1. Background The Cabinet of Ministers of Republic of Georgia decided in Decision N711 of 8 November, 1995 that Georgia shall accede to "the 1985 Vienna Convention for the Protection of the Ozone Layer" and "the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer". On 21 March, 1996, Georgia acceded to these international documents and sufficiently these documents entered into force for Georgia on 19 June, 1996. The National Country Programe for phasing out of ODSs was developed and approved in 1997 through assistance of United Nations Environment Programme and United Nations Development Programme and financial support of Multilateral fund so as to enable the country to implement obligations under the Montreal Protocol on the Substances that Deplete the Ozone Layer. The institutional framework was established to ensure the implementation of the Action Plan in the Country Programme. The National Ozone Unit the Ministry of Environment Protection and Natural Resources of Georgia is a coordinating body for the implementation of all activities under the Montreal Protocol. The first training of trainers’ workshop (5 days) was organized from 14 to 18 February of 2000 in Tbilisi, Georgia under the training programme in Good Practices in the refrigeration sector. Through the training of trainers workshop 11 professionals from Georgia were trained. The second phase provided the training of the remained technicians. 30 workshops were successfully carried out in 4 cities of Georgia – Tbilisi, Kutaisi, Batumi and Telavi in 2001-2002. 300 technicians from all regions of Georgia (except Abkhazia) were trained in Ozone-safe and good practices in refrigeration sector. 280 participants out of them could get certificates, 14 technicians retested, 20 participants failed or missed the test. Following the first training programme, some servicing shops still flush the system with CFC-12 and vent the refrigerant prior to final charging. Also, leaks are often discovered after charging the system. This charge is then vented to repair the leak. In such situations recharge may be done more than once with the consequence of venting large quantities of CFC. These practices are extremely wasteful and need to be discontinued. With training in good servicing practices and conservation techniques, these improper practices can be minimised and waste could be greatly reduced. Therefore, the second Training Programme on Good Practices in Refrigeration Sector was approved at 35th Meeting of the Executive Committee of Multilateral Fund for implementation of Montreal Protocol. This Training Programme provides technical updated information and training to service, maintenance and repair personnel in the refrigeration sector in order to reduce ODS consumption during the servicing of refrigeration units. This training programme is similarly divided into two phases: – During the first phase a group of selected technical trainers and more experienced

technicians (about 15) are to be trained as trainers (1 training course), and – During the second phase, a selected group of further technicians from the most

important servicing companies (about 150) are to be trained by local trainers who were trained during the first phase of this Programme.

The training programme is implemented by the NOU of Georgia and UNEP DTIE in cooperation with Georgian Refrigeration Association. The cost of international consultant was not included due to the little budget of the approved programme. Mr. Ole Reinholdt Nielsen, vice president of the RTI Technology (Europe) kindly agreed to serve as an international consultant for the workshop based on own expenses (except air ticket). The NOU of Georgia expresses the gratitude to Mr. Nielsen not only for his high professionalism but also his outstanding personal nature. 2. Objectives This programme is being proposed to refine and update the know-how of refrigeration technicians in the country in the proper methods of performing repairs, maintenance and installation of refrigeration and air conditioning equipment. The aim of the programme is to improve service and maintenance practices in order to prevent intentional and/or unintentional releases of ODS into the atmosphere, making it possible for refrigeration equipment to operate to the end of its useful life. The main specific objectives are the following: – Reduction of ODS consumption due to leaks and poor practices; – Good Practices in the Refrigeration Sector – the Training of Trainers – the

workshop for 15-20 participants; – Organization of training workshops additionally for 150 refrigeration technicians

on good practices, and inclusion of such Training module as a permanent part of the curriculum of the Georgian Technical University;

– Improvement of maintenance and servicing practices in the refrigeration sector; – The programme promotes joint initiatives between the Ministry of Environment

Protection and Natural Resources of Georgia and the Georgian refrigeration sector concerning training programmes in good practices in refrigeration, including policy and legislative support measures;

– The programme ensures the gradual implementation of a permanent use of good

refrigeration service and maintenance practices for systems using ozone-friendly substances, and the correct handling of new refrigerants;

3. Expected Results The expected results from this training Programme are: – Training of additional 14 future trainers in good practices in refrigeration;

– Training of a further 150 refrigeration technicians in good practices in refrigeration;

– Reduction of use of CFC in servicing of refrigeration equipment; – Inclusion of issues related to ozone protection and good practices in the

refrigeration sector into the curriculum of the State Technical University. The criteria used to measure the success of the training Programme will be: – Number of technicians trained; – Reduction of CFCs used for servicing refrigeration equipment. 4. Participants 14 experts were selected and trained as trainers by the NOU of Georgia and Georgian Refrigeration Association during the workshop. The rest training workshops will be conducted by these trainers and qualified staff of the Georgian Refrigeration Association. The participants represented the State Technical University and private sector. A detailed list of the participants is included as annex 9.2 5. Methodology Training Programme in Good Practices in Refrigeration – Training of trainers’ workshop was designed as three days seminar for 14 trainers in the refrigeration sector. The workshop consisted of theoretical and practical sessions. The workshop was conducted in Georgian language with interpretation into English language (interpreter – Mr. Levan Namoradze). The NOU of Georgia is grateful to Mr. Namoradze for smooth and qualified interpretation. The following papers were distributed during sessions: – The main parts of the handbook “Service of the refrigeration equipment operating

on ODSs and alternative refrigerants” prepared by Mr. Suladze and Zhorzoliani, Georgian Refrigeration Association;

– Vienna Convention for the Protection of the Ozone Layer and Montreal Protocol on Substances that Deplete the Ozone Layer with amendment in Georgian language;

– The Presidential Decree on "The Control of Ozone Depleting Substances in Georgia", 8 May, 2002, N226;

– Ozone Action Newsletters in Russian language N46-49; Special T-shirts with signs of UNEP and the Ministry of Environment Protection and Natural Recourses of Georgia were distributed among participants. The following videotapes were shown throughout the workshop: – “Ozzy Ozone” – “Back to the future” A practical session was included into the workshop and conducted by the staff of the Georgian Refrigeration Association.

Participants were awarded by diplomas after the completion of the little test by the end of the workshop. 6. Content Training Programme in Good Practices in Refrigeration – Training of trainers’ workshop was organized by the NOU of Georgia in close cooperation with UNEP DTIE, Georgian Refrigeration Association and Mr. Ole Reinholdt Nielsen, vice president of the RTI Technology (Europe). The workshop took place at the conference hall of the hotel “Kolkhi” (31 Shanidze str., Tbilisi, Georgia) from 11 to 13 April, 2005. Mr. Mikheil Tushishvili welcomed participants on behalf of the NOU of Georgia and expressed the importance of the training programme for the further reduction of the consumption CFC-12 in Georgia. He highlighted that the NOU recently successfully completed the UNDP “Incentive Programme for the End–Users in the Commercial/Industrial Refrigeration and Refrigeration Transport Sub-Sector” with elimination from consumption about 5 ODP tones of CFC-12. In total, 15 enterprises companies received the assistance for changing refrigeration systems from ODS to alternative refrigerants. Mr. Tushishvili pointed out that the control of operating conditions and decreasing of leakages is a crucial issue for successful phasing out of the consumption of ODSs in Georgia. Mr. Ole Nielsen also welcomed participants and provided the information concerning workshop objectives. He also expressed the importance of the workshop in light of accession to updated information in the refrigeration sector. Mr. Sulkhan Suladze, the president of Georgian Refrigeration Association and national consultant from Georgian Technical University was elected as a moderator of the workshop.

The first presentation was introduced by Mr. Avtandil Amiranashvili, Head of Atmospheric Physics Division of M. Nodia Institute of Geophysics of The Georgian Academy of Sciences, PhD Physics. He provided the ozone related information as well as updated information about ozone hole, UV-radiation and protecting tools. Overall information about ozone depleting substances and issues of ozone depleting potential were presented as well. The animation film “ Ozzi

Ozone” in Georgian language was presented as a complimentary information tool for better understanding of the importance of ozone layer protection. Mr. Mikheil Tushishvili introduced the presentation “Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer in Georgia”. He brought into the light the Ozone treaties including amendments and adjustments to the Protocol,

MLF assistance and main activities that were undertaken by the NOU of Georgia since 1998: – Creation of the National Ozone Unit within

the Ministry of Environment of Georgia to coordinate and monitor implementation of the CP, AP and RMP;

– Development of the legal and regulatory basis for ODS management;

– Development of the effective monitoring system for ODS imports;

– Establishment of ODSs recovery&recycling systems in the refrigeration service sector;

– Introduction of training programme in good practices of refrigeration; – Support and encouragement of local industry to adopt ODS-free technologies; – Development of public awareness, increase consciousness of the general public to

promote the strategy of accelerated phase out.

Mr. Mamuka Ivaniashvili, Head of the Legal Department of the Ministry of Environment Protection and Natural Resources of Georgia introduced the legislation system with regard to the control of ODSs in Georgia. Mr. Ivaniashvili spoke about the regime on the control of ODSs that is established in Georgia, implying the: – Control over the import and export of ODSs; – Control over the handling of ODSs; – Certification of the technicians dealing with

ODS containing equipment and storage containers. He also highlighted the package of amendments to 4 different laws that were prepared by the experts of the NOU of Georgia in cooperation with Legal Department of the Ministry of Environment of Georgia: – Air Protection Law; – General Administrative Code of Georgia; – Licensing and Permition Fees; – Enterprise activities licensing and Bases on Permition issues.

Mr. Sulkhan Suladze, the president of Georgian Refrigeration Association and national consultant from Georgian Technical University provided basic technical information concerning the refrigeration sector such as principles of artificial cold; refrigerants and oils (lubricants); handling of blends (azeotropic and zeotropic blends); materials used in the refrigeration sector; reducing of leakage in refrigeration systems operating on HFC as well as national obligations and response under the Kyoto Protocol and

safety and engineering standards. There should be pointed out that the interesting discussion was held during his presentation. Mr. Ole Nielsen, vice president of the RTI Technology (Europe) introduced during the workshop 6 presentations such as: – Control of operation condition, leak detection methods; – Recovery of refrigerants, repair of systems impermeability (bonding, welding, Lokring connection), evacuation (including hands-on session); – Conversion of a refrigeration system from ODS to alternative refrigerant. Recycling of refrigerants; – Automation of refrigeration system; – Service kit, identifiers of refrigerants, Acid-Test-Kits; – Service kit, identifiers of refrigerants, Acid-Test-Kits (hands-on session);

There was organised two sessions “Questions and Answers” with involvement of Mr. Nielsen and workshop participants. The interesting discussion was held concerning retrofit methods: flushing and oil change as well as refrigerant identifiers, lokring connectors, thermometers, Acid tests and refrigerants information. Throufght the seccion ”Modern Service Instruments and Tools” was shown UNEP videotape "Back to the Future" in Georgian language. Demonstration sessions with recovery and recycling equipment using actual refrigeration units in need of recover, repair, evacuate, recharge and set into operation were conducted during the training sessions by the staff of Georgian Refrigeration Association. Participants completed evaluation questionnaires and did the little test. The workshop was ended by hand-over of participation diplomas.

7. Recommendations The 14 trainers received the necessary knowledge in order to train the technicians working with them at their respective workshops in the use of good practices The seminars included practical demonstrations with the equipment that was supplied from previous programmes and emphasised the necessary good practice and safety in handling of refrigerants during the installation, servicing and dismantlement of refrigeration and air conditioning equipment. Recommendations: – An import of ODSs into Georgia should be allowed only within specific quotas,

set in advance; – the training programme for the remained technicians should be supplemented by

a handbook on the Good Practices in the refrigeration sector in Georgian language;

– the developed handbook should be included in the curriculum of the Georgian Technical University in order to ensure the sustainability of the training programme.

– the NOU of Georgia jointly with the Georgian Refrigeration Association should set awareness raising campaign in order to provide a general public with information about certified technicians and good practices in the refrigeration sector;

8. Follow-up Action Plan Additional workshops will be organised by the NOU in close cooperation with Georgian Refrigeration Association in order to train further trainers and technicians during 2005-2006. The NOU of Georgia will ensure that the training programme for Customs officers will be finalised by the end of 2005. This provides the customs, trade and standards officers in Georgia with the skills necessary to monitor and control the imports of CFCs and other ODSs. The NOU of Georgia jointly with UNDP, Georgian Refrigeration Association and Swedish Environment Institute will develop the Terminal Phase out Management Plan for elimination of rest 15% consumption of CFC-12 within the country. The NOU of Georgia will report within a year’s time on the results of the training program in good servicing practices and recovery and recycling of refrigerants under the monitoring systems that already established. 9.
