A Bi - Annual Newsletter of the NSSF

FROM THE DIRECTOR GENERAL

Dear Readers,

I am pleased to welcome you to yet another edition of your favourite newsletter, Hifadhi News. It is slightly

over six months now since I last addressed you in the second edition of the revived publication.

The period January –July 2010 has been important to the National Social Security Fund. It has been fruitful in that we have covered a number of key milestones.

Beginning with changes on the Board of Trustees, I am pleased to inform you that the National Social Security Fund has got a new team of Trustees, following the expiry of the previous Board’s term in September 2009. The new Board is under the chairmanship of Mr. Abubakar Rajabu.

As most of you will recall, Mr. Rajabu is a retired senior civil servant who served as Principal Secretary for many years. I would request each of you to extend maximum cooperation to the new Trustees to enable them to supervise the achievement of corporate goals.

I am also delighted to inform you that the Fund’s books of accounts for the 2009/10 financial year have sailed through Parliament on a clean slate. This is further proof that the NSSF strictly adheres to its guiding rules and regulations.

On behalf of the Board of Trustees, I would like to commend all members of staff for making this possible. I sincerely hope and trust that this

exemplary performance will be sustained for future success.

I am pleased also to inform you that we are now engaged in a new program that seeks to link the Fund to Tanzanians living in the Diaspora. In view of this, a new system called Welfare Scheme for Tanzanian Diaspora (WESTADI) has been formed.

Let me also mention that the Fund is involved in a grand Social Responsible project called the Nelson Mandela Africa Institute of Technology.

Scheduled to be bigger than the 40,000-capacity University of Dodoma, the new institute will be located at the defunct CARMATEC in Arusha.

The Tshs 39/-billion advanced technology training facility will be the third in the continent with the other two in West Africa and South Africa, respectively.

Mchikichini Satellite City is another project in the pipeline. The project brings together the NSSF, Ilala Municipal Council and M/s Symmetric Link of Malaysia. This is a three-phase $ 400 million scheme that seeks to replace dilapidated buildings within the Mchikichini area with high-rise well-planned structures. The houses will be categorized in three classes: low, medium and high cost. For the low cost houses priority of tenancy will be given to the existing tenants whose units will be cleared for the project.

On the other hand, the NSSF scooped two prizes at the 34th Dar es Salaam International Trade Fair (DITF) in July 2010. We won the first overall prize, coming on top of all local and international organizations that took part in this year’s event.

The President of Brazil H.E Luiz Inacio Lula Da Silva awarded the coveted trophy to the Board’s Vice Chairperson Ms Hildegard Mziray. On top of that, our exhibitions won the second prize in the Trade and Service Category.

Let me mention in passing, too, that the Fund is now exploring ways to invest in power generation. To this end, Board and Management members recently traveled to Egypt where they established contacts with an Egyptian company for possible future investment in the energy sector.

Lastly, let me wish you a good reading of the Hifadhi News.

Thank you,

Dr. Ramadhani K. DauDirector General

EDITORIAL

From the Director General EditorialEsteemed Readers,

Welcome to another edition of Hifadhi News (HN). This is the third edition since the publication was revived

in 2008. Let me; however, begin by apologizing for late publication of this edition, which was supposed to come out by late July 2010. It was due to logistical shortcomings, which have now been righted.

That said, we would like to thank you our readers for your comments, both written and verbal, which provided a good riposte to our efforts in the editorial board of Hifadhi News. Whilst we thank you all for this gesture we would still ask for another favour: keep the comments coming…

As one old African adage declares; no solo finger can kill lice, the HN editorial team alone cannot sustain the operations of a pan-territorial publication like Hifadhi News. We need your participation, contribution and, especially, feedback. That is how all reputable publications are run.

In view of the above and as proposed in the previous edition, this time around, HN has embarked upon a scheme that carves the Fund’s widespread national branch syndicate into five zones of ‘convenience’ and covering one after another.

These zones of convenience are north-west (Mwanza, Mara, Shinyanga, Kagera), south-west ( Tabora, Kigoma), central (Dodoma, Singida, Morogoro), north-east (Arusha, Manyara, Tanga), South-east (Mtwara, Lindi, Coast, Ruvuma) Thus, in this issue we bring you news from the south highlands zone, which comprises Rukwa, Mbeya and Iringa regions.

As mentioned earlier in our synopsis for the new project, the intention is to bring out some of the vital events that happen in the regions, but vanish without notice. There is always the best practice aspect.

We believe if this project is sustained, we could make it possible for regions to learn from each other’s best experience. Besides, the NSSF belongs to us all and so it is only fair that all regional branches are covered in the Hifadhi News.

Thus beyond treating you to a localized publication, you will also find in this edition interesting features of the said regions in such important sectors as operations, member registration, compliance and finance. Some of these matters which do not justify classified treatment just rot out there in the files.

As hinted above, next time we shall bring you similar coverage from other regions, but as to exactly which places are going to be involved, we shall wait until we come to the river before crossing the bridge.

Also in this issue is coverage of the 34th Dar es Salaam International Trade Fair, DITF which took place from to 28 June to 10 July, 2010. As you already know, the National Social Security Fund scooped two top prizes at the Fair. We carry a picture-clad dossier of the winning team. The Fund’s dream team was under the stewardship of the Chief of Public Relations and Customer Services, Mrs. Eunice Chiume. Once again, we would like to pay glowing tributes to her and her victorious outfit for making the NSSF proud.

Apart from the other regular features, we carry in this edition an assortment of events which took place within the National Social Security Fund over the last six months.

As mentioned above, we did not receive news updates from the branches as previously requested. Thus, we appeal, once again, for news. Just let us know what happened, when, where, how and probably why. We in the editorial team can modify a small event magnifying it into big news. So do not keep the NSSF news, let us craft it into a readable masterpiece.

Welcome once again and have a peaceful reading of your newsletter of choice.

Thank you,

Alfred B. NgoteziEditor

MBEYA NSSF OPERATIONS

The Fund’s NSSF Mbeya Regional Manager, Mr. Hamisi Fakii told the Hifadhi News team

recently that Mbeya was doing well in the collection of members’ monthly contributions. In the period ending April 30, 2010, he said, the performance had clocked 103 per cent.

He said TSh3.995 billion had been collected against a target of TSh3.869, 390,000. This was an improvement over the same period last year.

The Regional Manager said that also

commendable was the performance of Tukuyu District, which had surpassed its target by 7.7 per cent. The overall target was TSh600 million, but the collection had reached TShs 646, 220,000.

Mbozi District brought in TSh195, 040,000, against its target of TSh300 million (65 per cent). This is an improvement over the preceding period, which recorded a performance of only 50.82 per cent.

The recruitment of individual members had risen by 80.92 per cent. Mr. Fakii

also said registration of employers during the same period reached 94.55 per cent

However, he noted that inadequate staffing in some key areas and lack of adequate motor vehicles are some of the challenges hampering the operations of the Mbeya Regional National Social Security Fund’s Office.

He said there was only one motor vehicle at Mbeya, which was not enough to cater for the region’s needs. At the moment, Mbeya has 14,048 NSSF members and 603 employers.

GOING THE EXTRA MILE

Going the extra mile to improve customer service...

One day several years back, the NSSF’s Chief Executive Officer, Dr Ramadhani Dau, made a stopover

at Vwawa Mbozi, while on his way from Sumbawanga back to the headquarters in Dar es Salaam.

He made a quick tour of the rented building that housed the NSSF branch office.

Recalling the event the Mbeya Regional Manager, Mr. Hamisi Fakii said : “The CEO was not impressed. The building was totally run down. He

instructed me to write a proposal for the construction of a new building.

Hence, the new imposing Mbozi NSSF Office. That is how the NSSF added its colours to the blue skyline of Vwawa.

Able Mwanjonde shows the way

Able Jackson Mwanjonde looks as sharp as any other man of his age struggling to make the

most of his youth. But Able is a young man with a clear purpose in life, who believes he’s able to make a difference in his situation. Despite losing his job as branch manager of Mlimani Investments in Mbozi, he has kept his NSSF dream alive.

Mr. Mwanjonde, a painter, is currently running a small business as he continues searching for a new permanent job. However, Able still remits his monthly contributions to the NSSF without fail to keep his membership alive.

The Hifadhi News caught up with him recently at the NSSF Mbozi Office, where he had gone to pay his monthly contribution.

Mr. Mwanjonde said that his contributions were remitted by the employer until he was sacked. But instead of withdrawing his membership after he was sacked,

as many young people tend to do these days, he decided to keep his membership alive.

As a result, he told the HN, he continues to enjoy all benefits provided by the Fund. For example, he and his family continue to enjoy free medical care.

Mr. Mwanjonde is married with three children Brenda (11), Vanilla (5) and Noel (1). Brenda and Vanilla attend school at Tunduma on the border with Zambia.

Meanwhile; a tailor at Vwawa Market, Mbozi, Mr Paul Daud Mbwanji (31), has also joined the NSSF’s voluntary membership fold.

Mr. Mbwanji is married with three children aged 12, 8 and 7. The HN caught up with him at the NSSF Mbozi office, where he had gone to credit his account.

He said he had been contributing for the past three months and was

due to start enjoying the medical benefit in July 2010.

Asked to comment on the NSSF futuristic scheme, he said: “This is like investing in the future ... I urge all Tanzanians to join the NSSF.”

MMUNI VOWS

By HN Reporter

The Iringa NSSF Regional Manager Mr. Bathow Mmuni has vowed to achieve the region’s projected goal

of registering over 700 new voluntary members in the near future.

The RM made the declaration recently when he spoke to the Hifadhi News (HN) in his office. He said there were many potential members in Iringa who are only ‘a click away’.

He named such groups as trade associations operating at various markets in the region as well as at a new venture called the Green Resources Tree Project.

Mr. Mmuni also urged head office to provide a satellite dish. This, he said, would arrest the problem of using old IT equipment.

Further, He called on Headquarters to provide enough working equipment like computers and other key information technology gadgets.

Mr. Mmuni was optimistic that Iringa would continue to achieve more and more progress in the years to come, arguing that accomplishing set goals had become their tradition.

For example, he said in the period from July, 2009 to April 2010, the region had surpassed the target by 5.52 per cent.

The target, he said was to collect TShs. 5.13 Billion but the actual amount collected was TShs. 5.41, being a performance of 105.52 per cent.

This performance is a huge success as compared to the previous year’s performance which stood at 91.74 per cent in the same period.

Mr. Mmuni also expressed total satisfaction with employers in the region saying they are the ones who are behind this feat.

He put the total number of individual members contributing monthly to the NSSF Scheme at 22,347. There are also 685 employers who are registered by the Fund in Iringa.

Mr. Mmuni named some of the big employers in the region as the Tumaini University (Iringa Campus), Ruaha College (SAUT) and Mkwawa University (MUCE).

He listed the others as M/s AArsleef Interbeto Co. Ltd (road construction) JR International (plumbing and laying of water pipes), Tosamaganga Hospital and several privately-owned medical centres.

Also included in the list of prominent employers in the region are Shira Flowers, Makota Flowers, tea estates and Tobacco growers. The others are several tourist camps spread over the Ruaha National Park.

Authorities at Uniliver (T) Ltd in Iringa Region have expressed satisfaction over the services they get from the National Social

Security Fund, NSSF.

The company’s Assistant Human Resources officer, Mr. Gerald Chang’a disclosed this recently to the Hifadhi News, HN team, which paid him a visit recently. He said the NSSF was second to none in the provision of social security services.

Asked later on to comment on what the Fund needs to do to improve services, he replied: “What is there to improve? “Since there are no complaints, there is no reason to ask for any improvements whatsoever,” he asserted.

However, he was quick to add that he would not be offended if the Fund arranged to deliver more fliers, calendars, diaries and even public education seminars at the premises of the Mufindi Unilever (T) Ltd factory.

He said workers would like to hear more about such promising benefits as Social Health Insurance (SHIB) and the Maternity Benefit (MB).

Unilever (T) Ltd and Unilever (K) Ltd constitute Unilever (EA) Ltd which is the largest Tea Company in East Africa.

The company whose managing director is Mr. Enock Deforester is made up of five tea estates with a total acreage of 3,030 hectares.

Mr. Chang’a further explained that the company was considering expanding to cover the total area they own which is 19,000 hectares.

Meanwhile, Dr. Geoffrey Mbaga of Lugoda Hospital at the premises of Unilever (T) Ltd is a medic who is behind the rising popularity of the Social Health Insurance Benefit (SHIB).

Speaking to the Hifadhi News crew, HN recently, the doctor who is In-Charge of the medium-sized medical centre, said workers at the farm were repeatedly inquiring about the SHIB.

Despite a number of challenges hampering smooth delivery of service, the Medic expressed optimism that the Fund would soon find ways of circumnavigating them.

Mbeya Regional Manager Mr. Hamisi Fakii, facilitates a seminar at Mbozi Moravian Mission Hospital recently

Mbozi Moravian Church Hospital workers listen to Mr. Fakii(Not in the picture)

The Mbeya Regional National Social Security Fund Manager Mr. Hamisi Fakii has called on members to

keep abreast with the details of their monthly contributions to the NSSF.

Mr. Fakii who was addressing workers at the Mbozi Mission Hospital in Mbeya Region recently, told them that knowing one’s details was important because it provides the stepping stone to other requirements.

Responding to a question on why members’ statutory contributions were at times erratically posted, Mr. Fakii said it was due to late submission of reports from the Kinondoni Branch.

He said formerly government workers’ contributions were submitted to local NSSF Offices, countrywide. However, he added that currently all such remittances are first packed and sent to the Kinondoni Branch from where they are relayed to the whole country.

He explained that it takes long to sort out the payments because a cheque could carry a long list of

workers. This, he insisted, required maximum concentration and time to sort out.

Mr. Fakii further called on seminar participants to encourage other members of the public, even from the informal sector, to join the Fund.

Currently, Mbeya Region has 130 voluntary members.

The NSSF has a legal obligation to recruit members from the formal as well as informal sectors.

“Seek your statements first,” Fakii urges NSSF members

Even the little girl in picture 2 could not hide her joy during the celebrations.

The President of Brazil Mr. Luiz Inacio Lula Da Silva has awarded the first prize at the 34th Dar es Salaam International Trade Fair (DITF) to the National Social Security

Fund, NSSF after emerging overall winners at this year’ exhibitions.

Mr. Da Silva who was in the country for a brief tour of the country at the invitation of President Jakaya Kikwete officiated at this year’s Trade Fair which climaxed on July 7, 2010. The Brazilian statesman was on a tour of African countries which culminated in South Africa where he watched the final match of the World Cup tournament on Sunday 11th July 2010.

The coveted trophy was received by the Fund’s Vice Chairperson Mrs Hildegard Mziray. This brings to two the number of cups won by the Fund at the 34th Fair.

On July 2, 2010 the Fund’s Chief of Public and Customer Services Mrs. Eunice Chiume received the first prize in the Trade and Service Category from the Secretary General of the East African Community, Mr. Juma Mwapachu. TAZARA WORKERS YEARN FOR BENEFITS

Acting CRSM Shaaban Mpendu (back facing camera) leads other Fund officials back to the loco engine after a brief stop, enroute to Mbeya

Tazara workers yearn for NSSF’s short -term Benefits

The National Social Security Fund has expressed willingness to look into the possibility of providing short term benefits to

its Tanzania Zambia Railways Authority (Tazara) members.

The Fund’s Acting Compliance, Research and Statistics Manager CRSM Shabaan Mpendu gave this assurance during a recent workers’ seminar at Mlimba Station recently. He was on a fact-finding tour that took him to each and every station on the Tazara Tanzania Railway ending in Mbeya.

He told the workers that despite their employer’s long standing non-compliance with the NSSF Act, the Fund had in principle agreed to pay pension to retiring

workers, as efforts continue to recover the owing funds.

The workers had pleaded to the CRSM to consider granting them short term benefits, despite the owing contributions arguing that they were being penalized for no reason at all as their wages were deducted each month for the same purpose. The NSSF provides long and short term benefits to qualifying members.

The Tazara workers also wanted to know why the NSSF contributions were currently taken from their gross salaries, instead of basic pay as previously done. Mr. Mpendu explained that according to the NSSF Act No. 5 of 1997, wages include allowances and other emoluments

to the worker. He said it was unfortunate that the anomaly had taken long to be discovered. The Controller and Auditor General, CAG spotted it recently when he audited Tazara accounts.

He said in principle, the Fund had no mandate to cross-check whether the contributions submitted were from basic or gross pay. However, he assured the workers that they are the final beneficiaries, because they get fatter pensions upon retirement.

Mr. Mpendu was accompanied by Said Tandika (Kinondoni Branch), Musa Chande (Temeke Branch) Alfred Ngotezi and Hadija Komba from the CPCS’ Office (Headquarters).

Centralisation system affects collections in Rukwa Region

NEW SYSTEM AFFECTS COLLECTIONS

The Rukwa Regional National Social Security Fund Branch has failed to reach the 2009/10 pre-set target due to a

host of technical reasons.

Speaking to Hifadhi News recently, the Branch’s Acting Manager Mr. Deonatus Valentine Mulela said the target was to collect TShs. 41.17 million per month but the actual amount realized was only TShs. 37.73 Million per month.

He explained the disparity as

caused by a number of factors. He named one of them as the official centralization of key contributions to the Kinondoni NSSF Branch in Dar es Salaam.

He said the affected members were workers at designated District Hospitals (DDH), staff members of the Regional Administrative Secretary’s Office and at the District Executive Director’s Office.

The other areas that are not submitting contributions to Rukwa Region are Mishamo and Katumba

refugee camps which have been closed down.

Meanwhile, a new meat processing factory has started operations in the vicinity of Sumbawanga Town, Rukwa Region. The factory is a registered member of the NSSF.

The plant Saafi is providing processed meat to Sumbawanga, Mbeya and Dodoma towns. It is also exporting canned meat to the Democratic Republic of Congo, DRC, Oman and the United Arab Emirates, UAE.

FUND INVENTS DIASPORA SCHEME

The National Social Security Fund, NSSF, has invented a new social security system, the Welfare Scheme for

Tanzanian Diaspora, WESTADI which targets to benefit Tanzanians working overseas.

The Fund’s Chief of Public relations and Customer Services Mrs. Eunice Chiume made the revelation to visitors to the NSSF’s Pavilion at the 34th Dar es Salaam International Trade Fair. The Fund which won the second Prize at the 33 DITF last year, took part again in this year’s Fair and won two prizes.

Mrs. Chiume said members of the new scheme would be required to contribute a minimum of $ 200 per year in return for two main benefits. She named the benefits as Medical Services and Repatriation.

The Fund provides its members with Out and In - Patient medical services through reputable medical providers, in what has become popular as the Social Health Insurance Benefit (SHIB).

Regarding repatriation, Mrs Chiume told the visitors that the Fund would pay for the transportation of a deceased member and also provide a return ticket for one accompanying person.

Likewise, the Fund would provide a ticket for a terminally ill member and a return ticket for an accompanying person. Furthermore, she said, the NSSF would provide a one way ticket to a distressed member returning home.

regional offices, starting with the 2009/10 financial year, in which a total of 1,200 members retired. Should the exercise prove successful, the letter indicates, the Fund will sponsor publication of more copies to be distributed in subsequent years.

The circular further tasks area managers in the country to ensure that each lump sum payment made to a pensioner is accompanied by the business manual. Billed by business experts as a novel idea by the Fund to help its members, the ‘do-it-yourself’ book is authored by

A Bi - Annual Newsletter of the NSSF

Three National Social Security Fund officials, Said Tandika, Dr Lucy Simbila and Alfred Ngotezi have struck a new

membership reservoir.

The trio found the new ‘treasure’ recently at the Mwananyamala Market in Kinondoni District, Dar es Salaam. They had gone on a recruitment drive to conduct a Public Education Seminar at the place not knowing it would be such a big success.

“It was a total success!” exclaimed Mr. Tandika after a two-hour well-attended

event in the local UMASIDA functional hall. More than 200 market vendors packed the small area.

Chairman of the Mwananyamala Food and Vegetables Cooperative (MFAVESCO) Idris Omar Fess was all smiles throughout the event. He said his umbrella group brought together hundreds of progressive vendors who, he said, had promised to join the NSSF.

The NSSF officers were executing a pointed provision of the Fund’s 2009/10 budget to grow its membership base by 72 per cent. The new prong aims to

expand the voluntary membership base by enlisting more small scale traders. Over 100 business people listed down their names and are now waiting to be formerly registered by the Kinondoni NSSF Branch.

The new drive is planned to cover one market each month effective from October 2009 to June 2010. Mr. Ngotezi explained later that the aim was to cover such markets as Kariakoo, Ilala and Temeke, among others.

The first objective is to reap commensurate financial returns and also to take part in Socially Responsible Investments (SRI’s).
