The Risk Triangle:

Exposure

The probability that a community’s

structure or geographic area is to be

damaged or disrupted by the impact of a

particular hazard, on account of their

nature, construction, and proximity to a

hazardous area

If size of any one of the

components increases, the level

of risk also increases.

Growing Risk should be reduced

through a comprehensive

approach with a strategy to

manage all three components.

• There are 376 rainfall stations in Citarum River Basin with different

data sources for the period of 1980-2008.

From those 376 rainfall station :

1.Only 26 stations (6.9% of the

total rainfall stations) consist of

very good data record with data

availability more than 90%;

2.142 stations (37.8% of the total

rainfall stations) consist of

relatively good data records

with data availability more than

70%;

3.192 stations (51.2% of the total

rainfall stations) consist of data

records with data availability

Changes in rainfall trend tend to occur in

lower Citarum, where rainfall in wet

season tends to increase while rainfall in

dry season tends to decrease

Trend:

Based on data from maximum daily rainfall for the

period of 1980-1989, 1990-1999, and 2000-2009,

there are no change in extreme value for return

period of 5 and 10 years (Kusuma, Arno and Farid).

Monthly rainfall seems to have a strong correlation with monthly discharge

which indicates the typical of runoff in developed area with high variation

between wet and dry season and relatively low base flow (Kusuma, Arno and Farid)

The urban heat island (UHI) is a phenomenon in which surface temperatures in urban areas are higher than in surrounding rural ΔT.

UHI has been understood has effect to the increase of energy demand, air pollution and GHG emissions, water quality, and mortality. (US EPA)

Climate departure has been predicted will reach Indonesia on 2029 (Mora et al. 2013), the ambient temperature may increase UHI effect. The fact of temperature increase in Bandung poses eminent impact to the lives of the inhabitant.

UHI effect mitigation in the form of albedo management can be applied to reduce ΔT on large scales (Akbari et al., 2010, Gurgescu et al., 2013, Lei zao et al., 2014). Green roof, cool roof & pavement and other measures such as trees & vegetation should be evaluated.

Related Research in Bandung Due to lack of ground data, Adiningsih et al., 2001 produced

spatial distribution of temperature change in Bandung using remote sensing approach based on Landsat imagery.

Tusilowati 2003, suggest that Land Use and Land Cover (LULC) change contributes to the increase/decrease temperature in Bandung and Bogor area.

Wonorahardjo 2010 analyze the effect of building shape and material to the heat environment and propose some measure scenarios such as breeze way and wind scoop for developing areas and material intervention for developed areas.

Change in climate and environment may has significant impact in water resources in Citarum River Basin (Boer et al., 2012; Kusuma et al., 2012).
