    ASSIGNMENT-1: BEAWAR GOMTI PROJECT (ITNL)

    Introduction

    IL & FS transportation Networks Limited (ITNL), have been accredited with ISO 9001 certificationfor all fields of Road development including design, stands out as the gateway for technologicaland engineering excellence in Transportation Engineering fields.

    Company was instrumental in first BOT road project in India, Vadodara-Halol Toll road , company

    was also the joint venture partner in NOIDA toll road project .

    IL&FS was started in 1988 when Unit Trust of India (UTI), Central Bank of India (CBI) and

    Housing Development and Finance corporation ( HDFC) came together to form a specialisedfinancial institution for infrastructure. With increase in Public Private partnership and big project

    needing funding it quickly transformed from a Non-Banking Finance Company to advisory and

    Co- investor .

    IL&FS Transportation Networks Limited ( ITNL) was started as holding company of all

    investment of parent company in Road segment .

    The Quality Policy of the company is : Company Commits to Providing World classinfrastructure through Continual improvement in Quality Management System and achieve

    customer satisfaction .

    ROB: MAIN STRUCTURE WORK OF PROJECT

    Rail over bridge is a very important activity of this project. It was just started when I reached their.

    There are 18 piles are their and 2 test piles are also. At the and of this month we cast almost 14

    main pile and 2 test piles. It is at 139 near KAMLIGAT. It is a very long activity which will end at

    around dec-2010.

    For pile casting first of all they decide to bored pile because there is a rock strata over here. After

    getting the hard strata they excavate it more 1.5m depth. Then getting the actual depth they are

    going to make reinforcement cage of pile. For this as per drawing they make the cage of

    reinforcement

    After casting the cage it checked by IL&FS and ICT engg and after the approval of them they are

    going to cast it. Then they put it in the bored pile by using the crane. Then they calculate the

    quantity of concreting and order concrete in RMC plant. Concrete come in RMC miller. The

    capacity of one miller is 7 qub m. after the miller come the by using apparatus for casting they

    cast the pile.

    After completion of piles they make pile cap on it. Size of pile cap is 9.8*5.1*1.8 m3. For this first

    they make reinforcement as per drawing. And after the checking by consultant they make

    concreting of M35 of concrete.

    After completion of pile cap they start work for pier. For pier first they need special shuttering for

    concreting pier. So they order for special shape of shuttering. See in the fig. Then they fit the

    shuttering and cage of pier and make pier with the use of M 35 concrete.

    A contractor company have lots of equipment for a project and which is the main strength of

    The above details show us the importance of equipment and machine planning in a project of such

    magnitude.eg. The monthly rent of 200 ton crane is Rs. 10,00,000. Now if we do not schedule the

    use of the crane properly, the above mentioned amount would be paid and even the machine

    would be idle. Thus we can imagine the importance of planning and scheduling of machineries and

    equipments.

    Problems faced

    Breakdown of machineries is one of the major problems encountered during any project. However

    duration for completion of project is fixed, hence any delay due to breakdown of machine results in

    heavy loss to the contractor and well as client as he is not able to start the project on time. For this

    they have their own mechanical department who can tackle the problem either by repairing the

    machine or by procuring another machine within sort duration.

    Various problems faced with machineries during the project are:

    1. Frequent breakdown of the RMC plant

    2. Less producing capacity of RMC plant than mentioned/agreed in the contract

    3. Frequent breakdown of Hydra Cranes

    4. Accident which occur between transportation of goods and other material.

    Due to above mentioned reasons there were delays/inconveniences caused during the project

    which are as follows:

    Due to frequent breakdown of RMC plant, the concreting work were in idle condition. If the RMC

    plants breakdown during the concreting work, the concreting further is not possible and hence the

    whole concreting is wasted. Also according to IS codes, concreting should be done within 24 hours

    of placing the reinforcement or else the reinforcement has to be changed.

    Due to problem occur in vibrator the concreting work has to be disturb and because of not proper

    vibratoring concrete should not mix in proper mix. Some time due to over vibratoing the concreting

    or the framework bulge.

    This shows us the importance of machines on site and the dependence of human being on the

    machine for any work. Various steps that need to be taken so as to overcome the above difficulty

    are as follows:

    Proper procurement schedule of equipments in accordance with the construction schedule should

    be prepared. Appropriate inventory for oil, grease, spare parts and other necessary items should

    be maintained so as to avoid the breakdown of work. Regular balance of the above material should

    be done and in some case they should be purchased in higher quantity if any chance of nationalholiday or strike is there.A good and experienced team of Engineer and Mechanic should be

    deployed at site so as to tackle the situation and respond to it faster.There should always be one

    supervisor appointed to each heavy equipment to take care of the equipmentThe equipment

    manuals should be available at site or should be asked from the vendor, as sometimes engineer

    and mechanic find it difficult to solve the problem. Hence they can refer the manual and solve the

    problem faster.Due to improper planning of equipments, many equipments were idle on site. This is

    not acceptable in such a big project as it has lot of impact on the budget.

    SITE OCCUPATIONAL SAFETY AND HEALTH POLICY

    The aim of company isto adopt safety systems and procedures with a view to become the safest

    site of Civil works Project. Industrial safety is a major concern and ITNL to ensure job completion intime and without fatality.

    Objective of company is to provide an injury free work place so no injuries occur on the site. To

    ensure all legal and statutory requirements are met with.To ensure that systems / procedures

    enumerated are followed in totality.To continually improve our safety standards by active

    participation of all employees.

    SAFETY RULES IN THE COMPANY

    In the company there are difeerent safety rules. Before start of work every day, five minutes prework briefing / toolbox talks was conducted by each respective front engineers / supervisor with

    subcontractors job supervisor present. The job to be undertaken that day was explained.Once

    every week toolbox talks on specific topics was conducted by the front engineer/supervisor in the

    presence of safety officer.It was mandatory for all staff worker to do their every day activity with

    necessary job related PPEs. If there is any non compliance, Safety Officer or Site Management

    issues a warning and if it is repeated impose fine on the concerned person and concerned Sub

    contractors.Smoking was strictly prohibited in all parts of the worksites except specific smoking

    zone as authorized by the ITNL Safety dept.Working under Influence of drugs, alcohol's etc. was

    strictly prohibited on worksite.Carrying unwanted flammable items, explosives etc. was strictlyprohibited at site.No vehicle was permitted to enter the work site or introduced into the job without

    prior induction by ITNL Plant and Safety dept.

    It was mandatory that all vehicle driver and operator of lifting equipments etc. (heavy Vehicles like

    JCB, Tipper, and Crane etc.) should posses valid authorization certificates from ITNL Plant dept.

    before starting of their respective job.Fire fighting equipment at site were provided at various

    locations. All employees including workers must know about the exact location and use of fire

    Fighting equipments. The access to fire fighting equipment was such that no obstruction were there

    and it was easy to access it during emergency.Everyone including workers should inform about the

    accident / incident and dangerous Occurrence to Site In-charge, Site Engineer. And Safety

    Officer.No unfamiliar work was carried out without proper instruction. Any error due to ignorance

    can cause serious damage.A rigger/helper was always present when the crane operations were

    carried out. All platforms, walkways, gangways, ramp, work area etc. were kept clear at all time.

    During gas cutting or welding operation i.e. hot work will continue by keeping FIRE

    EXTINGUISHER readily available on the spot. Uses of FLASH BACK ARRESTOR and non return

    valve are mandatory on each cutting set. First Aid box was provided at each Gantry. Also every

    week it was being checked for lack of any medicine.Safety reports were prepared at the end of

    every month and were sent to head office.8Gum boots were provided during rainy season.

    Personal Protective equipment was to be used compulsorily at the site by all the engineers and

    labourers and in general anyone who was present on the site where the works were going on.

    Nobody was allowed to enter the site without relevant PPE equipment. The following equipments

    were generally used at the site.

    Safety Helmets: Helmets are the most basic and the most important safety equipment that were

    used on the site. All the engineers and labourers were absolutely required to wear helmets when

    they move on the site. It will help in protecting the labourers from falling objects and prevent head

    injuries as well from different causes. Additionally, a strict color code was to be followed and it was

    as follows:

    y White Helmets: Engineers and Supervisors

    y Yellow Helmets: Labourers

    y Green Helmets: Safety Engineers/Supervisors

    y Red Helmets: Welders/ Labourers on Structural Steel

    All the Helmets have logos of the Client, Contractor and Sub-contractor to identify them.

    Safety Shoes: Safety shoes are the second most basic safety equipment which is used on the site.

    Generally all the labourers are required to wear safety boots/shoes while working and they are not

    allowed on the site if they are not wearing them. All the Engineers are issued such boots when theyjoin the site. These boots are generally black in color, and have a special protective layer at the

    toe, so that it can absorb the impact of the light loads that may fall upon it from a height. They are

    generally thick soled as well, so as the stray nails and other pointed material which might be lying

    on the road, may not pierce through the sole and damage the foot of the person. These boots are

    issued to anyone requiring them on a price of 450 Rs. from the company stores.

    Safety Belts/Lines: These are one of the most important safety equipments that are being used on

    the site. This safety gear is basically meant to protect the labourers that are working at a height ofmore than 5m, from falling over. Any person dropping from a greater height will be susceptible to

    fatal injuries and hence it is extremely essential and very strictly followed at the site, by the

    labourers. It is supervised by the engineers as well. It contains basically of three parts.

    y Safety Belt: It is a Cross shaped safety gear which is wore around the chest and contains

    the slots for 2 hooks or a single hook according to different manufacturers.

    y Hook: Where the two sections of the safety belt cross, there is a provision for hook which is

    a single side locking hook section with a safe load carrying capacity of close to 1 T.

    y Safety Line: These are the lines which are generally made out of ropes and are wound

    around a strong support wherever available. The hooks are then inserted into these linesand the workers can now move around the hook.

    Civil Department was generally using it during the staging work, and Mechanical department use it

    for their labor while the erection procedures.

    Safety Goggles: This protective equipment was used by the welding teams of the civil contractors

    and the mechanical contractors. Gas welding was being used and hence the flame was quite

    dangerous and it was almost compulsory to wear the safety goggles during the routing weldingprocedures. They were of black color and the Engineers advised the labourers to not look directly

    into the flame or stand nearby the welding flame.

    Ear Plugs: During the Steam-Blowing process, the sounds produced on the site reached a level of

    120 Db and hence the ear plugs became very essential sometimes and were wore by the

    personnel working nearby that site. Generally they were very rarely used.

    HSE COMMITTEE

    The HSE Committee was chaired by the Project Manager. The HSE committee meeting memberscomprised of the following personnel

    P&M In charge Committee Member

    QC In charge Committee Member

    Administration Officer Committee Member

    Sub-Contractor Representative Committee Member

    Contractor on the site shall form their own HSE committee to facilitate the site HSE program

    coordination through their line organization.The responsibilities of this committee shall include the

    following:

    Overall objective analysis of the field health, safety and environmental activities. Reporting its

    observation and recommendations to the project management. Discuss the agenda of the weekly

    site HSE Committee Meeting

    For improving existing safety practices:

    y Arrange safety meeting on site

    y Aware labours about safetyy Training to labours

    y Arrange first aid kit on site

    y Proper Use of PPE on site

    y Use safety board and sign

    Lacunae:

    1. In Safety Meeting trainer use the Local Language, because of that every one can not

    understand the training well and information can not pass to workers very well.

    2. Workers who work on more then six feet did not use the safety harness belt.

    3. Workers sit under the equipment during lunch time.

    4. Workers are not using helmet during the work with heavy machine.

    5. Lack of awareness relevant safety belt.

    6. Authorized person did not attend the Central Safety Meeting

    Project Management

    Project Management is the most important aspect which is followed at the site in comparison to

    other aspects. There are various topics of project management that are followed on the site which

    include project control, monitoring and productivity analysis.

    Project Monitoring: Project Monitoring is done for the construction work that is going on. All the

    reports regarding the schedules and other reports are submitted to the project management cell on

    the site by the contractor and the sub-contractors. Additionally now the daily progress reports and

    other weekly and monthly progress reports are generally submitted by the client engineers to the

    PM cell.

    After the reports are submitted, they are carefully analysed by the PM engineers and various

    reports on the lag and other aspects are produced by them.

    These reports are submitted to the higher management level by them and the reasons are also

    stated by the cell, and thus the decision is taken by the higher authorities on what corrective action

    is to be taken and who is to be held responsible for the same.

    Additionally, there will also be controlling of the project and the sub-contractors and contractors will

    be given deadlines with a financial penalty for extension to make them complete the particular

    activity in duration.

    Productivity analysis is also being done. Scheduled Productivity and Actual Productivity are being

    calculated and hence if the actual productivity is very less then corrective measures can be taken

    and additionally, the reasons for the lag in productivity is to be found out and corrective measures

    are to be suggested.

    A report prepared by us working as PM engineers are as follows and we have tried to apply all the

    above practices.

    Materials Management Aspects

    Though proper Planning should be done and schedule for procurement of materials is to be

    prepared. The materials were not ordered on time and hence there was stoppage of work

    frequently. The subcontractors used to intimate the need of the material very late. Suggestion to

    overcome it is a proper communication structure should be made so that the update of store and

    the inventory of each material are known. This would help in forecasting the need and placing

    order of materials so that the material reaches the site on time.

    Equipment Management Aspects

    There were no real practices done for the equipment management except for the maintenance

    schedule preparations which are done by the Plant and Machinery Engineer in the mechanical

    divisions. Various Lacunae can be identified and the solutions suggested for the same are as

    follows:

    The main problem which I observe is in vibrators. Vibrators are not working good. And because ofthat there were many problem occur on the site particular on the time of concreting. One other

    problem which occur in RMC plant. Due to damage or failed of some components of it RMC

    stopped and which result in late of concreting work. So one of mechanical engg should require

    their for this type of problem solution. Operation Cycle times for the various equipments can be

    studied in depth to plan the lifting schedule better and it will also help in controlling and monitoring

    of the various operations that are going on.

    Quality Management Aspects

    A full-fledged Field Quality Assurance Lab is present at the site which is handled by one QC

    Engineer and is under the guidance of the Deputy Project Manager. The lab contains all the basic

    quality testing equipments. The type of tests varies from the soil tests, material testing of Sand,

    Cement, and coarse aggregates. All other regular testing like cube compressive strength are done

    on a normal basis at the site. Quality Auditing was also done and the contractors were penalized if

    there were faults found with the quality after the casting had been completed.

    Human Resource Management

    The site used to function 7 days a week. A shift was of 12 hours. Hence the employees used to get

    exhausted. So I think Sundays should be given off or should be half day to the employees so that

    they can take rest. There was no transportation facility for employees if they had to go to city.

    Because of this employees had to go walking to the city. Also the project being in the interior, the

    other modes of transportation was not easily available. Also this creates a bad impression the

    employee as the project manager and construction manager had their own private vehicles, but no

    vehicle facility was there for employees other than them.Such basic facilities should be provided to

    all the employees. One vehicle should be provided for a group of 5-7 people atleast..

    Health and Safety Practices

    Construction being one of the most risky professions it is utmost necessary to follow certain safetypractices at site. It is seen that the labours being illiterate tend to underestimate the benefits fromPPE kit.

    Herein it is mentioned the observed safety practices at site and companys philosophy.

    Advance Construction Material

    Here a company ITNL also use one new advanced technology for improve the life of road. The

    material which called RENOFALL . Which is bought from UK and it came on site by port. By the

    use of this liquid after completion on road a life of road increase almost 1.5 times of actual. Itspread on road seem tack coat. Its very costly material and its first time use in INDIA.

    To increase the tensile strength steel fibres are used in it Zigzag shape fibres are used. Diameter
