Tohu Matauranga, Tohu Reo - Introduction

Ngāti Kuri has been contracted by the Ministry of Education to develop a Ngāti Kuri Education and Reo Strategy, which will support Ngāti Kuri learners to achieve education success as Ngāti Kuri. This work will also support Ngāti Kuri to increase their influence, authority and autonomy in education within Ngāti Kuri. It will identify opportunities to exert influence in the provision of quality education for our uri.

This agreement will support Ngāti Kuri to engage with key stakeholders to develop an education strategy, te reo strategy and implementation plans, specific to the education aspirations of Ngāti Kuri.This will enable us to sensitively share with our Ngāti Kuri uri, ancient knowledge – learning from our own for our own, that can be sculptured and given educative status to retain Ngāti Kuri mana, tīkanga, āhua, tūturutanga, reo, puna mātauranga, puna tangata.

The Ngāti Kuri Strategic Vision - Te Whakakitenga, as stated in the Mahere Rautaki, expresses the need for Ngāti Kuri to be self-sufficient, strong and thriving.

The following were constructed from the Ngāti Kuri Mahere Rautaki, and further developed throughout this project as key priorities for the agreement:

\ Te Tuakiri – Identity Ngātikuritanga… Tohu Reo… Ko tōku maunga, ko tōku puna reo, ko tōku puna mātauranga, ko tōku puna wānanga.

\ Te Mahi Ngātahi - Unity He Kuaka Marangaranga… Ngāti Kuri achieving ‘Success in Education for All’ by working together with whānau, the education sector, agencies and the iwi to realise this goal.

\ Te Mātauranga - Knowledge Kotahi te manu i tau atu ki te tahuna… Ngāti Kuri gathering and researching knowledge, kōrero and tāonga that will strengthen and showcase Ngāti Kuri mana motuhake.

\ Te Whanaketanga - Development Ruia, ruia, tahia, tahia… Ngāti Kuri weaving strategies and activating plans that will launch us into education and economic prosperity.

This second milestone report outlines activities undertaken and kōrero captured in output 1, 2 and 3 towards further clarity and reflections from whānau and hapu for the Ngāti Kuri education and reo strategy.

1. To use the engagement report, alongside other relevant data and information to draft the Ngāti Kuri Education Strategy.

2. To develop a framework for the Ngāti Kuri Education Strategy that includes short, medium and long term priorities, actions, timeframes and measures.

3. To ensure sustained active whānau and hapu engagement in the consultation process to feed into the report and give input to the framework.

4. To clearly identify how Ngāti Kuri, the Ministry, education system and education sector agencies can collaborate to support Ngāti Kuri learners.

5. To ensure the the Ngāti Kuri Education Strategy is endorsed by whānau and hapu, and shared with other stakeholders.

Historical Background

As Ngāti Kuri we are descended from the original inhabitants, the tangata whenua of the northernmost peninsula of Aotearoa, in Te Hiku o Te Ika. We as Ngāti Kuri, are also known as Te Iwi o Te Ngake, where we occupied Te Hiku o Te Ika before the arrival of the many migratory waka from Hawaiki.

We also trace our whakapapa to the Kurahaupo waka which first made landfall in Ngāti Kuri’s rohe at Rangitāhua. Our Ngāti Kuri tūpuna of ancient times laid the foundation for ngā uri, our descendants, as expressed in the following whakatauki:

“Ko takoto kē ngā kōrero a ngā mātua mō te whenua”

“The foundation of mana whenua was set by the ancestors of ancient times”

Our ancestral linkages affirm Ngāti Kuri as tangata whenua. Our mana and the ra Ngātiratanga of Ngāti Kuri extends throughout our rohe, over all our whenua and the surrounding moana. Our rohe is described as north of a line from Maunga Tohoraha in the east to Hukatere in the west

and extending north-west to Motuapao, across to Te Rerenga Wairua and then east to Murimotu and including the islands of Manawatāwhi and Rangitāhua.

As outlined in the Muriwhenua Environmental Scan Literature Review 2010, we are an area living with low economic and social conditions and we have a higher level of disadvantage than many of our neighbouring areas. It is because of this disadvantage that educational achievement across sectors and disciplines has not yet reached its potential. The links between disadvantaged communities and a lack of educational success has been researched and is accepted not only in Aotearoa but internationally along with links between poor health and a lack of educational achievement.

As individual iwi reaffirm their identities and mana whenua over common lands there is existing tension between hapu and iwi within Muriwhenua. The current climate influences iwi dynamics in terms of collaboration and it is highlighted through challenges to forge iwi partnerships.

Current Situation

Moving into this second phase of the project, engagement outside of the rohe has found similar responses and key priorities as initially expected. The second phase has enabled us to capture kōrero in the form of Wānanga, Hui – Kaitaia, Auckland and Christchurch and website/ social media / email interactions.

We have been enabled to redefine processes with our kaumātua and kuia and engage with them on a higher level, with the Kaunihera Kaumātua showing a keen interest in the project and offering greater assistance.

The overwhelming response from our consultation phase in output 1 and the development of outputs 2 and 3 has emphasised the significance and importance of accessing skills and knowledge to build a strong Ngāti Kuri identity to increase access to te reo Māori, tīkanga, whakapapa and ancient kōrero. Specifically our Taurahere expressed their need for a supportive process as they attempt to reconnect and remain connected to the haukāinga. Those living outside the Ngāti Kuri rohe are looking for opportunities to participate in Ngāti Kuri initiatives and affairs.

Current Education Situation And Looking Ahead

We know that our kura are all identified as low decile schools. Achievement data highlights the need to focus on improving levels of literacy and numeracy at an earlier age, to stop the current catch up trend as suggested in the Muriwhenua Environmental Scan. It will also insulate Ngāti Kuri against the greater risks it currently experiences due to largely under skilled and under educated population. We want to increase the choice of quality provision with effective teachers in Ngāti Kuri educational settings. This would aim to include Ngāti Kuri input into teacher employment opportunities and the importance of employing Ngāti Kuri teachers. It is essential to develop and implement Ngāti Kuri centric knowledge and Mātauranga into the charter, curriculum and strategic vision of each kura. In addition we need to increase access to Ngāti Kuri curriculum resources for Ngāti Kuri teachers and Ngāti Kuri whānau.

National research emphasises the importance of quality education and teaching to achieve good learning outcomes for tamariki. In addition, positive whānau engagement with the education sector and other support services is more likely to support student achievement. We know that providers with good governance, management and leadership generally offer a quality learning environment for all students and value strong relationships with the wider community.

As identified in the first output and in the initial milestone report, it was essential to determine and clearly establish our Ngāti Kuri rohe boundaries. As per our historical accounts that have been presented in the Ngāti Kuri Profile and Educational Aspirations document, which was prepared for the Ngāti Kuri Trust Board, we have clear understanding of our whakapapa to the areas as identified on our rohe boundary map. As Ngāti Kuri we have valuable and ancient kōrero that link us back to these wāhi and these tāonga need to be woven and carved into our identity to ultimately improve our educative status.

“We carry our past forward with us into the future as part of Ngāti Kuri identity, reo and kōrero onamataa.” – Kaumātua, Ngāti Kuri.

The following key stakeholders were identified, main areas of settlement as an iwi, as well as educational settings that are situated in the Ngāti Kuri region.

Ngati Kuri Taurahere

Our current statistics show that the majority of Ngāti Kuri uri live outside the Ngāti Kuri Rohe. We must continue to acknowledge those that live outside the Ngāti Kuri rohe and the importance of maintaining connections with our haukāinga, like that of the kuaka, as we travel the world, our desire to return to Ngāti Kuri whenua, Ngāti Kuri moana, Ngāti Kuri tangata remains strong.

To ensure participation and engagement from our Ngāti Kuri uri living throughout Aotearoa and the world, hui and Wānanga were held and links were set up to capture their kōrero and whakaaro.

Data collected from the Ngāti Kuri website statistics reflects the global spread of our Ngāti Kuri uri.

It also reflects the increase of interest outside of our Ngāti Kuri Rohe within the particular time frames that we have been hosting hui around the motu. Average monthly unique site visits increased by 31.25% (from 800 to 1050) over March and April when the majority of the education posts were made. Actual traffic to the site stayed fairly constant over March (see attached stats for March), but spiked on the 27th by about 30% when the initial education consultation hui pānui was posted. A similar spike occurred when the next education posts were made on April 8.

Average monthly repeat visits increased by 60% over March and April.

Over the month of April, four of the top ten most visited pages were education related.

Total education-related page visits during April, including feedback forms, were 742. Only the main home page had more visits.

Page visits in March quadrupled from an average of 8000/month over the previous year to nearly 34,000.

63% of of the 950 unique views* of the Ngāti Kuri Facebook page in May were of education pānui and related comments.These statistics are a great indication of the reach to our Ngāti Kuri whānau wider afield and the engagement that this strategy has been able to successfully achieve.

Round Two Engagement Hui

OverviewThe documentary is about Ngāti Kuri’s very own - Merimeri Penfold. She has been a pioneer all her life - as a champion of the Māori language - as a woman leader in the North and at a national level - as a composer of haka and waiata - and as a generous, creative influence in many areas of the arts. Merimeri is a lively and inspiring figure who has been involved

in many big changes. Her long and eventful life story provides a rich perspective not only on the far North and Ngāti Kuri but on many important events and people in the recent history of our country. In the course of the documentary she presents her "dreams" for the future of Māori language and culture.

Our screening was a reflection of our kaumātua/ kuia status and where education and reo is prioritised within Ngāti Kuri and has been from mai rā anō. It was a great way of reinforcing our progress to move forward in relation to our history as a people, where we have come from – what we aspire to achieve and the direction we wish to pursue.

We held the screening prior to engaging with our presentation and kōrero around our kaupapa giving our Ngāti Kuri audience a chance to absorb the images and messages within the documentary and then adding to their thoughts around moving education and reo forward for us as Ngāti Kuri.

Our presentation gives an overview of our first round of engagement and our findings to date and also reinforces our beautiful tāonga and resources we have as an iwi in which we can use to showcase and reaffirm our Ngāti Kuri identity.

Following the presentation we handed out feedback forms that were part of the information pack which also consisted of an information brochure updating on our progress to date including our focus areas moving forward from the first round of consultation in phase 1. We also included a registration form for our up and coming education wānanga in Te Hapua. Please find a copy of all information included in the pack attached.

We then discussed the next series of planned hui to be held in Auckland and Christchurch and the major wānanga in Te Hapua.

We had available one of our key kaikōrero to give a brief insight as to how the waiata session in the wānanga would run and what to expect. The kōrero was followed by kai that was catered by whānau of Ngāti Kuri.

Feedback to date has been overwhelmingly positive and there is an emerging voice to continually create on-going opportunities to keep highlighting our Ngāti Kuri successes. When Ngāti Kuri experience and celebrate all levels of success our iwi spirits will be uplifted and capable of navigating the pathways towards education authority.

We had over 50 people attend this memorable presentation which included our kuia Merimeri Penfold herself, kaumātua, kuia, representation from the Ngāti Kuri Trust Board and Ngāti Kuri living locally. A few travelled from out of town to be a part of this kaupapa. The evening was surreal and refreshing. It was decided that, as a result of glowing interactions and responses, this DVD would be presented to our people in upcoming hui wānanga.

Taurahere: Auckland Hui

This was an opportunity to engage with our uri living outside the Ngāti Kuri rohe and to hear their aspirations, thoughts and ideas for our strategies. They were able to share their own experiences as Ngāti Kuri living away from the hau kāinga. They shared their challenges and their successes and how they may contribute in creating innovative opportunities for our people back home and give back to their iwi living everywhere.

They too have a real hunger for their iwi, a hunger to be proud of who and where they come from, again reaffirming their Ngātikuritanga.

It was fantastic to highlight the intellectual capacity that exists within Ngāti Kuri and the many talents and range of experiences that we can call our own. An added bonus was the opportunity to network with their whānau and share business ideas and strategies. Following this hui, two of our whānaunga have teamed up to expand their respective businesses overseas. There was expertise at management level in the following fields: Commerce and finance, health professionals, education management and administration, engineering, infrastructure development, communications, Te Reo me ōna Tīkanga, commodity exporting, recreational and health sciences, management and logistics and Information Technology. It was also reassuring to hear the voices and hear the same messages being voiced as those back home that education is the key to Ngāti Kuri’s success in all fields of endeavour. Equally our Ngāti Kuri historical kōrero is critical to our educational journeys and these ancient kōrero are realistically current even today in proudly expressing

our Ngāti Kuritanga. Many participants were encouraged and inspired to come along and be a part of the wānanga in Te Hapua.

The wānanga would be an opportunity for our uri to hear about ancient Ngāti Kuri kōrero presented by our esteemed kaumātua and kuia. For many of our uri this will be new knowledge. At the Auckland hui there was a strong indication that a number of young economically successful Ngāti Kuri would attend the wānanga in Te Hapua.

Discussion and workshops were followed by kai catered by Ngāti Kuri whānau. With over 50 participants in attendance again we were able to capture insightful kōrero and productive ideas to further strengthen the feedback already received.

Making sure that all our whānau, however widely dispersed they are, have a voice and an input into the strategy is essential to ensuring that we develop a strategy that is appropriate and specific to ngā uri o Ngāti Kuri.

A smaller roopu of 25 this time enabled us to really discuss more in depth the process of engagement so far, in particular the wānanga process and feedback and all ideas to date, this generated a greater amount of feedback and input. Members of our Ngāti Kuri whānau currently residing in Te Waipounamu are very engaged in Ngai Tahu education, mentoring and te reo.

They are involved in strategies including ‘Kotahi mano kaika’ and other initiatives that have a strong focus on reo regeneration, as well as health, dairy farming, shares, community trusts and government agencies.

The hui in Te Waipounamu marked the completion of the official hui for the engagement and consultation process – however other types of consultation and engagement will be carried out right throughout the analysis section and is an on-going process.

Te Wananga Matauranga o Ngati Kuri ki Te Hapua

From an overwhelming response through our first phase of engagement and an emphasis to support marae based learning and tīkanga, a wānanga method was introduced and applied to our second phase of consultation. This framework provided an ideal environment to engage with ngā uri o Ngāti Kuri about their aspirations and priorities for education and reo. It also reinforced the desire and importance of rebuilding the haukāinga of Te Hapua and Kapo Wairua while reaffirming Ngātikuritanga whānui.

This is a focus for us as Ngāti Kuri to start to establish areas and prioritise our aspirations as an iwi. The initial part of the wānanga intended to reaffirm our iwi identity by sharing kōrero of significant Ngāti Kuri sites in our rohe and how we see ourselves moving forward together for our mokopuna and future generations. We seek to develop further and continue to build upon the feedback we have already received and further construct a model of wānanga that will enable us to implement future Ngāti Kuri wānanga that are productive and align with our aspirations as an iwi.

This included a pre-implementation concept for us to analyse as an iwi that everyone can feed into. We hope to continue to create opportunities that enable Ngāti Kuri voice along the way to ensure we support an iwi led strategy.

Key areas of the wānanga: History, wāhi, whakapapa, pepeha reo, waiata, tāonga tuku iho, marae strategic planning, current school settings and frameworks and how this all ties into the educational success of Ngāti Kuri.

To also acknowledge the significance for us as Ngāti Kuri, our unique connection to Te Ara Wairua and our distinct role as kaitiaki, we held a special ceremony at Te Rerenga Wairua. Te Reinga our wāhi tapu, the most spiritually significant part of Aotearoa. For it is here that after death our wairua travel up the coasts making their final journey, resting along the way in ancient wāhi o Ngāti Kuri. Other Ngāti Kuri significant places visited included our ancestral kāinga of Kapo Wairua and the unique silica sands of Te Kokota.

We were accompanied by our kaumātua and kuia, throughout the wānanga to guide the tīkanga, proceedings and kaupapa of the programme. “Ngāti Kuri embraces the future as our tūpuna are with us on our learning journeys.” – Kaumātua, Ngāti Kuri.

Taurahere input:For those unable to attend hui because of travel or other reasons we have updated the Ngāti Kuri iwi website so that Ngāti Kuri whānau can access the current project information as well as feedback forms to complete online. Whānau have also been able to register for hui and wānanga online which has been a favourable option for many.

The Ngāti Kuri Education Face Book Page has also continued to be a helpful tool to reach those living outside the rohe and to post updates and flyers as well as a forum for Ngāti Kuri to ask questions, share whakaaro and web links appropriate to the kaupapa.

Advertising:It has been an on-going focus to ensure that Ngāti Kuri are well informed of any hui that are coming up and how they can have a voice as part of the engagement process. We have advertised in as many newspapers as possible from local to national papers, flyers, local and national radio stations, face book, community and school pānui and newsletters, community roopu, committees, our Ngāti Kuri website as well as iwi providers, emails and phone calls. Also word of mouth by our whānau has helped in widening the net of interest in the consultation process.

Method - AnalysisThe next part of the process involved analysis and collation of all the feedback responses, wānanga input, the output 1 report, documentation, kōrero captured and engagement opportunities as received throughout the first and second phase of consultation. This helped us to highlight the main outcomes, characteristics and useful information to suggest options and opportunities for where an initial framework will

be constructed and developed for further consultation and engagement.

The intention is for components of the framework to be prioritised into short, medium and long term actions so that the objectives can be addressed with urgency to meet the current needs of Ngāti Kuri uri as well as being implemented strategically alongside the strategic direction of the Ngāti Kuri Trust Board and the strategic direction for our Marae..

We trust the overview of the framework will present our findings in a way which supports future decision making and is an empowering model for ngā uri o Ngāti Kuri that reflects our aspirations, interests and needs.

The entire process will continue to be overseen by our kaumātua/kuia, governance roopu and education experts as we design the framework of both the education and te reo strategies and consequent implementation plans.

Conclusion and areas of focus for the strategy

Collaboration between Ngāti Kuri and the Ministry of Education has the potential to develop a Ngāti Kuri centric education and te reo strategy, which will support Ngāti Kuri learners to achieve education success as Ngāti Kuri. It will progress the Ngāti Kuri strategic direction to increase the influence, authority and autonomy in education within Ngāti Kuri.

Equally it is essential that Ngāti Kuri forge respectful collaborative partnerships with those groups, organisations, institutions and agencies to ensure that all Ngāti Kuri uri realises their greatest educational potential that will unlock the gateways to the world towards endless learning.

This report has made significant development towards defining Ngāti Kuri iwi education aspirations, interests and needs. The process has seen active engagement from whānau, hapu, iwi and key stakeholders, locally, nationally and internationally during this first phase of consultation. It has also highlighted areas of potential challenge around relationships and collaboration between iwi and the need to research and gather quality data to further inform our Ngāti Kuri education and reo strategy.

Key themes and priorities for education in Ngāti Kuri have been identified in the report, which will shape our foci and inform the development of the Ngāti Kuri Education and Reo Strategy and it’s implementation plans. It will extend and reinforce Te Whakakitenga, through increasing the awareness of issues relating to education, tīkanga and researching, reconstructing, learning and using Ngāti Kuri reo. This will necessitate the establishment of a stronger identity as an iwi.

The areas of focus for the Ngāti Kuri Education and Reo strategy are:

Me moemoea ngatahi: A dream we dream together is reality

“Me rongo ki te reo o Papatuanuku”

In the year 2035, ngā uri o Ngāti Kuri have returned to live on our original tūrangawaewae in Te Hapua and existing settlement in Ngataki as well as our surrounding whenua. Those who reside outside of our rohe, return home regularly and actively contribute and engage in Ngāti Kuri initiatives.

Te Waiora: Fresh drinking water is easily accessible to every kāinga and whānau are working hard to be self-sustainable on our whenua.

Our kāinga are mainly Māori speaking with whānau members working together to ‘normalise’ te reo in our communities. We have many iwi initiated events and structures in place to support te reo within our uri.

Our leaders, boards and committees maintain strong relationships with Ngāti Kuri, our iwi are well informed of all initiatives and events. Our whānau can see their voices reflected in the strategies and action plans and are united in their support of our leaders. Our communities are supportive of the direction created by our leadership for the benefit of everyone.

Our tamariki are excelling in their learning. Kaiako promote Ngāti Kuritanga throughout the curriculum and tamariki are proud of their identity. Our whānau share in the responsibility for teaching our tamariki as a village. Our learning can happen anywhere and anytime, our village is the extension of our kura, we are no longer restricted by the kura walls as we once knew them.

Our leaders, tumuaki, kaiako, kai awhina and kai mahi are predominantly our own and are of the highest calibre. Our wider whānau are now starting to move home because we have created the environment for successful learning. Whānau want to be taught in our hau kāinga.

Ngāti Kuri will continue to be highly educated. We will be bi-literate, financially and technologically literate, and be economically successful.

We have access to state of the art technology in all our kura and marae, which allows us easy communication to the world to access more Mātauranga.

Tamariki and whānau are happy, healthy and enjoy their natural surroundings and environment. Our people are leading the way for effective iwi lead engagement and development. We are recognised as a major contributor in this area. Our state of the art whare hui next to our urupa Mareitu, overlooks the pristine waters of the wahapū o Parengarenga which is our iwi food pantry and one of our main sources of kai. It is very normal to see whānau fishing and gathering kai moana and those working the Ngāti Kuri kai moana beds. Our wahapu and surrounding areas are an extension of our kura, our children are amongst those fishing and gathering kai. Since the beginning our natural environment has been our educational playground.

The whare hui is buzzing with kōrero, hui, tamariki, manuhiri and tangata whenua alike. It is our central place for whānau gatherings and a true marae based learning facility.

The taumata is full with kaikōrero, and kaumātua offer whaikōrero and karanga succession programmes for those taitamariki wanting to learn these roles. It is a common sight to see our young ones having their time to stand on

the taumata alongside our kaumātua. We have in-depth knowledge of our Ngāti Kuri tīkanga such as: whakapapa, waiata, pakiwaitara and kōrero ona mataa.

Our maara kai are thriving and the communal gardens bring whānau together again to work, share, laugh and learn. We have returned to work the land in Kapo Wairua and it thrives and is an opportunity to create putea for our communities.

Regular Wānanga are held to maintain te reo o Ngāti Kuri me ona tīkanga. Our histories and stories are recorded and shared with our uri in a range of medium. Our mokopuna are nurtured through all layers of learning.

We respectfully share our Ngāti Kuri Ao with all manuhiri and teach them our tīkanga and history so it will never be lost or mistaken for another identity.

Our temepara, our safe haven offers guidance, awhi and inspirational kōrero and the pews are full every Sunday. Our hahi is another domain where te reo remains the prominent voice. An annual journey to Ratana Pa is enjoyed by young and old.

We care for Te Rerenga Wairua, Rangitāhua, Ohau, Moekawa, Manawatāwhi, Oromaki , Maunga Tohoraha, Utea, Te One-Roa-a Tohe and many more significant areas as kaitiaki for these ancestral places. Our Ngāti Kuri entrepreneurs are creating career and employment pathways using their expertise and networks. We are utilising our assets and resources to create sustainable options for our people.

We promote Ngāti Kuri everywhere all the time. You will see such things as posters and signage representing Ngāti Kuri, showcasing our art, original place names, whakatauki and kōrero.

We stand proud as Ngāti Kuri tuturu and regularly celebrate our reo, our kaumātua and Ngātikuritanga, reaffirming our strength as an iwi and to ensure succession to all our mokopuna. In addition every 2 years as many of us from all over the country and throughout the world return for the Ngāti Kuri festival, celebrating, sharing, recapturing, reconnecting and re-energising our wahi tuturu our papa kāinga our Ngāti Kuri.
