    1.0 GENERALITATI 1.1 Domeniu de aplicare

    Prezenta norma este valabila in cadrul Petrom OMV pentru realizarea constructiilor metalice , cum sunt de exemplu, schelele aparatelor, estacade aferente conductelor, podete, scari etc.

    Pentru realizarea constructiilor pe schelet me-talic, hale, recipienti si tancuri, prezenta norma este valabila exclusiv pentru acele parti de constructie care au legatura cu ele (punti, trepte, scari, si balustradele suportilor de conducte - estacade etc.).

    1.0 GENERAL

    1.1 Scope

    This standard applies within the Petrom OMV for the implementation of steel structures such as, e.g., apparatus scaffolding, pipe bridges, stages, ladders, etc.

    For the building of steel skeletal structures, halls, containers and tanks, this standard is exclusively valid for the construction components connected to them (stages, steps, ladders and railing pipeline supports, etc.).

    1.2 Norme si prescriptii Impreuna cu prezenta norma se vor respecta dispozitiile, normele si directivele valabile in Romania, in varianta lor aflata in vigoare, care sunt mentionate in Anexa 1.

    Nu consideram enumerarea noastra ca fiind una completa.

    Daca intre diferitele dispozitii, reglementari, norme si directive apar diferente sau contra-dictii, iar aspectele respective nu sunt in mod expres clarificate prin prezenta norma, se va aplica reglementarea cu formularea cea mai restrictiva.

    In cazul in care prevederile se exclud reciproc, atunci se va aplica reglementarea prevazuta de legislatia din Romania.

    Intra in responsabilitatea executantului sa veri-fice daca prevederile prezentei norme sunt adecvate scopului lucrarii respective. Aplicarea normei nu il degreveaza pe executant de ras-punderea pe care o are in calitate de antrepre-nor profesionist si responsabil.

    Daca executantul are obiectii cu privire la una dintre prevederile stabilite, el il va informa imediat in scris pe angajator despre acest lu-cru.

    1.2 Standards and instructions

    In conjunction with this Standard, the respective specifications, standards and directives legally applicable in Romania and stated in Annex 1 should be taken into account in their currently valid form.

    This listing is not claimed to be complete.

    In the event of deviations or conflicts arising between the various specifications, standards and directives and where there is no firm definition provided by this standard, then the strictest formulation is to be applied in each case.

    Where they are mutually exclusive, then the Romanian statutory regulations will apply.

    The contractor will be responsible for checking the appropriateness of this standard for the intended purpose. The application does not relieve the contractor of his responsibility as specialist and independent entrepreneur.

    If the contractor has reservations concerning an agreed definition, then he must notify the client of this in writing without delay.

    2.0 MATERIALE CERINTE MINIME 2.0 MATERIALS MINIMUM REQUIREMENTS

    Materialele utilizate trebuie sa corespunda ul-timei editii a normelor enumerate in anexa.

    The materials used must correspond to the standards listed in the annex in their currently valid form.

    Materialele indicate reprezinta cerintele minime impuse.

    The materials listed represent minimum re-quirements.

    3.0 REALIZAREA CONSTRUCTIILOR METALICE

    3.0 IMPLEMENTATION OF STEEL STRUCTURES

    Dimensionarea constructiilor metalice se va face conform prezentei norme si Normelor Pe-trom OMV 201, 202, 206, J 1001, J 2201, precum si conform regulilor generale pentru constructiile metalice luandu-se in considerare normele aferente conform Normei Petrom OMV J 1001, punctul 1.2.

    The rating and implementation of the steel structure must be carried out in accordance to the Petrom OMV Standards 201, 202, 206, J 1001, J 2201 as well as according to this standard, taking into account the appropriate standards in accordance to Petrom OMV Standard J 1001, item 1.2.

    Sistemul agreat pentru constructiile metalice, grosimile minime ale peretilor partilor portante ale constructiilor, sudurile, imbinarile sudate si cele infiletate se vor realiza conform documen-tatiilor de baza pentru conceptie din Norma Petrom OMV J 1001.

    The preferred system of the steel structures, the minimum wall thicknesses of structural parts, welding joints, soldering and screw connections must all meet the standards of the basic design data of Petrom OMV Standard J 1001.

    Imbinarile sudate de santier se vor reduce la minim.

    The welded joints required at the building site must be kept to a minimum.

    Realizarea lucrarilor de sudura se va face cu firme certificate (de exemple conform EN 729) si de catre sudori autorizati.

    Welding work must be carried out with authorized companies (e.g. acc. to EN 729) and by examined welders.

    Realizarea imbinarilor cu suruburi se va face ob-ligatoriu corespunzator normelor EN pentru constructii metalice.

    For the screw connections, the appropriate EN regulations for metal structures are binding.

    Elementele de constructie solicitate din punct de vedere dinamic vor fi realizate cu elemente de asigurare a suruburilor.

    Furthermore, dynamically stressed components must have bolt locks.

    3.1 Principii privind constructiile metalice 3.1 Design Regulations 3.1.1 Indicarea dimensiunilor si tolerantelor 3.1.1 Dimensions and tolerances

    Se vor specifica in descrierea serviciilor. Must be specified in the performance description.

    Daca nu sunt descrise tolerante ale dimensiuni-lor care sa fie respectate, se aplica ISO 2768, gradul de precizie: grosier.

    If no dimensional tolerances that are to be observed are described here then ISO 2768 applies; degree of accuracy: coarse.

    Dimensional tolerance for the distances between supports in series: 3 mm.

    Pentru dimensiunea totala se va tinde spre o compensare a tolerantelor.

    For the overall dimension, tolerances should be compensated when possible.

    3.1.2 Indicarea inaltimilor 3.1.2 Height specifications Indicarea inaltimilor se va face in inaltimi rela-tive ca referinta obligatorie la un nivel al intregii instalatii, pentru toate grupurile principale de constructie.

    The specifications of the heights are generally relative heights related to a defined system level binding for all main building groups.

    Definitia nivelului instalatiei se refera in princi-pal la metri peste nivelul zero.

    4.0 REALIZARE, TRANSPORT SI MONTAJ 4.0 MANUFACTURE, TRANSPORT AND

    ASSEMBLY

    Planificarea si acceptul in ceea ce priveste de-rularea din punct de vedere tehnic si incadrarea in timp a realizarii, transportului si montajului constructiilor metalice, se va face la predarea comenzii, respectiv inainte de inceperea lucrari-lor, impreuna cu responsabilul de proiect al Pe-trom OMV, inspectia locala de santier precum

    The agreements on temporal and technical procedures required for manufacture, transport and assembly of the steel structures must be made with the Petrom OMV staff responsible for the project, the local building inspectors and the Petrom OMV service locations involved on assignment or before starting work.

    On-site production and/or adjustments to the constructions at the building site may be agreed upon in individual cases on agreement with the persons responsible for the project named by the client.

    Pentru executia de servicii suplimentare se vor inainta, de asemenea, inainte de inceperea lu-crarilor, solicitari de accept anticipat pentru efectuarea lucrarilor (AVG) prin intermediul formularului Petrom OMV special prevazut pen-tru acest scop.

    For additional services, work pre-authorisations (WPA) must also be applied for using the forms supplied by Petrom OMV and must be applied for in writing by means of work pre-authorisation (WPA)

    4.2 Transport 4.2 Transport

    Pentru transportul la fata locului si pentru reali-zarea montajului, furnizorul trebuie sa se infor-meze si sa se familiarizeze cu toate conditiile existente pe santier si sa recunoasca toate conditiile de la fata locului relevante pentru des-fasurarea lucrarii.

    For transport to the site and for assembly, the contractor must inform himself of the conditions at the building site and must acquaint himself with all details on location relevant to the work procedures.

    In continuare, furnizorul este raspunzator pen-tru cunoasterea si respectarea tuturor preveder-ilor in vigoare in ceea ce priveste transportul si montajul.

    The contractor must also inform himself of, and observe, all valid regulations regarding transport and assembly.

    Furnizorul va obtine la timp aprobarile de la ofi-cialitati pentru efectuarea transportului si va in-forma beneficiarul din timp in scris cu privire la efectuarea transportului.

    The contractor must ensure that he receives official permission for transport and must inform the client in writing, in a timely manner when the transport is made.

    Transportul de la atelier la santier ca si monta-jul intra, in principiu, in zona de responsabilitate a furnizorului chiar in situatia in care se pun la dispozitie personal si aparate Petrom OMV sau terti.

    Transport from the workshop to the building site, as well as assembly, is always within the area of responsibility of the contractor, even when Petrom OMV or others provide personnel or equipment.

    4.3 Montaj 4.3 Assembly Inainte de inceperea lucrarilor de montaj, vor fi enuntate si lamurite toate situatiile referitoare la santier, impreuna cu echipa de supraveghere a santierului din partea beneficiarului, in cursul unei discutii de deschidere de santier.

    Before starting assembly work, all matters relating to the building site must be discussed with the client's inspectors within the course of an initial consultation on the building site and points that are unclear must be clarified.

    Pe parcursul desfasurarii lucrarilor pe santier se vor respecta, fara exceptii, in special preveder-ile reglementarilor interne de protectie/siguranta a furnizorului precum si cele ale legii privind coordonarea lucrarilor de constructii, cat si conditiile de siguranta in exploatare aflate in vigoare la respectivul obiectiv de exploatare

    When carrying out work at the building site, the regulations of the Protective Law for Employees, as well as the Building Site Coordination Law, and the valid conditions for operational safety in the respective division of Petrom OMV must be observed without exception.

    Toate aspectele privind lucrarile de montaj vor fi clarificate inainte de inceperea lucrarilor im-preuna cu persoanele de contact responsabile ale Petrom OMV.

    All questions relating to assembly work must be clarified with the appropriate Petrom OMV contacts before starting work.

    In conditiile de lucru din instalatie ca urmare a unor situatii exceptionale cum sunt, de exem-plu, pericolul de explozie in urma unor evacuari de gaze, incendiu etc. se va informa neintarziat echipa locala de supraveghere a santierului din partea beneficiarului si se va face inregistrarea in raportul zilnic de santier. Luarea la cunostinta va fi confirmata in raportul zilnic de santier de catre echipa de supraveghere a santierului.

    In case of work conditions in the system as a consequence of exceptional circumstances such as, e.g., danger of explosion by gas leak, fire, etc., the local inspectors of the client must be informed immediately and an appropriate entry must be made in the building diary. Knowledge of the entry in the building diary must be confirmed by the inspectors.

    4.4 Protectie anticoroziva 4.4 Corrosion protection

    La proiectarea constructiilor metalice, se va realiza o structura care se preteaza protectiei anticorosive.

    In the construction of steel structures, a suitable corrosion-protection design must be implemented.

    Gradul de curatire al suprafetei (Sa2; Sa2 ; Sa 3 ) si felul acoperirii se vor specifica in ce-rere de oferta conform normei Petrom OMV.

    The degree of surface derusting (Sa2, Sa21/2; Sa3) and the type of coating must be specified in the request in acc. to the Petrom OMV standard.

    Elementele structurii trebuie sa fie usor accesibile pentru curatarea suprafetei si pentru aplicarea protectiei anticorosive.

    Construction parts must be arranged in an easily accessible manner for derusting and coating.

    Se va evita creerea de zone cu risc de coro-ziune (profile scobite deschise, orificii in are se poate aduna apa etc.)

    Formations that may result in corrosion (open hollow profiles, water pockets, etc.) are to be avoided.

    Toate zonele care nu mai sunt accesibile dupa montaj, vor fi prevazute cu o acoperire core-spunzatoare cu grund.

    All locations no longer accessible after assembly must be covered with a basic coating according to the tender.

    5.0 VERIFICARE, RECEPTIE SI GARANTII 5.0 TESTING, ACCEPTANCE AND WARRANTY

    5.1 Verificare prin intermediul furnizorului 5.1 Testing by the contractor In timpul executiei, furnizorul va verifica realizarea corespunzatoare a constructiei, materialele si calitatea executiei sudurilor..

    During production, the contractor checks for the correct design of the construction, the material and the quality of the welding.

    Bazele verificarilor sunt desenele de executie cu avizul de liber pentru executie si calculul static.

    The bases for the test are the approved construction drawings and the static calculations.

    Beneficiarul isi rezerva dreptul sa verifice, in at-elierul furnizorului, realizarea partilor de con-structie in ceea ce priveste corectitudinea re-alizarii, respectarea calitatii, precum si a respectarii termenelor.

    The client reserves the right to check the manufacture of the constructed parts with respect to correct design, observance of quality and observance of due delivery dates, in the factory of the contractor.

    In timpul montajului are loc un control perma-nent al realizarii constructiei prin echipa de su-praveghere de santier in colaborare cu un ingi-ner constructor desemnat de furnizor. La cererea echipei de supra-veghere de santier se vor efectua probe de sar-cina si de siguranta a structurii.

    In cele ce urmeaza este definita receptia lucrarii care urmeaza sa fie execuata la finalizarea acti-vitatii de constructie avand ca scop si reprezen-tand modalitatea de incheiere a contractului in-tre furnizor si beneficiar.

    Dupa terminarea lucrarilor, furnizorul, dupa re-alizarea unui control propriu, trebuie sa asigure receptia lucrarilor de catre autoritati conform normelor Petrom /OMV 131 si 132.

    Check of the steel structure by the building inspectors or by an expert commissioned by the client after completion to determine observance of the regulations of the works. A protocol must be made by the contractor during the mechanical acceptance of any work still to be carried out and must be signed by those responsible on the side of the contractor and of the client.

    Eventuala asistenta necesara respectiv materia-lele auxiliare vor fi puse la dispozitia responsa-bilului cu receptia.

    Any required assistance or auxiliary equipment must be made available to those commissioned for the acceptance.

    Reclamatiile (punctele de deficienta) vor fi re-zolvate pe cheltuiala furnizorului.

    5.2.3 Inspectia finala a sigurantei tehnice 5.2.3 Technical safety inspection Inainte de acordarea avizului de liber pentru ex-ploatare al constructiei metalice, respectiv apli-carea de masuri pentru pregatirea de punere in functiune, se va face, fara exceptii, o receptie a conditiilor de siguranta tehnica, la care vor par-ticipa reprezentantii responsabili ai furnizorului, serviciului de siguranta al exploatarii, ai condu-cerii instalatiei si ai beneficiarului (echipa locala de inspectie de santier).

    Before release of the steel structure for use by other participants at the assembly or the setting of measures for preparing to put into operation, a technical safety inspection must always be carried out without exception. Participants in this inspection are the responsible representative of the contractor, the operational safety service, the management of the systems and the responsible persons commissioned by the client (local building inspectors).

    Rezultatul receptiei se va stabili in procesul ver-bal INSPECTIA FINALA A SIGURANTEI TEHNICE.

    The result of the inspection is to be written into the TECHNICAL SAFETY INSPECTION protocol.

    Any technical safety deficiencies must be remedied before approval is issued for general use.

    5.2.4 Lucrari anexe: 5.2.4 Remaining work: Lucrari subordonate, care nu au o insemnatate efectiva pentru exploatarea instalatiei sau pentru acordarea aprobarilor din partea autoritatilor competente, si care se pot realiza si ulterioar atat din ratiuni de exploatare cat si meteorologice.

    The final acceptance of all legally set services and additional services by the client is only made after successful mechanical acceptance and completion of all remaining work as well as offsetting of all penalties for non-compliance and any price reductions.

    Receptia definitiva se va face cu completarea formularului Petrom OMV corepunzator proce-sului verbal.

    5.3 Garantii 5.3 Warranty

    Conditiile pentru acordarea de garantii se vor stabili conform conditii generale de achizitii ale Petrom OMV in momentul acordarii comenzii.
