【1. Background.】

ICCJ is discussing the “Module Certification”

Downsizing, modularization and chip structure of Radio equipment

have been progressing rapidly.

It is difficult to review very small radio equipment in the Certification.

MIC declared to start studying “Module Certification” in japan at the

“MRA International Workshop” last year.

Based on the progress of the modularization, MIC considers the

development of the institutional environment.

【 2. Positioning of the Guidelines】

1. Keep consistency with the Radio Law.

2. The Guidelines have no legal force.

3. The Guidelines are for domestic/ foreign certificate holders and

conformity assessment bodies

【3. Module Certification in the Radio Law】

1. In the Radio Law, the “Radio Equipment” is defined as an electrical

equipment to send or receive radio waves for telegraph, telephone and

others.

2. Additionally a “Transmitter” constituting the radio equipment is

defined as “a device which generates radio frequency energy for

transmission of wireless communication together with apparatuses

attached to the device”.

3. Thus, institutionally, a functional unit (module) can not be certified.

Therefore, a concept of “modularized specified radio

equipment” has been adopted to make the Certification

possible substantially!

【 4. What is the “Modularized Specified radio equipment” 】

In the radio equipment with the transmitter and receiver, its “oscillator”,

“modulator/ demodulator”, “amplifier” and “radio controller” which affect directly

to the radio performance (hereinafter referred to as “primary transceiver unit”) shall

be consisted in a housing, a circuit board unit or an integrated circuit.

Additionally, whole or parts of its “display”, “operation panel” and “power

supply” (hereinafter referred to as “associate unit”) which are connected to the

“primary transceiver unit” shall be separated structurally from the “primary

transceiver unit”.

Furthermore, the characteristics and the structural requirements of the

transmitting and receiving antenna system shall be in conformity with the

requirement of the law.

“Modularized Specified radio equipment” is defined as an

equipment which fulfill the above requirements and can be

reviewed simply in a part of the assessment of the Certification.

board unit“ or “an integrated circuit“.

5. Classification of “Modularized Specified radio equipment”

Classified into two structures

Detachable “Modularized Specified radio equipment”

For example of PC card or USB dongle,

The “primary transceiver unit” is located in one housing,

“associate unit” is built into the PC or consumer electronics device,

The “primary transceiver unit” and “associate unit” is connected with

general-purpose interface.

On board “Modularized Specified radio equipment”

For example of built-in PC motherboard,

The “primary transceiver unit” is located on a substrate such as a

motherboard,

The “primary transceiver unit” and “associate unit” are connected

with soldering, plug-in connector or cable.

【 6. Out of the scope of “Modularized Specified radio equipment” 】

Radio equipment that is;

1.defined in the category of “the equipment must be in one housing and

it can not be opened easily”,

2.required the test of “SAR (specific absorption rate)”,

3.required the National station license.

【 7. Examination ①】

Documentation of the “construction design sheet” example of wireless LAN

1. State following contents in order to clarify the scope of the

certification.

① For the “detachable type”; Shape and dimension

② For the “on board type”; scope of the certification shall be shown

on the photograph or drawing of the PCB layout

2. Describe how to connect the “primary transceiver unit” and

“associate unit”

① For the “detachable type”; they are connected with general-

purpose interface.

② For the “on board type”; they are connected with soldering, plug-

in connector or cable.

【 7. Examination ②】

Documentation of the “radio equipment system diagram”

In the Radio Law, the functions which directly affect the characteristics of the radio waves must be included in the “primary transceiver”. Therefore, following functions shall be included.

1. Interference prevention function

2. Carrier sensing function

【 8. Labeling】

If the “associate unit” can not be identified by the Certificate holder or that “unit” is out of the scope of his quality control system, then the Certification Label shall be put on the “primary transceiver unit”.

Otherwise, the “associate unit” is within the scope of his quality control system, then the Certificate holder can put the Certification Label on the “associate unit” that contains the “primary transceiver unit”.

If the “primary transceiver unit” bears the Certification Label and is contained in the “associate unit”, then following indication put on that “associate unit” is recommended;

This equipment contains a Specified radio equipment that has certified to the Technical regulation conformity certification under the Radio Law.

【 9. Problems in the future】

When the regulations of “Body SAR” is introduced, the

Guidelines may need to be reviewed.

【10. Future schedule 】

Thank you for your attention.

Currently, the discussion of the Guidelines (Draft) are

ongoing in the ICCJ guidelines working group.

From now on, a consensus in ICCJ is going to be

completed, and MIC will authorize them on the point of

compatibility with the system of the Radio Law, then the

ICCJ Guidelines will be enforced.
