はじめに

1995年度，長崎大学経済学部においても，本格的なインターネットへの接

続が完了し，各研究室単位での利用が可能となった。現在，さらにその性能

の拡充の準備がすすめられており，通信速度の飛躍的なアップによって，様

々な研究分野で利用が期待される1)

インターネットの利用で期待されるのは，研究者にとっては，速やかな研

究論文であろう。インターネットを通じての研究の公開は，経済学の分野で

もアメリカを中心に，学術雑誌のアブストラクト，ディスカッション・ペー

ノtー(あるいはワーキング・ペーパー)，統計資料などでなされており，研

究を進める上で好ましい環境がととのいつつあるからである。残念ながら，

経済学の分野すべてをカバーするものではないが，数理的な分野を中心に，

その研究論文のストックは大きくなりつつある。今後その趨勢はさらに進展

するものと考えられる。すでに，そのような研究上のインターネットの利用

手続きについては，いくつかの研究がなされており，また，検索サーバこを

用いて，そのアクセスは容易なものとなっている(田中， 1995)。本稿は，

研究論文等の利用についてのインターネット利用についての手続きではな

く，労働経済学の立場からインターネットを用いてどのような研究が可能で

あるかを探るものである。その第 l歩として，世界の労働組合関連のサーバー

を整理し，労働組合研究の資料としての利用をめざすものである。)

1)このような作業は，文科系の学部においてよくみられるように，専任のスタッフに

よる導入ではなく，一部の教官のボランティアの力に依存したものである。長崎大学

においても電話によるパソコン通信の時代からのたゆまない努力のたまものである。

2 )検索サーバーはその用途に応じて，得意なものと不得意なものがあるので，注意が

必要である。

3 )残念ながら，現在のところ日本の労働組合および労働省は，インターネット上に，

資料等を公開していない。近年，日本の官庁でも，総理大臣官邸，経済企画庁，郵政

省などで，インターネットを用いた情報の公聞が進められており，整備は着々とすす

んでいる。しかし，ハード面の強化がソフト面でおいっかないのが，現状であるとい

えよう。

2 WWW (World-Wide Web)上の労働組合

最近アメリカの労働組合の力の低下が指摘されるなか，アメリカの建設機

械メーカーであるキャタピラーの労働組合は， 19ヵ月におよぶストライキを

無条件で停止(日本経済新聞， 1995年12月29日，朝刊)したり，USW A (U nited

Stee1workers of America，全米鉄鋼労組)， URW(全米ゴム労組)， UAW(全

米自動車労組)の製造業大手組合は，合併(日本経済新聞， 1995年12月8日

朝刊)に動きだすなど，その動向は興味深いものがある。このような動きを

リアルタイムで追いかける場合，インターネットは，彼らが情報を発信して

いる場合に，非常に便利である。

アメリカの組合の多くが，ホームページをもっている。それらに接続する

一番簡単と思われる方法は， LaborNet@IGC (http://www.igc.apc.org/

1abornet/)のホームページから， UNION AND ORGANISATIONを選択す

るか，あるいは直接 (http://www必c.apc.org/1abornet/unions.htm1)に接続

するかのどちらかである。 AFL-CIOもホームページを持つが，そこからの

検索も可能である。

まず最初は，アメリカの最大の組合の連合体である AFL-CIOを取り上げ

る。

である場合にはイタリックで記している。このリストからわかるように，ま

だインターネットに情報を発信している労働組合はそれほど多くない。

が集められており，世界中のストライキの様子がわかる。キャタピラーについては，

その発端から，多くの労働者のレイオフと無条件の職場復帰までが，時間をおって掲

載されている。

5 おわりに

各労働組合の発信する情報は多様であり，ほとんど情報らしいものがない

ものや，その歴史までを含んだ詳細なもの，またローカル組合の全リストを

もつものもあれば，そうでないものもある。少なくとも連絡先や組織の構成

メンバーについての'情報，および電子メールのアドレスは多くの場合利用可

能である。各組合の内容や機能，役割については，今回はまったくふれてい

ない。それを探ることが可能なのかを含めて，今後の課題としたい。
