Most often the property is land acquired through the process of land reform. The majority of the CPAs were established where there was already an

existing form of governance in the form of a traditional authority, resulting in constant conflict with the existing power base. The other problem was that many CPAs were not following rules and regulations governing CPAs as stipulated in the CPA ACT of 1996.

The department of rural development and Land Reform decided to hold a CPA workshop to come up with a solution to most of the CPA problems on 9­10 November 2012 in Johannesburg. This would also enable the department to have a proper CPA report for Parliament.

To prepare for the workshop, the department held provincial CPA workshops whose findings helped to formulate the framework document for the workshop.

In his keynote address, Gugile Nkwinti, Minister of the DRDLR, said that CPAs are very important in the land reform process of our country; they represent communities that were given land through restitution in the main.

“There are CPA committees elected by the community and entrusted with the responsibility of running the CPA and carrying out the wishes of the community,” he said. “There is a fundamental difference between

the committee and the CPA and as a department we should have explained that to you. The committee does not own the CPA. There is a lack of understanding of this difference.”

CPAs have rules that must be followed because CPAs are established according to an act of Parliament and in any law there is accountability. The director general (DG) is therefore supposed to submit a report about the state of each CPA in the country to Parliament. This means that the accountability is about all of us.

The DG only accounted in Parliament once since the 1996 promulgation. That was last year. “We therefore have failed to account to the nation, all of us. As leaders we have the responsibility to lead according to the responsibility entrusted upon us.”

The minister explained the agrarian transformation wheel developed by the department: “We must change the way we manage things,” he urged. “How do we change the way we own resources in our hands, like ownership of minerals under the soil? Let’s not grab resources and forget others. We need a system where all of us benefit from the resources of this country. When we share, resources multiply and transformation happens rapidly.”

Why should we find one another, simply because we boost about ubuntu, he asked.

“Ubuntu is not about the most powerful amongst us, but about the weakest. They are the ones that matter most. Why should a woman lose her land just because her husband died? We must take responsibility for ourselves as a free nation. We must ourselves recognise that we are free or else we’d remain dwarves amongst other nations.”

Minister Nkwinti said that 39 CPAs sold land without the approval of the community as of last year’s report. “Hence we say the state will keep land ownership and only lease it out. Some land reform farmers were also in distress when we came in 2009 and we had to put a guarantee to avoid the sale.

Foreign ownership will be “with precarious tenure”. The Parliament has approved the valuer­general to avoid skyrocketing prices when the state buys land. “Economic progress for each household must be promoted. Sectional titling is possible but the community at large will have first right of refusal to protect vulnerable households.”

The outer boundaries will be for cropping, mining, tourism, detailing how to share this wealth with the investor.

In order to produce practical resolutions and suggestions the workshop was divided into different thematic areas. The idea is that these thematic themes’ recommendations will be consolidated to show the way forward for the CPAs. a

The course, organised by the Dutch government and co­hosted by the Agricultural Research Council (ARC) and the Tshwane University of Technology, was held in South Africa

from 24 September – 05 October 2012. The registration was done at the ARC headquarters in Hatfield on 24 September 2012.

Agri SA transformation manager Livhu Ngwekhulu was asked to give a keynote address highlighting how Agri SA perceives the advancement of previously disadvantaged and new aspiring farmers in the context of economic development of the rural areas as a whole.

In his keynote address, Ngwekhulu indicated that, in South Africa, farmer development interventions are categorised into four main categories, being land and

other related infrastructure, information and extension services, access to finance, and market access. Each category was then broken down into how Agri SA or country policies intervene to address these challenges.

This was followed by the breakdown of who Agri SA is, culminating into the transformation committee and the Integrated Farmer’s Forum. Ngwekhulu told the delegation that there was no single recipe for the advancement of smallholder farmers. It is usually trial and error.

“Agri SA, through the commodity affiliates, will continue to advance these farmers for food security in SA. These economic development initiatives are enhanced through various structures like Nedlac, Busa, the Presidential BEE Advisory Council, Sacau and the World Farmer Organisation,” the delegates were told.

Delegates were very interested in these interventions to assist smallholder farmers and wanted to relate them to their respective countries. The different categories of farmers in South Africa drew more interest, with questions ranging from market access and government’s interventions to the different groups of farmers, namely subsistence and hence small farmers, as well as large farming enterprises. a

Die Toyota SA/Agri SA­jongboer van die jaar­kompetisie is vir Agri SA en sy provinsiale organisasies belangrik omdat dit bydra om rolmodelle en jong ondernemerskap in die landbou te bevorder.

Die kompetisie vervul ‘n sleutelrol in die jongboerprogramme van verskeie provinsiale organisasies. Agri SA glo ook dat die kompetisie bydra om jong boere te ontwikkel om in die toekoms leiersrolle in die georganiseerde landbou te vervul. Verskeie voormalige deelnemers aan die kompetisie is reeds leiers binne die georganiseerde landbou.

Dit is vanjaar die negende jaar dat Toyota SA en Agri SA kragte saamspan om die beste jong boer in Suid­Afrika te kroon.

Volgens Johannes Möller, president van Agri SA, behoort die kompetisie ander jong boere aan te moedig om daaraan deel te neem, ongeag die grootte of aard van hulle boerdery of hoe die finansiële posisie van die boerdery daar uitsien.

Om een van die agt finaliste te wees, is geen geringe prestasie nie. Daarom is Agri SA trots op die finaliste en hulle entoesiasme vir die landbou. Dit behoort ander jong mense wat tot die landbou wil toetree te inspireer.

Möller het by die funksie gesê dat wanneer hy na die finaliste kyk waaroor ‘n profiel in ‘n DVD by Agri SA se kongres vertoon is, dit bykans onmoontlik is om die positiewe boodskappe wat hierdie boere oor die landbou vergestalt met die DVD uit te dra. Die boodskappe geld ook vir hulle mede­jongboere en vir die breër gemeenskap. Die jong boere het gesê: • “Agriculture is a passion which is close to

my heart. I believe that with hard work and perseverance I can contribute to the change in South Africa that we all are striving for.”

• “Ek het ingeskryf omdat ek glo ek kan hoop gee aan ander jong boere in vandag se onsekere landboubedryf.”

regstel. Ons bedryf is op soek na rolmodelle wat vir jong mense kan wys dat landbou ‘n uitdagende beroep is wat intelligente en skeppende mense nodig het. Ons hoef nie verder as hierdie jong boere te kyk nie. Hulle het die kuns aangeleer om by veranderde omstandighede aan te pas en met selfvertroue en hoop die toekoms in die landbou tegemoet te gaan,” het Möller gesê. a

Enige besigheid wat voer meng en van roumateriale of grondstowwe gebruik maak, moet ‘n weldeur­dagte, goeie en aanvaarbare biosekuriteitstelsel in plek hê.

Voordat enige roumateriale of grondstowwe in ‘n vermengings­ of vervaardigingsaanleg toegelaat behoort te word, moet ‘n stelsel van laboratoriumtoetsing ook in plek wees.

Om enige grondstofmonster of voltooide produk laboratoriumgetoets te kry, moet alle toerusting op ‘n gereelde basis skoon­gemaak word.

Voordat enige roumateriale of grond­stowwe op ‘n perseel waar voere vermeng en vervaardig word, afgelaai word, behoort monsters – volgens neergelegde standaarde – geneem en aan ‘n laboratorium vir toetsing gestuur word. Dit geld ook alle voermengsel­produkte. Dit sal verseker dat die standaarde van voerbestanddele volgens neergelegde behoeftes, standaarde, resepte en gehalte reg

This is the philosophy of Richard Ablort­Morgan, who was crowned Agri SA and Toyota/SA’s young farmer of the year in November 2012.

Richard farms near Adelaide in the Eastern Cape with Brangus cattle, Dohne Merino sheep and Boer goats. He manages all aspects of the farm and is the fifth generation on the family farm.

According to Richard he always believed that he was born to farm and therefore never contemplated anything else as a career. He finished high school at Winterberg Agricultural College and worked at an AI station and on other farms in the area for a year after leaving school.

To gain experience after three years of study at the Cedara Agricultural College, Richard spent time in New Zealand and Australia on various sheep and cattle farms. This stay included a valuable course in sheep shearing.

He joined the family farm in 2000. The farm formed a partnership with neighbour Adrian Meyer in 2011 and the Meyer Morgan Farms were established. “The reason was economy of scale. Our farming operations are now much bigger and therefore much more competitive. My partner is an investment banker and brings these skills to our agri­venture,” Richard says.

Good labour relations are the farm’s first priority. “Our employees come first at Morgan Meyer Farms. You will get nowhere without good people.”

The training and empowerment of employees are therefore continuously receiving attention. Workers have good housing, running water, electricity and solar heating. “I fortunately inherited good staff. Some of our workers are loyal third generation workers.”

At Morgan Meyer Farms technology also plays a key role. Record keeping is computer based and BLUP values are used as tool for breeding purposes. Richard also believes in good veld and pasture management and he has instituted major changes in this regard over the last five years.

Richard is proud to be 2012’s young farmer of the year and says that he enjoyed the journey. “The young farmer of the year competition was a wonderful experience. I certainly learned a lot,” he says. “I was impressed by the judges’ insight and

knowledge. They were extremely experienced and professional. Their appropriate questions inspired me to assess our farming operations and how we do things.”

Richard is married to Kate and they have a boy of three and triplet girls aged 18 months. (Richard says he supports the labola system.) Away from farming responsibilities he enjoys sports and reading, especially autobiographies. He plans to take up golf in future. a

SA farmers will face many challenges in the coming years, but by doing something constructive and by participating in agriculture’s organised structures, they will survive and make a difference. Be positive and make a contribution.

Sekhoto himself was an established businessman operating in Gauteng. He sold his business to concentrate on farming, after approaching the department of

rural development and land reform, which assisted him to buy the farm. The farm was bought as a going concern. This helped a lot as most of the experienced staff was retained.

Before moving in, Sekhoto spent a year familiarising himself with the farm under the mentorship of the exiting seller, Jan de Villiers. This, he believes, shaped him into a resilient farmer who could take most challenges the farm would throw at him.

“When we moved in, there was no dairy

on the farm,” he says. “We decided to venture into dairy to increase our cash flow position, starting with only 30 Ayrshire cows in milk. Today, we have over 110 cows in milk, supplying Woolworths through Inkunzi Milkyway. Due to a lack of prior dairy skills, farm workers underwent training that was conducted by Inkunzi Milkyway in various

dairy operations, with the assistance of Milk Producer’s Organisation (MPO).”

According to Sekhota they have 5 ha under apples. “But we plan to increase this in future.”

A laudable farming venturelIvhuWane ngWekhulu, transformatIon manager, agrI sa

Makolobane Farming Enterprises was established in 2008 under the tutelage of Pitso Sekhoto. The enterprise farms on some 2 200 ha in the Senekal area and activities include apple, beef, dairy and grain crop farming, as well as sunflowers and maize.

The apple varieties include Royal Gala, Granny Smith and other respected vatieties. “These apples are mainly marketed through the main fresh produce market. We are one week earlier on the market than the Cape and that gives us an advantage.”

The farm didn’t have a good apple harvest last year due to the high temperatures experienced around Senekal.

The beef operation comprises Charolais and Borans, totaling some 300. According to the financial director, Nono Sekhoto, the beef enterprise is the most cost effective of them all. The weaners are sold mainly through auctions. The plan for sheep is a long­term one and is currently under reconsideration.

The farm currently has some 170 ha under maize and 100 ha under sunflower, but there is a lot of room to expand these operations.

Sekhoto values being surrounded by knowledgeable farmers and is currently a paid up member of Agri Free State and an executive of AFASA in the Free State. The department of rural development and land reform assisted the farm through its recapitalisation programme: the funds were used to upgrade the dairy herd, beef herd, and infrastructure.

also helped them with apple nets to protect fruit from hail damage and other weather extremes.

“We really appreciate all the assistance we get from government and strongly urge them to help others like they have helped us. Agriculture is time­based and therefore any assistance should arrive on time, which is one improvement the department needs to make,” says Sekhoto.

She views employees as the most valuable asset of any enterprise. Makolobane Farming Enterprises is owned 15% by a workers trust. This way, workers

put in more effort knowing that they are also beneficiaries into the venture.

“We face many challenges like any other farming enterprise. Cash flow is the most obvious one. Farming is a tough business and one needs perseverance if you want to make it in farming. There is no overnight success,” Sekhoto believes.

Agri SA views passion and determination to succeed important factors when any farmer wishes to make it in farming. Successful land reform and food security depend on a variety of successful role players. a

GrondvoorbereidingPlant lusern altyd op ‘n goed voorbereide, fyn saadbed. Lusern is uiters gevoelig vir die allelopatiese invloed van onkruide wat vrek. Indien die land wat vol onkruid is, met onkruiddoders bespuit word en dan dadelik bewerk en daarop geplant word, hou dit die risiko in dat knoppies nie gevorm word nie en dat plante swak groei. Dit kan nie weer later reggestel word nie. Plant lusern altyd op ‘n land wat lank vooraf skoon bewerk is, minstens 8 ­ 12 weke. In figuur 1 word aangedui dat lusern ná lusern bykans glad nie ontkiem nie en dat vooraf skoon bewerkte grond van kardinale belang is.

BemestingBemesting is belangrik by die vestiging van lusern. Oorbemesting tydens plant is die groot sondaar. Aanbevelings van 400 tot 1 000 kilogram kunsmis en die gelyktydige toedie­ning van landboukalk of gips is algemeen. Dit is fataal vir knoppievoming en die saailing.

‘n Algemene reël vir bemesting is nie meer as 200 kilogram kunsmismengsel per hektaar of 200 – 300 kilogram supers per hektaar nie. Herhaal fosfaattoedienings jaarliks.

Grondontledings en bemestingsaanbevelings daarvolgens mag nie gebruik word vir suksesvolle lusernaanplantings nie. Grond­vrugbaarheid moet vooraf opgebou word of jaarliks herhaal word, maar dit is fataal om op een slag toe te dien.• Supers (200 kilogram / ha), dit lewer

fosfaat en swael, belangrik vir stikstof­binding.

• Té veel supers (1 000kg /ha) versuur grond en benadeel knoppievorming.

• Groot asseblief, géén stikstof tydens plant nie – dit rem knoppievorming.

• Mono­ammoniumfosfaat (MAP) tydens plant is riskant, dit benadeel wortelvorming en knoppies.

• Kalium kan gedurende die groeiseisoen toegedien en jaarliks herhaal word.

• Kalk/gips­toedienings tydens plant is fataal vir knoppievorming, bemes die vooraf­gaande gewasse en herhaal oor jare ná doeltreffende vestiging. Géén kalk tydens plant nie.

• Geen kraalmis tydens plant nie, bemes die voorafgaande gewasse en verseker vooraf vertering.

EnstoftoedieningDie beste resultate met entstof word verkry as dit vars toegedien word tydens plant. Lusern­ pak25 bevat vloeibare entstof, molibdeen en tiramswamdoder. Molibdeen is belangrik vir biologiese stikstofbinding en tiram is ‘n kontakswamdoder met organiese swael. LusernCap word saam op die saad gemeng, dit is ‘n poeierentstof en bevorder die werking van Lusernpak25 en die oorlewing van Rhizobium­entstof tydens stres.

Wortelsiektes en aalwurmPeulplante is uiters gevoelig vir wortelsiektes soos Fusarium en aalwurm. Aktinos­entstof is Soygro se wenner teen Fusarium en moet saam met lusernentstof op saad gemeng word. Nemablok is Soygro se wenner teen aalwurm en versterk plantimmuniteit teen aalwurm en kan tydens plant en weer later, gedurende die groeiseisoen, in die grond met die besproeiingstelsel ingewas word.

Kalsium speel ‘n sleutelrol by lusern­produksie. Die 250 kilogram biologiese stikstof wat Rhizobium bind, is in die ammo­nium­vorm en dit is versurend. Lusern het dus baie kalsium nodig vir die 5 tot 7 jaar produk­sie vir biologiese stikstofbinding. Dit speel ook ‘n belangrike rol in plantgesondheid. Verskeie wortelsiektes soos Fusarium en Botrytis verhoog wanneer kalsium laag is. Dit is dus belangrik om jaarliks kleiner hoeveelhede (500 tot 1 000 kilogram) gips en kalk toe te dien. Kalsium bevorder ook die doeltreffende benutting van stikstof.

Mikro-elemente en entstof op blareMikro­elemente en entstof op blare kan ná elke of elke tweede snysel tydens hergroei toegedien word. Spoor&Boor en Groen­woema is gebalanseerde mikro­elemente en bevat die noodsaaklike elemente vir opbrengs en gehalte. Toediening van enkele elemente is nié die antwoord nie.Pato­stop­entstof het ‘n funksie op blare en in die grond om swamme te onderdruk. Dit bevorder die biologiese oplossing en beskikbaarmaking van minerale­voedingstowwe, en meer spesifiek yster. Yster speel ‘n sleutelrol in plantproduksie en die biologiese onderdrukking van siektes. Patostop bevorder jaarlikse herstel ná die winter en kan gedurende die groeiseisoen ná elke tweede snysel herhaal word. a
