I have been a Tuapiro Resident for seventeen years and I'm a horse owner. I do not wish to speak at

the Reserve Management Plan Review in Katikati on 26th May. I am writing to appose the proposed

closure of Tuapiro Point to all pleasure horse riders. Tuapiro is a safe and friendly environment for

riders, people walking their dogs and is a lovely picnic area.

Horse riding is a healthy sport and as New Zealanders we should be supporting and encouraging riding

in New Zealand. We Kiwi's do very well on the International Horse Riding Scene and we should be

making the most of our lovely safe, quiet beaches for pleasure riding for our young emerging riders

who may represent our country in the future.

It seems to me the Council are bowing down to a minority of people who wish to use Tuapiro Point as

their own. They are saying there are "Kaimoana Grounds" in the tree area which they don't want

being walked over by riders, yet every Summer since I have lived here a group of Maori from outside

the area camp in the trees. They drive down through the "sacred area" usually three or four cars at a

time which come and go freqently all day, then pitch three or four tents for their ten to fourteen day

stay. They have camp fires for their cooking and have dogs roaming freely. They have been abusive

towards other beach users and I know of at least one instance when an elderly Maori gentleman who

was holding up a machete at the time told three ladies who happened to be riding by to "get their

horses off the beach and to come over here with your horse lady". This is NOT ACCEPTABLE

BEHAVIOUR and to my knowledge is not allowed by Council, yet they continue to do so every year.

If they do not want riders going through the trees, the simple answer is to close the trees to all andfence offthe whole area or fence off the surrounding area. At the moment you have cars,

Motorbikes, mountain bikes and people walking through the trees. Regarding the "Health of the

Inner Harbour" there are also swans grazing and pooping on the estuary. Inadvertant damage at

Tuapiro is caused by storms and wild weather we get down here. With each storm more trees get

blown over, which is opening up the area to more damage. There are several trees which have been

blown over lying on the beach and with every king tide more branches get washed out to sea and a bit

more of the foreshore gets washed away. I have seen a significant change in the seventeen years Ihave lived here.

Opening up 80 hectares off Lund Road will be very welcome as well as being able to do a beach ride.

At this time of the year when the ground is wet and soggy farm rides are too slippery and dangerous,

we are lucky to have an alternative, so PLEASE PLEASE PLEASE leave Tuapiro open to Horse Riders.

Lastly I would like to know did Council give consent and or permission for a 12' Totem Pole to beerected just off the car pirk area in the entrance to the trees.

I am writing in response to the proposed Horse ban at Tuapiro Point.

I have been going to this reserve for about eight years now to walk my dog a couple of times a week. Imoved to Tuapiro last year. In all that time I never found any horse droppings not picked up. I haverarely seen them riding out of the designated areas. All the horse owners who come are veryresponsible and care about the environment.

Damage to the reserve is caused by hoons on a Saturday night doing wheelies etc... This has beengoing on for sometime... I've even seen them doing this in the daytime! ! There are also vehicles drivenon the beach. The council needs to look at this side of the situation. I know you probably do not havethe staff/police to monitor this but this is one of the major problems on the reserve and beach not thehorses!!

Tuapiro Reserve is a very safe environment for the horses and gives a lot of pleasure to people of allage groups and visitors alike. To take this away from horse owners and Tuapiro would be a huge lossto the area.

I hope careful consideration will be given to this proposal.

This is a submission from Marianna Haworth as an individual. I made a submission online as representative of my Horses4fun group. Now it’s just me. I want to clarify something that I wrote in the submission and explain it better. In the submission I wrote: " please council keep this option open for local riders, because if you fail to do that you will find some locals who live nearby and own horses, will continue to ride there regardless of what your new bylaw says. Will you also stop locals from walking their dogs there? Dogs poo and their poo is worse than horse poo.”

What I was meaning to say is that” They( the locals including me)” MIGHT “ ride there anyway. Not saying they( we) will definitely. But you ( council) are making it very hard for those that live at or near the point, who have horses there nearby, and then expect them to ride elsewhere.( where? On State Highway 2? It seems nothing but totally unfair. I am speaking on behalf of myself . The whole thing is totally ridiculous and unfair to be honest and the reasons I already gave in my online submission from Horses4fun group. You seem to listen only to a small minority iwi who live in Auckland. The majority of us are careful and respectful of nature and always tidy up horse manure. I already mention in my online submission that swan poo is very harmful to the environment and to the shell beds. Horse poo does not damage the shell beds as they don’t ride out far enough for that.

The main reason for this email is to say that I thought we live in a country of freedom. This country has so much nice scenery and why does the council try and stop us horse riders from enjoying this beautiful scenery on horseback? Are you going to stop walkers from walking there with their dogs too? ( not all people tidy up their dog poos.!)

The more restrictions you put on us, the worse it gets for everyone. But we will find a way through this. WE WILL FIND A WAY!

Horse ban proposedHorse riding may be banned from a Bayreserve - and Katikati residents are urgedtohave their say on the matter.

Western Bay District Council isconsidering banning horses from beingridden at Tuapiro Point (pictured),nearKatikati, ina bylaw review. The point is apopular spot for horse riders.

However, the council is also looking atthe development of an 80ha foreslry blockon Lund Rd for horse riding, walking andcycling trails.

Damage to the reserve by horses drovethe decision to review the bylaw, policyplanning and regulatory services groupmanager Rachael Davie said.

"We know Tuapiro Point is verypopular with horse riders but it'simportant that we take a wider look at alluses of this area with a view to prioritisingpublic health and the health of the innerhart)our," Davie said.

"The Regional Coastal EnvironmentPlan identifies the need to avoid significantdamage to the coastal environment,

particularly where this impacts publichealth and significant cultural sites such askaimoana beds, which is why we'reproposing this change."

However, riders going outside ofpermitted areas, leaving waste behind andriding over kaimoana beds are causingsignificant damage which has led thecouncil to consider this change.

I believe Tuapiro Beach should be available for use to one and all including recreational horse riders. Overall my belief is that horse riders/owners are very responsible when riding at Tuapiro beach. The ancestral ground within the forestry we are now being told about needs to be officially identified, signposted and fenced securely to ensure all animals and humans stay away from this area. I do not think any horse riders have any issure with this. Road riding is becoming more and more of a danger with traffic more often than not - not complying with the rules of passing horses on the road. So many other beach areas of NZ are freely available for the horse rider, why is it such an issue in the Bay of Plenty?? Safe riding spots are truly important for our young kids coming thru learning to ride horses, not to mention our more mature riders needing these places just as much. From my observations at Tuapiro Beach with the horse riders I have seen only excellent behaviour, courtesy towards others also enjoying this fabulous spot of our coast. I do hope these submissions are given the time to be taken into account, as have we writers taken the time to give our opinions. Many thanks Keri Paterson

To whom it may concern; 

I would like to express my dismay the proposed bylaw in regards to restricting horses from Taupiro Point.  

I personally have ridden there often and losing the ability to ride and spend the day at the beach would be very sad. 

Firstly, I suggest you check your sources of who exactly is disgruntled with the use of the beach, especially with the local iwi.  There are rumours that it is not the local iwi but someone from another area making the fuss.  

Secondly, please consider the many locals who would be negatively affected by this change. The beach has been a wonderful place for the community to gather during the warmer weather and, I personally have found everyone to be very accepting and interested when I bring a horse. The community really comes together and everyone is friendly and having a good time.  

Finally, I would add that I see no problem in enforcing more strict rules with waste and which areas, ie the grass area, that are not for riding on.
