Suggestions have been made that thestorage of cargo containers in CapeTown have reached unprecedented

numbers and are only stored here becausethe city is one of the cheapest places in theworld to do so.

An anonymous reader sent a mail inwhich he also wrote:

“Looking north from Killarney race trackin the old days, the view was magnificent.Massive blue gums planted in days gone by,rolling fields of canola, hills covered in grassand of course the endless blue skies. Unfor-tunately the skyline around Cape Town ap-pears to be becoming more and more diffi-cult to see.”

This prompted TygerBurger to send que-

ries to one of the largest shipping companiesin the world – the Maersk Group.

Arnold Eckersley, the group’s communi-cations and marketing manager, states totalstock volumes within Cape Town are at“normal levels” for this time of the year.

Harvesting season“The fruit season is currently under way

in the Western Cape and as a result there isan increase in the demand for refrigeratedcontainers,” said Eckersley.

“Given that a significant amount of the re-frigerated cargo originates from the West-ern Cape, it makes sense to have sufficientstock available as close as geographicallypossible. Maintaining stock levels ensureswe are able to fulfil the demand for contain-ers in Southern Africa. In so doing we en-sure the export market is catered for and as

a result when containers are required for ex-port products, they are readily available.”

While it is undoubtedly good for the localeconomy to have a worldwide conglomerateoperating in about 130 countries present inCape Town, the City nonetheless has a sayin what is, or isn’t, allowed.

“Conditions of approval can be imposed tominimise unacceptable impacts on the sur-rounding area with regard to the utilisationof the erf as a container yard,” says Johanvan der Merwe, City mayco member for en-ergy, environmental and spatial planning.

“This includes the operation of the con-tainer site, the scale of the utilisation of thecontainer activity (such as the stackingplan) and road infrastructure so that it doesnot negatively impact on the surroundingland use.”

While some days the stock levels might

seem excessive, Maersk insists volumes arenormal.

Dynamic“It is also important to note the stock lev-

els are dynamic. What this means is thatthese containers rarely stand for a signifi-cant period of time in the depots before theyare utilised,” says Eckersley.

Although there are many container sitesin Cape Town, Van der Merwe assures theCity has its finger on the pulse and no pro-posal to open a new site will be taken lightly.

“We carefully look at the desirability ofthe proposal, its degree of acceptability ona subject land unit, compliance with rele-vant adopted structure plans/spatial frame-works, policies and guidelines, and finallyits effect on existing rights,” said van derMerwe.

Residences around Buren High School,as well as the school itself, had to makedo without water for seven hours on

Friday after a water attendant working forthe City of Cape Town broke a pipe.

To compound matters, the pipe was bro-ken on Thursday at about 11:00 and the wa-ter was only turned off 24 hours later in or-der for the pipe to be temporarily fixed.

During that time water gushed onto theschool’s sports field and down the road intothe stormwater drain.

According to the school’s caretaker, AttieVermeulen, thousands of litres were wastedbecause authorities did not respond to theircomplaint quickly enough.

He only phoned TygerBurger on Friday,long after the complainants notified variousemergency numbers.

This newspaper immediately notifiedward councillor Bernadette le Roux, who inturn spoke to the relevant people.

Vermeulen had to stay at the school until19:00 on Friday night while the pipe was be-ing fixed, but he was told that this was onlya temporary solution and the water meter

would be refitted on Monday this week.By Monday afternoon at 15:30, the water

meter was yet to be refitted.“Not only were parts of the school flooded,

and then a day later we were left without wa-ter, we will also have to pump all the filthout of the drains because someone stole ourmanhole covers over the holiday,” says Ver-meulen.

The school will have to replace these cov-ers themselves.

Vermeulen was left pulling out his hair onthe Thursday and the Friday, because hedidn’t know who to phone.

Le Roux says there are water related emer-gency numbers in the phonebook, as well asthe City’s own emergency number.

She adds people can also phone her if nec-cessary.

“I am more than willing to help, especiallyin this regard, because we need to save wa-ter,” she says.

“I immediately got hold of the districtmanager, who sent someone over there tosort it out.”

It is advised that the public save the City’semergency number (107) on their cell phonesand always write down reference numbersin order for calls to be followed up.

Broken pipe causesschool fields to flood

The Erasmus family have been leftdevastated after Adré Erasmus (37)from Sunningdale was crushed be-neath a truck on Tuesday evening.

He was apparently cycling backfrom his work in Mowbray when theaccident occurred at 19:30 on the R27near Woodbridge Island.

It is believedthe wind blewhim and his bi-ke into thetruck’s path.

Milnertonpolice spoke-sperson, Daph-ne O’Reilly,says they arenonetheless in-vestigating acase of culpa-ble homicideagainst thetruck driver.

“The exactcircumstancessurroundingthe incident isstill under in-vestigation, so we ask anyone whomight have witnessed the accident tocome forward,” says O’Reilly.

Erasmus was the father of twins,who started their first day of schoolon Wednesday.

He was an avid cyclist and wasgoing to compete in this year’s CapeTown Cycle Tour (Cape Argus).

His wife, Lorraine, and the Eras-mus family members’ Facebook pa-ges were flooded with messages ofsupport.

This excerpt from a petition to removeand secure the site knownasErf 1117, statesjust how serious over 2 000 Table View resi-dents are.

Erf 1117, located in the Blouberg Dunes,is home to vagrants and informal settlers.

Partly due to ease of access, many nowcall settlements such as Happy Valley andTokkietown home.TygerBurger last year reported on the hu-

manitarian crisis where people have to livewithout access to water and sanitation.

Nowmembers of theTableViewRatepay-ers’ Association, TableViewandParklandsneighbourhood watches, street commit-tees, the Crime and Safety Facebook pageand the Western Cape Action Forum aresigning a petition to get the City to sort outErf 1117 once and for all.

The waters are muddy, however, sincethe land belongs to the National Depart-ment of Public Works, and not the City.

One of the leading forces behind the peti-tion, Table View Ratepayers’ Association’sBarrie Jarrett, says if the petition is notheeded then theymayhold a protestmarch.

He adds that, if anything, the petitionwillcreate awareness of the issue, bring the

community together and remind the DAthat residents are not happy.

“Mydrive is to actually help all residents,the families who live on Erf 1117 in squalor,and the homes surrounding the land, be-cause the crime associated to the land aswell as the safety aspect and hazardous is-sues are out of control.”

Many residents put their name on the pe-tition for selfish reasons, which is under-standable in its own right, but the livingconditions for some who have been on theland for almost two years demands rectifi-cation.

The City defers the situation to the De-partment of Public Works, while the latteris unaware of the humanitarian plight.

The police defer the situation to law en-forcement, while the latter is only mandat-ed to enforce City by-laws.

The petition states: “We no longer acceptthe excuse that this property belongs to theDepartment of Public Works and is there-fore outside of the City’s jurisdiction. Asthe ruling party, elected by the majority, tolead our province and city you are ‘account-able to your electorate and have a duty toinstil and maintain public trust in demo-cratic institutions’. For that reason, we areholding you accountable for a piece of landthat falls within your city and province...”

A geyser, amongst other peculiar items,was stolen from a business in MontagueGardens on 30 December.

Milnerton police are now looking foranyone with information to assist them intheir investigation.

Local police spokesperson,Warrant Offi-cer Daphne O’Reilly, elaborates: “Whenthe owner of the business in Phumelela Bu-siness Park entered the premises he noti-ced the front gate was forced open. He alsonoticed the door to the business was bro-kenand thewarehousewas inamess.Uponfurther investigation, itwas found the enti-re front office was flooded.”

According to O’Reilly, other items stolenincluded copper pipes, plugs and light swit-ches, all electrical cabling, a forklift char-ger, a forklift computer box, an electronicdisplay unit, all security gates, metal handrails for the office staircase, some cupbo-ards and fire-hydrants.

“A case of housebreaking and theft wasopened,” she says, before adding, “we arerequesting anyone with information orwitnesses to come forward.”

The first day of school bordered on chaosat Sinenjongo Secondary School whenover 200 unregistered pupils wanted tobe admitted.

Recognised community leaders set upa crisis committee and turned to localward councillor Joy McCarthy for help.

“Some of the pupils were from outsidetheprovince, others fromDunoonandel-sewhere, and some from Marconi BeamPrimary School who had not registeredfor 2015. The parents were irate whentheir children could not be admitted,”says McCarthy.

“I immediately contacted the MEC forEducation, Debbie Schafer, and metwith a representative group of parents

and committee on Thursday afternoonto find a way forward. The proposed so-lutionswere fowarded to the school prin-cipal and the department.”

Thanks to the efforts of the MEC andofficials from the department, all theGrade 8 learners from within the com-munity have been placed at SinenjongoHigh, and pupils of other grades and are-as will be placed at surrounding schoolswithin the next week.

“The attempts to preferentially regis-ter at Sinenjongo High can only be con-strued as a compliment to the principaland her staff, who have brought the ma-tric pass rate from 27% to over 80% ina few years,” concludes McCarthy.

A burglary in Paarden Eiland culminatedin good detective work by Maitland policein December last year.Local police spokesperson Constable Lo-

rencial Johnson, elaborates: “Several itemswere stolen from the business including atelevision, computer equipment, tools anda light delivery vehicle to the value ofR250 000.”Members of the police followed the leads,

which lead them to a premises in Retreatwhere they arrested a suspect that used to

work for the company. “In his possessionwe recovered one of the companies missinglaptops,” says Johnson.The suspect then informed police where

the other suspects live.“We went on to search other premises

which resulted in the arrest of an accompli-ce and the recovery of a computer, a televi-sion and various computer equipment. Un-fortunately word spread in the communityand they came up empty handed upon visi-ting the rest of the identified addresses.”

required to report to thespecific police station on aregular two week basis.Should the dog appear

healthy, and the street personis “drug free” they will beassisted ( by vouchers) to stayat an official shelter withmeals, and receive coupons tobuy nutritious food for the dogfrom a volunteering pet shop .This gives the street people a

new purpose in life, not justfending for themselves fromdrugs and trash, but caring for“man’s best friend”.This is what I call “Humani-

place at thewheel of the potent Elva Porschesports car previously driven by Dawie Gousand Luki Botha before Koos drove it in thelate 1960’s. The vehicle has recently beencompletely rebuilt and fitted with a new

quad cam RSK Porsche motor.Another feature of the meeting will be the

return of Formula 1 to the northern suburbcircuit for the first time since the CapeGrand Prixmany long years ago. These carsare going to include Jody Scheckter’s 007-1Tyrrell/CosworthV8withwhich hewon the1974 British Grand Prix at Brands Hatch, aswell as the SwedishGPatAndersdorp,whileon his way to finishing third in the Formula1 World Championship that year.The balance of the single seater Fransch-

hoek contingent will feature the ex- SamTingle F1 Repco LDS, designed by South Af-
