September’s edition of Thorpe Bay Oracle is the largestedition that has ever been produced since Oraclebegan, six years ago. (76 pages)!

There is so much going on in both issues this monththat I have decided to let you look through the magazines and see for yourself. Being a sixth anniversary edition there is a special four page localissue article, written by local resident/businessman JohnLee. This month’s local issue gives an example of the important role Southend played during the secondworld war. John sent this same research to the Queen,hoping to give added weight to the argument forSouthend being given city status in 2012. John was verykeen for Oracle to carry his article first and I would like tothank him very much for allowing it that opportunity.

hose were the words of the great A. P.Herbert (Sir Alan Herbert) when

referring to the momentous contributionof Southend to our Nation at the most important time in its history.

So, why then does Southend struggle forrecognition when it should be heraldingits achievements, shouting them to theskies and claiming its place in history?Simply because successive councils sincethe War have also forgotten. Today’sSouthend Council have the opportunity tochange all that, especially when it is bidding for City status in 2012, theQueen’s Diamond Jubilee year.

Romantic connectionsRoyal Terrace has great and romantic connections with Lord Nelson who almostcertainly visited Lady Hamilton there. In1803 Princess Caroline stayed at Nos. 7, 8& 9. In 1805 Lady Hamilton stayed thereand held a ball at the Royal Hotel assemblyrooms, Royal Terrace, in Nelson’s honour.

T However, that is not the important periodto which I refer.

It was no coincidence that another Navalman, Capt. John Pelham Champion, CBE.,DSO., RN took those very same houses ashis headquarters when commanding theNaval Control Service (NCS) base inSouthend known as “HMS Leigh”throughout World War II. Capt. Championwas a man with a sense of history.

Champion’s heroic action John Champion’s DSO was won as Captain of the ‘Maenad’ a destroyer atthe Battle of Jutland in heroic action.After the First World War he retired to aquiet life at Hasketon in Suffolk close toWoodbridge. At the outbreak of WorldWar II the call came once more and hewas recruited to escort a convoy fromHalifax Nova Scotia to Liverpool. On 14thOctober 1939 he took charge of NCS convoy operations in Southend.

NCS HQ Southend was answerable only toNCS Chatham whose shore base namewas “HMS Pembroke”. Southend was chosen to be at the forefront of NCS activities because of its strategic positionat the gateway to the River Thames and itsPier with deep water channel offeringideal convoy anchorage.

203 ships mobilised84,297 ships in 3,367 convoys would sailfrom the end of The Pier. Atlantic convoysfrom Southend were ceased when theGermans arrived at Calais. The focus became the East Coast convoys fromSouthend to the North of England, Scotland, and the return journey.Southend would play its part in OperationDynamo rescuing soldiers from Dunkirk; inthe transporting of Mulberry Harbourparts to France and in the PLUTO fuelpipeline under the Channel. On the nightbefore D.Day 203 ships and landing craft,British and American, were assembledhere. They could be viewed up river as faras the eye could see. All sailed withoutmishap for Normandy next day. We cannot begin to understand the scale ofsuch undertakings.

Secret code systemTwo thirds of Southend was evacuatedduring the War and the Town becameheavily occupied by the military and highranking naval officers. NCS officers werebilleted mainly in Royal Terrace and ThePalace Hotel where they occupied thebasement and the whole of one of theupper floors. A secret code system wascreated by HMS Leigh for communicationbetween shore base and the convoy shipsat sea. Accommodation was found inWestcliff for ratings and 1,200 signalmen.Temporary buildings were erected on theseafront in Chalkwell Esplanade to serveas canteens for the many servicemen andwomen.

Some readers will have heard of HMSLeigh which many thought to be a namegiven only to the Pier. The name appliedto the NCS base at Southend which inspite of its size and importance was a secret operation. The Ministry documentsrelating to it were only opened in 1972. Ihave a copy of the log prepared at the endof the War by Commodore Champion covering six years of operations atSouthend.

Leasing: the word oneveryone’s lips

According to the most recent figures from theFinance and Leasing Association (FLA), moremotorists are abandoning car ownership infavour of leasing. The FLA reported that thevalue of leases have jumped by 55% to over£100 million in the last three months, compared to just £66 million in the same period in 2010. Paul Harrison of the FLA said“Whilst personal contract purchase and hirepurchase remain popular, increasing numbersof people are turning to leasing as an affordable finance option”. “If servicing isincluded, it makes financial sense to lease, particularly for motorists who like to changetheir car every few years”.

HMRC CrackdownOn Tax Avoidanceby Jacqui Moyies

At a time when our tax system appears to begetting more complicated it makes sense to tryand pay HMRC no more than you are legallyobliged to.

It is also worth remembering that there are stillmany ways that people can legitimately reduce their tax bills. From making the most offamily and spouses to maximise allowances, tousing offshore bonds to defer tax, to sacrificingpart of your salary to bring your tax thresholddown. Trusts and tax-efficient investments canalso be thrown into the mix and won’t befrowned upon by HMRC, so it is worthwhile exploring your options carefully with aspecialist adviser.

With HMRC sharpening its claws and theboundaries between what is legitimate andwhat is not becoming blurred, it is vitally important for people to seek expert help. Indeed, Nick Clegg, the Deputy Prime Minister,admits that consumers are ‘perfectly entitled’to employ an expert tax adviser. It is an entitlement that people should grab with bothhands.

MRC is ratcheting up its crack down onpeople who try to avoid paying tax. It is

spreading its net wide. From plumbers, torestaurant owners, to private tutors, to offshoreinvestors, few appear safe as HMRC bids to narrow the so-called tax gap – the differencebetween tax collected and the tax they believeought to be collected.

This tax avoidance consultation is part of theGovernment’s end-goal to bring in an extra£7bn through initiatives to tackle tax avoidance, evasion and fraud by the end of theParliament.

So, should individuals be worried? Most people will have little to be concernedabout, but now, more than ever it may be appropriate to err on the side of caution on alltax-saving matters.

There are a number of telltale signs to spot taxavoidance schemes. For example, if a schemesounds too good to be true, it probably is, andif a confidentiality and secrecy agreementneeds signing, you can be pretty sure it is designed to be kept from HMRC.

However, the tax avoidance crackdown shouldnot stop people from looking at legitimateways of saving tax, even though the differencesbetween tax avoidance and tax mitigation areless than clear (tax avoidance is deemed to bea use of the tax law not envisaged by Parliament).

Chocolate and Banana Tart

Cider Pork with Applesand Mustard Mash

2 garlic cloves, sliced1 tbsp plain flour500ml strong cider (or apple juice and stock)1 tbsp cider vinegar8 sage leaves finely chopped or ½ tsp dried sage1 tbsp wholegrain mustard4 tbsp low fat Greek yoghurt

1. Boil the potatoes in a saucepan of boiling,salted water for 15-20 mins until tender.

2. Put the onions in a large pan with ½ tbsp ofthe oil and the butter, cover and simmer forabout 20 mins, stirring occasionally, until theonions are soft and starting to caramelise, remove the lid and let any excess fluid evaporate.

3. Meanwhile season the pork chops and using½ tbsp of the oil fry in a large hot pan for 2-3minutes until browned on both sides. Removeand keep warm. Now add the apples to the panand brown on both the cut sides. Remove andkeep warm.

4. Back to the onions, once they are soft andnicely browned add the garlic and the flour andcook for about 1 minute. Gradually stir in thecider stirring while it thickens. Put the porkchops back in along with the apples, vinegar andsage. Simmer for 10-15 minutes, then seasonwith salt, pepper and a pinch of sugar.

5. Meanwhile drain and mash the potatoes, stirring in the mustard and yogurt, season well.

6. Divide the mash between the plates,place a chop on each, pour over the sauceand serve with some cooked French beans.

You can use loinchops or tenderloin cut into medallions andflattened slightly, both work well just make sureyou don’t overcook the pork as this makes itquite tough. they had. The spectacle was seen by A. P.Herbert from the windows of the PalaceHotel. Capt. Champion and his staffviewed it from the seafront. It was a greatfirework display and one German planewas downed. The Germans never attacked The Pier again believing it to beheavily defended and relied instead ondropping mines and attacking convoys inthe North Sea. Thanks to Southend theThames stayed open and vital supplies tothe Capital continued throughout the War.

Plans for City StatusIn May 2011 I wrote to Her Majesty theQueen enclosing an original 1945 copy ofA. P. Herbert’s booklet “The War Story ofSouthend Pier” written for Southend Corporation. My plea to Her Majesty wasmore specifically for recognition ofSouthend’s contribution in wartime. I referred to The Duke of Edinburgh’s service on the destroyer Wallace out ofRosyth escorting convoys to Sheernessand to her late father’s opening of TheNaval & Military Club in Royal Terrace in1920 when he was Duke of York. However,I also mentioned that Southend was applying for City Status in Her Majesty’sDiamond Jubilee year 2012.

Winston Churchill had stated that he believed The River Thames would have tobe abandoned. Our Champion had otherideas as I will explain. The Thames was atthe time the world’s busiest seaway. It fedthe Capital which had much heavy industry; was the seat of Government andthe heart of Great Britain’s war machine.

Germans plan to destroy PierThe Germans were aware of the importance of convoy operations fromSouthend Pier. It was their aim to destroyThe Pier and stop the convoys. Capt.Champion had a hunch that when condi-tions favoured an attack on The Pier theGermans would come. He guessed rightand on the night of 22nd November 1939German planes attacked. However, Capt.Champion had that day instructed one ofhis officers, Capt. May to “Get all the machine guns, gunners and signalmen from Southend, London or where you will.”19 Lewis guns and 35 men were hurriedlyassembled and spread evenly throughoutthe ships in the anchorage. When theattack came at 10 O’clock that night theyblazed away with their machine guns,rockets and Verry’s lights and everything

I received a reply from Buckingham Palacestating that “The Queen has asked me tothank you for your letter of 17th May fromwhich Her Majesty has taken careful noteof the reasons you wish to proposeSouthend-on-Sea for City Status on theoccasion of next year’s Diamond Jubilee.You will, I am sure, be pleased to know thatSouthend-on-Sea, among many others,has already been submitted for considerationfor this Civic Honour by its Councillors, but Iam nevertheless forwarding your letter tothe Cabinet Office so that they may knowof your supporting views”

Proposed demolition of the Pier A. P. Herbert, was also a First World Warnavy veteran. However he was betterknown as a regular contributor to ‘Punch’magazine, a writer of lyrics for West Endmusicals, as an Independent MP, a lawmaker and a friend of Winston Churchill.Throughout the War A. P. Herbert was onRiver Patrol all along the Thames as part ofthe NCS and a frequent visitor toSouthend. His booklet is available at thePier Museum price £1.95. It tells the storybetter than ever I could. The Pier Museumand Foundation was created by PeggyDowie who still actively runs it with

volunteer help. Our Town owes Peggy agreat debt, for without her campaigningand intervention in 1980 the Pier mightnot have survived. The Council proposeddemolition of the Pier that year. That disaster was averted but what should beconsidered a national treasure still doesnot receive the attention and funding tomake it the great attraction it once was.

I am currently writing about Capt. Champion’s wartime command of theconvoy operations in Southend. If anyonehas any information, stories, photographsor recollection by family members whowere involved please contact me. In particular I would like to obtain a photograph of the man himself. He wasdescribed by some as a ‘martinet’ becauseof his strict attention to detail and as astickler for discipline, rules and regulations.However, Captain John Pelham Championappears to fit so well the adage“Cometh the hour cometh the man”.

If your property is down valued though, all isnot lost and there are things you can do to tryand limit the loss. It is firstly worthwhile askingyour agent to obtain a copy of the valuation report as this should contain 3 comparableproperties which the surveyor has used to helpsupport their valuation to see if you think theyhave been fair in their conclusion. If once seeing the report, it is deemed a reasonablevaluation based on local selling prices, you mayneed to accept that your asking price had beenambitious and that your buyer was willing topay a higher than market value price because itwas particularly suitable for them. In this instance hopefully their enthusiasm to buy theproperty might mean they will be willing tosplit the difference, provided the loan to valueof the mortgage is not affected.

This is something you can ask your Agent tonegotiate on your behalf, and often committedbuyers will be able to find some additionalfunds to enable the sale to proceed and alsohelp soften the blow to your pocket.

On the other hand, if you feel the survey reportis not a fair reflection of the price, you can askyour buyer to challenge the valuation via theirmortgage broker provided you can come upwith supporting evidence to show your property is worth more, and occasionally youmay be successful in getting the lender to reconsider the price they’re willing to lend.

The third option of course is to attempt to re-sell to another buyer in the hope that a different surveyor might not down-value theproperty, however, this can often be unsuccessful and once a second buyer is found,which is no mean feat in today’s climate, thereis a good chance it could happen again.

So in summary, our advice would be to stickwith your current buyer and ask your Agent tonegotiate with them to hopefully reach a figure somewhere in the middle that is satisfactory to both parties!

Dear Agent, I recently decided to put myhouse on the market and had 3 valuationsfrom local Agents. We decided to test the market at the higher valuation we received of

£199,995 and sold the property within a week forthe full asking price as we had two buyers thatwanted the property. The buyer has just had theirmortgage valuation done and the property hasnow been down valued to £185,000! We can’t afford to drop this much but our Agent says wehave no choice, what can we do?!

Unfortunately this is a surprisingly commonissue that many sellers, and buyers are notfamiliar with, and often comes as an

unpleasant shock, which can be very frustratingto a seller who has found someone who is willing to pay a certain price, only for an inde-pendent party to come along and tell them theyshould not pay that price. I’m sure every EstateAgent has had to deal with this situation at sometime, and unfortunately for everybody involved,ironically except the Surveyor, everybody losesif the sale collapses because of it.

Thankfully in buoyant market conditions downvaluations are less common, because surveyorstend to be more lenient with their valuations,however in tougher market conditions such astoday’s climate, surveyors can be extra cautious,perhaps because they are fearful of getting suedby a lender for over valuing a property, thereforeputting the bank’s money at risk.

The Mayor of Southend, Councilor DavidNorman, recently visited the Homeless

Centres operated by HARP (Homeless Action Resource Project) in Southend and Westcliff withthe tour commencing at the Day Centre inValkyrie Road, Westcliff.

The Mayor was greeted by HARP’s Chief Executive Gill Garwood and Chairman of theTrustees Richard Hair, who commented, “TheMayor was surprised at the continual highdemand for HARP’s comprehensive services, aswell as the number of people who are positivelyassisted every year by this Independent Regis-tered Homeless Charity. His informal chats withboth staff and service users were very enlight-ening as his attention was drawn towards vari-ous areas of the Day Centre service that providestremendous benefit towards the health andwellbeing of the most disadvantaged and vulnerable people within our community”

Upon being shown the food store at the DayCentre, The Mayor was informed that HARP haveprovided up to 4,900 meals at the Day Centreand up to 2,000 food parcels in a recent twelve

month period. Day Centre Manager Neal McArdle explained to the Mayor, “We do relyvery heavily on food donations all year roundsuch as all tinned foods, in fact, anything that canbe stored for a period of time. We also welcomedonations of all toiletries as we also provideshower facilities”.

HARP’s Chief Executive Gill Garwood concluded“Visits to our services by such dignitairies as theMayor of Southend provides such an importantboost to morale for both our service users andour staff. Councilor David Norman is a marvellous ambassador in his role as Mayor andwe are all extremely grateful for the generousamount of time and interest he afforded toHARP”.

HARP is currently attempting to raise £400,000to refurbish their newly acquired premises inYork Road, Southend, that will combine their DayCentre and Night Shelter. There will also betraining and medical services provided at thispremises.

Shoeburyness High School once again at theheart of the community Shoebury Fair 2011

hoeburyness High School was delighted tobe able to offer its grounds for the third year

in a row to enable Shoebury Fair to take place onSaturday 25th June and, phew, the sun came outfor us this year and the community pouredthrough the gates.

The general ethos of the Shoebury Fair remainedthe same – as a fund raiser for local charities,schools and associations. The fair was thoroughlyenjoyed by well over 3,000 people and onceagain was a huge success.

There were the traditional stalls such as theCoconut Shy, Crazy Kitchens and Tombola’s andthen the random Bog Roll Basketball! There werefood stalls (a big thank you to Dominos Pizza for

coming back for a second year and donating alltheir proceeds to charity) and cakes, ice cream,and chocolate fountains.

Displays were given by young people from Gymtastics, Cheerleading, Shudo, Fencing andStreet Beats Dance Extended Schools Clubs thatrun at Shoeburyness High School plus competitions and celebrities. Mario Mugan (BigBrother Housemate 2011) and Blair Sturrock(Southend United Footballer) proved to be verypopular at the Fair signing autographs andbeing part of the Fair.

We had a few firsts since Shoebury Fair has beenheld at Shoeburyness High School with the Police Horses coming along (one of which wasactually called Shoeburyness!) and an It’s AKnockout competition!

The It’s A Knockout competition was held withthe idea being that we offered this as a free fundraising platform for teams to have some funwhilst being sponsored and raising money fortheir nominated charity. Our Year 7 studentscalled the “Z Peas” did Shoeburyness High proudand came away as the winners of It’s A KnockoutOlympics Jnrs with local company and sponsorof one of the It’s A Knockout games, EGLHomecare, claiming first place in the It’s A Knockout Olympics Adults.

The Shoebury Fair is run by the Shoebury FairCommittee which is a partnership of the Shoeburyness Residents Association, with membership from some of the members of theoriginal Shoebury Fair Committee, ExtendedSchools and staff at Shoeburyness High School.
