Oregon Solutions Process:  Oregon Solutions (O/S) is a program of the National Policy Consensus Center 

at Portland State University. The mission of Oregon Solutions is to develop solutions to community 

based problems that support sustainable objectives for the economy, the community and the 

environment and are built through the collaborative efforts of citizens, businesses, government and 

non‐profit organizations. The O/S approach integrates and makes efficient use of public and private 

investments, elevates the visibility of the project and engages communities in creating solutions. The 

process provides a neutral forum – a place where various interests and stakeholders can come together 

as parties in a “Project Team,” in a manner that is more neutral than a meeting sponsored or hosted by 

one of the parties at the table.  

 

Purpose of Declaration of Cooperation:  The Oregon Solutions process enables collaboration among the 

Project Team members about which potential actions may be taken to cumulatively lead to successful 

project outcomes, including identifying the specific actions or commitments of each signatory. This 

collaborative work product is documented at the end of the O/S process in the “Declaration of 

Cooperation,” which is a non‐binding implementation plan. The Declaration, or DoC, including the 

stakeholder commitments, is considered to be a “living” document that may evolve and be amended to 

represent changing situations often found during project development, until project completion or until 

suspended by mutual agreement.   

 

Description and Purpose of the Klamath IDEA Project:  The Klamath IDEA (Inspire Development ‐ 

Energize Acceleration) will provide support and assistance to entrepreneurs for start‐up, business 

expansion, product development and commercialization with the long term goal of sustainable job 

creation in Klamath County; and, a Declaration of Cooperation that produces commitments and aligns 

resources among the supporting private and public interests in order to initiate a healthy sustainable 

program and support its growth to be realized.  

 

The project team had their kick‐off meeting at on February 19th, 2014. A list of project team members 

can be found in appendix A. 

 

Vision for Klamath IDEA:  The Klamath IDEA (Inspire Development – Energize Acceleration) is an 

innovative project that will support the entrepreneurial spirit, particularly when it leads to new jobs and 

enriches the community and its economy. The IDEA is meant to provide the starting point for a venture

to grow, mature, and ultimately move on to become a successful member of the greater business 

community. 

 

Achieving the Vision:  Achieving the vision will require commitments from multiple parties as outlined in 

this document, as well as obtaining funding.  These commitments and this Declaration of Cooperation 

signify the substantial completion of the Oregon Solutions process.  However, the success of the 

Klamath IDEA project, will require an ongoing collaborative effort between the Klamath County 

Chamber of Commerce, the South Central Oregon Economic Development District, the Klamath County 

Development Corporation, the Klamath Community College Small Business Development Center, the 

Klamath Tribes Small Business Development Specialist; and, the other supporting private and public 

partners to coordinate ongoing commitments.  

 

This Declaration of Cooperation, while not a binding legal contract, is evidence to and a statement of 

the good faith and commitment of the undersigned parties.  The undersigned parties to this Declaration 

of Cooperation have, through a collaborative process, agreed and pledged their cooperation to the 

following findings and actions: 

 

City of Klamath Falls 

The City of Klamath Falls is the county seat of Klamath County, Oregon.  Klamath Falls is a city in 

transition that welcomes new businesses, homes and people into the community. The City of Klamath 

Falls provides essential services and infrastructure to promote the social and economic health of the 

community.  

The City of Klamath Falls is commits to: 

• Actively participate in Klamath IDEA and other meetings as requested. 

• Partner with private sector efforts to support business development. 

• Continued participation in economic development and community interest‐groups. 

• Consider participation in incentive programs to encourage entrepreneurial activities and job 

growth. 

• Support growth opportunities for existing and new businesses.

Klamath Community College 

Klamath Community College provides accessible, quality education and services in response to the 

diverse needs of the student, business and community.  The College supports student success in 

workforce training, academic transfer, foundational skills development, and community education.  In 

order to further this mission, Klamath Community College commits to: 

Collaborate with Klamath IDEA to provide support and backing to entry level businesses and 

entrepreneurs.  

Re‐design technical degree programs so internships and practicums are required before 

graduation.  Including the requirement of Capstone projects.

The Klamath Community College Small Business Development Center (KCC SBDC) 

The Klamath Community College Small Business Development Center seeks to encourage 

entrepreneurial spirit, assist small business success and improve quality of life by providing Klamath and 

Lake Counties with local access to quality training and one‐on‐one confidential advising for startup and 

existing for‐profit small businesses. The Center collaborates with Local, State and Federal Agencies in 

addition to local and regional councils and organizations, to provide entrepreneurs with access to 

extensive resources that support business vitality.  

As a supporter of the Klamath IDEA Project, the KCC SBDC commits to the following (with existing 

resources): 

Provide a representative to the Executive Committee 

Promote the IDEA mission in the community and among SBDC clients 

Maintain strategic connections with economic development partners 

Provide business advising at existing level 

Develop and deliver relevant business trainings such as Ready, Start, Run Your Business (for pre‐

venture entrepreneurs), Business Plan Workshops, and QuickBooks I & II 

Live Plan business planning software and Start, Run, Grow online training donated by Palo Alto 

Software 

In coordination with SCOEDD, Oregon Tech, and Adam Burwell, participate in a feasibility study 

on a local/regional tech shop or maker’s space by providing market research, advice, and other 

resources as available 

Recruit, train, and manage Business Advisors for the IDEA Project 

Utilize the Oregon Small Business Development Center Network’s MIS system (CenterIC) to 

provide and manage confidential counseling records, counseling and training evaluations and 

validate impact data for the IDEA Project. Client success stories will be provided (with 

appropriate participant release) to the IDEA strategic partners and Executive Committee 

Create and maintain a Business Services Directory to be used by IDEA participants  

Develop and deliver expanded business and entrepreneurial trainings such as: Understanding 

Financials; Social Media for Business; Effective Use of Mobile Business Technology; RU Bankable; 

Government Contracting Series; Business Boot Camp (for 1st or 2nd year businesses); Better, 

Smarter, Richer (for Solo Entrepreneurs); and Small Business Management a ten month 

counseling and training program for established businesses.

The Klamath County Chamber of Commerce 

The Klamath County Chamber of Commerce is a benevolent member and community benefit 

organization dedicated to advancing the economic vitality and livability of Klamath County through 

proactive, effective business leadership, education and promotion.

The Oregon Entrepreneurs Network (OEN) 

OEN is a statewide organization headquartered in Portland, whose purpose is to stimulate and support 

startup businesses throughout Oregon. OEN has a Regional Catalyst Manager located in Southern 

Oregon, whose responsibilities include Klamath Falls. The Catalyst Manager commits to: 

• Continued participation with the Leadership Team, especially sharing tactical details such as 

what works and what doesn’t work elsewhere; 

• Facilitate bringing speakers in from Portland, the Rogue Valley, etc., to events like PubTalks and 

educational forums (example: Scott Sandler talk); unfortunately, OEN cannot reimburse their 

travel expenses, but maybe IDEA could; 

• Occasionally meeting directly with would‐be entrepreneurs about their business plans and the 

like, in an effort to stay connected with their culture and to offer insight and advice that fits the 

culture of the region; 

• Where possible, building connections between Klamath Falls and the Medford area, to the 

mutual benefit of startups in both areas (example: 2014 Medford Angel Conference winners 

were from Klamath Falls).

business start‐ups or expansions.

As the Land Grant University, Oregon State and its Cooperative Extension Service and Agricultural 

Experiment Station have served Klamath and Lake Counties for over 100 years, promoting economic, 

social, cultural and environmental well‐being.   Research and Extension programs reach broad audiences 

in the development and distribution of knowledge.  Currently OSU KBREC is responsible for providing 

and fulfilling needs of the Klamath County Agricultural Community which serves as the second largest 

economic business sector in the county.  As a partner with IDEA OSU KBREC will assist and participate as 

needed in regards to:

• Assist in design, management, and use of products that are land and or based on Agriculture
