Forord

Statistisk Sentralbyr har flere ganger tidligere utgitt publikasjoner med histo-

riske tallserier for alle de omrder Byrets statistikk omfatter. Den frste avdisse publikasjoner var Statistiske oversikter utgitt i 1914 i samband med 100 -

rsjubileet for Norges selvstendighet . Ved Byrets 50-rsjubileum i 1926 bledet utgitt en ny utgave. Tredje utgaven ble sendt ut i 1948, og en tilleggsutgavetil denne kom i 1958. I 1968 kom en ny fullstendig utgave med tittelen Historis kstatistikk 1968.

Historisk statistikk 1978, som Byret n legger fram to r etter sitt 100-rs-

jubileum, er lagt opp p samme mten som 1968-utgaven . Alle tallseriene er fr t

jour, som regel til og med 1975 .

Publikasjonen omfatter bare statistikk som kan belyse utviklingen over e t

lengre tidsrom, som regel minst ti r . For ny statistikk, spesialunderskelser o g

analyser viser en til Statistisk rbok og Byrets mange andre publikasjoner . Detsamme gjelder mer detaljerte oppgaver p de ulike omrder .

Det har ogs i de siste ti r blitt foretatt omlegging av statistikken p enkelt eomrder. Av denne grunn har det ikke alltid vrt mulig fre statistikke n

videre i uendret form. I noen tilfelle er den gamle statistikken slyfet, i andr e

tilfelle er den beholdt og supplert med ny statistikk for de senere r p samm e

omrde. Ogs en del helt nye tabeller er tatt med . En liste over tabeller som

var med i Historisk statistikk 1968, men som ikke er med n, finnes p side 648 .For begrense strrelsen av publikasjonen er det i mange tabeller bare tatt

med tall for hvert 5. r, eller 5-rs gjennomsnitt istedenfor tall for hvert enkel t

r for den eldste tidsperiode tabellen omfatter. I noen tabeller har en valgt

ta med andre r enn akkurat hvert femte . Interesserte brukere vil som rege l

finne de manglende tall i 1968-utgaven . De kan ogs henvende seg til Byret .

Publikasjonen er inndelt i kapitler etter statistikkomrde. Hvert kapittel inn -

ledes med et tekstavsnitt som inneholder en kort historikk over det statistiske til -fang p omrdet.

Planlegger Kre Ofstad har sttt for redigeringen av publikasjonen i sam-

arbeid med Byrets informasjonskontor .

Preface

The Central Bureau of Statistics has repeatedly issued publications containin g

historical statistical series in all fields covered by the Bureau's statistics . The

first of these publications appeared in 1914 in connection with the centenary o f

the independence of Norway. In 1926 a new edition was issued in connectio n

with the fiftieth anniversary of the Central Bureau of Statistics . A third editio n

appeared in 1948 followed by a supplementary edition in 1958 . In 1968 a new

and complete edition appeared, entitled Historical Statistics 1968 .

Historical Statistics 1978 now presented, two years after the Bureau's centen-

ary, follows the same outline as the 1968 edition, but all statistical series are

brought up to date, including in most cases figures for 1975 .

The publication contains only statistics throwing light upon the development

in a period of some length, as a rule at least ten years . For new statistics, special

surveys and analyses users are referred to Statistical Yearbook and to the many

other publications of the Bureau. This also applies to more detailed informatio n

in the various fields .

The last ten years too have seen many changes in some of the statistical series .

For this reason the statistics can no longer be brought up to date in the sam e

shape. In some cases the old statistics have been omitted, in other cases they hav e

been supplied with new statistics for the later years in the same field . Some

entirely new tables have been added .

In order to limit the size of the publication, many tables contain figures for

every five years only, or annual averages for five-year periods, instead of annual

figures for the oldest period included by the table . In some tables other years

than exactly every fifth have been chosen . Interested users of the statistics wil l

in many cases find the missing figures in the 1968 edition . They may also con -

tact the Bureau .

The publication is divided into chapters by field of statistics . Each chapter i s

introduced by a short historical survey of the statistical material .

Mr . Kre Ofstad in co-operation with the Information Office of the Bureau ha s

been in charge of the editing of the publication .

Innledning

Allerede p 1700-tallet fantes det en organi-sert, offisiell statistikk i dobbeltmonarkiet Dan-mark-Norge. Flere av regjeringskontorene iKbenhavn samlet inn og bearbeidde statistisk eoppgaver, som ble brukt frst og fremst i admi-nistrative yemed. Det frste skritt til sen-tralisere den offisielle statistikken ble tatt i1797, da det under Rentekammeret i Kben-havn ble opprettet et tabellkontor som utar-beidde statistikk over folkemengdens bevegelse ,handel og skipsfart, fabrikker og manufak-turer'> m.v.

Etter 1814 ble statistikken i Norge til be-gynne med lagt inn under Finansdepartemen-tets Kontor for det Indre. 11832 ble det opp-rettet et eget tabellkontor i Finansdepartemen-tet ; i 1846 ble tabellkontoret flyttet over til detnyopprettede Departementet for det Indre ; ogfra 1. juli 1876 ble dette kontor skilt ut fra de-partementet og organisert som en selvstendi ginstitusjon under navnet Det statistiske Central -bureau.

Byret hadde fra starten av ansvaret for e nbetydelig del av den offisielle statistikk : Folke -tellinger og folkemengdens bevegelse, statistik kfor jordbruk og fiske, bergverks- og fabrikk -drift, utenrikshandel og skipsfart, kommunal-statistikk, statistikk over fast eiendom m.v. Meni de nrmeste foregende tir hadde ogs for -skjellige departementer gtt i gang med utar-beiding av ny statistikk p en rekke omrder :Medisinal-, skole-, fattig-, retts-, finans-, post- ,telegraf- og jernbanestatistikk. En del av dette- sparestatistikk, fattigstatistikk, rettsstati-stikk ble i lpet av 1880-rene overfrt ti lByret. I tiden fram til rhundreskiftet satteByret ogs i gang ny statistikk p flere omr-der, bl .a . underskelse over arbeids- og Inns-forhold i visse nringer, statistikk for privat-banker og forsikringsvirksomhet, valgstatistik kosv.

Tendensen til sentralisere den offisielle sta -tistikk i Byret ble brutt i perioden mellom r -hundreskiftet og den frste verdenskrig. I 1900

Introduction

As far back as the eighteenth century organ-ized, official statistics were kept in the dua lmonarchy of Denmark and Norway . Variousgovernment offices in Copenhagen collecte dstatistical returns, these being employed prima-rily for administrative purposes . The first steptowards centralization of official statistics wa staken in 1797, when under the auspices of th eExchequer in Copenhagen, a Tables Office wasopened and charged with the task of compilin gstatistics on movements of population, trad eand shipping, factories, etc .

After 1814 statistics in Norway at firstcame under the Ministry of Finance's Offic eof the Interior ; in 1832 a separate Tables Of-fice was set up in the Ministry of Finance ; in1846 the Tables Office was transferred to th erecently established Ministry of the Interior ;and on 1 July 1876 this office was separate dfrom the ministry and organized as an indepen-dent institution under the name of the Centra lBureau of Statistics (CBS) .

CBS was from the outset responsible fo ra considerable proportion of the official stat-istics : censuses of population and statistics ofmovements of population, statistics of agri-culture and fisheries, mining and manufactur-ing, external trade and shipping, municipa laffairs, real property, etc . But in the ten-yearperiod immediately preceding the setting u pof CBS, various government department shad started to compile new statistics o fdifferent kinds : statistics of health, education,public assistance, justice and crime, finance ,and the postal, telegraph and railway services .Some of these statistics - those relating t osavings, public assistance, and justice and crime- were in the course of the 1880s transferre dto CBS. Up to the turn of the century CBSalso started compilation of new statistics invarious fields, including a survey of workin gconditions and wages in certain industries, stat-istics relating to insurance and commercialbanks, election statistics, etc .

The trend towards centralization of officia lstatistics in CBS was interrupted in th eperiod between the turn of the century and th e

ble fiskeristatistikken overfrt til Fiskeristyrel-sen i Bergen og industristatistikken ble over -tatt av Riksforsikringsanstalten . Utarbeidinge nav statistikken over stortingsvalgene gikk i 190 7over til Stortingets kontor, og i 1913 ble helesosialstatistikken overfrt til det nyopprettedeSosialdepartementet .

Etter dette ble det imidlertid slutt med desen-traliseringen . Alt i 1919 ble det meste av sosial -statistikken frt tilbake til Byret, og i 192 2skjedde det samme med industristatistikken . I1924 overtok Byret resten av sosialstatistikkenfra Sosialdepartementet, statistikken over ta-riffoverenskomster og arbeidskonflikter fr aRiksmeglingsmannen, og skogbrann- og jakt -statistikken fra Landbruksdepartementet . retetter ble medisinalstatistikken frt over fra Me-disinaldirektren, statistikken over hstutbytte tog meieristatistikken fra Landbruksdirektren ,og statistikken over statskassens finanser fr aFinansdepartementet . Noe senere, i 1936, blestatistikken over sinnssykehusenes virksomhettatt over fra Medisinaldirektren og elektrisi-tetsstatistikken fra Vassdragsvesenet . I 1938overtok Byret den likningsstatistikken so minntil da hadde vrt utarbeidd av fylkesskat -testyrene .

De disponible budsjettmidlene til statistikkvar svrt knappe bde under den frste ver-denskrig og i mellomkrigsperioden fram til sist edel av 1930-rene. Likevel ble det i denne perio-den gjort viktige framsteg p enkelte statistikk -omrder. Det gjaldt frst og fremst innenforden konomiske statistikk, der manglene va rstrst, og der det under de omskiftende og van-skelige konomiske forholdene i mellomkrigs-tiden meldte seg et sterkt behov for detaljert in -formasjon. Fra 1927 kom det i gang en rli gproduksjonsstatistikk for industrien, i 1932 o g1935 ble det gjennomfrt en omlegging og mo-dernisering av statistikken over utenrikshan-delen, og fra 1937 kom skipsfartsstatistikke ninn i ny og vesentlig forbedret form . Ellers bledet i mellomkrigsrene lagt stor vekt p ut-arbeide indekser til belyse den konomiskeutviklingen, ikke minst for imtekomme kra-vene fra konjunkturforskningen som siden 1920 -rene hadde kommet sterkt i forgrunnen. Fra1933 beregnet sledes Byret en mnedlig in-deks for industriproduksjonen, og fra 1936 enmnedsindeks for verdien av detaljomsetnin-gen.

First World War. In 1900 fisheries statistic swere transferred to the Fisheries Board in Ber -gen and industrial statistics were taken over bythe National Insurance Institution . Compilationof statistics relating to general elections was in1907 entrusted to the office of the Stortin g(National Assembly), and in 1913 all socia lstatistics were transferred to the newly estab-lished Ministry of Social Affairs .

After this, however, the process of decen-tralization came to a halt. As early as 1919most of the social statistics were returned toCBS and in 1922 the same was done with theindustrial statistics. In 1924 CBS took ove rthe remainder of the social statistics fro mthe Ministry of Social Affairs, the statistics o ftariff agreements and labour conflicts from th eNational Conciliation Board, and the fores tfires statistics and hunting statistics from th eMinistry of Agriculture. The year after, healthstatistics were transferred from the office ofthe Director General of Public Health Services ,statistics of crops and dairying statistics fro mthe Director of Agriculture, and statistics o fcentral government finances from the Ministryof Finance . Somewhat later, in 1936, statistic srelating to the mental hospitals were taken overfrom the office of the Director General of Pub -lic Health Services and the electricity statistic sfrom the Watercourse and Electricity Board,and in 1938 CBS took over the tax assess-ment statistics, which up till then had beencompiled by the county taxation authorities .

The appropriations for statistical work wer every limited both during the First World Warand in the interwar years up to the end of th e1930s . Nevertheless, during this period impor-tant advances were made in certain fields . Thiswas primarily true of the economic statistics ,a field in which the defects and shortcomingswere greatest, and in which, under the difficul tand rapidly changing economic circumstancesof the interwar period, there was a keenly feltneed for detailed information . From 1927 an-nual production statistics relating to the manu-facturing industries were started, in 1932 an d1935 statistics on external trade were reorgan-ized and modernized, and from 1937 the shipp-ing statistics appeared in a new and much im-proved version . In addition, during the interwaryears great importance was attached to compi-lation of indices designed to throw light upo neconomic trends, not least to meet the needs o fresearchers engaged in the study of trade cy-cles, a subject which since the 1920s had com egreatly to the fore. From 1933, for example,CBS compiled a monthly index of industrialproduction, and beginning 1936 a monthly in-dex of the value of retail trade .

Krigsrene 1940-1945 satte stopp for utvik-lingen. Det ble ikke satt i gang ny statistikk ,og arbeidet med den ordinre statistikken bl eetter hvert atskillig forsinket . Mangel p kontorlokaler og knapphet p kvalifisert arbeidskraft gjorde det vanskelig Ise disse oppgavene samtidig . Men etter hvertble forsinkelsene innhentet, og strre kraftkunne settes inn p fylle huller i den eksi-sterende statistikk, p kvalitative forbedringerog p tilfredsstille kravene om statistikk p nye omrder.

De strste kravene til ny eller utvidet stati-stikk l i de frste etterkrigsrene p det ko-nomiske omrdet . Men ogs for sosialstatistik-ken og befolkningsstatistikken var det ndven -dig med nyskapninger og utvidelser . I lpet av1960- og 1970-rene la Byret stadig strre vek tp statistikken over menneskelige og sosiale for -hold jamfrt med den konomiske statistikken.

Viktige endringer pde ulike omrder er ogs nevnt i tekstavsnit-tene i denne publikasjonen . Her skal det barenevnes at det etter krigen har vrt nedlagt myearbeid for samordne den offentlige statistikkinnenfor et enhetlig system av definisjoner fo rbegreper og standardgrupperinger, og for gjre norsk statistikk mer jamfrbar med stati-stikken i andre land. Norge har i stor utstrek-ning deltatt i det internasjonale samarbeid pstatistikkens omrde i regi av De forente nasjo-ner og andre internasjonale organer, og prvers langt rd er flge de anbefalinger som blirgitt. The war years of 1940 1945 brought pro -gress to a standstill . No new statistics wereembarked upon, and work on the regular sta-tistics fell badly behind . In 1943 the occupyin gpower decreed that statistics should no longe rbe published, but employed only within theCentral Administration.

With the cessation of hostilities, the Centra lBureau of Statistics vigorously set to wor kagain. The first big task was to bring the stati-stics up to date after the delay caused by th ewar . The other and most important task was todevelop and modernize the statistics in orde rto satisfy the increased demands of the postwa rperiod .

Due to insufficient office space and scarcityof qualified staff it was difficult to settle bothtasks simultaneously. The delays were, however,gradually overtaken, and more effort could thenbe made to fill the gaps of the statistics to im-prove the quality and to satisfy the demandsfor statistics covering new fields .

The most urgent demands for new or morecomprehensive statistics in the first years afterthe war arose in the field of economics . Vitalstatistics and social statistics had, however, als oto be renewed and expanded. In the nineteen-sixties and seventies the Central Bureau of Stati-stics attached increasing importance to infor-mation on the various aspects of human con-ditions as compared with economic information .

A detailed description of the developmentthat occurred after the war, is given in thepublication Central Bureau of Statistics 100years 1876-1976 (SES 28) which appeared i n1976. Important changes in the various fieldsare also mentioned in the introductory text t oeach chapter of the present publication . Hereshall only be mentioned that great efforts hav ebeen made to coordinate official statistics with -in a unified system of definitions for concept sand standard classifications, and to render Nor-wegian statistics more comparable to the stati-stics of other countries . Norway has to a greatextent taken part in international co-operationin the field of statistics and endeavours to fol-low the recommendations agreed upon . An im-portant qualitative improvement has beenachieved by the construction of statistical stan-dards in many fields, e .g. for classification ofcommodities, industrial classification, classifi-cation of education and classification of dis -eases . Production of statistics has been greatlyaided by the establishment of registers, suchas a register of economic units and a centra lpopulation register . In the field of economic

Prior to 1861, official statistics were pub-lished by the ministry or institution that ha dcompiled them, and there was no uniform sys-tem of publication . From 1861 official statisticshave, with a few exceptions, been publishe dunder the collective title of Norway's OfficialStatistics (NOS) . Prior to 1885 each publi-cation was allocated a letter to indicate theministry from which it emanated, and anumber that remained unchanged throughou tdenoted the subject dealt with (for example,A. No. 1 stood for the Ministry of Church andEducation, schools statistics ; A. No. 2 for theMinistry of Church and Education, public assi-stance statistics ; etc .) . In 1885 the system ofnumbering still in use today was introduced ,the publications being numbered consecutivel ywith a serial number designated by Roma nnumerals and a publication number designate dby Arabic numerals (e .g ., XII 225) . There is nohard and fast rule as to when a change shouldhe made to a new serial number, and the num -ber of publications in each series has varie dconsiderably. Up to 1960 all publications inNOS were printed by letter press, but since 1960an increasing number of NOS publications havebeen mimeographed or printed by offset . Allthese have appeared under the series desig-nation A and have been numbered consecu-tively with Arabic numerals .

Statistisk Sentralbyr utgir ogs seriene Sam-funnskonomiske studier (SS) og Artikler fr aStatistisk Sentralbyr (ART) . I SS utgis un-derskelser som ikke er av rent statistisk karak-ter, blant annet historiske og analytiske studie rom konomiske og sosiale forhold . I ART utgiskortere avhandlinger, i frste rekke analytisk eog historiske studier av mindre omfang enn desom blir offentliggjort i SS .

WB, which has been published since 1960 ,contains summary presentations of all statistic sreleased during the past week . MB was pub-lished under the title of Meddelser fra DetStatistiske Centralbyr (Report from the Cen-tral Bureau of Statistics) from 1882 to 1921, Sta -tistiske Meddelelser (Statistical Reports) fro m1922 to 1949, Statistiske meldinger (MonthlyBulletin of the Central Bureau of Statistics )from 1950 to 1959, and Statistisk mnedshefte(Monthly Bulletin of Statistics) from 1960. MBmainly contains current monthly and quarterlystatistics . MBT was published under the title o fMnedsopgaver over vareomsetningen med ut -landet from 1913 to 1959, and Mnedsstatistikkover utenrikshandelen from 1960. This publi-cation contains detailed monthly figures of im-ports and exports . REP contains results of in-terview surveys which are not published in th eseries NOS. In the series SA the Central Bureauof Statistics presents comments and analytica lsurveys for data which previously have beenpublished in the series NOS. ND has been pub-lished since 1974 and contains statistics withcomments by county for as small regions as thematerial permits . Economic Trends was starte das a separate series in 1976 and will appear inabout eight volumes each year . The volumescontain surveys and comments on the economi ctrends in Norway and the country 's most im-portant trading partners . Quarterly Bulletin o fPrivate and Public Banks is a new series pre-senting as from 1977 quarterly statistical survey sof private and public banks .

The Central Bureau of Statistics also pub-lishes the series Social Economic Studies (SES )and Articles from the Central Bureau of Stati-stics (ART) . In SES are published the result sof studies which are not of a purely statisticalcharacter, such as historical and analytica lstudies of economic and social problems . InART are published short reports, in the mainanalytical and historical studies less exhaustivethan those published in SES .
