    (1) Organisation, Venue and Dates:-

    1.1. The Andhra Pradesh Postal Circle Philatelic Exhibition 2014 (APPEX-2014 in short),

    is being organized under the aegis of Chief Postmaster General, Andhra Pradesh Circle,

    Hyderabad in cooperation with Philatelists/Philately Clubs w.e.f. 24.07.14 to 26.07.14

    at VEDIKA Function Hall, Benz Circle, Vijayawada.

    1.2. During the exhibition, there will be rare stamps of India and other countries on display

    and sale. A large number of philatelists will be participating in the exhibition with their

    prized stamp exhibits.

    1.3. The exhibition will provide an opportunity for eminent philatelists as well as young

    philatelists and school students of Andhra Pradesh and Telangana States to exhibit

    their stamp collections.

    1.4. The exhibits will be grouped in the Invitation and Competition classes.

    1.5. Arrangements have been made in spacious, well illuminated exhibition area.

    1.6. The exhibition will be governed by India Posts Regulations for Philatelic Exhibitions

    (IP-PER), Philatelic jurors Program (IP-PJP), Philatelic Award System (IP-PAS).

    (2) FRAMES EXHIBITS:

    2.1. The frames for display of exhibits can hold

    (a) 16 standard size Album sheets of 22 cm x 29 cm or

    (b) 12 album pages of 29 cm x 29 cm or

    (c ) 9 album pages of 29 cm x 39 cm

    2.2. Tentative provision has been made for 400 frames for competition.

    2.3. Entry form in the attached prescribed form (in duplicate) will be accepted up to

    14-07-2014 for participation in the Exhibition.

    2.4. Allotment committee will decide about the number of frames to be allotted to each participant

    and intimation about number of frames allotted will be posted latest by 16.07.2014.

    2.5. No competitor will be allotted less than 3 frames and more than 5 frames

    under categories 7.2.1 to 7.2.11 mentioned under Competitive Classes

    in this prospectus.

  • 2.6. In special circumstances the allotment committee reserves the rightof relaxation. In Youth Class (up to 21 years as on 01.01.2014) only 1to 5 frames will be allotted to each entrant.

    2.7. It is decided to accept maximum of two entries from a single personand four entries from a family.

    2.8. The number of frames allotted may be increased or decreased at the discretion of theCommittee without assigning any reason.

    2.9. The decision of the Committee regarding the number of frames allotted will be final and noappeal will be entertained.

    (3) SOUVENIR:

    3.1. A special souvenir containing interesting articles on philatelic matters will also be broughtout to mark the occasion.

    (4) SPECIAL PHILATELIC ISSUES:

    4.1 On all the three days of the exhibition special covers along with special cancellations willbe released on themes depicting the rich and diverse cultural heritage of Andhra Pradeshand Telangana.

    (5) CORRESPONDENCE:

    5.1. The prescribed entry forms duly filled in may be sent to the Secretary, APPEX-2014,Office of the Postmaster General, Vijayawada Region, Vijayawada 520 003 by post orthrough email to email id [email protected] or in person before 18:00 hrs on14.07.2014.

    5.2. For any information regarding participation etc., in the said exhibition, please contactSecretary, APPEX-2014, Office of the Postmaster General, Vijayawada Region, Vijayawada 520 003. The contact numbers are 0866 2577092, 2578064.

    (6) RULES AND REGULATIONS:

    6.1. The Competition Class is open to all students and philatelists of Andhra Pradesh andTelangana.

    6.2. Each exhibit must be the bonafide property of the exhibitor. Each applicant must give adeclaration to this effect and must also undertake to abide by the rules and regulations ofthe exhibition.

    6.3. The exhibit for display in frames must be mounted on album sheets as noted in para 2.1above and enclosed in strong transparent protective covers. Album pages of other sizesare likely to be rejected.

    6.4. Each exhibit in Competition Class should be entered under the correct classor sub-class as the case may be. The Committee reserves the right totransfer the incorrectly entered exhibits to correct class or sub-class.

  • 6.5. The Committee reserves the right to reject any exhibit in whole or inpart without assigning any reason and/or not to display any undesirableand/or unwanted material. The decision of the Committee in this regardwill be final.

    6.6. The entries will be accepted in the order of receipt and subject to availability of space.

    6.7. An exhibitor will abstain from exhibiting material that does not conform to the laws ofthe land. The legal restrictions and /or the details of the items not acceptable atexhibitions in India are as under:-

    i. Items that do not show correct international boundaries of India.ii. Items that offend religious, ethnic, environmental sentiments.iii. Illegal issues.iv. Indian Items since independence Not Officially Issued.v. Indian items since independence released prematurely.vi. Art works, Essays, Proofs, Color Trials, Progressives, Imprimaturs and other

    materials during the course of designing and production of Indian Postage stamps,Postal Stationary etc. printed in India since Independence.

    (7) CLASSIFICATION OF EXHIBITS

    7.1 Non-Competitive Classes

    7.1.1 Class of Honour: The exhibits that are of exceptional significance or interest. Theminimum requirement is that the exhibits should have won Gold or the highest awardin the relevant class at a higher- level exhibition within the last five years.

    7.1.2 Official Class: The exhibits from National Philatelic museum, Army Postal Service,Indian Security Printers, Stamp Designers, Business houses dealing in frankingmachines and other postal equipment and other similar agencies.

    7.1.3 Jury Collections: The exhibits from Jury and Apprentice Jury appointed for theexhibition. The participation of Jurors is optional.

    7.1.4 Special Interest: The well-known exhibits from other Postal Divisions, Regions andCircles, especially in those classes where there is no participant from the area, todemonstrate and promote those exhibition classes for future.

    7.1.5 Above Competition: The exhibits that have previously won Grand Prize or the Firstand Second Runner Up position in the championship Class, at the same level.

    7.2 Competitive Classes

    7.2.1 Championship Class: Those who have won gold medals/highest award in the previousAPPEX are eligible to participate.

    7.2.13 One Frame Exhibits: This is to give exhibitors/beginners the opportunity to startexhibiting on a small scale and to provide an opportunity for established exhibitors toexhibit narrow subjects (no Medals but suitable awards will be given according to thenumber of points earned for one frame exhibits)

    7.3 The expression India up to Independence includes British India up to August 14,1947, Portuguese India up to December 29, 1961, and French Settlements in Indiaup to November 1, 1954.

    7.4 A collection, or part thereof, which was already shown in other competitive classesin an exhibition, cannot be exhibited under Modern, Frugal, Social, and One- FrameClasses.

    7.5. Those desirous of participating in the exhibition should apply in the prescribed entryform given at the end of this prospectus.

    (8) PARTICIPATION FEE:

    8.1. Each exhibitor will be required to pay an amount of Rs.300/- per frame for ChampionshipClass and Rs.150/- per frame for other Classes (noted at 7.2.2 to 7.2.14 above). Noentry fee will be charged for Youth and School exhibits.

    8.2. The entry fee may be paid either in the form of a crossed postal order drawn in favourof the Secretary, Organising Committee, APPEX-2014 payable at Vijayawada orcredited under Unclassified Receipt (UCR) citing APPEX-2014 at any post office.Crossed IPO or Original UCR receipt should be sent along with Inventory list.

    8.3. No exhibit will be accepted unless the prescribed fee is paid in full at the time ofsubmission of Inventory list.

    8.4. Where an exhibit is rejected at the discretion of the concerned APPEX-2014 committeethe fee will not be refunded.

    (9) TRANSMISSION OF EXHIBITS:

    9.1. Each participant will be supplied with exhibit covers for sending exhibits. One exhibitcover may be used for enclosing album pages for one frame only. All the detailsregarding the contents of album pages enclosed must be filled in the space providedin the Inventory list sent along with the exhibit covers. The participant must also indicatethe desired arrangement of album pages on the layout printed on the covers. Everycare will be taken to ensure that the exhibit is arranged as per the desired order.

    9.2. Exhibits with duplicate copies of the Inventory list must reach theSecretary, APPEX-2014, Office of the Postmaster General,Vijayawada Region, Vijayawada 520 003 by Insured Post on orbefore 22.07.2014 or in person before 18:00 hrs on 22.07.2014.The exhibits are to be despatched at the expenses and risk of theowner. Extra Inventory lists may be had from the organizers or fromthe Philatelic Bureaux, Hyderabad GPO/Vijayawada HO and typedor neatly written Inventory lists will be accepted.

  • (10) INSURANCE OF EXHIBITS:-

    10.1. The participant is advised in his/her own interest to arrange forthe insurance of the exhibit against fire, damage, loss or theft.However, adequate security arrangement will be made round theclock at the venue. An overall insurance cover will also bearranged. In this connection the participants are advised to indicatethe value of the exhibits in their entry form.

    (11) MOUNTING OF EXHIBITS:-

    11.1. The Exhibition committee will be responsible for mounting and dismounting ofexhibit. But an exhibitor may also do it by himself / herself at the premises ofexhibition on 23.07.2014 if he/she so desires. No exhibit should be removed duringthe exhibition.

    11.2. Exhibits will be returned as soon as possible after the closure of the exhibition byPostal Service Insured Post insured for a value of Rs.100/- free of charges at therisk of the exhibitor. If the exhibit is desired to be returned by any other mode, theparticipant will indicate the same and will have to bear the necessary charges.Exhibitor, who so desires, can collect his / her exhibit in person after the closureof the exhibition.

    (12) LIABILITY:-

    12.1. Though due care shall be taken of an exhibit, no members of the OrganizingCommittee singly or severally or any person employed, paid or on voluntary basis,by the Committee to assist in the exhibition shall be held responsible for any lossor damage to an exhibit arising from any cause or reason whatsoever. An exhibitwill be received, displayed and dispatched at the risk of the exhibitor.

    (13) JURY AND THE AWARDS.

    13.1. The Jury, consisting of a group of Judges will be appointed by the Department ofPosts.

    13.2. The Jury will present its report and the list of awards to the Organizing Committee.The decision of the Jury in all cases will be final.

    13.3. The Committee will place at the disposal of the Jury, sufficient number of medalsof each category to be awarded at their absolute discretion.

    (14) SECURITY:

    14.1. Adequate security arrangements are being made including round the clock PoliceVigilance and an overall insurance coverage.

    (15) Other Activities:

    15.1 On all three days, we shall be having activities relating to Philately for students atExhibition Hall. This will provide adequate knowledge and skills to students onPhilately.

  • (16) Dealers Booth:

    16.1. A provision has been made at the venue for booths (6 x 6 Sft.) for stamp dealers.The booth will be provided with a table, two chairs and an almirah with lockingdevice. The booth will be let out for the duration of the exhibition on payment ofa fee of Rs.5000/-. However, each registered Philatelic society will be charged afee of Rs.100/- only.

    16.2. The total fee may be credited under Unclassified Receipt (UCR) citing Dealersbooth fee, APPEX-2014 at any post office. Applications for allotment of the boothsalong with original UCR receipt should be sent to the Secretary, APPEX-2014,Office of the Postmaster General, Vijayawada Region, Vijayawada 520 003 bypost or in person before 18:00 hrs on 18.07.2014. The application along withscanned copy of UCR receipt may be sent through emai l to emai l [email protected] before 18:00 hrs on 18.07.2014. If the application issent through email, the original UCR receipt should be produced before occupationof the Booth.

    16.2. The booth holders shall refrain from dealing in illegal issues and the materialthat does not conform to the laws of land. Anyone found indulging in such practicewill be debarred from further participation in the exhibition and the fee will not berefunded. Further, the person will be debarred from participating in any futureexhibitions.

    (17) AMMENDMENT OF REGULATIONS:

    17.1 The Committee reserves the right to add, alter or amend these regulations in wholeor in part at any time should it feel necessary.
