04-2016 to 23-04-2016. Honourable Minister for Higher

Education Sri.T.B. Jayachandra inaugurated the conference.

Director of SIT Tumkur Prof.Channabasappa, the principal of

the institute Prof.Shivakumariah and Sri.S.Nandakumar

Globalization and technological change—processes that have

accelerated in tandem over the past fifteen years—have

created a new global economy “powered by technology, fueled

by information and driven by knowledge.

” The emergence of this new global economy has serious

implications for the nature and purpose of educational

institutions. As the half-life of information continues to shrink

and access to information continues to grow exponentially,

schools cannot remain mere venues for the transmission of a

prescribed set of information from teacher to student over a

fixed period of time. Rather, schools must promote “learning

to learn,” : i.e., the acquisition of knowledge and skills that

make possible continuous learning over the lifetime.

“The illiterate of the 21st century,” according to futurist Alvin

Toffler,“will not be those who cannot read and write, but those

who cannot learn, unlearn, and relearn.” Concerns over

educational relevance and quality coexist with the imperative

of expanding educational opportunities to those made most

vulnerable by globalization—developing countries in general;

low-income groups, girls and women, and low-skilled workers

in particular. Global changes also put pressure on all groups to

constantly acquire and apply new skills.

Information and communication technologies (ICTs)—which

include radio and television, as well as newer digital

technologies such as computers and the Internet—have been

touted as potentially powerful enabling tools for educational

change and reform. When used appropriately, different ICTs

are said to help expand access to education, strengthen the

relevance of education to the increasingly digital workplace,

and raise educational quality, among others and helping to

make teaching and learning into an engaging and active

process connected to real life.

Although most commonly associated with higher education

and corporate training, e-learning encompasses learning at all

levels, both formal and non-formal, that uses an information

network—the Internet, an intranet (LAN) or extranet

(WAN)—whether wholly or in part, for course delivery,

interaction and/or facilitation. Others prefer the term online

learning. Web-based learning is a subset of e-learning and

refers to learning using an Internet browser. One of the many

challenges facing developing countries today is preparing their

societies and governments for globalization and the

information and communication revolution. Policy-makers,

business executives, NGO activists, academics, and ordinary

citizens are increasingly concerned with the need to make their

societies competitive in the emergent information economy.

classroom and other educational settings all over the world

over the past several decades suggests that the full realization

of the potential educational benefits of ICTs is not automatic.

The effective integration of ICTs into the educational system

is a complex, multifaceted process that involves not just

technology—indeed, given enough initial capital, getting the

technology is the easiest part!—but also curriculum and

pedagogy, institutional readiness, teacher competencies, and

long-term financing, among others. The primary job of

policymakers in developing countries is to define a

framework for the appropriate and effective use of ICTs in

their educational systems by first providing a brief overview

of the potential benefits of ICT use in education and the ways

by which different ICTs have been used in education thus far.

Second, it addresses the four broad issues in the use of ICTs

in education—effectiveness, cost, equity, and sustainability.

The five key challenges that policymakers in developing

countries must reckon with when making decisions about the

integration of ICTs in education are educational policy and

planning, infrastructure, capacity building, language and

content, and financing.

Transition from existing manual system of functioning to

ICT enabled governance has its own challenges. It cannot be

achieved overnight but is a long and continuous journey.

Karnataka State is always a forerunner in embarking

innovative and cutting edge technologies across all

government departments, in general and departments of

Higher Education, in particular. Similarly, it is an ambitious

dream to become a role model in the country in

implementation of ICT in all walks of life in higher

education.

With ICT in place, things become easier and faster.

Transparency, credibility and accountability are

automatically inbuilt into the system and the department can

gain confidence in the minds of the public.

Implementation of ICT in student admission, attendance

monitoring, continuous evaluation etc. is almost done in

many of the colleges and universities.

Continuous monitoring of the progress through weekly video

conference has geared up the administration by

implementation of ICT initiatives. I appreciate all the vice

chancellors and principals of the Instiututions for taking this

task positively.

Tumkur University and Bellary University have done the

work in a true spirit. Other universities will also have to

follow this. Bangalore and Karnataka universities are large

universities and they face more difficulties in implementing

new initiatives.

Now I am happy that at last all the universities are on the

right track in implementing ICT intiatives. I congratulate

everybody who are all involved in this noble task and wish

them all the best to take this forward.

From The Editor’s Table Recent Trend in Innovative professional Teaching and

learning:-

There is nothing permanent except change is the law of the

nature. A trend is the general tendency or direction towards

change. With a number of educational options available

before the present generation learners, the newer trends seem

to have emerged in the field of education that have entirely

changed the face of traditional system of education.

Education has continued to evolve, diversity and extend its

reach and coverage since the dawn of human history. Every

country develops its own system of education to express and

promote its unique socio-cultural identity and meet the

challenges of the time. Now a days the field of education is

not only limited with books but has broadened in various new

horizons. Development and changes in education have

affected teaching necessitating review and reforms. It

demands understanding with investigative minds, assimilating

the required transformations, accommodating and responding

to the universal needs. We also need to train teachers with

new perspectives as the outer world is in the classroom and

institutions are opening to the world.

Modern developments have helped in revamping technical

education methodology, influenced by the impact of

psychological principles without which education becomes

monotonous and barren. The educational system as whole

depend upon human nature, whether technological,

philosophical, psychological, biological, environmental etc.,

therefore quality improvement in technical educational

methodology and innovative teaching comes under the

purview of educational reconstruction. ‘Earning while

learning’ is the slogan commonly used in Technical/

Management education field.

The aim of technical education is not produce computers or

robots but to make sure that human beings have the values of

sacrifice, brotherhood, generosity, compassion and self-

reliance which are cherished in every civilized society being

even technocrats. Like any other concept, the academic

concept of teaching and learning also owes its origin to the

ancient concept of Dharma (righteousness) of Hindu

philosophy, which implies a unique blend. Emphasis was on

teaching and learning through teacher – disciple culture

which meant knowledge being transcendent from teacher to

his pupils through listening, memorizing and meditation were,

therefore the three popular modes of learning and teaching. It

would, therefore be seen that in ancient india the real

objective of education was self-development. The audio-

visual aspect of learning and teaching process was considered

to be of utmost importance because ‘seeing’ enables a man to

believe the reality and factual existence of material objects

and develops within him the capacity to distinguish between

diversity of things.

The challenges of 21st century for Technical and Management

Professionals are not only to impart knowledge but to train

students with skills to become better and competent learners

so that they can translate bookish knowledge into real world.

Mahatma Gandhi had rightly observed that the aim of work-

29th May 2015 is a memorable day to be recorded in the history

of Higher Education Department, the day the e- News Letter

of the Department was launched by Sri R.V. Deshpande, the

Hon’ble Minister for Higher Education and Tourism. It is one

of the best practices initiated in the Department by Sri Bharat

Lal Meena, Principal Secretary, Higher Education to provide

information about the recent developments, future plans, new

initiatives and important activities in the Department of

Higher Education.

This e- News Letter provides platform for the different wings

of Higher Education viz. Higher Education council,

Department of Collegiate Education, Department of Technical

Education and Visvesvaraya Technological University to

showcase their activities and achievements.

The advent of Digital Technology in the last two decades has

changed the world dramatically and will continue to do so.

Technology is driving major changes in people’s professional

and personal lives across the world, impacting every facet of

society, and is now an integral part of how most people interact,

work, learn and access knowledge and information.

Electronic based education is making every educational program

that uses information and communication technologies to

enhance the learning process in form of E-learning few years

before, and now a day in the form of

Smart learning A revolutionary approach is to use Smart learning

as a supplement to traditional teaching, as an supportive

component the process of teaching and learning. Technology

benefitted us in every aspect of our life right form

communication to education.

One of the major components of ICT (Innovative Classroom

Teaching) is “Blended Learning”. Which is a modern concept

having perceived an evolutionary growth from the “Flipped

Classrooms” or “Flipped Instructions” as a composition of “on-

line” and “in-person” learning experiences, parallel and

complement with one another? This system is also known as

“Hybrid learning and Mixed-mode learning” which vary widely

in design and execution from school to school or institution to

institution.

Blended learning is practiced in an existing Schools or

Educational Institutions by only a few teachers, through the

dominant learning, delivery model around which the

nomenclature of an Academic programme of an Institute is

framed and designed. Such online learning could form the

components of classroom – based courses, video recorded

lecturers, live video and text chats, and other digitally enabled

learning activities to focus on the students primary instructional

interactions with the teachers. Under this process, online lessons,

projects and assignments are done by the students at home or

elsewhere and only periodically meetings with the teachers need

to review the learning progress, discussion, asking questions and

receiving assistance on the difficult topics or the concepts of the

study. Such a modern concept generates the basic educational

rational in the form of blended learning allowing schools and the

institutions to teach more students efficiently at a lower cost to

the School/Institutions while in the case of higher education the

students are benefited by using digital and online technologies

leading to higher technological literacy and greater confidence

on the use of new technologies emanated through the concept of

latest information technology courses available under the

technical higher education system. Leveraging their cost and

competitive advantage, Indian Research Universities have

pioneered the Model of Blended Research where they

collaboratively produce cutting-edge research with other top-

rank Universities around the World. In this direction AICTE too

also have taken lead by introducing the MHRD approved

Programme titled Global Initiative for Academic Networks

(GIAN) in all the approved institution to accelerate the pace of

quality reform, and elevate India’s scientific and technological

capacity to global excellence.

Further, despite directly education only a small group of elite

students, some of AICTE approved Institutions and Universities

have emerged as the indirect well spring of content and

curriculum for millions of other needy students or even

professionals who have seamless access to high-quality content

from these through the Massive Open Online Courses (MOOCs)

Model.

These all initiatives are very helpful for the developing Nations

like India where there are nearly 5.98 lakh Primary Schools, 76

Lath Elementary Schools and 98 thousand 4igh/ Higher

Secondary Schools in the country, bout 1300 teacher education

institutions for elementary teachers and nearly 700 colleges of

education/university departments preparing teachers for

secondary and higher secondary schools. Out of about 4.52

million teachers in the country nearly 3 million are teaching at

the primary/elementary level. A sizeable number of them are

untrained or under-trained. As per FICCI Higher Education

Summit-2013, by 2030 India will be amongst the youngest

Nation in the world with nearly 140 million people in the

college going age group and one in every four graduates in the

world will be a product of Indian Higher and Technical

Education System.

In nutshell, the digital learning/e-learning improves ability to

personalize the learning and potential for individual progress in

the field of education through online learning process which

form a pivotal component to improve the working conditions by

constant engagement on the studies to enhance the motivation

and decrease the device cost of learning. Digital visual e-leaning

and web-based assessment is the important organ of the

“Students Centered Blended-learning”. There is a need for

adoption of blended learning process to generate the interest on

the students in this direction through extension of time and

stretch resources.

PISAT NANOSATELLITE READY FOR SPACE LAUNCH

IN JULY 2016

The PISAT nanosatellite is ready for space launch in July 2016.

PES University spearheaded the design, development, fabrication

and testing functions for the nanosatellite. After stringent

performance and quality tests by expert committee, the

nanosatellite was formally handed over to ISRO at a function on the

campus attended by top officials from the government and ISRO on

April 20, 2016.Chief Guest Sri T B Jayachandra, Hon’ble Minister

for Law, Parliamentary Affairs & Higher Education, Chairman,

Karnataka State Higher Education Council, Govt. of Karnataka

lauded the efforts of the University and said “It is heartening to

note that ISRO is encouraging building up a strong scientific

workforce in space technology by providing critical support to the

technical institutions for motivating students towards space

technology. ISRO provides guidance, critical components and free

launch support to promote space technology among students Guest

of honour Sri Amareshwar Khened Project Director, Small Satellite

Systems ISRO Satellite Centre spoke highly of the caliber of the

students working on the project and said The event was presided

over by Dr. M R Doreswamy Ex-MLC and Chancellor, PES

University. The expenditure was nearly 1.25 crore for the satellite

and ground station.

On 9th March 2016 SPFU Karnataka presented the progres report

and it was apprecaited by MHRD and World Bank officers. On 11th

March 2016 meeting was convined to discuss about TEQIP- III.

SPFU Karnataka was one of the participants to give its feedback in

th Birth Anniversary of Dr. B.R.

Ambedkar

Dr. B. R. Ambedkar: A great visionary of modern

development.

125th Birth Anniversary of architect of Indian Constitution,

Dr. B. R. Ambedkar was celebrated on 14th of April, 2016, at

9:15 A.M. in Karnataka Samskrit University, Chamarajpet,

Bangalore. The celebration began with an invocation by

Chandana Hegade and respects were paid to Dr. B. R.

Ambedkar. The dais was shared by Prof. Y. S. Siddegowda,

Registrar, Karnataka Samskrit University (KSU), who also

presided over the function. S. S. Santosh Kumar, Joint

Registrar, Co-operative Society, Bangalore, Prof. Girish

Chandra, Dean, Faculty of Language, and Prakash R Pagoji,

Deputy Registrar, KSU.

Chief Guest of the function, S. S. Santosh Kumar delivered

special lecture on “Life and message of Dr. B. R.

Ambedkar”. Dr. B. R. Ambedkar was brought up by his

mother who inculcated values and great thoughts to Dr. B. R.

Ambedkar. In his school days, his teacher greatly influenced

his life and admired his intelligence. Several incidents

shaped his life. These were highlighted by the speaker.

During his early days, he was subjected to harassment as

untouchable. This made a deep impression on the boy, who

decided to study extensively and to become highly educated.

As he passed the matriculation examination, he was duly

felicitated by stalwarts of those days. He was presented a

copy of book on Gautama Buddha. Before going for higher

studies abroad, he had made a resolution that his knowledge

shall be for the benefit and upliftment of downtrodden. He

read extensively and became highly qualified. After

returning to India, he saw the horrible state of untouchability

among Indian people. The speaker gave several anecdotes

from the life of Dr. B. R. Ambedkar which portrays his fight

against untouchability.

Social reformation and equality movement was started by

Dr. B. R. Ambedkar. His movement gained respect both

within India and abroad as well. Dr. B. R. Ambedkar became

the chairman of the Constitution Drafting Committee of

India. He was also the first minister of Law and Justice of

free India. He embraced Buddhism and was eventually

awarded the Bharata Ratna, the highest civilian award for his

yeomen contribution to social equality.

Lecture of S. S. Santosh Kumar was well-received by

audience. Prof Y. S. Siddhe Gowda spoke on Dr. B. R.

Ambedkar and on how his childhood days influenced his

later days. Prof. Y. S. Siddhe Gowda also threw light on how

India could have gained more glory if Samskrit language was

made as a national language, as Dr. B. R. Ambedkar himself

had referred once. Dr. B. R. Ambedkar was visionary who

visioned the development of India ahead. Prof. Girish

Chandra spoke on Dr. B. R. Ambedkar and mentioned the

need to implement the ideals of Dr. B. R. Ambedkar . The

program was compeered by Sri Venkatesh, Asst Registrar,

KSU. Vote of Thanks was delivered by Vidwan R.

Thimanna, Research Assistant, KSU.

POLICY FOR PROTECTION OF

KIDS IN SCHOOLS GETS CABINET

NOD

The State Cabinet on Wednesday gave its nod to Karnataka

State Child Protection Policy, 2016, which recommends

preventive and correctivemeasures to ensure that children are

not subjected to physical or mental abuse in schools.

Briefing reporters after the meeting, Law Minister

T B Jayachandra said the policy has been finalised after during

the last one year.

The policy suggests that there should be a child-centric

approach to make schools safer. It also proposes designated

roles for school management, parents, teachers and other

stakeholders. The policy makes it mandatory that every school

should have a child protection committee, Jayachandra said.

It seeks a commitment and responsibility on the part of the

school management to ensure the safety of children on the

school premises. It puts in place a mechanism for monitoring

and review of the implementation of the child protection

standards, Jayachandra said.

Comprehensive plan

In other decisions, the Cabinet gave its nod for submission of a

Rs 7,000-crore Comprehensive Environment Plan for

reclamation and rehabilitation of land destroyed by illegal

mining in Ballari, Chitradurga and Tumakuru districts to the

Supreme Court.

The plan was prepared in consultation with the Centrally

Empowered Committee (CEC) following a direction by the

Apex Court. The plan would be submitted to the Supreme

Court in two days, the minister said.

The minister said Rs 7,000 crore has already been pooled in by

the government by earmarking 10% of the total sale proceeds

from the iron ore sold through e-auction, royalty and fines col-

lected from mining companies and auctioning of mining pits.

RGUHS campus

The cabinet gave its approval for construction of Rajiv Gandhi

University of Health Sciences (RGUHS) campus and allied

buildings at Archakarahalli, Ramanagaram at a revised cost of

Rs 580 crore. The campus will have a 21-bed hospital and a

750-bed general hospital, Jayachandra said.

COACHING TO MERITORIOUS

STUDENTS IN MANDYA

At a time when education is highly commercialised, a few

benevolent lecturers are imparting free coaching for the third

consecutive year to meritorious rural students in Mandya

appearing for the Common Entrance Test (CET).

The coaching classes are being conducted from April 1.

Even as the pre-university lecturers across the state were

staging protests, boycotting the valuation of answer sheets

over wage disparity, the tuition classes here were not affected.

A group of teachers has been conducting the classes

voluntarily.

Members of the State PU Lecturers Association and Principals

Association have been conducting the classes at the

Government PU College between 10 am and 5 pm.

Physics, and Biology, with 10 to 40 lecturers handling the

subjects. Besides, lecturers from Mysuru and Ramanagaram

districts have shown interest and are imparting classes as

resource persons.

In all, 115 students are benefited by the free coaching. Apart

from coaching them to prepare for the exams, study methods

and other aspects, printed notes are also distributed for all the

subjects.

Students from not only Mandya, but also from Channapatna,

Mysuru and Bengaluru attend the CET coaching.

Lecturers Association district president Hanumanthaiah said

free coaching for poor rural students was being given since

three years.

The Department for PU Education has allowed them to

conduct the classes at its building, free of cost, he added.

Each student has to pay Rs 100 as enrolment fee. The cost of

getting photocopies of the notes is around Rs 600, but it is

borne by both the associations.

Lecturers from government, aided and unaided colleges

volunteer and actively participate in the programme. The

students should make use of the opportunity and get good

ranking in CET, he added.

Rachana V Gowda, a student of BGS PU College, said the

coaching was a boon to the students. "The lives of many

students have changed after attending the coaching," she

said.

ಲೂೇಕೂೇಪಯೇಗ ಇಲನಖ ಇವರು 2015-16ರೇ ಸನಲಲನಲಲ ವವಧ

ಸಪಧಾಗಳಲಲ ವಜೇತರನದ ವರನಯರಥಾಗಳಗ ಬಹುಮನನ ವತರಣ ಮನಡದರು. ವರನಯರಥಾಗಳಗ ಸಪಧನಾ ಯುಗದಲಲ ಬರುವ ದನಗಳು ಕಷಟರನಯಕವನಗರುತವ. ತನಂತತರಕ ಯುಗದಲಲ ಕನಯಾದಕಷತ ಇದದವರು ಮನತರ ಮುಂದುವರಯುತನರ. ಕನರಣ ಎಲರೂ ತಮಾ ಕೇತರದಲಲ ಒಳ ುಯ

ಪರಣತರನಗಬೇಕಂದು ಹೇಳದರು. ಕರೇಡನ ಸಲಹಗನರರನದ ಸ.ಎನ.ಬನಬಳಗನಂವ, ಮನತರನಡುತನ

ವರನಯರಥಾಗಳು ಪಠಯೇತರ ಚಟುವಟಕಗಳಲಲ ಭನಗವಹಸ ಉತಮ

ಪರದಶಾನ ತೂೇರದದಕ ಸಂತೂೇಷ ವಯಕಪಡಸದರು. ಸಮನರಂಭದ ಅಧಯಕಷ ಸನಾನ ವಹಸದ ಪನರಚನಯಾರನದ

ಎಸ.ಎಸ.ಜೇವಗಾಯವರು ಮನತರನಡುತನ ವರನಯರಥಾಗಳು ಕಠಣ

ಪರಶರಮದಂದ ಉತಮ ಅಂಕಪಡದು ಒಳ ುಯ ವಯಕತವ ನಮನಾಣ ಮನಡ

ರೇಶದ ಏಳಗಗ ಸಹಕನರಯನಗಬೇಕಂದು ತತಳಸದರು. ಹಳರನದ ನಮಾ ಸಂಸಾಗ ಕಂಪಂಡ ಗೂೇಡ, ಸ.ಸ.ರೂೇಡ ಮತು ಇನನತರ ದುರಸ ಕನಯಾಗಳನುನ ಮನಡಕೂಡಲು ಸಹಕನರಯನದ

ಶರೇಯುತ ಸೂಯಾಕನಂತ ಶೃಂಗೇರ, ಮುಖಯ ಅಭಯಂತರರು ಇವರಗ ಧನಯವನದಗಳು ತತಳಸದರು. ಸಂಸಾಯ ವರನಯರಥಾಗಳ ವರನಯಭನಯಸದ ಹತದೃಷಟಟಯಂದ ಎಚ.ಕ.ಡ.ಬ

ವಭನಗದ ಪನರರೇಶಕ ಆಯುಕರನದ ಶರೇ ಆದತಯ ಆಮನ ಬಸನವಸ,

At Govt. Polytechnic, Karwar Traditional Day celebrated on

02-04-2016 by students of all branches. Every student

observed "Unity in Diversity" in eyes Arab, Sikh, Malayali,

Gujarathi and many more styles of dressing made colorful

day. Principal V. M. Hegde & All Staff members supported

for this event to culture in the mind of students oneness with

At Govt. Polytechnic, Karwar Quiz Competition held on 01-

04-2016 by ISTE & IEI Student Chapters, Class

representative of each class of each branch. as experts

participated for the questions in Quiz Competition over

enthusiastically . The aim behind this event is to extract

Technical, Civil, General knowledge amongst students. ISTE

students to work in advanced facilities for space research,

analyze launch readiness and related activities.

PES University’s lead role. As a policy ISRO extends

support to technical institutions and student missions. After

extensive technical reviews by ISRO scientists, PES

University was given the responsibility of leading design,

development, fabrication and testing of nanosatellite PISAT.

Four other engineering colleges collaborated on the project.

The University established Electro Static Discharge Room

and Satellite Control Facility on campus.

Building nanosatellite with advanced features. PISAT is a

three axis stabilized imaging nanosatellite weighing about 5

Kg and generates 13 watts power with S-band RF

communication. The major subsystems are: an imaging

camera to provide earth imageries with 80 meter resolution,

On Board Computer (OBC), Attitude Determination and

Control System (ADCS), RF communication system with S

Band frequency, telemetry, telecommand, thermal system,

structure and Electrical Power System (EPS). The ground

software was developed for on ground orbit determination

essential for mission operations.

Clearing stringent performance and quality checks. The

nanosatellite was subjected to critical design and stringent

quality reviews at satellite center by a committee constituted

by ISRO. Testing at the University’s research facility

included card level testing, interface testing, integrated

satellite level testing, calibrating camera and finalizing

parameters. Testing at ISRO facility covered calibration of

sun sensor and magnetometer, vibration test and

thermovacuum test. The satisfactory performance of the

prototype paved way for launch on C35 flight of Polar

Satellite Launch Vehicle in July 2016.

Nurturing excellence at PES University. The University

appreciates the commitment and diligence of the staff

members who worked on the project. The team included Dr.

V.K.Agrawal, Dr. V.Sambasiva Rao, Ms. Divya Rao A,

Prof. Mahendra Nayak, Dr. S. Venugopalan, Mr. S.

Nagabhushanam, and Mr. Shanmugham C N. The

experience of working on a challenging assignment is sure

to inspire the students to persevere and pursue excellence.

The University will continue to actively support

interdisciplinary projects that bring together students and

staff from various streams to come up with solutions for real

world problems.

The institution was organized two-day Workshop on “Pedagogy” (Outcome Based Education) on

to 15 March 2016 coordinated by Dr. G. M. Madhu,

Associate Professor, Chemical Engineering.

Welcome address by the chief guest Dr S. Saravana Perumal Thiagarajar College of Engineering, Madurai. Two day Pedagogy (Outcome Based Education) workshop was conducted for the in-house faculty, during 14-15, March 2016. Sixty three faculty from all the Departments including Basic Sciences were present. Four Resource persons Dr. G. Chitra. Dr.S.Saravana Perumaal, Mrs.C.Jeyamala. Dr.D.Anitha Were present for the inauguration function. In two day workshop a complete detail on Outcome based education was given. The various

topics covered in two days includes, Articulation of Vision,

Mission, Program Outcome, Course Outcome, Teaching

Methodology, Use of ICT Tools in Teaching, Blooms

Taxonomy Various types of assessment methods are

covered. Faculties gave very good feedback on the

workshop and requested to conduct more workshops in

future.

ಬಹುತೇಕರಗ ಒಂದು ಕುತೂಹಲ. ರನಜಸನಾನ ಮೂಲದ ರನನು ಹೇಗ ಕನನಡ ಕಲಲತತರಬಹುದು ಎಂದು. ಅಂಥವರ ಕುತೂಹಲ ತಣಸುವುದಕನಗ ಈ ಬನರ ಆಡಳತದಲಲ ಭನಷ ಎಂಬ ವಷಯವರನೇ ಕೈಗತತಕೂಂಡರದೇರ. ಆಡಳತ ಸೇವಗಳಗ ಸಂಬಂಧಸದ ಫಂಡೇಷನ ಕೂೇಸಾ ಪೂಣಾಗೂಳಸದ ಬಳಕ, ಮುಖಯ ತರಬೇತತ ಆರಂಭವನಗುವ ಮುನನ ಕೇಡರ ಹಂಚಕ ನಡಯುತರ. ಅದಕೂ ಮೊದಲು ಯನರು ಎಲಲಗ ಹೂೇಗುತನರ ಎಂಬ ಮನಹತತ ಅಥವನ ಅರವು ಅಭಯರಥಾಗಳಗ ಇರುವುದಲ. ಅಲಲೇತನಕ ಎಲರೂ ಬಹಳ ಖುಷಟ ಖುಷಟಯನಗ ತರಬೇತತಯಲಲ ಪನಲೂಗಂಡರುತನರ. ಯನವನಗ ಕೇಡರ ಹಂಚಕ ನಡಯುತರೂೇ, ಆಗ ಆ ಚತರಣವೇ ಬದಲನಗುತರ. ಕಲವರಗ ತಮಾ ಆಯಯ ರನಜಯದ ಕೇಡರ ಸಕದದಕ ಖುಷಟಯನದರ, ಇನುನ ಕಲವರಗ ತಮಾ ತವರು ರನಜಯ ಅಥವನ ಅದಕ ಸಮೇಪದ ರನಜಯ ಸಕಲವಂಬ ದುುಃಖ, ವಷನದ ಭನವ ಕನಡುತತರುತರ. ಹೇಗನಗ ಅಲಲ ಸಮಾಶರ ವನತನವರಣವರುತರ. ಆ ವಷಯ ಹನಗರಲಲ. ನಮಾ ವೃತತಜೇವನದ ಆರಂಭ ಕನಲದಲಲದದ ಕೇಡರ ಹಂಚಕ ವಯವಸಾ ಬಹಳ ಕುತೂಹಲಕರವನದುದು. 1985ರ ಬನಯಚಗೂ ಮೊದಲಲನ ಕನಲಘಟಟ. ಆಗ ವಲಯ ವಯವಸಾಯ ಕೇಡರ ಹಂಚಕ ಜನರಯಲಲತು. ಆ ವಯವಸಾಯಲಲ ಕೇವಲ ಮೂರರೇ ಒಂದಂಶ ಅಭಯರಥಾಗಳಗಷಟೇ ತಮಾ ತವರು ರನಜಯದ ಕೇಡರ ಹಂಚಕಯನಗುತತತು. ಉಳದ ಮೂರರೇ ಎರಡಂಶ ಅಭಯರಥಾಗಳು ರರರನಜಯಗಳರುವ ವಲಯಗಳ ಕೇಡರ ಗ ರೇಮಕವನಗುತತದದರು. ಯನವನಗ ಪಂಜನಬ ನಲಲ ತತೇವರಗನಮ

ಚಟುವಟಕ ಹಚನಯತೂೇ ಆಗ ಕೇಂದರ ಸಕನಾರ ಈ ಕೇಡರ ಹಂಚಕ ವಯವಸಾಯರನೇ ಬದಲನಯಸಬಟಟತು. ಪರಣನಮ ಮೂರರೇ ಒಂದಂಶ ಅಭಯರಥಾಗಳಗ ತವರು ರನಜಯ ಸಕದರ, ಉಳದವರನುನ ವಣಾಮನಲಯ

ಅಕಷರಗಳ ಅನುಕರಮದಲಲ ಆಯನ ರನಜಯಗಳ ಖನಲಲ ಹುರದಗಳನುನ ಭತತಾಗೂಳಸುವಂತ ರೇಮಕ ಮನಡಲನಗುತತತು. ಅರೂಂಥರನ ಲನಟರ ಇದದಂಗ. ಕಲವರಗ ಆಂಧರಪರರೇಶ, ಇನುನ ಕಲವರಗ ಅರುಣನಚಲಪರರೇಶ, ಮತ ಕಲವರಗ ಕೇರಳ ಅಥವನ ಇರನನವುರೂೇ ರನಜಯ ಹೇಗ ಕೇಡರ ಹಂಚಕಯನಗುತತತು. ನನಗ ಕರನಾಟಕ ಕೇಡರ ಸಕತು. ಮೊದಲ ಪರೇಸಟಂಗ ಎಲಲ ಎಂದು ಗಮನಸರನಗ ಕರನಾಟಕದ ಲಲಂಗಸುಗೂರಗ ನನನನುನ ನಯೇಜಸರನದರಂದು ತತಳಯತು. ಭನರತದ ಮನಯಪ ತಗದು ಆ

ಊರಲಲರ ಎಂದು ಹುಡುಕನಡದರೂ ತಕಷಣಕ ಕನಣಲಲಲ. ಅರೂಂದು ದೂರದ ಪರರೇಶವನಗತು. ಏರೇ ಇರಲಲ, ಸಕನಾರ ಸೇವ ಎಂದಮಮೇಲ ನಯೇಜಸದಲಲಗ ತರಳುವುದು ಕತಾವಯ ಎಂದು ಬಗರ. ರನವು ಬಳದು ಬಂದ ವನತನವರಣ, ಸನಂಸೃತತಕ ಪರಸರ, ಹರನಲ ಎಲವೂ ಭನನ. ನನನ ತನಯಗಂತೂ ಕರನಾಟಕ ಎಂಬ ಹಸರನೂನ ಕೇಳ ಪರಚಯವರಲಲಲ. ಕರನಾಟಕಕ ನಯೇಜರಯನದ ವಷಯವನುನ ತನಯಗ ತತಳಸರನಗ, ‘ಅದು ಇಲಲಂದ ಎಷುಟ ದೂರ? ಇರನನ ಗಂತಲೂ ಬಹಳ ದೂರದಲಲರಯೇ ಅದು?’ ಎಂದು ಕೇಳದದರು. ಇರನನ ಗ ನಮೂಾರನ ಅರೇಕರು ಕಲಸಕಂದು ಹೂೇಗುತತದುದದು ಆಕಗ ಗೂತತದದ ಕನರಣ ಹನಗ ಕೇಳದದರು. ರನರನಗ ಅಮಾನಗ ಹೇಳರ, ಆ ಊರು ನಮಾ ರೇಶದಲೇ ಇದುದ, ಮುಂಬೈನಂದ ಆಚಗರ ಎಂದರದ. ಯನಕಂದರ ಮುಂಬೈ ಬಗಗ ಅಮಾನಗ ಅರವತು. ಇಂತಹ ಸನನವೇಶಗಳಂರನಗಯೇ, ಒಂದು ಪರರೇಶದ ಗಡವನುನ ಕತು ಇರೂನಂದು ಪರರೇಶದಲಲ ರಡುವಂತ ನಮಾ ಪರಸಾತತ ಎಂಬ ಭನವರ ಆರಂಭದಲಲ ಕನಡುವುದು. ಕೇಡರ ಹಂಚಕಯನದ ಕೂಡಲೇ, ಆಯನ ರನಜಯದ ಭನಷ ಕಲಲಯಬೇಕನಗುತರ. ಭನರತತೇಯ ಆಡಳತ ಸೇವನ ಸಂಸಾಯಲಲ ಭನಷನ ಶಕಷಕರೂ ಇದದರು. ಹೇಗನಗ, ರನನು ತರಗತತಗ ಸೇರರ. ಕನನಡದಲಲ ಚಕ ಚಕ ವನಕಯ ರಚಸುವುದನುನ ಕಲಲತ. ನಧನನವನಗ ಕಲಲಕಯಲಲ ಆಸಕ ಹತತತು. ಪರರಬಷನರ ಅವಧ ಆರಂಭವನರನಗ ಒಬಬ ಶಕಷಕರನುನ ಗುರುತತಸಕೂಂಡು ಅವರಂದ ಪನಠ ಹೇಳಸಕೂಳುುವುದಕ ಅವಕನಶ ಇತು. ಇದಕನಗ ಭತಯಯೂ ಸಗುತತತು. ಅಂದು ರನವು ಹತರೇ ತರಗತತಯ ಕನನಡ ಭನಷನ ಪರೇಕ ಉತತೇಣಾರನಗಬೇಕತು. ಅದಕೂ ಹಂರ ರನಲರೇ ತರಗತತ ಕನನಡ ಪರೇಕ ಉತತೇಣಾರನದರ ಸನಕತು. ಆಂಗ ಭನಷ ಗೂತತದದರಷಟ ಸನಲದು, ಜನರೂಂದಗ ಬರತು ಕಲಸ ಮನಡಬೇಕನದರ ಸಾಳೇಯ ಭನಷ ಕಲಲಯುವುದು ಕೂಡ ಅನವನಯಾ ಎಂಬುದು ಕತಾವಯಕ ಸೇರದ ಕೂಡಲೇ ಅನುಭವಕ ಬಂತು. ಹಂದನ ಕನಲದಲಲ ಇಂಗಷ ಎಂದರ ಜನ ಮನರು ದೂರ ನಲುತತದದರು. ಆಡಳತ ಸೇವಯಲಲರುವವರು ಕನನಡದಲಲ ಮನತರನಡರೇ ಇದದರ, ಅವರನುನ ಅನಯಗರಹಗಳಂದ ಬಂದವರಂತ ರೂೇಡಲನಗುತತದದ ಕನಲವದು. ಸನವಾಜನಕರ ಜೂತಗ ಬರತು ಕಲಸ ನವಾಹಸಬೇಕಂದರ ಅವರ ಭನಷ ಕಲಲಯುವುರೇ ಸೂಕ ಎಂಬುದು ಬಹುಬೇಗ ಅರವಗ ಬಂತು. ಒಬಬ ಆಡಳತಗನರನಗ ಭನಷ ಎನುನವಂಥದುದ ಯಶಸಸನ ಕೇಲಲ ಕೈ ಇದದ ಹನಗ. ನೇವು ಜನರ ಭನಷಯಲಲಯೇ ಮನತರನಡದರ ಅವರು ಕೂಡಲೇ ನಮಾನುನ ಗುರುತತಸುತನರ. ಅವರ ಭನಷಯಲಲ ಮನತರನಡರೇ ಹೂೇದರ, ನೇವೇ ಹೂರಗನವರನಗ ಬಡುತತೇರ. ಭನಷಯನುನ ಯನವ ರೇತತ ತಡ ಎಂದು ಭನವಸುತೇವೇ ಅರೇ ರೇತತ ಅದು ಪರಯೇಜನಕನರ ಕೂಡ ಹದು. ಭನಷಯ ನಜವನದ ಕಲಲಕ ಆರಂಭವನಗುವುದು ಕತಾವಯ ನಯೇಜರ

ಬಳಕ, ಸನವಾಜನಕವನಗ ಕಲಸಗಳನುನ ಆರಂಭಸರನಗ. ಟಪನಪಲು, ಟಪಪಣ ಸೇರ ಪರತತಯಂದೂ ಕನನಡ ಭನಷಯಲೇ ಇರುತತದದವು. ಕೈಬರಹದ ಟಪಪಣಗಳನುನ ಓದುವುರೇ ಒಂದು ತನರಸದ ಕಲಸ. ಆರಂಭದಲಲ, ಟಪನಲು ಬಂರನಗ ಅಧಕನರಗಳನುನ, ಕಲವಮಮಾ ಆಪ ಸಹನಯಕರನುನ ಕರಸಕೂಂಡು ಆ ಟಪನಲಲನಲೇನರ ಎಂಬುದನುನ ಓದುವಂತ ಸೂಚಸುತತರದ. ಆ ಮೂಲಕ ಟಪನಲಲನಲೇನರ ಎಂಬುದನುನ ಅರತುಕೂಳುತೂಡಗರ. ಹಲವು ಸಂದಭಾದಲಲ ಅರೇಕ ಹೂಸ ಆಸಕರನಯಕ ಶಬದಗಳನುನ ಕೇಳರನಗ ಅದರ ಅಥಾವೇನು ಎಂಬುದನೂನ ತತಳದುಕೂಂಡರದೇರ. ಕನನಡದ ‘ಲಂಚ’ ಎಂಬ ಪದಕ ಮಧನಯಹನದ ಊಟ ಎಂದುಕೂಂಡದೂದ ಇರ! ಇಂಗಷ ನಲಲ ‘ಲಂಚ’ ಎಂದರ ಮಧನಯಹನದ ಊಟ ರೂೇಡ. ಕನನಡದಲಲ ಲಂಚ ಎಂದರ ಇಂಗಷ ನಲಲ ಬೈಬ ಎಂದು ತತಳದುಕೂಂಡ. ಅರೇ ರೇತತ, ಉಚತ ಎನುನವ ಪದಕ ಹಂದಯಲಲ ಉತಮವನದುದು ಎಂಬಥಾದಲಲ ಬಳಕಯಲಲದುದ, ಕನನಡದಲಲ ಬೇರ ಅಥಾಕೂಡುತರ. ಇರೇ ರೇತತ ಅರೇಕ ಸಂಸೃತ ಶಬದಗಳೂ ಇದುದ, ಒಂರೂಂದು ಸಂದಭಾದಲಲ ಒಂರೂಂದು ಅಥಾದಲಲ ಬಳಸಲಪಡುತವ. ಮೊದಲಲನಂದಲೂ ಭನಷ ಕಲಲಯುವ ವಷಯದಲಲ ನನಗ ಯನವುರೇ ಮಡವಂತತಕ ಇರಲಲಲ. ಹೇಗನಗ ಇಲಲಯೂ ಸಮಸಯಯನಗಲಲಲ. ಕರಮಮೇಣ ಕನನಡದಲಲ ಮನತರನಡುವುದು ಹನಗೂ ಟಪಪಣ ಮನಡುವುದನುನ ಅಭನಯಸ ಮನಡಕೂಂಡ. ಈಗ ನನಗ ಕನನಡ ಅಂತಗಾತವನಗಹೂೇಗರ. ಕನನಡ ನನನ ಮನತೃಭನಷಯಂತಯೇ ಆಗಹೂೇಗರ. ಎಷಟರ ಮಟಟಗ ಎಂದರ - ರನಜಸನಾನಕ ಹೂೇರನಗ ಜೈಪುರದಲಲ ಟನಯಕಸ ಏರರನಗ ಅದರ ಚನಲಕನಗ ಕನನಡದಲಲ ಸೂಚರ ನೇಡದೂದ ಇರ! ಅವರು ಏನೂ ಪರತತಕರಯ ನೇಡದರನದಗ ‘ಓಹೂೇ, ರನನೇಗ ಇರುವುದು ಜೈಪುರದಲಲ’ ಎಂದುಕೂಂಡು ಹಂದಯಲಲ ಮನತರನಡುತೇರ. ಅರೇಕ ಬನರ ಹೇಗನಗರ. ಇನುನ ಕಲವಮಮಾ ಹಂದಯಲಲ ಮನತರನಡುತತರುವನಗ ಕನನಡ ಶಬದಗಳೂ ಸೇರಕೂಂಡ ಉರನಹರಣಗಳೂ ಇವ. ನನನ ಗನರಮಕ ಹೂೇರನಗ ಅಲಲನ ಜನರೂಂದಗ ಮನತರನಡುವನಗ ಇದದಕದದಂತ ಕನನಡ ಶಬದಗಳು ಬಳಕಗ ಬಂದು, ಅವರು ವಚತರವನಗ ನನನನುನ ರೂೇಡುವುದೂ ಇರಯನನ. ನನನ ಈವರಗನ 29 ವಷಾಗಳ ಸೇವನವಧಯಲಲ ರನನು ಈ ರನಜಯದ ಸಾಳೇಯರೇ ಆಗಬಟಟರದೇರ. ವನಸವದಲಲ ನನನ ಕನನಡ ಕಲಲಕ ಆರಂಭವನಗದುದ ರನಯಚೂರಗ ನಯುಕಗೂಂಡನಗ ಎನನಬೇಕು. ಭನಷನ ಕಲಲಕ ಒಂಥರನ ಈಜುಕಲಲಕಯಂತ. ಸೈರನಧಂತತಕವನಗ ನಮಗ ಭನಷ ಗೂತತರಬಹುದು. ನೇರಗಳಯದ ಹೂರತು ಈಜು ಬನರದು ಎಂಬಂತ, ಮನತರನಡದ ಹೂರತು ಭನಷ ಬನರದು ಎಂಬ ಮನತು ಅನುಭವ ವೇದಯವನಯತು. ಇದರನೇ ವನಹನ ಚನಲರಗೂ ಹೂೇಲಲಸಕೂಳುಬಹುದು. ಭನಷನ ಕಲಲಕಯ

ಕಶಲವೇ ಭನನವನದುದು ಮತು ಅದು ಇಂದನ ಪರಸಾತತಯಲಲ ಅತತ ಅಗತಯ ಕೂಡ. ಉದಯಮ, ವನಯಪನರಗಳರೂನಮಮಾ ಗಮನಸ. ಅವರು

ಗನರಹಕರಗ ಅನುಗುಣವನಗ ಅವರವರ ಭನಷಯಲೇ ವಯವಹರಸುತನರ. ಭನಷ ಒಂದು ತಡಗೂೇಡ ಎಂದುಕೂಳುುವವನು ಯನವತತಗೂ ಉತಮ

ಆಡಳತಗನರರನಗಲನರ. ಭನಷನಂತರದ ಮೂಲಕ ಸಾಳೇಯ ಜನರ ಭನವರಗಳನುನ ಅರಯಲನಗದು; ಅವರ ಸಮಸಯಗಳನುನ ಬಗಹರಸಲನಗದು. ಸಾಳೇಯ ಜನರೂಂದಗ ಕರಕಟ ಆಗಲು ಅವರ ಭನಷಯೇ ಸನಧನ. ಆಡಳತದಲಲ ಭನಷಯೇ ಯಶಸಸನ ಕೇಲಲಕೈ ಎಂದು ಧನರನಳವನಗ ಹೇಳಬಹುದು.
