From the CEO Hello everyone I’m very pleased to have this opportunity to write to you in my capacity as interim CEO of PalliaƟve Care Australia. I have been appointed by the Board to manage PCA for a short period whilst the recruitment process for the permanent CEO is underway. That process, I am pleased to say, is progressing well and I hope that we will be able to announce a new CEO in the near future. To give you a bit of informaƟon about me, my background is in the areas of mental health, palliaƟve care and cancer control. I started my career as a community nurse in mental health, then moved into the area of rehabilitaƟon, working with individuals, families, employers and communiƟes to support people with a disability. From here I moved into the world of naƟonal health policy and program development, working on the NaƟonal Mental Health Strategy, the NaƟonal PalliaƟve Care Strategy, and then helping to establish Cancer Australia. (read more on page 2) I’m very familiar with the work of PalliaƟve Care Australia, having been involved in the development of the NaƟonal PalliaƟve Care Program and most of the Program’s naƟonal projects and iniƟaƟves. Your input needed! Pallia ve Care Australia is calling on the wisdom, experience and vision of all those involved in pallia ve care to guide the direc on of the Fi h Edi on of The Standards for Providing Quality Pallia ve Care for All Australians.

Pallia ve care in Australia is experiencing remarkable growth and change. A rise in public awareness and the impending ageing popula on highlight the need to reflect this rapidly evolving sector, now and into the future. In late 2013, a PCA survey sought advice from those involved in the pallia ve care sector on the efficacy and usability of the current Standards in prac ce.

From the CEO Hello everyone

I’m very pleased to have this opportunity to write to you in my capacity as interim CEO of Pallia ve Care Australia.

I have been appointed by the Board to manage PCA for a short period whilst the recruitment process for the permanent CEO is underway. That process, I am pleased to say, is progressing well and I hope that we will be able to announce a new CEO in the near future.

To give you a bit of informa on about me, my background is in the areas of mental health, pallia ve care and cancer control.

I started my career as a community nurse in mental health, then moved into the area of rehabilita on, working with individuals, families, employers and communi es to support people with a disability.

From here I moved into the world of na onal health policy and program development, working on the Na onal Mental Health Strategy, the Na onal Pallia ve Care Strategy, and then helping to establish Cancer Australia.

I’m very familiar with the work of Pallia ve Care Australia, having been involved in the development of the Na onal Pallia ve Care Program and most of the Program’s na onal projects and ini a ves.

For me it is an absolute pleasure to be able to work with the wonderful team at PCA, the Board and other commi ees, our fantas c Member Organisa ons, and the wider pallia ve care sector, for this short me. I am well aware of the important work that you all do and hope I may be able to contribute to that in some way during my me with the organisa on.

Policy update

Spotlight on Chronic Kidney Disease Pallia ve Care Australia and Kidney Health Australia have called for improved access to pallia ve care services for pa ents living with Chronic or End Stage Kidney Disease. The two organisa ons launched a joint posi on statement, Pallia ve Care for Chronic and End‐Stage Kidney Disease, at a Parliamentary Friends of End of Life Care group mee ng at Parliament House in Canberra last week. Both organisa ons believe that pallia ve care should be available to all people diagnosed with Chronic Kidney Disease or End Stage Kidney Disease, should they need or choose it.

The feedback received indicated that the Standards needed to be more succinct and clear in order to ensure maximum u lisa on by those providing pallia ve care services. Though the main scope of the project has been to refine and update the 13 Standards, PCA and the Standards Review Project Board have responded wholeheartedly to the feedback. As a result, and a er much delibera on, the Fi h Edi on dra containing 6 Standards has been proposed. These proposed 6 Standards have been developed through combining and simplifying the exis ng 13 Standards. This should ease their use and applicability for those providing pallia ve care services. PCA and the Standards Review Project Board are commi ed to developing a set of Standards that people will embrace for years to come. If individuals, organisa ons and services submit a response to the Standards review and encourage others to do the same, PCA and the Review Board will have the best opportunity to produce a set of Standards that reflect current prac ce and are relevant to community needs. It is important to emphasise that the Standards are open for consulta on and that changes to the number of Standards and content may result from this consulta on process. PCA and the Standards Review Project Board realise that this is a big change, and are looking for further guidance from people who have experience in pallia ve care, and also from those who use or have used the current Standards in prac ce.

Speaking at the event, Kidney Health Australia’s Na onal Medical Director Dr Tim Mathew said that pa ents with kidney disease were some of the most frequent users of pallia ve care services in Australian hospitals – second only to cancer pa ents. Dr Mathew stressed that more than a third of all pa ents on dialysis need to withdraw from treatment for various reasons, and access to pallia ve care support would be of great advantage to them. “Half those Australians with kidney failure die before they can start dialysis, and this adds to the poten al number that could benefit from pallia ve care. Most people on dialysis in Australia are elderly and will die while s ll dialysis dependent,” said Dr Mathew. “Approximately 1500 dialysis dependent people die in Australia each year.” Dr Frank Brennan from Kogarah’s Calvary Hospital also spoke at the mee ng, highligh ng the strong rela onship between nephrology and pallia ve care at the St George Hospital Department of Renal Medicine. He stressed the need for training to further develop the es between the two disciplines. The hospital had developed a teaching program he said would be a good model for pallia ve care and renal disease collabora ons Australia‐wide. Dr Brennan believed a prototype of the pallia ve approach in handling pa ents with kidney disease could well apply to other chronic diseases. PCA President Professor Patsy Yates said that be er educa on for health professionals and people with Chronic or End Stage Kidney Disease, their families and carers, was vital for improving services. “More accessible informa on on pallia ve care and kidney disease, and a focus on developing advance care plans, will ensure that pa ents, their families and carers can make informed decisions about their care.” “Pallia ve care is a valuable part of treatment and support for people with Chronic or End Stage Kidney Disease, providing holis c, suppor ve care for the person, their family and carers. We need specific strategies to ensure that everyone who would benefit from pallia ve care services receives them and enjoys a be er quality of life,” Professor Yates said. IHPA work program 2014‐15 Thank you to everyone who contributed to PCA's submission to the Independent Hospital Pricing Authority (IHPA) work program 2014‐15.

The submission outlined concerns for PCA and its member organisa ons, par cularly rela ng to community based pallia ve care, and urged IHPA to take these concerns into account. To read the full submission, click here.

PCA News Congratula ons Patsy! PCA president, Professor Patsy Yates, has been selected to receive the Interna onal Nurse Researcher Hall of Fame Award. The award, conferred by the USA based Sigma Theta Tau Interna onal Honor Society of Nursing, highlights Patsy’s commitment to the fields of cancer and pallia ve care nursing and the resul ng benefits for pa ents and families, the profession and policymakers. Congratula ons Patsy!

NPCW 2014 campaign recognised We are excited to announce that our 2014 Na onal Pallia ve Care Week campaign has been listed as a finalist in the Asia‐Pacific SABRE Awards.

The SABRE awards celebrate the best PR campaigns from across the Asia‐Pacific, and Na onal Pallia ve Care Week is one of five finalists in the not for profit category.

A big thank you to everyone for their support of NPCW, and in par cular Ogilvy PR, the agency that worked with us on the campaign. Winners will be announced on 18 September. Fingers crossed!

Decision Assist NEW Pallia ve Care Phone Advisory Service launched—1300 668 908 Decision Assist is pleased to announce that the 24/7 national Palliative Care Phone Advisory Service is now available! For the cost of a local call, general practitioners and aged care staff can receive specialist advice on all their patient or client palliative care needs, 24 hours a day, 7 days a week. The type of advice will include locating suitable care services and support, symptom management, medication advice and psychosocial support. St Vincent’s Hospital, Melbourne has been selected to operate the Palliative Care Phone Advisory Service on behalf of Decision Assist. St Vincent’s is a key provider of palliative care to patients across Victoria, and is a national leader in palliative care research, education and training. From a clinical practice and research perspective, St Vincent’s is ideally placed to operate the new specialist Palliative Care Phone Advisory Service. Full details on St Vincent’s palliative care facilities and services can be found online here. St Vincent’s brings the best in expertise, networks and resources to the phone advisory service, with dedicated clinical nurse consultants ready to triage inquiries and specialist palliative care doctors available for immediate consultation. The new Palliative Care Phone Advisory Service will complement the work of Decision Assist’s Advance Care Planning Phone Advisory Service, which is already operational and accessible from 8am until 8pm via the same number ‐ 1300 668 908. The Decision Assist Phone Advisory Service is designed for use by health professionals working with recipients of aged care services, either in a residential care facility or within the community. This includes GPs, nurses, allied health professionals and personal care attendants. Please promote the phone line to your colleagues. Grants available—don’t miss out! Grants of up to $80,000 are available to support improvements in pallia ve care for those aged over 65 (or over 50 for Aboriginal and Torres Strait Islander people), through Decision Assist’s Linkages Project.

People who are dying usually require services from mul ple service providers, including aged care staff, general prac oners and some mes specialist services. Coordina on and links between these service providers are needed if we are to ensure op mal care for the dying person and their family. The linkage projects provide an opportunity to develop and implement new strategies for improving the links between your service and other service providers involved in pallia ve care. Specifically, grants will be provided to support projects which enable implementa on of one or more of the following linkage strategies that have been iden fied from the evidence review and consulta on ac vi es to date:

Communica on ini a ves that improve end of life care coordina on

Establishment of formalised agreements between pallia ve care services and other services

Development of mul disciplinary care approaches

Establishment of new or enhancement of exis ng designated linkage roles

Con nuous improvement processes in linkages between pallia ve care and other services.

There are up to 30 grants available, and applica ons need to include at least two organisa ons, one of which must be funded to provide Commonwealth home care or residen al services and one of which must provide dedicated pallia ve care services. News Mandatory use of PIN The mandatory use of Personal Iden fica on Number (PIN) at point of sale (POS) came into effect as of 1 August 2014. Over the past few months, Alzheimer’s Australia has been in contact with banks to ensure that those consumers who are unable to use a PIN would be offered an alterna ve so they could con nue to freely go about their daily ac vi es such as shopping and banking. ANZ, Commonwealth, NAB and Westpac stated that they would be offering a sign only card op on to consumers unable to use a PIN. They also indicated that they had been contac ng consumers to advise of the upcoming move to PIN@POS. The banks have not ac vely promoted the sign only card due to concerns that this op on would be exploited by consumers who did not have a valid reason for not using a PIN. This has placed the onus on consumers to contact their financial ins tu on to see whether they are eligible for a sign only card and what the process of applying for one would entail. Alzheimer’s Australia is now seeking further informa on from consumers as to their experiences with the move to mandatory PIN and their dealings with the financial ins tu ons in obtaining a sign only card. The Queen’s Young Leaders programme is searching for inspira onal young people across the Commonwealth who are making a difference in their communi es. Throughout the world, young people are making a difference in hospice and pallia ve care se ngs. Be sure to nominate them so that they get the recogni on they deserve. Excep onal people aged 18‐29 will receive awards for leading the way where they live, in honour of Her Majesty The Queen’s 60 year contribu on to the Commonwealth. New a er‐hours GP service launches in Canberra A new home‐visit GP service is being launched in Canberra, which the private owners believe will help ease pressure on busy hospital emergency departments. The ACT opera on is part of the Na onal Home Doctor Service network, which is already opera ng in four states offering bulk‐billing. Company spokesman Ben Kenneally said the ACT currently has few a er‐hours medical op ons. "This is giving people another op on rather than going to an emergency department, par cularly at night and on weekends when regular GPs are o en closed, and will help relieve some of the pressure on emergency departments," he said. New research from AIHW There have been two new reports of interest released by the Australian Ins tute of Health and Welfare this month: Mortal Inequali es in Australia 2009‐2011 shows that simply being male, Indigenous or living in very remote areas are significant factors influencing death rates. Mortality from asthma and COPD in Australia presents current informa on about mortality due to asthma and COPD, and shows that older male smokers living in rural and remote Australia are one of the country’s most likely groups to die from chronic obstruc ve pulmonary disease.

Help spread the word Crowdfunding campaign for children’s pallia ve care The makers of 'Li le Stars', a series of short films and one feature length film on children's pallia ve care, have launched a crowdfunding appeal to enable them to have the film ready for a première at the World Cancer Congress in Melbourne this December. The film 'Li le Stars' is being made by Moonshine Movies, the company behind the 2012 mul award‐winning Life Before Death series and feature length film. The aim is for the film to be a "united voice of hope" harnessing the power of the mass media and social media to encourage governments around the world to do more to ensure universal access to children's pallia ve care. Moonshine Movies have been given a unique opportunity to host the world première of Li le Stars at the World Cancer Congress in Melbourne this December. The World Cancer Congress is the leading gathering place for leaders, policy makers, ac vists and media who can begin the process of making children's pallia ve care a reality for all those who need it. In order to hold this première, Moonshine Movies need to raise extra funds in order to finished the film in me. Using the crowd funding pla orm indiegogo, they are aiming to raise AUS$65,000 by 25 September. Find out more about the project on its indiegogo page. Pallia ve Care Victoria State Elec on Pallia ve Care Victoria has commenced its engagement with all candidates in 29 marginal electorates regarding their Call to Ac on 2015‐19. They are encouraging all Victorian members to engage with your local MPs and candidates about the importance of pallia ve care and the Call to Ac on 2015‐19 in the lead up to the elec on. PCV is preparing a strategy for marginal electorates and will progress this from late September. Your support with advocacy would be welcomed. Pallia ve Care Outcomes Collabora ve New Resources available on the PCOC website www.pcoc.org.au PCOC has recently updated their website to include translated versions of the symptom assessment scale (SAS) form and explanatory brochure, and a downloadable version of the new PCOC Clinical Manual. Symptom assessment scale (SAS) Resources The SAS describes the pa ents’ level of distress rela ng to individual physical symptoms. Literature tells us that the gold standard of pa ent symptom assessment is self‐ra ng and that physicians and

nurses consistently underrate pa ents’ physical symptoms. It can prove challenging when a emp ng to encourage pa ents from non‐English speaking backgrounds to self‐rate their distress. PCOC has responded to this by transla ng the SAS form and brochure into seven languages and made them available to download from the website. The languages which have been translated are; Arabic, Chinese (simplified), Chinese (Tradi onal), Filipino, Greek, Italian and Macedonian. PCOC Clinical Manual The PCOC Clinical Manual is designed for pallia ve care services to assist in implemen ng and improving the use of PCOC in their service. It explains the assessment tools, PCOC report process and outcome measures. It is intended to be used by: Educators and clinical support staff to use in

educa on programs Managers and clinicians as a self‐ directed

learning package.

Australasian Society for HIV Medicine New Resource on HIV and Ageing for Aged Care A new resource for aged care workers about HIV and ageing has just been released by the Australasian Society for HIV Medicine (ASHM).

The booklet offers prac cal, plain English informa on and advice so that aged care workers can arm themselves with the knowledge they need to deliver quality care to people living with HIV. The booklet, which was created in collabora on with the aged care workforce and funded by the Department of Health, contains informa on about:

The honour, which has been awarded over the last 20 years, recognises outstanding achievement in the promo on of quality and safety in health care in Australia.

The awarding of the ACHS Medal recognises the stand alone contribu ons an individual has made to improving quality and safety over a period of me that are also consistent with the vision and mission of the Council.

Educa on Nursing and Allied Health Scholarship and Support Scheme (NAHSSS) Addi onal Scholarships available for 2015 The Department of Health has advised that there will be addi onal scholarships available as a part of newly announced scholarships by the Commonwealth Government.

There will be 28 addi onal scholarships under the NAHSSS Allied Health Postgraduate Scholarship Stream and 36 addi onal scholarships ( 18 in the 1st Round and 18 in the 2nd Round) available under the NAHSSS Allied Health Con nuing professional Development Scholarships in 2015 in iden fied areas of prac ce i.e. primary care, aged care, mental health as well as Indigenous Health services.
