Mr. Pearson explained that Suwannee River Economic Council, Inc. applied for and was awarded funding from the Innovation and Service Development Grant Program to make up

for some of the loss in funding. He stated that Suwannee River Economic Council, Inc. should have received these funds on July 1, 2019, however, he said they were not received

until November 19, 2019.

Mr. Pearson stated that Senator Rob Bradley heard about the loss of transportation funding

and had the Florida Commission for the Transportation Disadvantaged provide an additional

$100,000 to Bradford County.

Mr. Pearson stated that, unfortunately, all of the additional funding was received in November 2019 and must be spent by June 30, 2020. He said it is not possible to spend all

of the additional funding plus the original funding allocation by June 30, 2020.

Mr. Pearson stated that he is working with Florida Commission for the Transportation Disadvantaged staff to find a way to spend most of the funding without being penalized in

Bradford County Transportation Disadvantaged Service Plan

Chapter I: Development Plan

A. Introduction to The Service Area The purpose of this section is to provide information about the organization and development of Florida's

Transportation Disadvantaged Program in Bradford County. This Plan shall serve as the Coordinated

Public Transit-Human Services Transportation Plan under the federal Moving Ahead for Progress in the

21st Century Act (MAP-21). The Coordinated Public Transit-Human Services Transportation Plan identifies

the transportation needs of individuals with disabilities, older adults and people with low incomes.

1. Background of Florida's Transportation Disadvantaged Program

Florida's Transportation Disadvantaged Program began in 1979 with the adoption of Chapter 427, Florida

Statutes. The Florida Legislature adopted this legislation to provide transportation disadvantaged

services in a coordinated fashion .

The transportation disadvantaged are defined in Chapter 427, Florida Statutes, as:

"those persons who because of physical or mental disability, income status, age are unable to transport themselves or purchase transportation and are, therefore, dependent on others to

obtain access to health care, employment, education, shopping, social activities, or other lifesustaining activities or children who are handicapped or high-risk or at-risk as defined in s.

411.202, Florida Statutes."

In 1989, the Florida Legislature reviewed Chapter 427, Florida Statutes according to the State's

Regulatory Sunset Act (Section 11.61, Florida Statutes). During this legislative review, the Legislature

decided to reenact Chapter 427, Florida Statutes with several revisions.

In 1990, Rule 41-2 of the Florida Administrative Code was adopted to implement the provisions of

Chapter 427, Florida Statutes. In addition, Rule 41-2 of the Florida Administrative Code assigns the

Florida Commission for the Transportation Disadvantaged with the responsibility to accomplish the

coordination of transportation services provided to the transportation disadvantaged.

The following sections discuss each of the major components of the Transportation Disadvantaged

Program.

a. Florida Commission for the Transportation Disadvantaged

The Florida Commission for the Transportation Disadvantaged is independent and reports to the

Governor and the Legislature. Chapter 427, Florida Statutes states that:

"the purpose of the Commission is to accomplish the coordination of transportation services to the transportation disadvantaged."

Bradford County

Transportation Disadvantaged Service Plan

3. Barriers to Coordination

Medicaid non-emergency transportation services are no longer coordinated through Florida's Coordinated

Transportation System in Bradford County. In May 2014, the Florida Agency for Health Care

Administration implemented Florida's Managed Medical Care Program. The Managed Medical Care

Program requires Managed Medical Assistance Plans to provide transportation to their enrollees who have

no other means of transportation available.

The Managed Medical Assistance Plans provide transportation services directly through their own network

of transportation providers. According Chapter 2 of the Florida Agency for Health Care Administration

Transportation Coverage, Limitations and Reimbursement Handbook, July 1997, "Medicaid is required by

Chapter 427, Florida Statues to purchase transportation services through the designated Community

Transportation Coordinator, unless those services are not cost effective or the Community Transportation

Coordinator does not coordinate Medicaid transportation services."

Other barriers to the coordination of transportation services in Bradford County include the following:

• low density, rural population limits the ability to multi-load vehicles while maintaining an

acceptable level of service; and

• limited availability of medical services/facilities in Bradford County requires out-of-county

trips.

Transportation Disadvantaged Innovation and Service Development Grant

PROJECT SCOPE

Project Description:

.fil Describe the proposed project, project location, and how it will meet one or more of the funding objectives.

The purpose of this project is to improve access to employment, job training, education, nutrition, and health care services in Bradford County by providing transportation choices to older adults, persons with disabilities, and p·ersons with low income.

If funding is awarded for this project on-demand transportation services will be provided in addition to the existing pre-scheduled and subscription services currently provided. Currently the funds allocated to Bradford County through the Transportation Disadvantaged Trust Fund are only able to provide trips for healthcare and medical purposes.

Suwannee River Economic Council, Inc. was awarded a Mobility Enhancement Grant with grant funds available the beginning of July 2016 as a 12-month pilot project. The goal of this project was to increase mobility for the transportation disadvantaged population within the City of Starke by providing on-demand transportation services. Due to the success of this project Suwannee River Economic Council , Inc. continued to receive funding for two additional years. With the end of the Mobility Enhancement Grant Bradford County resident no longer had this much needed service upon which they had come to rely until SREC, Inc. was awarded an Innovation and Service Development grant in 2019.

!ll Describe transportation services that are currently available.

Suwannee River Economic Council , Inc. is the designated Community Transportation Coordinator for Bradford County. Door-to-door, pre-scheduled trip reservation services are currently provided through Florida's Transportation Disadvantaged Program.

The ARC of Bradford County provides transportation services to their clients for training purposes.

Florida's Managed Medical Care Program provides non-emergency, medical transportation to their clients in Bradford County.

£} Identify service limitations or gaps within the current transportation system.

The Bureau of Economic and Business Research estimates 74% of the County's population is located within the unincorporated areas of the County, and a population density of only 97 persons per square mile. A large portion of these unincorporated areas have only dirt roads. Because of these demographics current on-demand transportation services are basically non-existent in these remote regions of the County.

Ql Describe how the proposed project will be implemented. Provide details that include how services will be requested and provided.

If funding is awarded Suwannee River Economic Council, Inc. will continue the successful on-demand service originally provided through the Mobility Enhancement Grant program and subsequent Innovative and Service Development grant. SREC, Inc. will operate two (2) vehicles to provide on-demand service: one vehicle for the northern half of the County and one vehicle for the southern half of the County. Passengers will be picked up within one (1) hour after requesting their trip, depending on availability. This service will be provided Monday through Friday, 7:30 am to 5:30 pm.

fil Identify partnerships and describe how they will be leveraged to support the project. Partnerships could include other purchasing agencies (Florida Department of Transportation, Agency for Persons with Disabilities, etc.), local programs serving the targeted riders (CareerSource centers, Vocational Rehabilitation, local state college, etc.), and/or private businesses (grocery stores, medical centers, constructions sites, etc.).

With the assistance of the North Central Florida Regional Planning Council, the Bradford County Board of County Commission, and the Bradford County Transportation Disadvantaged Coordinating Board a market.ing plan has been established to include partnerships with many local businesses including but not limited to the following:

CVS and Walgreens Pharmacies Wal-Mart, Save-a-Lot, and Winn Dixie grocery stores Bradford County and Starke Senior Centers Bradford County Health Department Transition House Bradford County Courthouse And many health facilities.

fl Explain what new or innovative service the project is testing and how services provided under this proposed project will differ from services currently provided.

SREC, Inc. will strive to increase ridership and the number of trips for employment, job training, and educational purposes specifically. The on-demand feature of this project is paramount in providing the residents in this rural community the same transportation opportunities as those living in larger cities .

Ridership and on-time performance will both be measured monthly by the existing transit software program utilized by SREC, Inc.

g} Identify an estimated number of trips and riders the proposed project will serve.

Based on historical data SREC, Inc. estimates the provision of an additional 200 trips per month using this proposed service.

hl Describe how ridership will be informed about the service being proposed.

A joint marketing plan among the North Central Florida Planning Council, the Bradford County Board of County Commission, the Bradford County Transportation Disadvantaged Coordinating Board, and Suwannee River Economic Council, Inc. includes advertising throughout the Bradford County area including the Cities of Starke, Hampton, Lawtey, and the Town of Brooker. Additional promotional effors will include the local newspaper and fliers placed throughout the local businesses with whom we have partnered.

ll Describe the process for ensuring riders are eligible to receive Transportation Disadvantaged services. Include how rider eligibility will be determined and, if not by the applicant, what organization will be determining that a rider is transportation disadvantaged, pursuant to Chapter 427, Florida Statutes.

To ensure eligibility for these transportation services Suwannee River Economic Council, Inc. will require individuals to complete a Transportation Disadvantaged Program eligibility application. The application has been approved by the Florida Commission for the Transportation Disadvantaged. SREC, Inc. staff will process and determine eligibility.

Identify Project Personnel: Provide the name, current title and summary of work experience for each key staff member who will work on the project. Do not include individual resumes.
