Plans for 2016
1. Support to creation of legal framework for the new status quo in the field of secondary education
2. Support to new hromadas with establishment of education function
3. Improvement of the education financing formula for 2017
4. Expert support with development of the Law on Primary and Secondary Education; a key law that needs to be re-designed in line with a decentralized model
5. Functional analysis of the education management framework and design of the new framework corresponding to the decentralization concept
6. Study visit focusing on education system management to selected EU country (possibly, Estonia) as a way to complement and influence the policy/legal work
7. Continuous support to the inter-institutional Education Decentralization Task Force, working groups developing draft laws, Ministry’s management; cooperation with oblast education bodies
8. Continuation of the Hmelnick pilot project, establishment of the education function in selected pilot hromadas
9. Transfer of the Hmelnick experience to other amalgamated hromadas and support to establishment of education function in them; in particular, preparation of methodological guidelines and model documents
10. Establishment and support to a reform Help Desk function in the field of education decentralization and education financing
11. Support with establishment of a comprehensive and up-to-date education information database in the Ministry of Education
12. Support with sorting and linking of financial and statistical education data, and with establishing indicators for monitoring of quality of education services
13. Preparation of the allocation simulator and allocation scenarios

1. Supporting the work of the Fiscal Decentralisation Task Force under the Ministry of Finance
2. Monitoring inter-governmental fiscal relations and improving the way evidence is used in policy-making; focus of work – data collection, processing, analysis and use
3. Providing local expertise to manage and coordinate the work of the FDTF and deliver the necessary inputs
4. Providing international expertise on topics identified in Green Paper, such as municipal borrowing, municipal fiscal oversight etc. Providing local expertise to communicate the reforms in the field of fiscal decentralization and to provide information to sub-national actors, to new amalgamated hromadas in particular
5. Focus is on supporting the e-data team and Fiscal Decentralization Task
In Jan-Jun 2016 the project will continue its work with communication, using it as a tool to advance the creation of capable LSG framework in amalgamated hromadas, to communicate the changes in the framework of education and fiscal decentralization, and to advance decentralization reform overall
Завершився черговий етап роботи над законопроектом «Про освіту»30 березня 2016 року Комітет Верховної Ради України з питань науки і освіти вирішив рекомендувати Верховній Раді України проект Закону України «Про освіту» (доопрацьований) для розгляду у першому читанні.
До роботи над законопроектом були залучені експерти проекту Ян Герчинський та Анджей Баранський. Експертами проекту було надано низку висновків та рекомендацій до структури та змісту документу, а зокрема Ян Герчинський, був активно залучений до роботи над розділом «Фінансово-економічні відносини у сфері освіти».
Опорні школи
Маючи на меті сприяти покращенню якості освіти та раціоналізації мережі шкіл в Україні Проектом було виробленоконцептуальні засади для запровадження в Україні абсолютно нової моделі функціонування загальноосвітніх навчальних закладів – «Опорні школи» (Hub Schools). Після низки обговорень ця модель була підтримана Урядом України (як концептуально, так і фінансово), а пілотні проекти опорних шкіл мають запрацювати вже з 1 вересня 2016 року.

Next stage of work on the draft Law «On education» is completedOn March 30, 2016 the Verkhovna Rada Committee on Science and Education decided to recommend to the Verkhovna Rada of Ukraine the draft Law of Ukraine «On Education» (revised) for consideration in the first reading.
Project experts Jan Herczynski and Andrzej Barański were involved in drafting the Law. They’ve prepared a number of appraisals, conclusions and recommendations to the structure and content of the document, and in particular Jan Herczynski was actively involved in the work on the section «Financial and economic relations in the field of education».
To enhance the quality of education and optimization of school network in Ukraine the Project has prepared a conceptual framework for introduction in Ukraine the absolutely new model of secondary schools - «Hub school».
After a series of discussions, this model has been supported by the Government of Ukraine (both conceptually and financially) and pilot projects of such schools will start on September 1, 2016.

Efficient and fair resources allocation
Project, together with the Institute of educational analytics, MES and the Minfin works on improving the current allocation formula for education subvention.
The first conceptual proposals for improvement were drafted and automated software solutions are being designed.
High quality data is the key to success
The Project, jointly with the Institute of educational analytics and MES works on the introduction of information and telecommunications system «State information system of education», which will for the first time in the history of Ukraine electronically accumulate statistics and other data from individual schools for further processing and analysis.

Working Group on fiscal decentralization
Project experts coordinate the Working Group on fiscal decentralization under the Ministry of Finance of Ukraine, provide advisory support on local finance (local taxes, borrowing, etc.).
The experts also took part in workshops, meetings on fiscal decentralization, analyzed current trends of financial situation variability at the local level and in particular work on the development of the Reform concept of health care financing system in Ukraine.

The Ministry of Regional Development, Construction and Municipal Economy of Ukraine is the main counterpart in the project. Project activities will respond to the needs and priorities of the Ministry.
