    Have you driven by that newplace in Stephens City on FairaxPike and seen the sign ippys -Finally Open and wondered, Whydoes that place seem so amiliar tome?

    It might be amiliar to you i yourequented one o the 50 plus ip-pys aco House Restaurants in the1960s and 70s or it might be amil-iar to you because it reminds you othe beach, as the sign gives it thatdritwood, homemade, I know thisplace, comortable eel. It couldalso be a reminder o somewhere

    you once visited in the southwest.Te act is, there are actually lessthan ten ippys restaurants let inthe states and the one in StephensCity is the rst o its kind in 8

    years. Te original 50 or so gradu-ally went out o business over thepast ew decades ater the ownero the ranchise passed away justbeore hed intended to go nationalwith his chain.

    So when erry Hudson, ounder

    o Sweet Carolines in Winchesterand Zack Varkaris approached theranchiser about starting a newippys ranchise, it took somepersuading. But Hudson is no nov-ice when it comes to the restau-rant business and Varkariss amilyhas been in the business or threegenerations, so between the two othem, theyve taken an old themeto a new level.

    since 1958, hence old theme, butthe new level comes rom the in-dependent and personal changesHudson and Varkaris brings to thelunch, dinner and bar tables.

    Hudson recalls, I ate at ippysin Fairax two times a week ortwenty years o my lie so whenI started thinking about sellingSweet Carolines I wanted to getinto something more laid backand I havent eaten anywhere elsesince we opened this one, exceptor Tanksgiving. erry says hebugged the ranchise owner or

    years to sell a ranchise to him andshe nally agreed, putting very ewcaveats on the new owners. Teyagreed to terms and have made therestaurant their own updating itand applying their own style to thedcor and menu.

    Te ond memories erry had oippys began when he was aboutnine years old when he and his soc-cer team would go there ater soc-cer practice. Te coach would askus where we wanted to eat and allthe kids would agree on ippys,he said. Hudson conded that he

    grew up in subsidized housing andas a low-income amily, his mothercouldnt aord many restauranttrips except ippys. Besides the a-ordability o the ood, it was greatood, so he continued requentingthe restaurant as an adult.

    Hudsons warm memories o aavorite place is what brought ip-pys to Stephens City so that every-one could enjoy not just the greatood but the borderline ast oodit serves. Nothing on the menu is

    over $8 and its great or amilies ona budget. You can eat cheap andactually be waited on, have goodservice, good ood, and a great at-mosphere with ast ood prices;but with a much higher quality oood, he explained.

    Zack, who grew up in Englandsays, It is a ranchise but wevetaken the ranchise and personal-ized it, we have high quality meatand dont cut corners; everything is

    resh, we keep it simple and wantpeople to come in, have a drink andenjoy their meal. His avorite arethe taco salads and the sh tacowhich is made with tilapia.

    Weve only used ilapia so ar,its egg-whipped, very light, nodeep rying so its very light andhealthy, says Varkaris. Duringthe ootball season while the NFLgames are playing on one o thelarge television monitors they ad-

    vertise crunchy bee tacos or onlyone dollar.

    On the Sunday that this reporterwas visiting ippys, the Redskinsand Giants were in the ourth

    quarter losing 8-7 but ortunatelythat did little to deter my appetitesince the taco really was good andI allowed the music on the Satellitestation to be my welcome distrac-tion rom the beating they weretaking. rue, Im not a huge Red-skins an but the sh taco was sogood I orgot who they were losingto anyway and that was the rstsh taco Id ever eaten.

    Prior to my visit to the restau-rant, I would drive by and wonder

    just what kind o place ippys was.I remembered the old Highs dairystore that used to be there and thenrecalled a Dominos Pizza had heldcourt there or awhile, now theparking lot is lled with cars, andeven though I grew up n the 70sId never heard the name ippys.So, I just had to go inside and seewhat it was because the name othe restaurant itsel is tilted, eachletter leaning one way or the other,

    literally tipping backwards and or-wards.

    you can bring your whole amily orjust come to the bar and chill out.Hudson says that a lot o peopledont know what we are, they dont

    know were a ex-Mex restaurantand bar. He says, We have people

    who open the door and stick theirhead in to see what this is (tothose who want to know) werenot just a bar, we have an eclec-tic group o people coming in butwere mostly amily oriented.

    ippys has Karaoke Wednesdaynights rom 8 p.m. to 11 p.m. orsometimes until midnight. CathyKerns o New City Entertainmentis there and kids as young as eightor nine will get up and sing. Aternine oclock adults do more o thesinging but some amilies will bringtheir kids in to sing and we get anice crowd, says Hudson.

    comortable to dine alone by theway, and we already have regularswho come in and its starting toeel like their second home, saysHudson, meaning that its becomecomortable or them to stop in, geta bite to eat on a regular basis andthe sta know who they are andwhat they want beore they order.

    Stringing Lights

    Q:Every year, we string out-door lights not just aroundthe edge of the roof but aroundthe backyard, trees, etc. This yearI noticed that about half the lightsI strung did not light up when Iturned them on. The lights seem tostop working in the middle of thestring. Whats going on? Busterin Altamonte Springs, Fla.

    A:Grab some replacement bulbs(the same type and size, ratedfor outdoor lights) and start follow-ing the strings to the first bulb thatisnt lit. Take a close look at the bulb if you can see a tiny dark spotin the middle or the glass is gener-ally darker than that of nearby bulbs,youve probably located your burnt bulb. Another more telling clue isthat the entire string beyond the bulbis also not lighting up.

    The reason the string behind the burned-out bulb doesnt light is because in most Christmas lightstrings, the bulb assemblies act asindividual fuses. When a bulb burnsout the filament inside the glass breaks, preventing electricity fromtraveling along it the bulb acts as acircuit breaker of sorts and stops elec-tricity from conducting all the wayalong the wire.

    In newer strands, youll see the

    lights go out behind thbulb but work up to that

    light strands would comthe circuit, meaning nowork and leading totedious time spent searcelusive burnt bulb.

    To replace, simply pobulb (you may need to unplastic latch at the basreceptacle to pop out thebly), being careful not

    glass, and snap in a new

    same type. Test the strging it in. Work your wstrand and replace any oout bulbs.

    1. In electric stand mixer bowl,combine flour, granulated sugar,yeast, cinnamon and salt. With paddleattachment of stand mixer, mix on low15 seconds or until combined. Add oiland milk; beat on medium-low speed3 to 5 minutes or until well combined.Add eggs, 1 at a time; beat 10 minutesor until dough is elastic, occasionallyscraping sides of bowl.

    2. Meanwhile, lightly oil large bowl.Transfer dough to prepared bowl;cover loosely with plastic wrap. Let

    rise 40 minutes or until doubled inbulk.

    3. Lightly grease 3 cookie sheets.Gently punch down dough, foldingit onto itself. On lightly oiled worksurface, gently roll dough into 16-inch log; cut log crosswise into 1-inchpieces. Shape each piece into ball;transfer to prepared cookie sheets,3 inches apart. Cover loosely withlightly oiled plastic wrap; let rise 20to 30 minutes or until slightly puffed.(May be made up to 1 day ahead upto this point. Refrigerate, looselycovered. Bring to room temperaturebefore baking.)

    4. Preheat oven to 350 F. Brush topsof dough with milk. Bake, 1 sheet ata time, 12 to 15 minutes or until palegolden. Cool on sheets on wire racks5 minutes.

    5. Cut 1 corner of self-sealing plasticbag to make 1/4-inch-diameter hole;

    fit with 1/4- to 1/2-inch plain pipingtip, and fill bag with jam. Slide paringknife into center of side of 1 doughnutwithout cutting through other side.Using sawing motion, cut pocket indoughnut without cutting openingany wider. Fit piping tip into hole,and pipe jam until filled. Repeat. Dustdoughnuts with confectioners sugarto serve. Makes 16 doughnuts.

    Each serving: About 215 calories,6g total fat (1g saturated), 28mg cho-lesterol, 165mg sodium, 37g totalcarbohydrate, 1g dietary fiber, 4g pro-tein.

    Te Middletown own Council

    met or its December work ses-

    sion on Monday night. Te rst

    order o business was a proposed

    change in proer by the Village

    o Middletown, a development

    already approved or the north end

    o Middletown. Boyd Mathias, who

    owns C&Bs garage, next to where

    the development is planned; Da-

    vid Holliday, the developer; Fred

    Warton, the town planner; and

    y Lawson, Mr. Hollidays lawyer,

    came beore the council to preview

    changes that the parties and VDO

    have agreed to regarding the inter-section o Route 11 and Reliance

    Road. As part o its original proxy,

    the Villages o Middletown are re-

    sponsible or the signalization o

    the intersection, which includes

    a trac light, sidewalks, etc., no

    later than the time the plat or the

    0th house is pulled. Mr. Holliday

    anticipates the signalization to cost

    approximately $50,000.

    At issue is the placement o a

    sidewalk in ront o C&B garage. I

    the intersection is put in while the

    garage is in its current location, the

    sidewalk will not be aligned with

    the other sidewalks. However,

    C&B anticipates building a new

    building in the uture. Te agree-

    ment presented to the Council is

    a proposed agreement between

    the parties speciying the respon-

    sibility o each party, depending

    on where the parties are in the

    building process. Additionally,

    Mr. Holliday wants to change his

    proer, because he has taken at a

    bond or the buildings, and because

    o the current economy, he is not

    building any houses. I the proer

    is changed, he can withdraw his

    bond.

    Ater discussing the proposed

    agreement, the council asked the

    parties to add that signalization

    specically includes a trac sig-

    nal; to take out Mr. Hollidays

    name rom the agreement, and re-

    er to the Village o Middletown as

    the Village, since the covenants

    run with the land and not the in-

    dividual; and to correct a plat to be

    submitted with the change o pro-

    er.

    Te actual change o proer will

    require a public hearing, so the

    change o proer request will be

    added to the January calendar.

    Donald Russo, o 794 Main

    Street in Middletown, gave an

    impassioned plea to the Council

    to lower the cost o an additionalwater meter that he would like to

    add or an apartment in his house.

    Te cost o adding a new meter

    is $4,500. Mr. Russo agued that

    he has ollowed all o the owns

    planning rules while renovating

    his house. He even paid a $15 ee

    or every new toilet he put in the

    house. He has been honest and up-

    ront, but eels he is being punished

    or his honesty. Mr. Russo is happy

    to pay whatever the installation

    o the meter costs, but thinks that

    there should be a dierence in ees

    or large developments verses indi-

    viduals.

    Mark Brown, Middletowns May-

    or, asked Mr. Russo to put a request

    in writing. He also asked Council

    member Charles Harbaugh, IV, the

    head o the Public Works Com-

    mittee, to review the owns code

    and to look into what other towns

    codes state. Te Mayor was clear

    that the Council could not indis-

    criminately waive ees; that the

    own had to protect itsel in the

    ace o uture requests.

    Te Facilities Committee report-

    ed that a request or bids has been

    issued or I issues. Additionally,

    the side door on own Hall is all-

    ing o o its hinges and needs to be

    replaced. Police Chie Phil Breeden

    is collecting estimates or the re-

    pairs. Chie Breeden is also getting

    estimates to x the storm damage

    to the side o own Hall, whichwas the result o last years snow

    storms. Te repairs are covered by

    insurance, with a $50 deductible.

    On a happy note, the owns stor-

    age shed has a new roo. Tank you

    to Chie Breeden or buying the

    shingles.

    Te Personnel and Finance Com-

    mittee read recent bills both noted

    in and not noted in the owns

    budget. Te bills included:

    - $00 or lettering on the new po-

    lice car;

    - the Southern Sotware bill, the

    company that converts tax data

    rom Frederick County, was $00

    over its $1,500 budget;

    - $560 to pull a pump at the water

    treatment plant;

    - snow truck equipment was, I be-

    lieve, $79 over its budget amount

    o $5,500;

    - $8,50 which was the second and

    last payment on the new police car;

    and

    - $7,050 or 0 electric water me-

    ters, which will replace the remain-

    ing old water meters in own, and

    will give the own two spares.

    Chie Breeden also noted that

    the charges or ammunition in the

    budget covered both duty ammo

    and ring range ammo, and that

    no new ammo would be needed

    Christmas on the Commons brings community togeEvent ofers ood and un or the whole amily

    Christmas on the Commonsin Stephens City was ar romcommon this year. Tose whoattended were treated to a va-riety o wonderul things asso-ciated with Christmas, such asChristmas music, great ood,hot drinks and the lighting othe town tree. Tere was evena bonre to help keep peoplewarm during the evenings es-

    tivities.Not long ater Christmas on

    the Commons began this pastSaturday aternoon at :0 P.M.,

    the audience was treated toChristmas music by a 6-8 mem-ber band rom Sherando HighSchool. Tey entertained theaudience or about orty-veminutes and then the Robert E.Aylor school band perormeda variety o Christmas songsor approximately orty-veminutes as well. Te stage waspacked and parents o bandmembers showed their supportor their children by attendingthe event.

    Much to the childrens de-light, an activity designed es-pecially or them was ornamentdecorating. Tey were given

    wooden ornaments to deco-rate and could either choose tokeep them or hang them on thetown Christmas tree. Te chil-dren who chose to decorate thetree with their ornaments couldcome back to collect them aterChristmas.

    Another kid-riendly activityat Christmas on the Commonswas making ornaments orthe critter tree. Tis was doneby rolling pine cones in peanutbutter. Te peanut butter cov-ered pine cones were then rolledin bird seed and hung on thecritter tree or the birds to en-

    joy. Te critter tree was donatedby Apple Valley ree Farm andwas set up by the town close tothe stage.

    During this un-lled ater-noon and evening, children

    and adults alike could enjoydelicious Christmas ood pre-pared and donated by Aunt Bsand Bridgets Baking. Aunt Bs,owned and operated by BrendaMyers, helped provide ood orany hungry children and adults.Bridgets Baking is owned andoperated by Bridget Jeziorows-ki. Some o the ood providedby Aunt Bs and Bridgets Bak-ing included applesauce cake,cupcakes and a variety o cook-ies. Hot chocolate and ciderwere also oered. Both AuntBs and Bridgets Baking helpedkeep the concession stands go-ing during the activities o Sat-urday aternoon and evening.People could enjoy the music,eat ood, and warm themselvesby the bonre at the same time.Te bonre was monitored bythe Stephens City Fire Depart-ment throughout the aternoonand evening.

    Te town tree, which had beendecorated with the childrensornaments, was lit by MayorShull at approximately 5:15. Te

    town tree, not to be conusedwith the tree on the corner nearthe Chevron, had been donatedby Wilkins Insurance Agency,and was set up near the stage bythe town o Stephens City.

    up with a town Christmas ac-tivity that would bring the com-munity together in the spirit othe season. A ew years ago, Or-ndor went to Brian Henshaw,the town planner o StephensCity, and Mike Kehoe, the townmanager, and asked them about

    having Christmas on the Com-mons. Henshaw and Kehoe sug-gested Orndor would make agood chairperson because shehad come up with the idea orthe event. Orndor said that

    years ago the Lions Club used todo something similar to Christ-mas on the Commons. Aterorganizing the event, Orndorand Harman got permissionrom the school board to adver-tise Christmas on the Commonsat local elementary schools. Teactivities o Christmas on theCommons are more suitable orkids ages th grade and under,but older kids can still attendthe event and enjoy the un.Michella Orndor, who worksat Stephens City InsuranceAgency Corp, attended Christ-

    mas on the Commons rombeginning to end. She has aneleven year-old son who alsoattended the event and helpedwith the activities. Orndorsassistant, Joey LeCroy, also wasalso a big help at Christmas onthe Commons. Orndor helped

    set up the day beore, and wasthere to clean up ater the

    event, but she says it is worth it.Seeing the kids laugh and smilemade all the work worthwhile.Tats what its all about giv-ing the kids an opportunity tocome out and have a good time.Ater all, its only one day out othe year.

    How many elves does it taketo create Christmas magic? InMiddletown, the magic numberis six. own Council memberCharles Harbaugh IV is passion-ate about Middletown.     Most o the small towns in theShenandoah Valley have a townChristmas tree. In keeping withhis civic pride, Harbaugh decidedMiddletown needed a Christmastree too. He researched Middle-towns Christmas tree history,and ound that the town use todecorate a tree at the UnitedMethodist Church, on Main

    Street, which was then in themiddle o town. Middletown hassince annexed property to thenorth o town, which includes theland west o Route 81. Harbaughdecided the town needed a towntree showcasing the town as onedrives o o the Interstate. Heound a large cedar tree, acrossrom and a little west o, the Lib-erty gas station. Te 5 oot treeis in the VDO right o way, sono permission was needed.

    Harbaugh recruited a couple ohis riends in town to help withthe tree project. om Rohrer do-nated 1 strands o 5 large mul-

    ticolored bulbs. Dustin Cornwell,o Cornwell Construction, do-nated the powers cords neededto plug the bulbs into a powersource. Joe DArezzo, o US Roo-ing, donated the power outletstrip. Doug Cornwell (no relationto Dustin) helped with electricalissues.

    Harbaugh thought he had atruck with a bucket coming tohelp them decorate the tree oneSaturday morning in December.When the truck ailed to arrive,Harbaugh and Phillip Wines, o

    Italian ouch, decorated the tree.Tey decided that ladders werenttall enough, and would be hardto decorate around. So the pairclimbed the tree with the lights!Anyone amiliar with cedar treesknow how painul they can be.Imagine climbing a 5 oot treewith 1 strands o Christmaslights. Wines, being the lightero the two, was responsible ordecorating the top o the tree.

    Te end result was worth thepain. Middletowns very ownChristmas tree is lit up everynight. It adds warmth to an oth-erwise lonely stretch o road.

    Middletown has lighted holidaydecorations along Main Streetin town. And many homes andbusinesses along Route 11 aredecorated as well, creating a veryestive drive through town.

    According to MiddletownsMayor, Mark Brown, Charleswanted the own to have its ownChristmas tree. Charles has noconcept o the word impossible.As ar as Charles is concerned,some things might take longer,or a greater eort, but they arenot impossible. He put together
