200 arrestados, 7.8 millones de dólares decomisados en operativo contra el Cártel de Sinaloa

TEMPE, ARIZONA – Autoridades de Arizona arrestaron a 203 personas y decomisaron 7.8 millones de dólares en efectivo así como mil 200 libras de drogas en un operativo dirigido a una célula del cártel de Sinaloa.
Este operativo duró 15 meses y estuvo dirigido a investigar una célula del cártel encabezado por Joaquín ‘Chapo’ Guzmán en Estados Unidos.
Las autoridades dijeron que los 203 arrestados participaban en una amplia gama de actividades, ya que algunos eran vendedores de drogas en las calles o compradores, mientras que otros eran familiares o amigos de miembros del cártel.
Las drogas decomisadas durante el operativo tienen un valor aproximado en las calles de 12.5 millones de dólares. Hasta el momento en este operativo se han confiscado 650 libras de marihuana, 123 libras de cocaína, 4.5 libras de heroína y 435 libras de metanfetaminas.
El caso comenzó cuando un oficial de patrulla en Tempe detuvo a un conocido consumidor de drogas. El oficial
rápidamente se dio cuenta que esta detención era algo más que un simple caso de uso de drogas. Posteriormente oficiales de narcóticos se dieron cuenta que la Agencia Antidrogas Estadounidense (DEA, por sus siglas en inglés) estaba investigando al cártel y es cuando autoridades locales y federales deciden unir esfuerzos en su investigación.
Las autoridades informaron que durante todo el operativo han estado realizando arrestos. Además, se han decomisado 44 armas de fuego.
“Este operativo ha asestado un duro golpe a las organizaciones de tráfico de drogas que continúan intentando hacer del área metropolitana de Phoenix un punto primario de distribución de drogas”, dijo Doug Coleman, agente especial de la DEA. “Al desmantelar este grupo, la DEA y nuestros asociados han sacado de las calles grandes cantidades de drogas, millones de dólares en bienes de los narcotraficantes y armas poderosas”.
Mientras que las autoridades consideran que este fue un duro golpe al cártel, no se sabe a ciencia cierta qué tan grande fue el impacto.
El jefe de policía de Tempe, Tom Ryff, dijo que se va a llevar tiempo determinar qué tanto fueron impactadas las operaciones del cártel para mover drogas en el área.
El fiscal de Arizona Tom Horne dijo que este es el cuarto operativo mayor contra los narcotraficantes en un año en el estado.

200 arrested, $7.8 million seized in operation against Sinaloa Cartel

TEMPE, ARIZONA – Arizona authorities arrested 203 people and seized $7.8 million in cash as well as 1,200 pounds of drugs in an operative that targeted a cell of the Sinaloa Cartel.
“Operation Crank Call” was a 15-month investigation into a cell of the drug cartel headed by Joaquin ‘Chapo’ Guzman.
Authorities said the 203 people arrested participated in a wide range of activities, from street drug dealers and purchasers to relatives and friends of Sinaloa cartel members.
The drugs seized during the operation have a street value of $12.5 million. So far they have confiscated 650 pounds of marijuana, 123 pounds of cocaine, 4.5 pounds of heroin and 435 pounds of meth.
The drug case began when a Tempe patrol officer pulled over a known drug user. The officer realized this was more
than a regular drug stop and narcotics detectives figured out the Drug Enforcement Agency were investigating the cartel. AT this time the local authorities partnered with DEA to work together in this operation.
Authorities said they have been arresting people throughout the investigation and have conducted drug seizures. They have also confiscated 44 firearms.
“Operation Crank Call deals another significant blow to the drug trafficking organizations that continue to try and make the Phoenix Metropolitan area a primary hub of drug distribution”, Doug Coleman, DEA Acting Special Agent said. “By dismantling this group, DEA and our partners have taken large quantities of drugs, millions of dollars in drug trafficker assets, and powerful weapons off our streets.”
While authorities consider this was a hard blow to the Sinaloa cartel, they are not sure how big the impact is.
Tempe Police Chief Tom Ryff said it will take time to learn
just how much this operation slowed down the ability of the cartel to move drugs through the area.
Arizona Attonrey General Tom Horne y said this is the fourth major drug bust in the state in the last year.
“It’s frankly an obscene amount of drugs and money,” he said. “Those numbers reflect the horrific scope of the drug trafficking problem in our community.”
Officials said the strongest market for the operations of the Sinaloa cartel in the United States is in Arizona.
Meanwhile Horne said that as a result of this operation, he will ask the federal government to increase security along the border with Mexico.
Tempe Commander Kim Hale said police are not releasing more information about the operation to avoid tipping off the cartel, but described it as the largest drug enforcement operation in Tempe.
This operation is ongoing and more arrests are expected.
10 bodies found in illegal gravesite in Durango

DURANGO – The Mexican Army located 10 bodies in an unmarked grave in the municipality of Durango, capital of the state of the same name, in northern Mexico, bringing the number of bodies found in illegal body pits to 280.
A source said the bodies were discovered in the town of Cristobal Colon on Dec. 14 and they have not been identified yet.
According to local media, area residents started perceiving a foul odor in the zone sometime last week.
The body pit was located by Army elements that were patrolling the outskirts of the capital city, which has been a battlefield between the Sinaloa and Los Zetas cartels.
The bodies were taken to the coroner’s office, where they underwent an autopsy and authorities took biometrics and DNA data to try to identify them.
“DNA samples have been taken from all 10 bodies, as well as photos of some tattoos and scars, so people that have relatives who are missing can go to the central offices and try to identify them,” said Raymundo Enriquez, a spokesperson for the Durango Attorney General’s office.
Authorities said an investigation is open to find out who are responsible for these deaths.
To date Durango authorities have reported the discovery of at least 13 illegal body pits with 280 bodies throughout the state. These discoveries started in April. Of those, nine body pits have been found within the municipality of Durango with 261 bodies.
The number of victims recovered from these unmarked graves has surpassed that of victims recovered in San Fernando, Tamaulipas, where 183 victims were found in 40 body pits.
While the bodies were located on Dec. 14, it wasn’t until Dec. 19 when the information was made public. Sources said the military authorities notified state officials, who tried to hide this information from the public.

DURANGO – El Ejército Mexicano localizó 10 cuerpos en una fosa clandestina en el municipio de Durango, capital del estado del mismo nombre, en el norte de México, aumentando así el número de cuerpos recobrados en este tipo de fosas en el estado a 280.
Una fuente dijo que los cuerpos fueron descubiertos en la población de Cristóbal Colón el 14 de diciembre y que todavía no han sido identificados.
De acuerdo a medios locales de información, residentes de la zona comenzaron a percibir un mal olor la semana pasada. La fosa fue descubierta por elementos del ejército mientras realizaban labores de patrullaje en las afueras de la ciudad capital, que ha sido un campo de batalla entre los cárteles de Los Zetas y Sinaloa.
Los cuerpos fueron llevados al médico forense, donde les realizaron una autopsia y tomaron muestras de ADN y de otros elementos que permitan su identificación.
“A los diez cuerpos ya se les tomó la muestra de ADN, algunas fotografías de tatuajes y cicatrices, por lo que las personas que tengan
algún familiar desaparecido pueden acudir a las oficinas centrales y establecer alguna posible identificación”, dijo Raymundo Enríquez, vocero de la Fiscalía General del Estado.
Autoridades dijeron que se ha abierto una investigación para saber quiénes son responsables por estas muertes.
Hasta la fecha, autoridades han reportado el descubrimiento de cuando menos 13 narcofosas con 280 cuerpos en todo el estado. Estos descubrimientos empezaron el pasado mes de abril. De ellos, nueve fosas han sido descubiertas en la capital del estado, con un total de 261 cuerpos.
El número de víctimas recuperadas de estas fosas clandestinas ya sobrepasa el de las víctimas encontradas en 40 fosas de San Fernando, Tamaulipas, de donde se recuperaron los restos de 183 personas.
Mientras que la fosa fue localizada en Durango el 14 de diciembre, no fue hasta el 19 de este mes que las autoridades hicieron público el descubrimiento, a pesar de que las autoridades militares habían notificado de forma oportuna a las autoridades estatales, quienes aparentemente trataron de ocultar esta información al público.

El Departamento de Seguridad Nacional (DHS, por sus siglas en inglés) está restringiendo el acceso a programas de cumplimiento de las leyes de inmigración en el Condado Maricopa, Arizona, después de que la oficina del alguacil Joe Arpaio fue encontrada en violación de los derechos civiles.
El Departamento de Justicia presentó los resultados de una investigación de tres años realizada por su división de Derechos Civiles, la cual encontró que ciertas prácticas en la oficina del alguacil del Condado Maricopa eran inconstitucionales y discriminatorias.
“LA discriminación socava el cumplimiento de las leyes y erosiona la confianza del público”, dijo la secretaria de Seguridad Nacional Janet Napolitano en un comunicado. “DHS no será parte de dichas prácticas. De acuerdo a esto y efectivo de forma inmediata DHS está terminando el acuerdo 287(g) con la Oficina del Alguacil del Condado Maricopa y está restringiendo el acceso de la oficina del alguacil al programa Comunidades Seguras”.
DHS continuó diciendo que “el Departamento continuará haciendo cumplir las leyes de inmigración en el Condado Maricopa en formas inteligentes y efectivas que enfocan nuestros recursos en extranjeros criminales, personas que recientemente han cruzado la frontera, flagrantes violadores de las leyes de inmigración y patrones que con conocimiento
contratan a trabajadores ilegales”.El programa Comunidades Seguras usa
una alianza ya existente para compartir información entre el Servicio de Inmigración y Control de Aduanas (ICE) y el Buró Federal de Investigación (FBI), que ayuda a identificar a los criminales extranjeros sin imponer requisitos nuevos o adicionales a agencias de la ley locales y estatales.
Por décadas las jurisdicciones locales han compartido las huellas digitales de personas que son fichadas en las cárceles locales y las revisan con el FBI para ver si tienen antecedentes criminales.
Bajo el programa Comunidades Seguras, el FBI automáticamente envía las huellas digitales a ICE para compararlas con las bases de datos de inmigración. Si estas revisiones revelan que una persona está de forma ilegal en el país o es removible debido a una condena criminal, ICE toma acciones en su contra.
Actualmente los condados de Kane, DeKalb y Kendall usan el programa Comunidades Seguras, al igual que las ciudades y municipalidades locales.

The Department of Homeland Security is restricting access to immigration enforcement programs in Maricopa County, Arizona, after Sheriff Joe Arpaio’s office was found to have violated civil rights.
The Department of Justice released the re-sults of a three-year investigation by its Civil Rights Division which found practices by the sheriff’s office in Maricopa County were unconstitutional and discriminatory.
“Discrimination undermines law enforce-ment and erodes the public trust”, Homeland Security Secretary Janet Napolitano said in a statement. “DHS will not be a party to such practices. Accordingly, and effective imme-
diately, DHS is terminating Maricopa County Sheriff’s Office 287(g) agreement and is restricting the MCSO access to the Secure Communities program.”
The Department of Homeland Security went on to say “the Department will con-tinue to enforce federal immigration laws in Maricopa County in smart, effective ways that focus our resources on criminal aliens, recent border crossers, repeat and egregious immigration law violators and employers who knowingly hire illegal labor”.
Secure Communities uses an already existing federal information sharing part-nership between Immigration and Customs Enforcement (ICE) and the Federal Bureau of Investigation (FBI) that helps to identify
criminal aliens without imposing new or ad-ditional requirements on state and local law enforcement.
For decades local jurisdictions have shared the fingerprints of individuals who are booked into local jails and with the FBI to see if they have a criminal record. Under Secure Communities, the FBI automatically sends the fingerprints to ICE to check against immigration databases. IF these checks reveal that an individual is unlawfully present in the United States or otherwise remov-able due to a criminal conviction, ICE takes enforcement action.
Currently, Kane County, DeKalb County and Kendall County all use Secure Commu-nities program; local cities and municipalities
also use Secure Communities.

Juez decidirá el 31 de diciembre sobre ley migratoria de Carolina del Sur

CHARLESTON – Un juez federal anunció que el 31 de diciembre dará a conocer su decisión sobre si impide la entrada en vigor de la nueva ley migratoria en el estado de Carolina del Sur, o si la bloquea.
El juez Richard Gergel escuchó argumentos a favor y en contra de la aplicación de esta ley antes de anunciar su decisión.
El Departamento de Justicia de Estados Unidos y varios grupos defensores de los derechos de los inmigrantes pidieron al juez que no permitiera que la ley entre en vigor el 1 de enero de 2012, como está previsto.
Por su parte el juez rechazó la petición del estado para permitir que la ley entre en vigor mientras la Suprema Corte da su determinación
sobre la ley de inmigración de Arizona, muy parecida a la de Carolina del Sur.
Entre otras coas, la ley SB 20 de Carolina del Sur exige a la policía local que revise el estado de inmigración de los sospechosos, incluyendo aquellos detenidos por infracciones menores de tránsito, y ordena a todos los negocios que revisen el estatus migratorio de sus empleados usando E-Verify. Además, convierte en delito fabricar tarjetas de identidad con fotografía y crea una nueva unidad de policía para aplicar las leyes de inmigración.
La ley SB 20, de entrar en vigor, acabaría con la ciudades santuario en este estado y convertiría en crimen el que ciudadanos americanos, residentes y extranjeros no porten sus documentos de identificación o de inmigración.
Judge will decide Dec. 31 fate of South Carolina’s immigration law

CHARLESTON – A federal judge announced that he will make public his decision on wether to allow the state’s immigration law to become effective in South Carolina or if he would block it on Dec. 31.
Federal Judge Richard Gergel heard arguments in favor and against allowing the law to become effective.
The U.S. Department of Justice and several immigration rights groups asked the judge to block the law from becoming effective Jan. 1, 2012.
Meanwhile, the judge rejected a motion by the state to allow the law to become
effective while the Supreme Court considers the Alabama immigration law, which is very similar to South Carolina’s law.
Among other provisions, the SB 20 requires police officers to check the immigration status of all people detained, including those for minor traffic incidents; orders businesses to check employment authorization using E-Verify; and makes it a crime to manufacture identification cards for immigrants. It also creates a new police agency that will deal with immigration law.
SB 20, if it becomes effective, also will eliminate the sanctuary cities in the state and would make a criminal out of any person who does not carry an identification or their immigration documents.

AURORA – Como ya es tradición, la administración de La Chicanita Bakery realizó su fiesta navideña anual para celebrar estas fiestas con los empleados y sus familias, así como con invitados especiales.
Este año la celebración se realizó el 16 de diciembre en La Sierra Banquets, donde los asistentes disfrutaron de una deliciosa comida mexicana, así como de la música de los grupos Lázer de Tierra Caliente, Impakto de Puebla, Organización Shadow of Night, Sonido Láser, Montecarlo y La Inmensidad Son Master.
La administración agradece el apoyo
recibido de Melitón Martínez, quien coordinó el audio, la iluminación, así como los conjuntos y sonidos musicales para este evento. También desean agradecer el apoyo incondicional proporcionado por la Sra. Adelina Soto, quien desde la fundación de la panadería ha estado apoyando todas las iniciativas de esta compañía.
Durante la celebración el fundador de la panadería, Gerardo Parra, dirigió unas palabras a los asistentes. También habló Nancy Parra, hija de los fundadores, quien dio a los trabajadores un mensaje de su madre, la Sra. Graciela, quien no pudo asistir a la celebración por causas de fuerza mayor.
Los asistentes también escucharon un
mensaje de Roberto Galinde, representante del Cónsul de México en Chicago en esta celebración y representante del Instituto Federal Electoral (IFE), quien exhortó a los presentes a participar en las elecciones presidenciales de México votando desde los Estados Unidos.
En apoyo a este esfuerzo, la panadería La Chicanita ubicada en el 700 E. New York St., tiene a la disposición de los electores mexicanos las solicitudes para registrarse para votar desde el extranjero. El único requisito para inscribirse es tener una credencial de elector con fotografía, sin importar si ya está vencida.

AURORA – La policía de Aurora está investigando el posible homicidio de una mujer de 21 años de edad, cuyo cuerpo fue encontrado en su apartamento en el cercano este de la ciudad.
De acuerdo a las autoridades, alrededor de las 10:40 a.m. del 21 de diciembre, la policía acudió al edificio de departamentos Maple Terrace Apartments, localizado en la cuadra 900 de Second Avenue, para realizar una visita de bienestar a la víctima, identificad a como Rennee Ann Perry, ya que su familia había reportado que no habían sabido nada de ella desde el 19 de diciembre.
Cuando la policía entró en el apartamento, descubrieron a Perry inconsciente y sin respirar. Su cuerpo mostraba señales evidentes de traumatismo y fue declarada muerta en el lugar de los hechos a las 11:18 a.m.
Actualmente la policía está siguiendo varias pistas y no creen que este incidente sea algo que sucedió al azar. Las autoridades hasta el momento no tienen a ningún sospechoso detenido.

AURORA – Los sargentos, tenientes y comandantes de la policía de Aurora recibirán un aumento del 1 por ciento en 2012 y del 2 por ciento en el año 2013, de acuerdo al contrato aprobado por el concilio de la ciudad.
El contrato también cambia la forma en que los miembros de la administración de la policía pagan por su seguro médico. Ahora tendrán que pagar un porcentaje de los costos de su plan de salud.
Bajo este nuevo contrato, el dinero estipulado para uniformes ya no está ligado al salario del policía y los comandantes no recibirán pago adicional por llegar temprano a su turno para facilitar el cambio de turno.
Este contrato expirará el 1 de junio de 2013.

AURORA – Aurora Police sergeants, lieutenants and commanders will receive a pay raise of 1 percent in 2012 and 2 percent in 2013, according
to a contract approved by city council.The contract also changes the way police management pays
for their health insurance. Now they will have to pay a percentage of the premium for their health insurance.
Under the new contract, money allotted for uniforms will no longer be tied to police
officer’s salary and commanders will no longer receive additional pay
for arriving early to facilitate a shift change.
The contract expires June 1, 2013.

AURORA – Aurora Police are investigating the apparent murder of a 21-year-old woman, whose body was found inside her near east side apartment.
According to authorities, at around 10:40 a.m. Dec. 21, Aurora Police responded to the Maple Terrace Apartments in the 900 block of Second Avenue, to check the well being of the victim, identified as Rennee Ann Perry, whom family members had not heard from since Dec. 19.
When police entered the apartment, they
discovered the victim unconscious and not breathing. Her body showed obvious signs of trauma. She was pronounced dead on the scene at 11:18 a.m.
At this time, police are following up on several leads and do not believe this was a random incident. There are no suspects in custody.
Anyone with information is asked to call Aurora Police Detectives at (630) 256-5500 or Aurora Area Crime Stoppers at (630) 892-1000. Callers to Crime Stoppers are anonymous and eligible to receive a cash reward for information that leads to any arrests.

hearing at 7 p.m. Dec. 29, to discuss
closing the m a i l
distribution center on the Far East side of the city.The meeting will take place at Copley Theater, 23 E.
Galena Boulevard.This closing is part of the plan proposed by the post
al service to cut its budget by $3 billion. The plan includes the closing of over 250 mail distribution and processing centers throughout the country, including the one in Aurora.
These cuts would close the mentioned centers in the spring, with a loss of roughly 28,000 jobs nationwide.
In October 2009 a study was conducted to determine if the consolidation of operations would save
money at the Fox Valley Processing and Distribution Center. The initial study
supported the consolidation of operations with the South
Suburban Processing and Distribution Center.

TEXAS – Dos choques de avión, uno en Texas y el otro en Nueva Jersey, han dejado 10 personas muertas y familias en duelo durante la época festiva.
El primer choque se registró el 19 de diciembre en el centro de Texas, donde las autoridades dijeron que un avión de un motor chocó durante una tormenta, matando los cinco pasajeros a bordo.
El vuelo había salido de Atlanta, con una escala en Jackson, Mississippi, y se dirigía a Waco, Texas al momento del impacto.
Las víctimas han sido
identificadas como Michael D. Butler, de 33 años; su esposa Kelly de 34 años, su hija Brooke de 14 años y su hijo Braden, de 2, todos ellos de Stockbridge, Georgia.
La quinta víctima es el hermano del piloto, David S. Butler, de 37 años y residente de Mount Calm, cerca de Waco.
El vocero del Departamento de Seguridad Pública de Texas, Tom Vinger, dijo que no está claro todavía si el clima fue un factor que contribuyó al accidente y que las autoridades todavía no determinan las causas del impacto.

The first plane crash was reported Dec. 19 in central Texas, where authorities said a single-engine plane crashed in a rainstorm, killing all five passengers on board.
The flight had originated in Atlanta, made a stop in Jackson, Miss., and was headed for Waco, Texas when it crashed.

Some reports say the plane broke up while spiraling about of control. All five passengers on board were killed.
The victims are two investment bankers from the firm Greenhill & Co., as well as the wife and two children of one of them.
They have been identified as Rakesh Chawla, 36; Jeffrey Buckalew, 45, his wife Corinne and their two children, as well as the family dog.
The trip was a combination of business and holiday vacations.
The cause of the crash is under investigation. However, there are reports that the pilot engaged in a casual conversation about possible icing conditions with an air traffic controller just before the crash.

CAIRO – Alrededor de 10 mil mujeres marcharon por el centro de Cairo el 20 de diciembre, demandando que la cúpula militar abandone el poder, después de que soldados arrastraran a mujeres por el cabello y las pisotearan durante la represión de una protesta la semana anterior.
La imagen de una mujer joven, cuya ropa había sido parcialmente quitada por las tropas y que mostraba la ropa interior de la mujer mientras que ella luchaba en el piso, estaba en manos de muchas de las participantes.
Aún antes de que la protesta terminara, el concilio militar emitió un fuerte comunicado, mostrando su arrepentimiento por “violaciones” en contra de las mujeres, un cambio rápido de su actitud anterior en la que negaban este abuso.

CAIRO – About 10,000 women marched through central Cairo Dec. 20, demanding the highest military commands to step down, after soldiers dragged women by the hair and stomped on them when repressing a protest last week.
An image of a young woman, whose clothes were partially pulled off by troops, baring her to her bra as she struggled on the ground was in the hands of many of the marchers.
Even before the protest ended, the military council issued a strong statement showing regret for “violations” against women, a swift change from their previous attitude of denying the abuse.
The council expressed “deep regret to the great women of Egypt”, and stated they had respect and total appreciation for women and their right to protest.
Military officials have said they will take measures against those responsible for the violations.
Recently a number of political factions have pressed the military leadership to hand over power in February, instead
of June when they promised to hold presidential elections.
While attacks on women during protest crackdowns were known during the Mubarak regime, seeing images of women being abused by soldiers struck a nerve in this country which generally reveres the military.
The crackdown on protesters has left 14 people dead, 13 of them by gunshots, and hundreds wounded.
The Egyptian independent press has placed pictures in its front page of soldiers chasing women and beating them with sticks and clubs and dragging them by the hair.
“The girl dragged around is just like my daughter,” said Um Hossam, a 54 year old woman dressed in the traditional black dress and head scarf who was participating in the Dec. 20 march. “I am a free woman, and attacking this woman or killing protesters is just like going after one of my own children.”
During the Dec. 20 march, women marched from Tahrir Square to the Journalist’s Syndicate, located several blocks away, demanding the military council to step down. They were surrounded by a protective
chain of men.Many have accused the military
of intentionally targeting women to scare them and their male relatives and prevent their participating in protests. In previous occasions military officials have suggested women who participate in protests are of loose morals.
In March, several women who participated in a protest were subjected to humiliating tests by soldiers to prove they were virgins.
“They are trying to break women’s spirits, starting with the virginity tests. They want to break their dignity so that they don’t go out and protest,” said Maha Abdel-Nasser, an engineer who joined the march.
Some have criticized Islamic parties, which oftentimes tout their defense of “women’s honor” for not participating in the march.
Some women in Egypt don’t think the military is serious about its apology over the incident.
“It is an attempt to exonerate themselves after the deed is done, but with little accountability,” said Shar Abdel-Mohsen, a 31 year-old activist.
