nAssCoM recently rolled out its 15th BPM strategy summit to help define a better future for the sunrise sector. The summit provided an opportunity for delegates to collaborate and strategise on the dynamic BPM landscape and work towards identifying the factors that will make its future exciting.

nAssCoM also used the platform to launch the first-ever sector occupational standards guidelines, which are expected to pave the way for students, the industry and academia to garner the opportunities available and contribute to the growth of the industry.

The transformational outsourcing models in the BPM industry were leading to a significant shift, causing organisations to move from being standalone operations with traditional processes to entities with more integrated processes with technology optimised services.

in our cover story in this issue, we speak about some of the issues that grabbed the spotlight at the summit and what the BPM industry needs to work on in the years ahead.

Indian BPM Industry: Sneak Peek

The indian BPM industry has come a long way in the last decade. From humble beginnings, it has transformed itself to address the dynamic and changing marketplace and emerge as the global nerve centre for BPM outsourcing activities.

india’s BPM sector, in fact, is expected to transcend into a usD 50 billion entity by 2020, based on the following factors:

Germination of new services

The industry is expected to grow exponentially owing to the germination of new service offerings for high value opportunities. A first for the global market, the new germinating services will relate to cognitive business technology, the cloud, automation and enterprise mobility and new generic processes (for example, research and analytics, social media management, etc.).

These will cater to the ‘unknown’ and ‘unmet’ needs of the customers.

Grey Orange Robotics: Is building robots that can move shelves stacked with various products to a floor assistant who then scans a bar code to confirm the right items

TONBO Imaging: Is deriving customer insights by observing the facial expressions and body language of people

eDreams Edusoft: which is using natural language processing technology to provide automated personalised tutoring

Germinating New Services

Take the instance of infosys, which has partnered with us-based iPsoft for its cognitive technology-based products. This move indicates the possibility of collaboration between indian iT-BPM giants and start-ups to generate specialised services for clients (see box above for more instances).

Investments in the 3Ts

The investments made by the BPM industry in Tools, Technologies and Talent (3Ts) are required to build appropriate solutions and effectively communicate their value proposition.

Availability of specialised talent

over the years, the BPM sector has built up multi-faceted talent that has been relentlessly working to make it a success. nAssCoM too, has launched several initiatives to create a strong pipeline of qualified and trained talent for the industry.

For the first time ever, nAssCoM’s sector skills Council (ssC) has announced the first ever detailed occupational standards for the BPM industry. These profile the occupations and job roles in the industry, offering career maps, content and assessment, and case studies of successful BPM employees.

Access to skills, in fact, will be a growth driver for the industry with more requirements in vertical domains like BFsi, healthcare and retail.

Changing perceptions about the BPM industry

skewed perceptions about the BPM industry have always remained a challenge for the sector, but this is likely to change. A nAssCoM-nielsen BPM Perception study, however, has shown that employees are finding the industry attractive and that positivity about the sector is increasing as people are spending more time in it. As young india begins to think of BPM as a prestigious, long-term career path, the sector will be able to draw the best and most high quality talent available in the market.

In Conversation: Nandan Nilekani and Vinod Khosla

nAssCoM recently hosted a tête-à-tête between two doyens of the iT industry – Vinod Khosla and nandan nilekani, who touched upon a host of key issues concerning india, the country’s tech start-up landscape, the Aadhaar innovation ecosystem and the mammoth opportunities that exist for iT organisations in the domestic market.

Former sun Microsystems chief and current Venture Capitalist, Vinod Khosla and Chairman of the uiD Authority of india and co-founder of infosys ltd., nandan nilekani discussed the indian tech scene, addressing the entrepreneurial community of the country.

Both Khosla and nilekani talked about how the indian start-up ecosystem was still in its early days and needed time to grow and mature. “Facebook is successful, yes. But it has also been around for 10 years now. our ecosystem is just growing and i feel that one should start judging once we have 10,000 product start-ups in the country who’ve spent a considerable time”, said Khosla.

nilekani agreed, saying that entrepreneurs needed support, particularly government backing, and that once there were enough start-ups, investors and platforms, there would be more successes. A positive mind set was the need of the hour, nilekani said, adding that spreading negativity would not do anyone good. “Young entrepreneurs need to be encouraged and not told that it is 10 times easier to do a business elsewhere,” commented Khosla.

The duo, meanwhile, also spoke about the challenges facing the indian economy today and how these very problems could throw up opportunities for entrepreneurs. The industry captains spoke about how emerging verticals such as healthcare and education, that needed iT intervention

and were already using new and smarter technologies, offered immense untapped potential to start-ups.

“The next big area of innovation will be mobile health, which can provide healthcare services at a fraction of the (current) cost, skipping a generation of devices”, said Khosla.“Halfofthedoctorsandhalfoftheteachers at present are of below-average quality. in the next five years, we will be able to do many things with mobile apps, which many doctors can’t even do. if we can programme a system with enough data, it will be able to do better than many of these doctors. we will be able to get better medication just by analysing data”, he added.

nilekani, meanwhile, talked about how start-ups could create applications around the Aadhaar platform, that could lead to the evolution of an all new Aadhaar economy! in his view, the ambitious Government of india project, which will give a unique identity to 1.2 billion indians, will spur tech innovations around it. “There can be an entire Aadhaar-based reputation system in the country”, he stated, adding that besides a credit history, the uiD number could also help build health or skills records of indians.

“when the GPs (Global Positioning system) was launched by the us Government in the 1990s, it was only for military purposes. it was only in the 2000s that it was made available for commercial purposes and today the GPs economy has become a half-a-billion economy. we are trying to do the same thing with Aadhaar. Aadhaar will provide a new platform for building apps,” said nilekani. “with Aadhaar numbers linked to bank accounts, we are trying to build a system that can be used for commercial purposes and later on for person-to-person transactions,” he added.

Discussing the existing indian economic landscape, Vinod Khosla said that the country was looking very attractive from a 7-10 year horizon and that areas such as

infrastructure, health, education and energy held out great potential.

“Yes, there is corruption and bureaucratic inefficiencies. But, most of the emerging countries go through such issues. The country has to find a way around these issues. while health and education can be addressed through technology, infrastructure will require private investment”, he said.

According to Khosla, india remained a better investment destination than China despite the economic slump. “india has a reasonable portion of literate community, democracy, and platforms to boost private entrepreneurs, many of the qualities, which investors do not find in China”, he commented.

Committed to enabling start-ups and emerging organisations to grow and gain competitiveness, nAssCoM launched its orbit shift Programme during the emergeout Conclave in August this year.

A six-month mentorship programme, orbit shift has defined objectives. The founders of participating organisations need to give two half-days (Friday and saturday) in a month to this initiative.

An impressive array of mentors and orbit shift catalysts will guide organisations on various issues such as organisational design, attracting and retaining talent, maintaining agility and reviewing mechanism systems.

NASSCOM-Fujitsu Research Pen MoU to Promote IT-BPM Trade

over the last few years, nAssCoM has been working to strengthen iT software and services trade with other nations. As a part of this effort, it has been partnering with the chambers of commerce, as well as private sector organisations in these countries. A most recent step for nAssCoM has been the signing of an Mou with Fujitsu Research institute (FRi) of Japan. The goal of the agreement is to promote cooperation between india and Japan in the iT-BPM sector. over a period of two years and under the aegis of the Mou, more platforms will be created to increase communication and networking opportunities between Japanese and indian businesses.

As a part of the partnership:

• Newsletters will be published andnAssCoM will work with FRi to distribute professional content to Japanese and indian organisations

• FRI will organise workshops in Indiaand Japan to acclimatise Japanese organisations with the indian business environment

NASSCOM Lays Foundation Stone for Campus in NOIDA

nAssCoM, based out of new Delhi since inception, is now all set to make industry hub noiDA its new home. The Chamber of Commerce has played an important role in transforming the nCR region into an iT-BPM zone and through its noiDA and Gurgaon Councils rolled out a slew of initiatives that have catalysed the growth of the industry in these areas.

The spearhead of the iT-BPM sector is now establishing its base in noiDA and has kick started the activity recently by laying the foundation stone for its noiDA headquarters. Present at the event were Akhilesh Yadav, Chief Minister, uttar Pradesh; K.K. natarajan, Chairman, nAssCoM and som Mittal, President, as well as other industry luminaries and government representatives.

As a part of its move to noiDA, nAssCoM will additionally be undertaking the following:

Setting up a warehouse facility: This is being done under the 10,000 start-ups initiative, which aims to scale up the start-up ecosystem in india. The start-up warehouse will create a micro ecosystem where start-ups and entrepreneurs can work together, sharing their learnings and best practices. similar warehouses will also be set up across other key cities in the country,

providing global-class infrastructure to tech start-ups at highly affordable costs.

Establishing a new cyber security lab: improving the cyber security climate in india and helping eliminate threats in cyber space has remained an important part of nAssCoM agenda, and this will get carried forward in the new headquarters as well. The association, through its cyber security arm, the DsCi, has been promoting data protection, developing security and privacy standards and best practices, and encouraging indian industries to do the same.

over the last few years, nAssCoM and DsCi have stepped up efforts to reduce cyber risks by building manpower trained to deal with cyber security challenges and conducting regular background checks of employees.

The noiDA campus, is expected to take these initiatives even further, through a new cyber security lab that will be housed in the facility. The lab will continue nAssCoM’s work in developing security and privacy codes and standards and in creating a safe and secure cyber environment. All these efforts will help strengthen india’s claims of being a trusted iT-BPM sourcing destination.

The NOIDA campus, is expected to take these initiatives even further, through a new cyber security lab that will be housed in the facility. The lab will continue NASSCOM’s work in developing security and privacy codes and standards and creating a safe and secure cyber environment.

SSC NASSCOM Facilitates India’s Entry Into the WorldSkills Competition

nAssCoM and india’s national skills Development Corporation (nsDC), which have been focusing on helping india’s youth acquire iT skills that improve their employability quotient, facilitated the country’s participation in the prestigious 42nd worldskills Competition 2013 held in Germany recently.

The competition is conducted by WorldSkills International, a not-for-profitmembership association open to agencies or bodies responsible for promoting vocational education or training in their respective nations.

The indian contestant, sarthak Jain, brought home a Medallion of excellence in the iT software solutions for Business (iTssB) category. The indian team, which participated in 22 segments, also won Medallions of excellence for Jewellery and Graphic Design Technology.

nAssCoM and several iT industry leaders including Microsoft, iBM, infosys, niiT and webChutney supported sarthak Jain in preparing for the global competition.

Jain has proved that though formal education continues to have immense value in india, possessing deployable skills is a great value add, which is recognised worldwide.

Improved Business Environment for the IT-BPM Industry

nAssCoM has welcomed the recent notifications issued by the Government of IndiaonSafeHarbourRules.

SafeHarbourRuleshave remainedon theagenda of indian policymakers since 2009, when the Finance Act 2009 was amended to include a new section empowering the Central Board of Direct Taxes (CBDT) to make them.

Safe Harbour Rules are defined to meancircumstances in which the income tax authorities shall accept the transfer price declared by the assessee. These rules help reduce transfer pricing audits and prolonged disputes.

Since2009,theissuanceoftheSafeHarbourRules has been examined and discussed at various levels, with different stakeholders sending representations to prescribe them. Finally in July 2012, the Prime Minister approved the constitution of a committee under the chairmanship of n. Rangachary, to finalise the approach to the taxation of Development Centres, finalise the safe Harbour provisions announced in Budget2010 sector-by-sector and examine issues related to the taxation of the iT sector.

subsequently, the Government of india approved the considered suggestions of the Rangachary Committee that Safe HarbourRules be finalised in the iT and BPM sectors (besides a host of other segments). The committee consulted with relevant government departments and leading chambers of commerce and industry such as NASSCOM, CII, FICCI, ASSOCHAM, ICAI, etc. to come up with six reports. Announced this year, the reports deal with the taxation of development centres, and the iT and other sectors.

on the basis of the recommendations made by the Rangachary Committee in the first

report, the CBDT has issued notifications related to the export of Computer software under sections 10A, 10AA and 10B of the Act, and development centres engaged in contract R&D services with insignificantrisk.

The Government of india, meanwhile, has also considered the other five reports of the Rangachary Committee, accepting their majorrecommendations and issuing notifications related to them. it has forinstance,decidedthatSafeHarbourforthesectorsrecommendedby the committee will be applicable for two assessment years beginning from 2013-14.

nAssCoM has been very positive about these notifications on the Safe Harbours and the acceptance of its request by thegovernment that a consultative process be set up to discuss the same.

while nAssCoM is still analysing the specific provisions and fine print of the government notifications, it has expressed great satisfaction at the collaborative approach being followed by the government. Furthermore, nAssCoM has indicated that it will work with the government and industry to identify the implications of the Safe Harbour notifications and revert withdetailed feedback.

Policy

The adoption of Safe Harbour Rules provides many perceived benefits both for taxpayers and the revenue authorities. These are:

Predictability as well as continuity for all the participating organisations

Elimination of the possibility of litigation between the taxpayers and the revenue authorities through the process of automatic approvals and self-assessment procedures

Easing of compliance by exempting taxpayers from collecting and analysing data that may be difficult to obtain and evaluate for application of the arm’s length principle

Advance information or knowledge about the range of profits or prices to qualify for the safe harbour, which helps in better planning of intra-group transactions (Source: A Deloitte White Paper)

The forums provide a platform for the industry to share best practices, work on collaborative projects and contribute to the formulation and revision of policies on responsible business practices. in the first phase, these forums have been rolled out in Mumbai, Bengaluru and the Delhi/nCR region.

Another iT firm, octaware Technologies, has designed a courseware for the national Association for the Blind’s employment and Training (nABeT) centre. The aim of the strategic project is to build QA skills and increase employability and inclusivity at the workplace. Besides the courseware, octaware also trained the nABeT trainers to coach visually impaired people in software testing. The firm has helped nABeT provide learners with real-life, hands on experience in internet-based applications.

These initiatives are inspiring examples of innovative BR practices by iT-BPM organisations that are leading to greater employability and inclusion, especially in the workplace. Projects like these can be scaled up to reach their potential through alliances and collaborations.
