklet of this statement of regulations and application form are available at the information desk of the Taichung City Cultural Affairs

Bureau, or online at http://www.tccgc.gov.tw.

(8) Date of preliminary judgment: Scheduled in late June 2009.

5.2 Final Judgment (work review)

(1) The list of candidates nominated in the preliminary judgment will be announced on the Bureau's website and the candidates will be

notified in writing to complete the Final Judgment Work Submission Datasheet (attachment 5) and submit with the three works to the

Bureau by the deadline specified in the notice.

(2) The Work Label (attachment 6) shall be attached to the works at appropriate position. Candidates shall pack their works in full

protection, and be fully responsible for any damage to the works during transportation and handling.

(3) Each submitted work, after packaging, must not exceed 70×100×180 cm in size and 50kg in weight.

(4) Date of the Final Judgment: Scheduled in late July 2009.

(5) The time and location for work returning will be released.

(6) Based on the quality of the works, the executor has full discretion to decide the number of recipients of the Da Dun Arts and Crafts

Masters.

6. Awards

Nominees approved in the final judgment will be notified in writing and awarded the Certificate of Da Dun Arts and Crafts Master.

7. Rights reserved and miscellaneous provisions

7.1 The executor shall disqualify any Da Dun Arts and Crafts Masters and withdraw his/her Certificate under any of the following

circumstances after confirmation by members of the review panel. Such candidates are not allowed to make any application for review

for a period of five years.

(1) Forgery or any illegal acts involved in the application.

(2) Plagiarism.

(3) Submitting works of other artists.

7.2 The executor reserves the rights of research, photography, publication, publicity and network registration of the works submitted for the

review.

7.3 The executor shall be responsible for the protection of the submitted works, however except for damage resulted from events beyond

human control.

7.4 Insurance is provided to the submitted works from the acceptance until the return of works to their owners. The limitation (maximum

claim) is NT$50,000.

7.5 Applicant's signature represents his/her agreement to accept and conform all the regulations in this statement.

8. The executor may amend this statement of regulations provided any factors are not covered.
