Initial investigation led to the arrest of four Santa Elena men. The trial ended last week with the conviction and sentencing of two of them. On October 27, 2005, Oscar Chapeau, 63 at the time, reported to San Ignacio Police that he and a Chinese female companion were attacked and robbed whilst at his River Walk Farm located across from Floral Park, at mile 63 on the Western Highway. In a statement to the police, Chapeau reported that the items stolen included a gold and diamond ring valued at $10,000., one computer and accessories valued at $800., one black Nokia telephone valued at $400., one green jacket valued at $300., one Seiko brand wrist watch valued at $250., one brown leather wallet valued at $25., one Belize Driver’s Permit valued at $20., one $20., telephone card and $1,500., in cash, all for a total value of $13,315. The report also included allegations of the attempt rape of the Chinese woman. Swift police investigation led to the arrest of Reymundo “Mundo” Vasquez, Nelson Velasquez, Luis Castellanos and Mark Trapp Gentle. When the case was first heard in San Ignacio’s magistrate court it was submitted for trial on indictment in the Supreme Court but as the matter proceeded, it was subsequently reverted to the magistrate court for summary trial. After several adjournments the case was set for hearing on January 23, 2009. With all four defendants pleading not guilty to charges of robbery, wounding and harm, the trial proceeded as scheduled and after hearing arguments from the defense and the prosecution, Magistrate Harrison Hulett, deputizing for Magistrate Kathleen Lewis, found two of the defendants, Reymundo “Mundo” Vasquez and Nelson Velasquez guilty for the crimes of robbery, wounding and harm. The other defendants Luis Castellanos and Mark Trapp Gentle were acquitted of all charges. All four accused persons were undefended in court. Velasquez and Vasquez were consequently sentenced to 5 years for robbery, 1 year for wounding and 6 months for harm. Magistrate Hulett ordered that the sentences are to run consecutively for a total of 6 ½ years imprisonment. MELCHOR DEMENCOS, Peten,G u a t e m a l a ,Monday, January26, 2009: Another Belizeanis dead in theneighboring Westernborder community ofMelchor De Mencos,Peten, Guatemala. Our investigationrevealed that it wasshortly after 9:00p.m., on Friday,January 24, whenGuatemalan firemenand policemen from

Western Border as well as BenqueViejo police were informed of theincident. The mother of thedeceased traveled to Melchorwhere she positively identified thedeceased as her son. At around 2:30p.m., the following day, she crossedthe border with her son’s body. We traveled to La Puerta Negrain Melchor where we spoke to themanager of the establishment“Nelson” He informed that thedeceased is a regular patron of theestablishment and that he hadvisited the bar earlier that Fridayevening where he drank a liter ofbeer and left without incident.

He said that, contrary to mediareports, the incident did not takeplace inside the bar and that as amatter of fact, he was the firstperson to come upon the man onthe ground about 25 feet outside thebar. According to the Manager, heexited the bar, as he normally doeswhen on duty, just to keep track ofwhat his happening on the outsideas with the loud music inside, it isoften difficult to keep abreast ofwhat is happening outside and sohe make regular checks. It was

the Policia Nacional Civil (PNC)responded to reports of a man onthe ground near the Puerta Negra(Black Door) Bar in Melchor. According to Guatemalanlaw, under these circumstances,permission must be obtained froma local judge for the removal of abody. When the requiredpermission was obtained, the bodywas transported to the nearbyhospital where it was pronounceddead and identified as that ofBelizean, Johnny Cal, 31 from thevillage of San Jose Succotz. Dear Editor; Daily hundreds of pedestriansbrave traffic hazards on theWestern Highway from the LomaLuz Boulevard junction to theHawkesworth Bridge. It is hightime an appropriate sidewalktogether with pedestrian crossingsbe built, to accomodate increasingfoot traffic with a safety zone. Additional traffic officers wouldalso be needed to assist at keycrossings for school childrenespecially at lunchtime and for the

issuing of tickets for violators oftraffic laws. In this manner a more controlledflow of traffic will be implementedat the same time collecting neededfunds for the town council. Lets not wait for a trajedy tooccur before action is taken. Let’s Not Wait For A Tragedy

Dear Editor, Two national elections ago, manypeople in the Cayo North Division,including those that live in theKontiki Area, went to the polls andcast their vote for Brother Les. What a mistake we made. Eventhough this man lived in Kontikiarea, he virtually abandoned us.He not only failed us as ourrepresentative, but did nothing tomaintain or improve conditions inour part of town. The only time we would see agrader around here to fix roads waswhen the road to his house was bad.Then the grader would show up andonly fix the two roads that led tohis house.

Forgotten And Abandoned In Kontiki, Cayo Fed up with being ignored byBrother Les, we were glad when thelast national elections came around.For his failure as our representative,we voted the PUP out and voted forMr. Fernandez. The UDP won and we welcomedthe change hoping that thingswould improve in Kontiki. We were so wrong. Like BrotherLes, the Hon. Fernandez has alsoforgotten and abandoned us inKontiki. Since elections we have hadtropical storms and rain storms thathave made our already bad dirtroads even worse. And only oncehas a grader been sent to do somerepairs to them.

Dear Editor, Thank you for allowing me aspace in our Twin Town’s STARNewspaper. My intention inwriting this piece is by no meansto find argument for any backand forth on any particular topic,but to define and suggestrecommendations for our TwinTowns forward movement as avital part of our country’s success. My concern, as it is with manypeople that have made comment,is the POLICE CITIZEN SPECIALCONSTABLES (PSCs). First, I must applaud this idea.Anything that can help with thedelivery of justice, on the side ofthe law is a plus in the society welive in - kudos to the Police for thisimportant element of havingprivate citizens help to provide usa safer community. On the other hand, I believe thatthe process or criteria used tochoose the people that are given thepower to defend the law on ourbehalf, is flawed or perhaps, thosein the position of choosing thosePSCs have not proven that they canchoose the most responsible peopleamong us for this very importantresponsibility. By no means are we saying thatthe system is flawed as far as theidea goes. But we are suggestingthat the criteria need to berevisited because of some of thechoices that we have seen. Fromtalking to people who have hadsome qualms with (at least) acouple of the recently appointedPSCs, the general feeling is that,these individuals could use thelaw as a weapon against the verysame citizens they are given theopportunity to protect. One potential case may be that aPSC may not have the decentability to be objective whendealing with particularsituations; a problem that couldbe decently dealt with couldmushroom into somethingobnoxious where the REAL Policewould have to then step in –making the citizenry morale withPolice confidence deplete even

more. A second suggestion would be toinvestigate the past records(Police and other) of allindividuals desirous of becomingPSC’s. If a person expressing aninterest of becoming a SpecialConstable has a criminal policerecord, then he/she should bedenied this important position evenif he/she was absolved – the mainelement in this situation is theamount of problems that thisperson has had to deal with. It couldappear that these individuals havethe power of the law to use as aweapon against the “people thatdon’t like him/her”. Citizens have also, veryadmirably, condemned anypolitical intervention in pointingout or requesting on who shouldbecome a Special Constable as itis done with Justice’s of the Peace,where there is another dramaticdisappointment as politicians haveflooded the streets with JP’s manywho don’t even know their role inthat honorable position - see the“fees” for the “honorable” workthey do. (This is for another writ-ing of course) It is the hope of this writer thatcitizens will observe some of theoccurrences in the twin towns andthrough this type of writing, thinkof options and opportunities thatwill make our towns safer and moreprosperous. We should agree that the criteriabe changed as far as how and whowe choose our Special Constablesfor our protection with the law. Wecan also agree that using the law asa weapon against law-abidingcitizens is an appalling strategy thatwill come about when there is noobjectivity in the people we choosefor these positions. Lastly, we can also agree thatpolitics and this sacred area of thelaw should not be mixed as this iscapable of corrupting the founda-tions of peace and justice that allcitizens hope to share in ourBelizean society. Politics And The Law Should Not Be Mixed

Like before too, the grader hasonly worked on two roads(ironically, the same ones that goby Brother Les house). It makes mewonder if the Hon. Fernandez is ontop of things in Kontiki or if thesame man from the Ministry ofWorks is allowed to make sure thatBro. Les contiues to remaincomfortable. Several of us out here have cars,not only Bro. Les. We can barelydrive our cars down our streetbecause they are in such deplorablecondition. Even some of our neighbours

with 4X4 vehicles have a hard timedriving to their houses when itrains. Surely the Hon. Fernandez couldrequest that the Ministry of Workssend their grader out here to levelour streets. The town board elections arecoming very soon. SAN IGNACIO TOWN, Cayo,Wednesday, January 28, 2009: Fuel prices in Belize increasedtoday resulting from a rise in latestacquisition costs. At the stroke of midnight, and asthe date changed to Wednesday,January 28, 2009, fuel outletsacross the nation ratcheted up theretail prices at their stations. In San Ignacio/Santa Elena, theprice of Diesel went up by 58 cents:From BZ$4.85 to BZ$5.43 –Regular Gasoline experienced a93 cents increase from $4.65 to$5.58 and Super Gasoline went upfrom $5.45 to $5.85, an increase of40 cents. In July 2008, the world price ofcrude peaked at US$147 perbarrel. By the end of 2008, as mostof the world fell into recession,prices plunged to below US$49 abarrel.

Notwithstanding however, crudeoil prices are still far higher thanthey were at the beginning of the

decade when in 1999, the price ofcrude hovered around US$16 abarrel. Despite this latest increase, theretail price of fuel, in Belize,

remains at less than half it was, upto the end of last year. Today, a20-gallon tank of gasoline resultsin a automatic saving of $100 toconsumers.

Anthony “Boots”Martinez, Minister of Works and Cadet Henderson, Chief Exectuive Officer in the Ministry of Works, handed over nine (9) new 2009 IsuzuD- Max, 4 cylinder, manual transmission, diesel pick-ups to its six (6) District Technical Supervisors and three (3) Zone Engineers.

These vehicles were purchased from Bravo Motors at a total cost of $390,000.00. Each vehicle is valued at approximately $42,000.00.Funding was made possible by the Government of Belize under the Prime Minister’s $2 million dollar budgetary allocation for equipmentreplacement for the Ministry of Works and from project financing.

During official handing over ceremonies, Hon. Anthony “Boots” Martinez commended District Technical Supervisors and Zone Engineers ontheir hard work and dedication and urged them to continue the exemplary work, particularly now that they will be more equipped to do so. Healso extended his thanks to the Prime Minister, Hon. Dean Barrow, for support of his vision to make the Ministry of Works a competitive,highly productive and efficient Ministry on par with the private sector.

In addition to these nine (9) pick-ups, several dump trucks and other road work equipment are expected to arrive in the country shortly.

SAN PEDRO TOWN, Friday,January 30, 2009: At about 6:00 pm today Police in SanPedro Town received information ofa shooting incident in the Rock PointArea, North Ambergris Caye, aboutfifteen miles from San Pedro Town. The suspects were reportedlymaking their way towards San Pedroin a white skiff with green and blackstripes on the side, powered by a 150HP Yamaha engine. A joint Police/BDF team was dispatchedto the area. Whilst travelling throughthe river in the Boca Del Rio area theteam heard a boat approaching in theopposite direction and upon spotting a lighton the skiff, they noticed that it fittedthe description they had received. The captain was directed to stop the boatbut he reportedly refused to stop. Thepolice continued in pursuit until iteventually stopped. Police observed oneof the two occupants of the vesselstanding with what appeared to be a gunin his hand and pointing it in theirdirection. The police fired at the personwith the firearm. The individual thenjumped overboard and escaped byswimming towards the mangroves. Upon reaching the vessel, police cameupon the captain of the boat, Eric Swan,with what appeared to be a gunshot woundto the upper right leg and a graze to thebuttock. They also found six (6) live 7.62rounds of ammunition, camouflage pantsand a sea worthiness certificate in thename of Eric Swan inside the skiff. Swan was taken to the San PedroPoly Clinic and later transported to theKHMH where he remains in a stablecondition under police guard. Later that evening, Joseph Smith,31, Belizean carpenter from the DFCarea in San Pedro Town, whompolice believe made the initial report,visited the station and reported thathe was held up at gun point, in the RockyPoint area, by persons fitting thedescription of those inside the skiff.Smith informed that the individualsrelieved him of two tanks of fuel. Hewas reportedly left drifting at sea in hisskiff but managed to reach ashore safely. At about 8 o’clock the followingmorning, Brionne Swift, 29 years, of BocaDel Rio area, San Pedro reported topolice that he believed that his friendJohn Paul Saldivar was shot at around4:00 pm the previous Friday evening,and that he might still be alive. On the basis of Swift’s report,police visited an area about 16 milesNorth of Ambergris Caye, where theyfound a Hispanic, male person layingface up on the beach. The person hadwhat appeared to be multiple gunshotwounds to the head and legs. The bodyalso had several visible bruises. It wasremoved from the scene andtransported to the San Pedro PolyClinic where it was pronounced dead.The body was identified as that ofJohn Paul Saldivar, originally ofCorozal Town. A searched of the area resulted inthe discovery of a 9mm Glock pistol alongwith a magazine with 13 live 9mm rounds.Also found in the area were two blackwarm caps adapted as masks, a flashlight, a cellular phone and a large quantity

of US currency. Saldivar’s body is atthe KHMH where it awaits a postmortem examination.

In the course of their investigation,several persons were detained forquestioning. Police reports that Eric Swan iswanted in connection with a report ofrobbery in the Stann Creek District.

The Commissioner of Police hasdispatched the Officer CommandingThe National Crimes InvestigationBranch Senior SuperintendentJames Magdaleno and Internal Affairspersonnel to investigate the matter.

Two lengths of thick rope to be usedas temporary speed bumps for VehicleCheck Points were donated byFrancis Woods of Old Belize. Aaron and Eddie Brand of YellowBell Ice Cream donated an airconditioner for one of the offices andBismilla’s Store donated someupholstered chairs. Belize NaturalEnergy donated the drop ceiling for anew conference room. EscandarBedran, from Running W donatedsheet rock and lumber to enclose theconference room. Thomas Gallagerdonated the labour to install thelumber and sheet rock. Erix Tobarof Tobar’s W&J Home Constructiondonated a lectern and San IgnacioCommercial donated a new TV alsofor the conference room. BELIZE CITY, Sunday,February 1, 2009: The Belize Karate Federationwill be hosting the “Belize KaratePeace March and Championship”that will be held this Sunday,February 8, 2009.

The Peace March which will startat the corner of Faber’s Road andCentral American Boulevard, inBelize City, at 7:00am and willmake its way to the Belize CityCenter. Karatecas from all over thecountry, in their Karate attire, will

be participating in the march. Apart from marking the start ofthe championship, the vent alsoseeks to unify the Karate family inBelize to show solidarity andconcern for the escalading violencein Belize. It also seeks to promote

peace by emphasizing brotherhoodand respect, which of course arevalues instilled in the sport. The championship beginsimmediately upon the arrival of theMarch at the City Center and willhave the participation of theSalvadoran National Team, a teamfrom the Peten Department ofGuatemala as well as Karatecasfrom various clubs in Belize. Sensei Oswald Mata, president ofthe Central American KarateFederation and vice-president ofthe Central American andCaribbean Karate Federation willbe attending the event. The categories for the IndividualKata Competition are: Cadets,Youths and Adults in both male andfemale division as well as a TeamKata Category. In Kumite, the same categorieswill apply but with additionalconsideration for weight groups inthe male and female divisions.

(Contributed) February 1, 2009: I start my contribution to yournewspaper by quoting from theSupreme Law of the Land – TheConstitution of Belize - at Part II,Section 6.- (1) the Constitutionstates: “All persons are equalbefore the law and are entitledwithout any discrimination to theequal protection of the law.” A present preferential condition atour head station in San Ignacio hasme seriously wondering if there aresome people who are consciouslymaking a mockery of the SupremeLaw of the Land. On January 21, 2009, IsmaelCorrea and David Molina Jr.,were denied bail and ordered by thecourt to be remanded to prison,until February 19, on a charge ofCarnal Knowledge allegedlycommitted in Punta Gorda Townagainst a 15 old girl from SanIgnacio Town. With all persons being equalbefore the law, whenever the courtorders an individual remanded toprison, that individual istransported to the Central Prison inHattieville on the first availabletransport heading that way which,at the very most, is three days afterthe order has been issued. Today however, a full ten daysafter the court order was issued forthe remand of Correa and Molina,we are still holding and feedingthem at the San Ignacio PoliceStation. There are some among us whosay that we are still holding themat the station because one of theremanded prisoners has a friend inour midst who is above our payscale and that this person isstalling from sending them toHattieville as he awaits theprocessing of bail for them throughthe Supreme Court.

Quite frankly, I doubt very muchhowever, that this individual is ourCommanding Officer, as he hasdisplayed exemplary charactersince his arrival here in SanIgnacio. Probably it’s the amountof paper work that crosses ourCommander’s desk each day butby now he should have beenquestioning why these two nameshave been appearing daily on theprisoner’s list for over a week. This situation certainly gives theimpression that, in violation of theConstitution, not all of us are equal

before the law. Alternatively, sinceinformation sometimes takes a longtime to trickle down to the lowerranks, maybe the holding ofremanded prisoners at districtstations, until Supreme Court bailis secured, is a new standard of thedepartment. On second thought Idoubt that this is the case because,within the past week, several otherremanded prisoners were placed onboard the next train to Hattieville. In a nut shell, this situation doesnot look good for Section 6 (1) ofour Constitution.

coming weeks the column willteach how to play chess, set somepuzzles for those who know howto play and give some interestingfacts about the game. Chess is the fastest growingsport in Belize, it is rapidly beingintroduced across the country inprimary schools as an educationaland motivational tool. Chess helps to develop many

academic and social skills. The game is played on a boardwhich is the same as a checkersboard but unlike checkers, in chess,every square is used. You willnotice that the board has letters andnumbers, this helps identify everysquare and we can describe movesusing the letter and number. On the board there are 16 whitepieces and 16 black pieces. Thepieces on row 1 are as follows; a1is a Rook, b1 is a Knight, c1 is aBishop, d1 is the Queen, e1 theKing. F1, g1 and h1 have anotherBishop, Knight and Rook. The black pieces are similar, theQueens always start on d1 and d8,to remember this, note that ‘whiteQueen on white square, blackQueen on black square’.

Each week we will look athow pieces move. First thePawns on row 2 for whiteand 7 for black. At first,each of the pawns can moveeither one or two squaresstraight forward. After thefirst move each pawn canthen only move forward onesquare at a time. Pawns are the only piecethat capture in a differentway than they moveforward, they capture onesquare at an angle,diagonally. Another example, ifwhite moves e2 to e4 and blackmoves f7 to f5 white can thencapture the pawn by e4 captures f5. You can practice playing withpawns only, even if you do not havea chess set, with a checkers boardyou can use beans instead of pawns(black eye beans and red beans!)set up 8 of each on the 2nd and 7th

row and try a game.

Important reminders: Pawnsnever can move backwards, theyonly move at an angle when theycapture, they never jump overanother pawn, they capture on thesame colour square. In chess, youdo not have to capture, it is yourchoice to capture or not. Fact: More books have beenwritten about chess than any othersport or game.

Elena. It was whilst staying at theAguada Hotel that he teamed upwith Fr. Robert Haas and hisgroup of volunteers comprising ofthe Toledo Diocesan Mission Teamfrom Ohio, USA. He dropped his original plansand set off with Fr. Haas and histeam on their humanitarianmission. The first stop was at theImmaculate Conception RomanCatholic Primary School inthe village of Bullet Tree Fallswhere he assisted the team inconstructing almost 400 feet ofsidewalks, painting the interior ofall 12 classrooms and othercarpentry and electrical works. “It was a labor of love,” said Mr.Davis, “I love children. In fact Ihave three lovely grandchildrenand whatever work I do for thechildren in Bullet Tree Falls, I feellike I am doing it for my owngrandchildren. I am very happythat Fr. Haas and his team gaveme the opportunity to leave theplace a little better than when I gotthere. I saw happiness on the facesof the children in Bullet Tree.
