Suspended chairperson of the WesternCape Community Police Board, HanifLoonat, is calling for clarity on his sus-
pension now entering its seventh week.At a press conference held last week he ap-
pealed to the office of the Western Cape Pro-vincial Commissioner for an urgent resolu-tion to the matter in the interest of fightingcrime in the community.“I am concerned at what is happening in
the provincial board and need them to pro-vide me, and my attorneyMichael Bagraim,with the necessary documents relating tothe charges ofmy suspension and to provideme with an opportunity to appeal my sus-pension as per the requirements of the Con-
stitution of the Western Cape CommunityPolice Board,” he said.Loonat went on to explain that even
though he is yet to receive these documentsrelating to charges against him it may be re-lated to discussion around the termsof officewhich started in 2010.“During 2010 - 2012 theProvincial Commu-
nity Police Board had several meetings withour structures and the Provincial Board todeal with the issue of the extension of theTerm of Office of its structures from twoyears to five years.
Constitution“The process undertaken was all as per
the Provincial and the National Constitu-tion and at a further special meeting with
the Provincial Board, the WC SAPS legalrepresentatives and the WC Department ofCommunity Safety, in September 2012, itwas agreed that the Provincial Board togeth-erwith theSAPS legal teamwill draft a docu-ment explaining the Terms of Office to ourstructures.“This documentwas drafted and as agreed
in the meeting was to be signed by the WCSAPS, the HOD of the Western Cape Depart-ment of Community Safety, as well as theProvincial Board chairperson and then to bedisseminated to all our structures.“This never materialised and the appar-
ent reluctance by Deputy Police Commis-sioner Maj Gen Peter Jacobs, to do so frus-trated the board as well as the legal repre-sentatives of SAPS.
“Jacobs started avoiding me to sign thedocument and on several occasions I re-questedameetingwithhimwhichneverma-terialised,” he said.
Pressure“Through my naivety and frustration, as
well as pressure from the CPF structures Isent out an email to the board executivewherein I questioned his reluctance want-ing to know if it was to curry favour withthe Premier, Helen Zille, as she and her Pro-vincial Department had a change of heart onthe extension on the term of office.“On receiving a copy of this email Jacobs

Is this because it was in theirfavour?”Loonat also pointed out that at that timewhen Maj Gen Sharon Jeptha was over-seeing the CPFs they were supported andguided by her, thus producing effectiveand resolute crime combating projects.Unfortunately when Jacobs took overthis function things took a turn for theworst and it was compounded whenLoonat was accused of wanting a clusterchairperson removed.“Michael Jacobs, the cluster chair fromMitchells Plain approached me andclaimed that I wanted him removed,which was totally untrue and I told himso, but he then became an architect of allcharges and a vote of no confidenceagainst me. A year later there was abso-lutely no conclusion on these charges,”said Loonat.This year the latest charges were when
a statement by somebodyelse was attributed to himin a local newspaper.“I personally correctedthis with the NationalMinister of Police, NathiMthetwa’s office and re-ported my unhappinesswith the way the reportermisquoted the sentimentsascribed to me to the edi-tor of the said paper.“It was after this state-ment that the ProvincialBoard Executive wassummoned to Jacobs’ of-fice to inform us of thecharges against me andthe intended investiga-tion.“To my dismay, none ofmy colleagues in the Ex-
ecutive raised any objections against theproposed intention of SAPS. Taking intoaccount that I am not a member of theSAPS, I am a democratically elected offi-cial of the board thus the board is the onlyentity that shouldhave dealtwithmymat-ter.“A Provincial Boardmeeting on 25Maythis year, where I intended to raise thematter andmy concerns,was cancelled byJacobs, again unethically, even though aweak apology and reason was later given.“The meeting was postponed to 29 Juneand again postponed to 6 July, but withinthat same week I was served with my sus-pension notice.“Up until today I have not been affordedan opportunity to defend my case. Theprocess is beingdelayedandwishedaway.“I am an elected member of the Provin-cial Community Police Board and not anemployee of the SAPS and the full boardshould have been informed of the intend-ed new charges and afforded an opportu-nity to deal with the matter.”

Delft police are calling on the public to as-sist in identifying an unknown female.On Saturday 10 August at about 01:30 po-
lice were called out to a scene in LeidenAv-enue, opposite Leiden Avenue Primary,where anunknown femalewas found in cir-cumstances where she was a danger to her-self and to other road users.She appeared to have consumed alcohol
and was taken to the police station for herown safety.Whilst sitting in the temporary holding
cells, she slumped over and upon inspec-tion she appeared to have died.Police have opened an inquest and the
woman, about 40 years old, was about 1,5metres tall, dark of complexion and wear-ing cream pants and a maroon jacket.No further information was available

Police in Delft are concerned about condi-tions in a local temporary relocation areaespecially after recent rains in the area.Communications officer of Delft SAPS,
Capt JoeWilson went through the TsunamiTRA to see what some of these residentswere experiencing.During thewalk through thearea the resi-
dents came voluntarily to complain abouttheir living circumstances.The 34-year-old Vanisthwa Whabe, strug-
gled through the muddy roads that runthrough the area and complained about thebitter cold.“Its affecting the health of my children,”
she said as she carried her one-year-olddaughter on her back and led her 4-year-oldson by the hand.
“These houses are made of asbes-tos and they are not good to live in.“You can see the holes here in my
house and some of these walls areready to break down because of therain, which just comes in and floodsour houses.”Another resident, JoyceKelle, liv-
ing with her 64-year-oldmother alsocomplained about the conditions inthe area as she pointed out how theyhad to scoopwater out of their houseand the wet pools they have to walkthroughwhenmoving around in thearea.According to Wilson, their con-
cern is with the environmental de-sign as the area has no properstreets andare floodedduringheavyrain.“The way that the authorities de-
signed this area makes service tothe community very difficult.“It also impacts negatively on our
vehicles because to make the waterflow away from their structures, theresidentsmade big holes in the path-ways and streets.”Tsunami started out as a tempo-
rary relocation area from 2005 andthe residents were promised thatthey would stay there for five years,but they are still living under thesame conditions.

Police combined with metro po-lice and Law Enforcement lastweek to take their fight againstdrugs to the streets.
In Delft officers smiled broad-ly after they recovered about 173units of tik.
According to Captain Joe Wil-son, communication officer,they embarked on a massivesearch and seizure operation, inconjunction with metro policeand Law Enforcement agencies,which started at 10:00 on Friday.
“The drug dealers werespooked by the operation andfrantically attempted to hide andstash their drugs,” he said.
“One such dealer or runner at-tempted to hide his drugs at aWalton Road home in DelftSouth, but fortunately one of theresidents informed the policeand when they searched they re-covered 24 tik straws and 149 sa-chets of tik with an estimatedstreet value of about R8 000.”
A 17-year-old suspect was ar-rested, and will face charges fordealing in drugs.
In Elsies River on Monday 15August at about 10:45 Sgt Ger-hard Majiet and Const Jerome Manuel ar-rested awoman in possession of 104 packetsof tik and 64 mandrax tablets at a house inMaria Street, Avonwood.
Desne Louis has appeared in court oncharges of possession of tik and mandrax.
Station commissioner at Elsies River,Brig Denise Brand, congratulated themem-bers on a job well done, and appealed to thecommunity to continue providing informa-tion to SAPS in the ongoing fight againstcrime.

Further investigation revealed thatMinnaar had an argument with his37-year-old wife, and he was stabbedduring an ensuing scuffle.

Skandaalkamp is one of four “bush” settle-ments on the dumpsite just outside of TableView. Over 260 families call it home. Theyhave one portable toilet and one tap for eve-ry six families. There is no electricity availa-ble to residents. They rely on fire to cook andstructures are built from whatever materi-als they can scavenge off the dumpsite.There are no roads, no jobs nearby, no
public transport. They are on the doorstepof one of our major cities but they may aswell be in the middle of Ethiopia.Their living conditions are desperate on
a normal, sunshine day!With all the rainwehave had in Cape Town in the last few days,it has become downright dangerous to be aresident here.Most shacks havenowindowsand roofs are mainly constructed fromwooden beams and years of layers of plasticsheeting.Mould anddamphave taken its tollon the shelters as well as the health of theoccupants. Shelters are full of rot and mossgrows on thewooden beams that are the sup-port for the roofs.One of the residents is disabled. He relies
on crutches for mobility, but his roof is heldup by planks placed under the roof beamsto keep them from collapsing. Water dripsinto buckets placed throughout his “home”.
It drips on his bed while he sleeps at night.His floor may not be under water, but eve-
rything he owns is damp. He has plasteredhis walls with cardboard as insulation fromthe cold. Cardboard fills the gap where nor-mal homes would have glass windows.He is not alone, over 260 families live this
way – in one settlement alone. There arethree more settlements on the same dump-site in very similar conditions.The people living here are good people,
they have beautiful children with hopes ofmaking something of themselves when theygrow up one day, like a fireman, a police-man, a teacher – humble dreams for humblechildren.Working with these children has been the
high point of my existence, they have repaidme tenfold in love! Seeing their little facesbeamwhen they get a sandwich, a kiss, a hugor a second-hand item of clothing is what fu-els my batteries to do more.The ACVV Koeberg works within these

Whopping 1 520 abalone confiscatedPolice in Belhar have made an importantperlemoen bust in the area.
OnSunday 11August at about 18:00Belharpolice under the command of Sgt Riyan Kar-riem received information from a reliablesource of the illegal trade in abalone in thearea.
They followed up this information and se-arched a house in Harrington Street and re-
covered one bag of abalone.Anhour later, at anotherhouse inAmster-
dam Road they recovered another 10 bags,and another four bags hidden in the boot ofa car on the premises.
Three suspects, a female and two men we-re arrested. A whopping total of 1 520 abalo-ne were seized and the estimated value wasstill to be determined.

NelsonMandela and his family andwhilewe long forhis recovery,we trust inGod’scompassion, mercy and goodness for hiswellbeing,” he said.“During July inhonour of his birthday,
eachperson is asked to celebrate this longroad to freedom with 67 minutes of com-munity service.“Ultimately these individual actions
seek to empower communities to take ac-tion, inspire change, but we seek tomakeevery day a Mandela Day.”Their contribution recently started
when staff at the two stations, with IzaniPretorius of BP Southern Africa, met at
the Mac Adams Test Kitchen in Black-heath and began a marathon bake-off of1 000 chelsea twists donated by Tribake.Sausage rolls were also donated by Pie-
mans who baked a further 550 pies attheir facility.“The delicious goodies from all three
sites were eventually ready for distribu-tionbymiddayand transported, in thede-livery van donated for the day by AfricanCellar Suppliers, to Edward Primary inElsies River, one of the beneficiaries ofour Mandela 67 outreach programme,”continued DE Gouveia.“Each child and staff member at the
school received a gift donated byBPHeadoffice, a sausage roll, a chelsea twist andcup of Coca Cola.“A cheque of R5 500 from BP Osman
was also handed to the principal and I en-couraged the children to spend their timehelping someone needy in their commu-nity.“The balance of the baking was shared

had a Men’s Camp at the picturesque Si-monsbergChristianCentre just outside Stel-lenbosch, and they’re motivated to inspiremore men to join them in making positivechanges in their neighbourhoods.One of the organisers, Theodore Motto,
said that the camp is held annually underthe banner of the Bonteheuwel Churches inAction.“We want to make that difference in all
communities so this camp was attended bymen from different churches and differentareas including Bonteheuwel, Montana,Delft, Belhar, Goodwood and MitchellsPlain,” he said.“At the camp members were treated to
hearty meals, comfortable beds, refreshingshowers, games, uplifting fellowship, inspir-ing talks and engaging discussions regard-ing men, their role and responsibility in so-ciety and the challenges of everyday life theyhave to face.”Motto added that the theme of the camp
was, Men Rise Up, and it included a concertby all the attendants.“A special feature of this year’s camp is
that some of the men attended with theirsons which opened up opportunities for
bonding, rejuvenated relationships andpassing on the baton to become a positivepart of their communities.“The camp ended with a joyful and emo-
tional parting as the men went their respec-tive ways with a renewed energy and senseof purpose for positive responsible living.”Another motivated attendant was Dave
Solomons, who feels that this camp was thestart of powerful changes that realmenweregoing to make in the community.“We are tired of all the crime, drugs and
gangsterism destroying our lives,” he said.“At this camp we realised that as men we
must make our voices heard for change inour communities. The churches must alsoplay a bigger role in becoming part of thatchange by tackling the problems that ouryouth are facing head-on, and when theproblems start surfacing.“The men in our neighbourhoods must al-

Learners from Elsies RiverHigh School who are part of the Trainers4Life club at the school assisted at the stallwhich was very popular treating the participants with a variety of games and presents.Their efforts led to them being awarded a Spirited Trophy from the Forum for Intellectually Disabled. Ravensmead Library is working on motiva-tingmore young readers in the area, and thechallenge is being taken up by a local prima-ry school.While they already have an annual Dis-
trict Reading Competition for Grade 7 lear-ners from a number of schools in the area,one of those schools has now started an in-house competition to encourage learners ofall ages to get into the habit of enjoyingbooks.Webner Primary participated in 2012 and
again this year, and they were very happywith the results.“They have now started their own compe-
tition and had the first round for Grades 1to 3 last week,” says Bronwen Mogapi of thelibrary.“They were so pleased with this initiative
of Ravensmead Library and participatingschools coming together to motivate our
children to read and have fun, they decidedto have their own In-House Reading Compe-tition.“The major difference is that they have
started with all grades to motivate, help andprepare their children for future district li-brary reading competitions and generallyassisting their children to enhancea readingculture.”The school will be hosting the second part
of their competition today and the excite-ment is running high.“We are very happy with this initiative,”
continued Mogapi.“Our hope is that the other participating
schools get on board and maybe start theirown In-school or In-House reading competi-tion for their own students or learners, set-ting a platform in advance for the Raven-smead Library Annual Reading Competiti-on. We, as library staff are passionate aboutwanting all children to develop a real loveof books and of reading pleasure.”

Support local high school performers atGrandWest on Saturday 24 and Sunday 25August when they compete in theBackstagePass, High School Jam.
The competition is presented by Grand-West, Planet Productions and The FoschiniGroup’s ClubX magazine and is open to theentire Western Cape.
The High School Jam encourages highschools to compete through music, danceand other performances while they gain ex-posure in the entertainment industry.
The idea behind the competition is to pro-
vide interactive learning experiences for allthe students involved.
Some 10 high schools have been chosen tocompete on Saturday 24 August (10:00 to18:00) and from there, three schools will bechosen to compete in the finale on Sunday25 August (14:00 to 18:00).
The winning school stands a chance towin R30 000, with the two runner-up highschools each winning R10 000 and the SpiritAward winning school will stand a chanceto walk away with R10 000.

Salberau Park will come alive on Satur-day afternoon when Central AFC hostcurrent log leaders Bellstar United in
a crucial Super League battle of the North-ern Suburbs Football Association.The clash is touted as one of Bellstar Unit-
ed’s most important matches this season,with only a few matches left to clinch the ti-tle.History favours Bellstar United to dowell,
but current form tells a different story forthe side from Salberauwho have been strug-gling tomove from the fourth spot on the log.
Top spotBellstar United are placed 1st on the table
with 45 points from 20 matches, while Cen-tral AFC are fourth with 35 points.Central coach, James Julies is however
adamant that his players will achieve theplanned top spot finish, come the end of the
season but says his sidewill have to dig deepagainst Bellstar United, if they are to get agood result.“Bellstar United are a very good side,
which means we have to really dig deep ifwe are to get a good result against them.“We have been very unlucky to concede
soft goals in our last fewmatches that endedup with us on the losing side or drawing.“We know that Bellstar United will be
tough to beat but for us there’s a lot moreat stake and this match is a must-win affairfor us.“We have to take our chances against
them because I know that they will punishus if they get the chance.“Our problem is that the players seem to
switch off immediately after scoring a goal,and that has seen us give away easy goalsto the opposition at very crucial times.“Wehave beenworking really hard on our
mistakes and hope we don’t see a repeat inour upcoming matches.’’
Julies has also warned his side to be pre-cise, especially when dealing with the longballs, whichwill be pumped into the CentralAFC box by the pacy Bellstar United wing-ers, a tactic, he says, most teams have beenvictims of.

have to be at our best at the back and notgive them enough room to try any of theirtrademark moves.“They have fast wingers and always have
a tall man in the box which means we haveto close them down very quickly if we wantto neutralise their attacks.“We are playing against a team who are
the current log leaders which does not makeit any easier for us because they are also agood side who didn’t get where they are bymistake.“Theyhaveaverygoodbalance of talented
youngsters and experience, which makes
them a bit tricky, but we have done ourhomework and that should see us through.Even though admitting that it will not be
easy, Julies believes that good preparationsand determination should see Central AFCwalk away with three points and guaranteea top four place.“I would like to urge our supporters to
come out in numbers and support their teamas we aim to finish the season in style,” hesays.“On Saturday we will play with pride and
integrity , especially for the supporters whohave been our pillar of strength throughthick and thin.’’“When I said that we could go on and win
