The Finnish government has been using shared services for its finance and HR since 2005 On 1.1.2010 four shared service centres were administratively merged into one single centre under the jurisdiction of the Ministry of Finance The merged service centres were from
Judicial Administration Defence Forces Interior Affairs Administration a unit operating under the State Treasury
Following the instruction set out by the Finnish Government, the various administrations transitioned to a client-based relationship with the shared service centre by the end of 2009 (the final transitions by 2011)

The Central Government Services GroupThe Service Centre model is an important part of productivity actions in the government’s support functions Palkeet’s goals are derived from the Ministry of Finance’s performance steering and Palkeet’s strategy The services have been adapted to be used in the government’s financial and HR processes
