→ Focsa Services (UK) Limited (‘Focsa’) provides this service on behalf of the Council as part of a 14‐year partnering contract that commenced in April 2003.
→ ABC currently provides a commercial waste collection service to approximately 1,800 customers, which includes Schedule 2 premises.
→ ABC operates thirteen waste collection rounds, two of which collect predominantly commercial waste from Workington, Maryport, Cockermouth and Keswick.

→ ABC introduced a commercial paper and card recycling service in 2004/05, which has grown steadily and now collects approximately 800 tonnes per annum.
→ A standard RCV with a driver and one collection operative work two full days per week (e.g. Mon & Fri) to provide the commercial paper and card recycling service.
→ There are currently three main local outlets available for paper and card, namely:
→ Smurfit Recycling, Workington;
→ Watson Studholme & Son Ltd, Aspatria;
→ Derwent Recycling Services Ltd, Workington.

The Council currently collect commercial paper and card from the Keswick area but not along the A591 from Keswick towards Grasmere. Although desirable it is unlikely due to the distances involved and the limited number of businesses along this route.

→ Wheeled bin collections – already provide this type of service for paper and card in Keswick. Some businesses will have limited storage and access space for additional containers (i.e. food waste).

→ The Council sold the service before rising disposal costs make the service unprofitable. Commercial waste that comes under the control of the WCA will be classed as contract waste and will be sent for treatment at the proposed MBT facilities. It is anticipated that the gate fee for commercial waste may be significantly higher than landfill thus making the service uncompetitive in the medium term.

→ Carlisle City Council (CCC) covers an area of 1,036 km² and has a population of 102,000. The historic city of Carlisle is the largest settlement with approximately 70% of the population. The remainder of the population is spread throughout the district in a number of smaller market towns and large villages including Longtown, Brampton, Dalston and Wetheral.

→ In 1988, Biffa Waste Services Ltd won the domestic and commercial waste collection contracts under Compulsory Competitive Tendering (CCT). In 1996, the Council’s in‐house service provider won the domestic waste collection contract but Biffa retained the commercial waste collection service. Since 1996, the Council has gradually developed the commercial waste collection service that is delivered by the in‐house service provider.
→ CCC currently provides a commercial waste collection service to 179 customers, which includes Schedule 2 premises and 16 premises that are serviced on behalf of WRG (formerly Alco Waste Management Ltd). It is understood that the majority of the commercial waste customers are located in and around Carlisle

→ A pilot scheme is underway collecting cardboard from 30 commercial premises in Carlisle. The aim of the trial is to assess the impact on residual waste and identify an appropriate level of charge.
→ Cardboard is collected via 1100 litre bins. Collections take place on a Monday.

→ A little hesitant about separate collections of food waste given the WDA’s view that the proposed MBT plant will provide the alternative to landfill.

→ Copeland Borough Council (CBC) covers an area of 736 km² and has a population of 70,000. Two‐thirds of the Council’s area lies within the Lake District National Park.

→ CBC currently provides the commercial waste collection service through their in‐house service provider.
→ CBC currently provides a commercial waste collection service to approximately 455 customers (includes Schedule 2 premises) and a further 114 on commercial sacks. CBC offer customers the choice of 240, 360, 660 and 1,100 litre containers or orange commercial sacks.
→ The commercial waste round collects approximately 90% commercial and 10% domestic waste. It is thought that some of the 10% domestic waste collected by the commercial waste round could be from mixed hereditaments (i.e. B&Bs).
→ In addition, a further three domestic rounds collect approximately 90‐95% domestic waste and 5‐10% commercial waste. It is thought that the 5‐10% commercial waste is from commercial premises in remote locations (i.e. Ennerdale). This approach is likely to be a cost effective use of resources, particularly where a domestic round collects commercial waste from businesses in remote locations (i.e.

→ Interested in setting up a commercial paper and cardboard collection and are looking at a business case for doing so, using existing vehicles outside their normal working hours.
→ Of the opinion there are probably insufficient numbers of food waste producing businesses in the area for food waste collections to be viable.
→ Having attended a recent business event in Whitehaven, aware there is a demand for recycling services for SME’s and many of these feel the Council is the right organisation to provide such service.
→ Not aware of any studies.

→ As Copeland has both urban and rural areas they don’t think there’s a one size fits all solution. In the main towns the most appropriate method would be commercial collections.
→ That said commercial waste points on HWRCs is probably the most appropriate for the smaller businesses.
→ Mobile bring points would be a good way of emphasising the difference between domestic and commercial waste and could service the rural areas well however they don’t think that would be very popular because it would take some effort on the part of the business.

→ Eden covers an area of 2,158 km², it is the second largest district in England and the most sparsely populated. The population of around 50,305 is concentrated in the market towns of Penrith, Appleby, Kirkby Stephen and Alston.
→ One fifth of Eden is in the Lake District National Park and one‐quarter in the North Pennines Area of Outstanding Natural Beauty. To the south‐east it borders the Yorkshire Dales National Park. The area is popular with tourists including walkers and climbers.

→ Would potentially, subject to detailed assessment, be able to offer collections without charge. This is due to the significant efficiencies of collecting 25 cu/yd bins particularly when collecting 2 bins at a time with a drag trailer.
→ The revenue from the heaver material banks such as the card and paper mix would subsidise the lighter plastic and can banks. Although these lighter materials are very high value, this does not compensate for the low weights, however, the card/paper bins should cross subsidise these bins, potentially providing collection and recycling service without charge for all the materials.

→ Food will require a processing plant. Probably the best option is the planned Eco Deco facilities. The food waste could then be collected with the general refuse, as it could go to the same facility. Separate food waste collection also creates problems such as smelly bins and containment issues within the collection vehicle.
→ A card and paper mix could be carried out using a mobile compaction vehicle, but the charges would only be a little lower than general waste, probably 2/3 the general waste charge.
→ A commercial waste recycling centre of bring site would be far more efficient.
→ A food composting site is probably not an option. Trialled an Anaerobic Digestion plant for commercial food waste, but it did not work. In vessel composting is the best option, but would need green waste input to be operationally viable and to have a workable input mix. The problem here is that this would double the green waste processing cost.

Glass Recycling
→ Offering a free months trial of their glass collection service in the following areas: Lancaster; Morecambe; Bentham; Ingleton; Kirkby Lonsdale; Carnforth; Kendal and Windermere.
→ The free trial provides 240 litre wheelie bins to producers of post consumer glass for 4 to 5 weeks with no charge and no obligation to keep the bins. Dependent on the location and number of bins required they then provide a quotation for those who wish to continue the service.
→ A weekly collection can cost less than £3.00 and there is no rental charged on the bin.

→ As payments for the disposal of trade waste is weight based most Company’s will look to target the streams that contribute the most to reducing their waste collection/disposal costs. For that reason paper is the most attractive and depending on whether this can be sorted along picking line, cardboard could be comingled.
→ Cans and plastics are perhaps the least attractive for commercial collections as the yields (weights) are not high. Whilst food waste, although heavy requires treatment and as a facility would have to be developed, this means that a gate fee would have to be paid. Customers will only be incentivised to pay for a separate collection of food waste, and an additional container when the landfill tax escalator makes conventional options less affordable and treatment infrastructure is developed to cater for this need.
→ The issue here revolves around Duty of Care, how can Focsa identify the producer and make them responsible for the waste delivered. Is it assumed to pass to the company collecting the recyclable materials and deriving the income? The quantities of material diverted and resold would have to finance the service otherwise who would pay. Focsa would also need to understand the EA’s view and the respective Council’s view with regards to keeping the sites clean?
→ This is perhaps easier to manage as permits can be sold to businesses to allow a specified number of visits/waste types to be delivered to the site. Duty of Care notes can be produced as permits are sold.

However it would need to more food/canteen waste all year round than is contributed by tourist trade.

→ Shanks operate a small volume recycling service within the customer base in the central belt of Scotland. This service is based upon the use of 1100L containers collecting paper, cardboard and plastics and collected using conventional trade waste vehicles. The materials are taken to the MRF where sorting takes place and the commodities are re‐sold.
→ Charges and turnover figures remain confidential at this stage.
→ Customers initially think of savings, i.e. saving on landfill tax etc, this is not the case as the cost of managing the waste can equal that of landfill.

→ Any system will work as good as another however, they all require infrastructure which is not readily available within the county as yet. Including sales.
→ Whatever the collection point this waste must have easy access to sorting, composting or other handling facilities.
→ Cumbria being such a semi urban mostly rural area with low residence per hectare makes it difficult for companies to justify large investment if there is no long term commitment contract in play. In more urban metropolitan area’s there would be more access to users of such infrastructure and a capacity to sell services more quickly.
