    Legislation overseas

    A positive step has been taken by Belgium, where the constitutionalcourt has confirmed a statutory limit for radiofrequency electric fieldexposure of 3 V/m. Sadly, elsewhere in Europe, the decision inLeichtenstein to drop exposure limits to 0.6 V/m has been overturned byreferendum following a large outcry by the mobile phone operators thatthe network would not be tenable and that they would have to withdrawfrom the principality. Recently there has also been a very poor qualityupdate to official US FDA advice with information that is full of out-of-date science and unjustifiable claims, including an apparent blanket

    ignorance of the latest mobile phone and brain tumour data.

    SAGE

    This year has also seen a very disappointing government responseto theinterim assessment of the first stage of the SAGE process. At thebeginning of 2008, the UK Health Protection Agency published a rathersurprising response to the health minister, with a one-sided andscientifically unsupportable position that made a mockery of some of the

    discussions that had taken place in the stakeholder group work thatSAGE had laboured over for two years. This was particularlydisappointing when the HPA were already a stakeholder within the SAGEgroup, and had made their position statement clear enough alreadywithin the text of the assessment. However, we had not expected thegovernment to go even further away from the precautionaryconsiderations discussed by SAGE than the HPA, with a response thateffectively managed to turn down, or sidestep, almost all of the practicaladvice produced by SAGE. It is very clear that there is no intention toadopt any of the measures suggested by SAGE in any form of

    governmental policy, and the decision to look at adopting ICNIRP as thedriving standard for planning was never recommended by SAGE.
