Introduction:

With the outsourcing of services by companies being a common practice in China, the Global Supply Chain Council conducted an online survey involving executives from a range of firms. The survey aimed to gain a better understanding of the current state of logistics in China as well as future prospects and expectations.

Findings revealed that direct transportation and customs services were those most commonly being outsourced by companies in China. Respondents reported that the main problems being faced with logistics were related to cost and reliability of services. A significant level of dissatisfaction with logistics providers was also reported which was again related to price, but also overwhelmingly to issues with service level and professionalism, as well as poor IT and infrastructure. Price also proved to be a major factor in the selection of a logistics service provider, as did reliability.

Methodology:

A total of 177 respondents took part in the State of Logistics China Survey 2012 via an online questionnaire which was visited by 880 people. The majority reported working at management level and in mostly logistics related fields.

The survey aimed to understand the kinds of services which were most often being outsourced by companies, the major selection criteria for logistics service providers, as well as the main logistics problems being faced by companies in China. The survey also aimed to discover future plans, expectations, priorities, strategies and objectives relating to logistics practices and services in the country.

Demographics:

The respondents varied from CEOs to company employees. The majority reported working in management roles, with 26% identifying themselves as Managers, 19% as Senior Managers and 19% as Directors. Just 8% were company employees while 7% identified themselves as CEOs.

More than one third (36%) of respondents worked in direct logistic job functions, with another 21% working in supply chain roles, and 10% in corporate management.

Companies of respondents were associated with a range of industries, with 12% reported to be in the Automotive Industry, 10% in Industrial Equipment, 8% in FMCG, Retail and Apparel.

The majority of companies (40%) reported a total annual revenue of over 1 billion RMB. Only 5% were on the other end of the scale with total annual revenues of 10- 25 million RMB, with 12% at less than 10 million RMB.

Services most commonly outsourced to 3PL in China

The outsourcing of direct transportation services to external partners allows companies to multiply their capabilities, facilitating expansion into the Chinese market. In a country of such vast distances, it is therefore predictable that the survey results revealed direct transportation as the service most commonly outsourced to 3PL by companies in China, with 74% of respondents reporting outsourcing these services.

Other services commonly outsourced included warehouse management (60%), customs clearance (59%), and shipment consolidation (45%).

Services to increase over the next 1-2 years

Over the next 1-2 years, the services which respondents most wanted to increase were overwhelmingly related to domestic transportation (62%). Increasing warehousing services (43%) and logistics information systems (40%) were also considered important.

Most common intra-China domestic logistical problems

Respondents reported a number of issues which were impacting intra-China domestic logistics. According to the results, the biggest problems related to high cost and reliability of local logistics providers, with nearly half (49%) of respondents reporting each of these as significant issues.

Quality of transportation was also considered a major problem by 46% of respondents. According to the findings, other significant issues included quality of data tracking (37%) and changing regulations (31%).

Satisfaction with current logistics service provider

57% of respondents reported being satisfied with their current logistics service provider in China. Yet a significant number- over one third (34%)- also reported experiencing dissatisfaction. 62% of respondents reported this dissatisfaction to be related to service levels and professionalism.

Poor IT and infrastructure (44%), price (40%) and an inability of the provider to adapt to particular circumstances (28%) were also sources of dissatisfaction for respondents.

在中国,把直接运输服务包给外部合作伙伴已经成为常态。企业希望藉此提升自己进入和扩张市场的能力。调查结果表明,74%的受访者公司外包直接运输服务给第三方物流供应商。在一个地域如此宽广的国家,这样的结果是可以预见的。

其他常见的外包服务包括仓库管理(60%),通关服务(59%),和集货服务(45%)。

在未来1-2年之内将增加的服务

Logistics costs

Overall the findings did not show a significant expectation of a rise or fall in costs. The survey revealed a small majority of respondents (20%) expected logistics costs to remain the same in the coming year. Roughly equal numbers of respondents felt the price would either rise or fall by any amount. Just 6% expected a fall of more than 10% and 7% expected a rise of 11-15%. The average cost of logistics as a percentage of sales was 12.5%.

Criteria for selecting a logistics provider in China

The survey revealed the main criteria for selecting a logistics provider in China was price related. 73% of respondents reported competitive price as being a critical factor in their choice. However 45% also said the reliability of the provider was important. Other significant factors influencing selection included proactive client notification of problems (25%), safety and security (23%), and personalised service (18%).

Implementation of IT Systems in the next year

Over the next 12 months many respondents reported an intention to implement various IT systems. More than one third (34%) of respondents planned to implement a Transport Management System (TMS). Meanwhile almost one third (31%) intended to introduce a Warehouse Management System (WMS), with 28% looking to implement Supply Chain Planning/ Sales Forecast systems.

Innovative logistics Practices or new initiatives launched in China

Respondents reported introducing a number of innovative logistics practices or new initiatives in China. Nearly one third (32%) had introduced cross docking and flow through, and 29% had introduced differentiated logistics services. Meanwhile just over one quarter (26%) had introduced customer specific, custom packaging, and one quarter (25%), had introduced returns management and reverse logistics.

物流成本

整体调查结果显示出受访者对成本升降的没有显著的期望。但一部分受访者(20%)预计今年的物流成本不会发生变化。差不多数量的受访者认为价格会有升降。仅6%的受访者预期价格下降幅度会大于10%,7%预期价格会有11-15%的上升。物流占销售额的比例平均成本为12.5%。

Priorities for 2012

Respondents felt that the main priority in 2012 for companies was to focus on outbound logistics, including supporting customers, clients and resellers in China, the rest of Asia and abroad (49%). Inbound logistics, including supporting suppliers, contractors and manufacturers in China, the rest of Asia and abroad (43%) came close behind, while pan-China domestic distribution (34%) was also reported as a significant area of emphasis.

Distribution strategy for the next 2-3 years

The survey revealed that over the coming 2-3 years, respondents overwhelmingly felt their China distribution strategy needed to focus on improving performance in terms of cost, speed and quality in the existing network (66%). Other strategical areas highlighted by respondents included improving the nationwide network (40%), and expanding beyond Tier 2 and 3 cities (34%).

Cost again proved to be an important factor for companies over the coming year. The top three supply chain objectives of companies in China for 2012 were identified by respondents as reducing logistics costs (62%), improving customer responsiveness (42%), and achieving profitable growth (41%).

Summary

According to the survey results, respondents felt that increasing domestic transportation services, warehousing and logistic information systems were particularly important for the future. Many also felt that the introduction of Transportation Management Systems (TMS) was important. Priorities included focusing on both inbound and outbound logistics as well as on a distribution strategy which would help achieve better performance.

With costs reducing company profits, it is clear that prices were a natural concern for respondents, with the survey identifying the main supply chain objective for 2012 as reducing logistical costs. Yet issues related to price also influence providers who are impacted by taxes and costs. With an inability to raise prices, such providers have little incentive to improve service levels and reliability, factors which were a major source of dissatisfaction for respondents.

Nevertheless, the outsourcing of logistics service providers is essential for companies in China. Yet with no default method, and a huge number of providers to choose from, this can prove difficult. In China it is clear that the ability for companies to establish mutually beneficial relationships in all areas of logistics, and the careful selection of a transportation partner with a network of sub-suppliers, is an essential key to reducing common logistical problems.

Although companies continue to outsource services, this does not automatically mean they are satisfied with the providers. In China there was a tendency for providers to focus on volume and revenue rather than on a niche market as can be seen with providers in Europe. Therefore services were spread too broadly. More niche logistics providers in China could be effective in improving service quality.

Finally, spending time to gain an understanding of regulations is important for companies in China. With customs regulations being changeable, not uniformly applied, and varying among the different provinces, up to date knowledge was critical in order to monitor effects of regulations on the various products and industries.

最后,更好地了解相关规定对公司也是十分重要的。海关规定经常变化,并非一律适用的,而中国各省的规定也不一。因此,获得最新的相关知识,并监测规定对各种产品和行业的影响,是非常重要的。
