MUDRA Bill to be in Parlia- ment within one year: Govt Agency : New Delhi A legislation on MUDRA Bank is expected to be in- troduced in Parliament within a year and it will in- corporate provisions of the Micro Finance Institutions Bill that was prepared by the previous government, the Finance Ministry said wednesday. The MUDRA Bill will seek to create a fi- nancial institution for provid- ing funding to 5.77 crore micro and small business entities engaged in manufac- turing, trading and services. The roles envisaged for MUDRA Bank include lay- ing down policy guidelines for micro enterprise financ- ing business as well as reg- istration of MFIs, their ac- creditation and rating. Speaking on the launch of Pradhan Mantri MUDRA Yojana, Financial Services Secretary Hasmukh Adhia said there will not be a sepa- rate bill on MFIs as many components of that would be incorporated in the pro- posed MUDRA Bill. Asked if there is a plan to merge old MFI Bill into MUDRA Bill, he said, “some compo- nents of MFI Bill will defi- nitely come to MUDRA Bill”. So, there will not be a separate MFI Bill, Adhia said, adding that “it will be a part of MUDRA Bill… It will be tabled in Parliament in the next 6 months to one year”. On a question if MUDRA would regulate the NBFC (MFI), Adhia said, “That decision would be taken when the Bill will be framed.” On whether MUDRA, a subsidiary of SIDBI registered as NBFC, would be transformed into a universal bank, he said the government is yet to firm up idea on this. “Government can decide to make it as policy bank like NHB or it can decide to make it uni- versal bank,” he said. Speaking about the broad contours of the proposed Bill he said, “it will define what is going to be the MFI. What is our definition of MFI. HC seeks report on Chittoor police firing from Andhra even as govt justifies it as 'self-defence' Agency : Hyderabad The Hyderabad high court on Wednesday directed the Andhra Pradesh govern- ment to submit a report in two days on the killing of 20 woodcutters by police in an alleged gun battle even as the governmnent justified police firing, saying it was done in self defence. The court asked the government and the director general of police to submit the report, giving details of Tuesday's incident in Chittoor and also whether it followed the guidelines issued by the Su- preme Court for the states to follow in case of such en- counters. The high court gave the direction on a pe- tition filed by a human rights activist, seeking a probe by the Central Bureau of Inves- tigation (CBI) into what he said was a fake encounter. Raghunath, the counsel for the petitioner, said the court asked the government to give details of the people who were killed. The peti- tioner alleged that the labourers were murdered by the police in cold blood. He said the police fired to kill the innocent labourers. He pointed out that the police fired at their vital parts. The Andhra Pradesh govern- ment, on the other hand, jus- tified the police firing saying it was done in self defence. "It was an incident where the police had to open fire in self-defence because they were terribly outnumbered," government's communica- tion advisor, Parakala Prabhakar. The police op- eration has come under se- vere attack from the gov- ernment, political parties and civil liberties groups in neighbouring Tamil Nadu, which claimed that many vic- tims were labourers from their state. Sunvilla News, Ahmedabad In one of the biggest sei- zures, police on Wednesday recovered precious red san- dalwood weighing 1445 kgs from a garage, which was supposed to be smuggled out of the country en route Delhi. Police esti- mated the value of the sei- zure at Rs 1.73 crore in in- ternational market, and ar- rested a 25-year-old man from Uttar Pradesh in this connection. "A team of Spe- cial Operation Group (SOG) of the city crime branch arrested Dinesh Rajput and seized a stock of 1445 kgs of red sanders from his custody in a garage at Shah-e-Alam toll naka area here," police said in a statement. The value of the red sanders contraband is estimated to be Rs 1.73 crore in international market and the consignment was brought here with the pur- pose to smuggle it out of the country, it said. The SOG suspects involvement of an inter-state smuggling syndi- cate. The alleged smuggling racket was busted when an SOG team comprising three police sub-inspectors raided the auto-garage on instructions of senior police officials and found some woods wrapped in as many as 55 gunny bags, the state- ment said. The SOG then informed a team of Forest department, which con- firmed that the consignment was indeed of red sanders. In the primary questioning, Rajput, a native of Gonda district, said his younger brother Brij Singh had asked him to collect red sanders from Chhatral area here and keep it in a garage in Shah-e-Alam area, the statement said. Rajput was supposed to travel to Delhi with the consignment in train and deliver it to Brij Singh there. As per the statement, Rajput has been staying here since last two years and run- ning a transport firm, Shiv Cargo. The SOG is investi- gating possible involvement of racketeers from other states. Red sandalwood or red sanders is prized for its rich red wood, used mainly for making furniture, and is often smuggled to meet its high demand in international market. Incidentally, around 20 persons, suspected to be working for the red sandal- wood mafia, were gunned down in an encounter with police in Andhra Pradesh yesterday. Sensex at 3-week high; RIL, CIL surge Agency : Mumbai Extending the winning run to fourth consecutive session today, the benchmark BSE Sensex rose by over 190 points to close at a three- week high of 28,707.75 mainly led by gains in RIL, Infosys and Coal India amid sustained foreign capital in- flows. The barometer has garnered 750.26 points in four-day gaining spree. “The sentiments were optimistic after a RBI survey projected a higher economic growth rate for the country,” said Jayant Manglik, President- retail distribution at Religare Securities. The Sensex opened higher at 28,601.49 and traded in a wide range of 28,763.06 to 28,566.61 before finishing at 28,707.75, showing a gain of 191.16 points of 0.67 per cent. The previous high was on March 17 when it ended at 28,736.38. The 50-share NSE Nifty also rallied by 54.10 points or 0.62 per cent to close at three-week high of 8,714.10. It had last ended at 8,723.30 on March 17. “Though Nifty is gradu- ally inching higher with every passing day but lack of par- ticipation from the banking space is still a major con- cern,” Manglik added.

US regulator upgradesIndia's aviation safety rating

ship was about 305 nauti-cal miles from Gujarat coastand was advised to proceedto Porbandar for subse-quent air-lifting of the crewmember and medical treat-ment, he said. The vesselarrived near Porbandar inthe wee hours today and theCoast Guard’s advancelight helicopter successfullyairlifted the patient and pro-vided him first aid andmedical treatment, Sheoransaid. However, ac-cording to sources, MehAirhas clocked merely 85 hoursof operations in last threemonths and only 60 passen-gers used its services. Also
