EXAMPLE - SOLVING OUR CALIFORNIA CLIENT’S TECHNOLOGY CHALLENGES
Reduced Costs: Developed and maintained the DHCS Short-Doyle Medi-
Cal (SD/MC) system which processes over 24 million claims annually with a
value of approximately $4 billion; Implemented system enhancements that
reduced CA's $500M payment backlog from over three months to less
than one month, 200% increase
Higher Productivity: Developed the PASRR solution to improve timeliness
of individual’s screenings for mental and developmental illnesses; Reduced
determination timelines from 45+ days to 7-9 days
Better Quality: Developed DHCS’ PACES to receive encounter data from
37 health care providers and 100 health plans; Allowed DHCS to assess
the quality of health care provided by managed care health plans by
receiving encounter data

Adabas/Natural products
• MetroStar’s unique relationship with Software AG is a huge
advantage for existing customers
• MetroStar’s experience with managed services (people,
process, technology, learning) will provide current Software AG

26 |
MODERNIZATION APPROACHES
• Re-engineer/re-write
– Totally. The architecture, including service oriented
architecture (SOA) enablement, and enhanced
interoperability.
– Piecemeal. Presentation layer, process layer, business rules,
data access layer or database layer.
• Migrate/Re-host – to a new platform, new language or new
transaction processing system.
• COTS – adopt packaged solution.
27 |
WHY RE-HOST?
Risks of building a complex enterprise information system have been detailed by various magazines and research firms, with the following results:
• 90% Delivered Late (Aberdeen)
• 80% Unsuccessful (Computerworld)
• 50% Over Budget (Gartner)
• 50% Fail to Meet Objectives (Gartner)
• 30% Canceled (Computerworld)
