致大學選區選民

各位大學選區選民、各位半山居民:

  多年來,本人參與民主選舉,成功連任本區議員,

服務半山居民,與大家建立了深厚友誼。本人熱愛半

山,關注其交通及環境衛生,任內建樹良多,有口皆

碑,深受居民愛戴。

  本人秉承一貫宗旨─獨立實幹、與時並進。作為民選議員,我敢於接受挑戰,迎接民主洗

禮。四年一次的區選,正好重新整裝出發、深入市民,宣傳個人政綱理念。

  由於地理關係,半山交通擠塞是一大問題。多年來,本人銳意解決此問題,今天初見成

效。經過十多年的爭取,地鐵西港島線將於2014年通車,並將於半山兩個地點設立大學及西

營盤車站出入口,既解決半山對外交通,又提供穿梭山上山下的免費快捷的交通設施。本人亦

成功爭取在正街興建半山扶手電梯,將於2012年第一季完工。我會繼續爭取延長電梯直達干

德道。我又爭取在般咸道東邊興建另一條磅巷半山扶梯,解決上山落山之苦。除兩項大型工程

外,我亦重視中、短期的改善措施,期望進一步,紓緩半山交通擠塞情況。

  除此,我希望發揮市民力量,共同監察水務工程等大型工程,促請有關部門加快完工,減

少滋擾。詳情請參閱本報其他有關資料。

  今年區選我的對手,是社民連成員;亦是港大“老鬼幫”重要成員。他就讀港大多年,仍

然是一位學生。港大發生818事件後,他胡亂抹黑本人。我歡迎他有志參與區議會工作。不過,

相信大家都知道區議會的工作需要實事求是,深入社區,實事實幹,不偏不倚,要有能力和辦

法為區內市民解決實際問題,不能只靠空喊口號或抹黑對手。選民的眼睛是雪亮的,我相信您

們懂得要選擇什麼人為您們服務。

  關於他在港大的事件上對我的的指責,我不想多著篇幅。作為工會領袖,接獲會員求助,

全力跟進,實屬合情合理。本人謹以下列四點回應﹕

第一:我接受訪問,只是為了維護執勤保安同事的公道;

第二:我要求校方關心及輔導同事;

第三:我一再公開重申支持學生表達訴求的權利;

第四:我敦促校方要改善與學生及警方的溝通。

  我承諾會一如過往,努力服務本區,虛心聽取意見,與大家一同努力,將半山建設成為一

個優化的社區。

  最後,本人誠意懇請大家於11月6日投我信任的一票。

Dear Voters of the University Constituency and Mid-levels Residents,

As a veteran participant in democratic elections, I have been elected Member of the Central and Western District Council for a number of terms in succession. Always doing my utmost to serve you, I have developed a deep friendship with the Mid-levels community. With a strong affection for the District, I have focused my recent efforts on its traffic and hygienic problems, while still paying adequate attention to other issues. My achievements and contributions are widely recognized by the community.

All along I have been an independent DC Member, one who adopts a pragmatic approach and can move on with the times. As an elected Councillor, I welcome challenges and democratic tests. The quadrennial District Council Election gives me a good opportunity to review my works, make closer contact with residents, and expound my objectives and visions to the public.

Traffic congestion has become a serious problem in the Mid-levels, a problem that I have focused my attention on for a long time. Now we are seeing the preliminary results of our efforts. As a result of our decade-long striving, the Government has finally agreed to construct the MTR West Island Line, scheduled for operation in 2014, with the future University Station and Sai Ying Pun Station having exits in the Mid-levels. This will greatly help to improve the District's traffic condition. I have also been successful in urging the construction of the Centre Street Escalator, scheduled for completion in the first quarter of 2012. My further requests include extending this Escalator Link to Conduit Road, and building another escalator at Pound Lane near the eastern end of Bonham Road. In addition to these long-term improvement measures, I have also helped explore mid- and short-term measures to allevate traffic congestion.

On another front, giving play to the power of residents, I have formed a concern group to jointly monitor the major works being carried out in the District, and to ensure their early completion and the nuisances caused to residents be minimized. For more details please see other sections of this pamphlet.

My competitor, reportedly an important figure in the 818 incident, is a member of the League of Social Democrats and a key member of the "Old Boy Gang". He has studied in HKU for a number of years, and has not graduated as yet. I appreciate his aspiration for working in the District Council, which, however, requires a genuinely down-to-earth work attitude. One can hardly fulfill his/her Council duties by just chanting slogans and discrediting others. I have no doubt that as discerning voters, you will not find it difficult to identify the right person that you will choose to serve you.

As regards accusations against me in connection with the 818 incident, I just want to make some brief clarifications:1. I agreed to media interviews solely for the sake of protecting the interests of our security colleagues on duty that day.2. I have requested the University management to care for those colleagues and arrange counselling service for them.3. I have reiterated publicly my support for the students' rights to express their appeals.4. I have urged the University management to improve its communication with the students and the police.

I pledge that I will continue to do my utmost, taking heed of your opinions, to serve the District which I love so much. I am confident that with our joint efforts, we will make the Mid-levels an even better community in the near future.

Finally, I earnestly appeal to you to give me your vote of confidence on 6 November 2011.Thank you very much.

1. 本區交通問題:

˙ 爭取新小巴專線經水街來往半山及中上環,要求巴

士公司確保依時依班服務,並充份利用西隧提供過

海路線;

˙要求政府盡快落實半山交通評估報告,徹底改善半

山交通擠塞情況,尤其要改善半山多個黑點﹕般咸

道與薄扶林道交界處,般咸道與柏道十字路口、般

咸道與西邊街交界、般咸道與卑利士道交界、般咸

道與西摩道交界、麥當勞餐廳彎位、以及正街彎位

等;

˙爭取將山市街地鐵興建之自動扶梯延長至薄扶林道

/蒲飛路。

2. 關注半山行人路的行人安全:

˙改善柏道瑞祺大廈附近的狹窄的行人路,保障行人

安全;

˙改善上巴丙頓道的行人安全;

˙促請解決區內非法泊車問題,尤以列提頓道情況最

為嚴重;

3. 監察地鐵西港島線:

˙ 成立大型工程關注組,監察工程帶來的滋擾,包

括﹕泥塵、石棉、爆破、震動、噪音,並確保工程

如期完工;

4. 半山行人扶手電梯:

˙ 監察正街扶手電梯工程進度,確保如期於2012年第

一季完工,減少滋擾;

˙ 爭取興建第二期工程伸延至干德道;

˙ 爭取盡早在般咸道東邊興建磅巷行人扶手電梯;

5. 重舖水管工程:

˙ 敦促早日完成全區更換食水管工程,並在工程中加

設鹹水管,實現全區鹹水沖廁之目標,加快水管鋪

設進度和減少對居民的滋擾。

6. 環保:

˙監察區內噪音及光污染問題,監察建築地盤車輛出

入對公眾的滋擾;

˙協助大廈推廣塑膠回收及節能減廢計劃;

˙監察政府做好古物古蹟保育工作,加強樹木保護及

綠化、美化四周環境,並反對放寬「半山高度限

制」。

7. 半山狗糞問題;

˙ 促請政府認真處理狗隻隨處便溺問題,加強清洗及宣

傳教育工作,加強檢控違例人士, 增設更多便民的

狗糞收集箱等設施,並開放適當地點成為寵物公園。

8. 監察港大百周年校舍工程:

˙ 監察港大百周年校舍的工程,要求其減少對公眾的

滋擾,例如泥頭車出入造成的滋擾。爭取大學區社

區資源共享,向居民及市民開放更多休閒和文娛康

樂的設施,配合推行「社區大學」概念。

9. 文娛康樂:

˙ 完善龍虎山1號種植場的中草藥園,增加品種,並與

港大中醫學院合作,加強其資訊性,將它建成為中

醫中藥治病救人的教育基地;

˙ 利用龍虎山松林廢堡的戰爭歷史遺蹟,吸引更多市

民前往參觀和休憩,成為旅遊及歷史遺址景點,推

廣龍虎山郊野公園,鼓勵中西區及全港居民將它變

成他們的後花園;

˙ 向市民推廣封閉三年的碧珊徑現已重開,為居民提

供一條安全、美景、舒適的晨運徑及行山徑;

˙ 爭取在區內興建圖書館及文康設施;

10.政改發展觀點:

˙ 爭取撤銷區議會委任制、普選行政長官、全民選舉

全體立法會議員、加強監察政府及完善主要官員的

問責制,確保香港市民尤其是大學師生的言論自

由。

11.活化及美化沿海地區

˙ 活化海濱原有設施,興建一條連續的海濱長廊,增

加居民欣賞維港美景及進行休閒活動的地方。

12.協助法團及業主改善大廈管理

˙ 加強半山大廈法團及業主間的交流及聯絡;協助區

內大廈法團/業主改善大廈管理,保障居民安居樂

業。

1. Traffic issues · Requesting GMB routes to be operated between

Mid-levels and Central/Sheung Wan via Water Street. Requesting bus services to be operated strictly according to schedules, and more cross-harbour routes through the Western Harbour Tunnel.

· Urging the Government to implement as soon as possible the proposals in the Mid-levels Traffic Assessment Report to improve the traffic condition.

· Striving for extending the Sands Street Escalator built by MTR to Pokfulam Road/Pokfield Road.

2. Pedestrian safety: · Improving the narrow walkway near Breezy Court. · Enhancing pedestrian safety along the driveway of

Upper Babington Path. · Urging for an early solution to the problem of

illegal parking, along Lyttleton Road in particular.

3. MTR West Island Line · Setting up a Major Works Concern Group to

monitor the works, and to ensure the disturbances caused to the community be minimized.

4. Centre Street Escalator · Monitoring the work progress closely. Pressing for

completion early in 2012 as scheduled. · Urging for an extension of the Escalator to Conduit

Road. · Urging for building another escalator at Pound

Lane near the eastern end of Bonham Road at an early date.

5. Water mains works · Pressing for an early completion of the water mains

replacement works, and installation of seawater mains at the same time.

6. Environmental protection · Monitoring closely noise and light pollution in the

district, including that caused by dump trucks to and from construction sites.

· Helping promote energy conservation and waste reduction programmes among buildings in the District.

· Urging the Government to do better in heritage conservation and greening and beautifying the environment. Opposed to relaxing height restrictions in the Mid-levels.

7. Dog discharges problem in the Mid-levels · Urging the Government to enhance cleaning and

education works, step up law enforcement, install additional collection facilities, and develop pet gardens.

· Monitoring the works with a view to minimizing the nuisances caused to the public. Urging for the sharing of more amenity facilities to help promote the vision of “town gown integration" between the University and the community.

9. Cultural and recreational matters · Helping develop the Lung Fu Shan Chinese Herbal

Garden into a Chinese medicinal herbs education base. · Making use of the Pinewood Battery to develop Lung Fu

Shan into a tourist attraction and a backyard garden. · Publicizing the reopened Pik Shan Path as a safe,

beautiful hiking trail. · Urging for building a new library and cultural and recreational

facilities in the District.

10. Political reform · Striving for scraping the Councillor Appointment; election

of the Chief Executive by universal suffrage and the Legislative Council election be made even more democratic. Monitoring more closely the work of the Government and perfecting the Principal Officials Accountability System; and promotion of freedom of speech in particular for the University teachers and students.

11. Harbourfront enhancement and beautification · Re-vitalizing existing facilities, and constructing an all way

through harbourfront promenade for more recreational space and a senic view of the Victoria Harbour.

12. Helping incorporated owners improve the management of their buildings

· Helping enhance the communication between incorporated owners and individual owners to improve the management of their buildings.

「本會要求政府分階段興建中環灣仔繞道,應

先興建中環段,以便儘早解決中區交通擠塞的

問題,同時可在該路段完成後,興建中環新填

海區的休憩用地及海濱長廊等設施。」

「建議將盂蘭勝會列入非物質文化遺產清單,

並考慮申請列為國家級非物質文化遺產及向聯

合國教科文組織提出申報,以保護及推廣盂蘭

勝會的文化。」

「中西區區議會反對政府將現時西環公眾貨物

裝卸區的用地劃為“其他指定用途”註明“公

眾貨物裝卸區”地帶,長期佔用公共空間,浪

廢珍貴的土地資源。」

「政府應盡快訂定時間表將西環公眾貨物裝卸

區遷離,發展成優化海濱的項目,改善民生,

還港於民。」

「本會要求政府立即增建公屋,復建居屋,並

加快推展「置安心資助房屋計劃」,增撥土地

以增加中小型住宅單位供應量,滿足小市民的

置業期望。」

「中西區區議會強烈要求豁免所有大廈業主立

案法團向土地註冊處註冊法團文件的費用,減

輕法團負擔。」

「建議:促請警方及港鐵盡快查明事件,並向

公眾交代雷管失竊原因,亦請港鐵採取措施加

強保安,以免類似事件發生。」

「本會要求政府在落實中央書院遺址活化及重

建方案時,必須考慮平衡保育與經濟發展的

因素,盡量保留原址風貌,同時全面開放予

公眾參觀,以達致保育與活化古蹟、發展休憩

用地、善用社區資源,以及推廣文物旅遊等目

的。」

本人在現屆區議會期間,曾提出部份動議如下:During my current tenure of office, I had raised part of the motions as follows:

This Council requested that the Central-Wan Chai Bypass should be built in separate phases. The Central section should be built first to relieve the traffic congestion in Central and to facilitate the development of the public space and waterfront promenade in the new Central reclamation area.

The Yu Lan Festival should not only be included in the inventory of Hong Kong’s intangible cultural heritage, but also be considered as a national-level intangible cultural heritage and declared as such to the United Nations Educational, Scientific and Cultural Organization for the purpose of preserving and promoting local culture.

C&W DC objects to the zoning of the Western District Public Cargo Handling Area as “Other specified uses” annotated “public cargo handling area” because it will lead to the long term occupation of the public space and a waste of land resources.

The government should fix a timetable, as soon as possible, for relocating the Western District Public Cargo Handling Area and enhancing the harbour-front, aiming for the better life of the people and returning the harbour to the people.

The Central and Western District Council requests the government to increase the production of public housing estates immediately, resume HOS production, take forward the MHPP, and increase land supply for the production of small to medium size flats to meet the public aspiration for home ownership.

The Central and Western District Council strongly requested that all Building Owners Incorporated be exempted from paying document registration fee to the Land Registry.

Proposal : To request the Police and the MTRC to investigate the case as soon as possible, and to disclose to the public the causes for the missing detonators (a technical term to be confirmed with the MTRC); also to request the MTRC to increase security measures to prevent similar incidents from happening again.

C&W DC requests that in considering the revitalization and redevelopment of the original site of the Central School, the government should balance the needs for preserving the historic site and economic development. Efforts should be made to preserve the original outlook of the site and open it for public visit. The aims are to preserve and revitalize the heritage, develop it into public open space, achieve effective use of community resources and promote tourism.

回顧過去。展望將來Past Achievements and Continuing Efforts

大型基建

˙成功争取立法會通過撥款,興建地鐵西港島

綫;經過本人連同有關機構與地鐵公司多番

商討,破天荒地在半山加設兩個站,成功更

改其原地鐵走綫,並設立免費連接山上山

下;

˙成功爭取動工興建正街扶手電梯,一條座地

單向電梯,並在最高大樓梯設雙向電梯。電

梯亦設有輪椅乘載設施;本人會繼續爭取將

扶手電梯伸延至干德道;

˙爭取落實更換半山食水喉,並成功爭取同時

鋪設鹹水管,以便日後推行全面鹹水沖廁。

˙隨著上述多個大型工程的興建,未來3-4年

的半山,交通會受影響,居民會受滋擾,

我與本區居民成立「西半山大型工程關注

組」,加強與工程機構的溝通,反映居民訴

求,確保工程及早完成,減少工程對居民的

滋擾。

半山交通

˙要求運輸署新增巴士線或修訂現有巴士線往

來海邊的中山紀念公園及西半山,方便本區

居民亦可享受公園及體育場館的設施;

˙監察巴士服務,增派車輛,減少誤點;

˙催促政府落實半山交通評估報告的改善計

劃,改善半山交通擠塞;

˙要求擴闊上巴丙頓道,改善行人安全及紓緩

新廈落成而增加的人流。

Community facilities· Upgrading the Mount Davis Service Reservoir sitting-out area. Urging that it be made open to the public as soon as

possible without using too much public money.· Urging the authorities and the related corporation to speed up the Pik Shan Path repair works. Officiating at the opening

Infrastructure projects· Successful in requesting the Legislative Council to allocate funds

for constructing the MTR West Island Line with two stations at the Mid-levels, viz, the University Station and Sai Ying Pun Station. Through negotiations I, together with other organizations concerned, successfully persuaded the MTRC to change their original alignment plan to serve the Mid-levels, and to provide for free passage through the station lifts for facilitating up/down hill pedestrian movements.

· Successful in urging for the construction of the Centre Street Escalator. Pressing for an extension of the Escalator to Conduit Road.

· Successful in urging for the replacement of the Mid-levels water mains, and the installation of seawater mains at the same time.

· Setting up the “Western Mid-levels Major Works Concern Group” to step up communication with the authorities and contractors, reflect residents' appeals, ensure an early completion of the works, and help minimize the nuisances caused to residents.

Traffic in the Mid-levels· Requesting the Transport Department to enhance bus services

between Western Mid-levels and Sun Yat Sen Memorial Park, either by adding a new route or by diverting existing routes, to facilitate residents in the District using the Park and its facilities.

· Monitoring bus services – demanding additional buses and operation according to schedules.

· Monitoring closely the Government's implementation of the proposals in the Mid-levels Traffic Assessment Report to alleviate traffic congestion.

· Urging for widening Babington Path to help ease the pedestrian safety and flow increased by the completion of new buildings.

˙成立121C廢膠回收中心,與中西區內150多幢大廈共同推行廢膠

回收及節能減碳計劃工作。

社區服務

˙擔任泰山公德會基金會副主席,支持由過萬的癌症病人所組成

的病人自助組織,並監察其捐款之使用;

˙國際戒毒基金會副主席,推動青少年脫毒及抗毒工作;

˙負責統籌中西區「國際康復日」中央及地區活動超過十年;策

劃出版「中西區無障礙社區設施調查報告」,宣揚「傷健一

家」、「傷健共融」的精神;

˙擔任香港大學職員協會會長一職長達十多年,領導全體執委

港鐵專題MTR Work Report

鍥而不捨成功爭取在半山提供適切的鐵路服務

半山因為地理關係,加上人口增加,要解決交通擠塞問題,

深信集體運輸是一個有效的改善方法。因此,十多年來,本

人與居民不斷爭取地鐵西港島綫及將其服務伸延至半山,最

終成功爭取立法會撥款興建地鐵西港島線,並於半山設立大

學及西營盤兩個站。我多次聯同居民到立法會及政府總部請

願,要求政府加強監管港鐵,爭取於2014年前提早完成興

建西港島綫。

期間,本人曾先後與港鐵公司及政府有關部門實地視察,組

織300人大遊行;召開居民諮詢會;進行問卷調查及簽名運

動;反映市民訴求,加強對工程的監管,減少滋擾,加快工

程進度

本人亦就地層回收問題召開三次居民會,讓地政總署、路政

署及港鐵公司與居民解釋「何為地層回收」及其權利;並協

助居民一人一信向當局查詢有關樓宇資料。

Fighting for an MTR service at the Mid Levels Persistently

Because of the geographical conditions coupled with the increased population

of the West Mid-levels, a mass transit system is no doubt an effective means

to alleviate the traffic congestions in the area. As such, for the past ten more

years, I have joined the local residents in pressing for an extension of the

Island Line to serve the Mid-levels area. To this, we eventually succeeded in

pressing for LegCo funding for building the West Island Line with the set-

up of the University Station and Sai Ying Pun Station. On several occasions I

joined the residents in the demonstration at the LegCo and the Government

Secretariat demanding that the Government should strengthen the supervision

on the construction of the West Island Line such that it could be completed

for use before 2014.

Meanwhile, I had arranged several joint site visits with the MRTC and the

government departments concerned; organized a 300-people parade;

convened residents consultation meetings; carried out questionnaire surveys

and signing campaigns; conveyed residents’ demands for closer supervision

on the construction work so as to minimize nuisance and speed up work

progress.

Furthermore, I had convened 3 resident meetings on the resumption of sub-

strata titles issue just to let LandsD, HyD and MTRC explain to the residents

what sub-strata titles resumption is all about and their rights thereof. Also

in the meeting, I helped each resident tender a letter asking the authority for

information about the buildings concerned.

˙ 在西半山興建正街行人扶手電梯,解決市民走斜路及大樓梯之苦;

˙ 正在爭取興建正街手電梯第二期工程由屋蘭士里伸延至干德道。

˙ 積極爭取在般咸道東邊磅巷興建半山行人扶手電梯,改善上山下山之交通;

˙ 促請中區及西區警區,加強對列提頓道、般咸道等地區之非法泊車的執法力度;

˙ 監督維修工程會否破壞的行車道及改善凹凸不平的行人路;

˙ 就區內交通,發問卷收集市民意見;並向有關方面促請改善13號巴士、103號巴士,以及56號

小巴的服務;

˙ 成功爭取在早上繁忙時段增設兩班103P號巴士,由蒲飛路經灣仔鴻興道直往西九龍,並繼續

爭取延長服務;

˙ 成功爭取新巴23B寶馬山往柏道方向,改經皇后大道東(西行),以改善中途站乘客難登車之苦

況;

˙ 成功要求大型混凝土車改道及改善在高峰期每小時有20部大型混凝土車途經般咸道,再經巴

丙頓道、列提頓道和旭龢道、大學道造成沿途塵土飛揚的環境污染及噪音滋擾。

交通問題Traffic Improvement Measures

· Supported the consultant to build a pedestrian subway for improving the pedestrian safety and re-arrange the traffic

signals at the junction of Bonham Road/Pokfulam Road for effectiveness.

· Suggested setting up a traffic sign at the junction of Western Street/High Street advising drivers to use High Street to go

to the Mid-levels via Bonham Road thereby diverting traffic.

· Succeeded in asking for the widening of the triangular traffic island at the top of Western Street to enhance pedestrian

safety.

· Suggested lengthening the go-signal time interval for the traffic flow from Bonham Road to Park Road so as to ease traffic

jams.

· Requested improvement of the busy junction of Hospital Road/Seymour Road/Bonham Road/Caine Road.

· Pressed for building West Island Line; pursued successfully the set-up of Sai Ying Pun Station and the University Station at

the Mid- levels so as to facilitate transport to other districts as well as up/down hill pedestrian movements.

· To build the Centre Street Escalator to relieve the pain of pedestrians having to walk up/down steep roads and steps.

· Pursuing the construction of Centre Street Escalator Phase II from Oaklands Path to Conduit Road.

· Proactively pressed for the building of the Pound Lane Escalator to improve up/down hill traffic.

· Requested the Central and Western Police Forces to re-enforce measures against illegal parking at Bonham Road/Lyttelton Road.

· Supervised maintenance works to avoid causing damage to the road surface and to level up footways.

· Carried out questionnaire survey to solicit residents’ views on local traffic arrangement, and asked the authorities

concerned to improve the service provided by bus Nos. 13 and 103 and, public light bus 56.

· Succeeded in persuading the bus company to add 2 more bus services of 103P during morning rush hours from Pokfield

Road to West Kowloon via Hung Hing Road in Wan Chai, and requested the companies to prolong the service hours.

· Succeeded in requesting First Bus 23B from Braemer Hill to Park Road to go via Queen’s Road East (West bound) so as to

pick up more passengers on the way.

· Succeeded in diverting heavy concrete-mixing vehicles, 20/hr in peak hours, not to use Bonham Rd, Babington Rd,

Lyttelton Rd, Kotewall Rd and University Drive in order to avoid dust and noise so generated along these roads.
