Commander, MCBQ via Natural Resources and Environmental Affairs Branch, Explosive Ordinance Disposal (EOD), Naval Facilities Engineering Command (NAVFAC), Marine Corps Systems Command (MARCORSYSCOM), State Environmental Agencies, and the Federal Environmental Protection Agency, has initiated an Environmental Restoration (ER) Project, under the Military Munitions Response Program (MMRP), in order to remediate the property associated with the Lunga Park and Recreation Area. 3. Execution a. Commander’s Intent and Concept of Operations (1) Commander’s Intent. MCBQ is to preserve the health and welfare of the general public while restoring the Lunga Park and Recreation Area as a viable recreation asset. (2) Concept of Operations. Until further notice, access to Lunga Park and Recreation Area is prohibited for anyone not associated with the MMRP. Entry into this area by unauthorized personnel is a significant safety and health risk and would disrupt UXO removal activities. Distribution Statement A: Approved for public release; distribution is unlimited.

Restricted Access Maps 1. Situation. Access into the Lunga Park and Recreation Area is restricted due to the presence of unexploded military munitions. 2. Mission. (a) The land use restrictions are categorized into the following four categories: (1) Safety Perimeter. This outer boundary is established to preserve proper stand-off distance for those individuals not associated with the MMRP. The perimeter is indicated as a green line on the map at enclosure (1) and will be physically marked by fencing and signage. Only those individuals directly working within the installation’s restoration project are permitted beyond this point. As clean-up is accomplished and areas are deemed “safe for use”, they may be re-opened by the Base Commander with the appropriate revision to this bulletin. (2) Ground Remediation Decision Units (DU-1 to DU-4). These boundaries are established to provide systematic clean-up zones to the MMRP personnel for surface lands, allowing for the prioritization of the remediation planning. Indicated by the orange lines at enclosure (1), these zones are representative of areas located around and within the Lunga Park and Recreation Area. As clean-up is accomplished and areas are deemed “safe for use”, they may be re-opened by the Base Commander. (3) Water Remediation Zone. This boundary is established to provide clean-up requirements of submerged lands within the Lunga Reservoir to the MMRP personnel. Indicated by the red hatched area at enclosure (1), this zone is representative of land below the water line of the reservoir itself. Once the clean-up of this zone is accomplished and the area is deemed “safe for use”, then the reservoir’s waters may be re-opened by the Base Commander for boating and fishing activities.

(4) Lunga Reservoir Active Range Area. This boundary is a pre-existing land use restriction for those areas of the Lunga Reservoir within active military ranges. These zones are indicated by blue lines at enclosure (1), and are currently managed by the MCBQ Range Management Branch (G-3).

(b) UXO investigation/removal contractors, authorized by the MCBQ Base Explosives Safety Officer, are permitted full access to this area for work-related purposes. Government Program Managers responsible for oversight of the MMRP may coordinate access through the UXO investigation/removal contractor. However, they must be escorted by a representative of the UXO investigation/removal contractor at all times. (c) Limited use of the roads through Lunga Park and Recreation Area may be permitted for military training

purposes, use of the area by Marine Corps Community Services (MCCS), and other official government business access. These actions must be coordinated and approved by the MCBQ Base Explosives Safety Officer, (703)432-1092. If approved, these operations are limited to road use that will not conflict with UXO removal operations. (d) The MCBQ Base Explosives Safety Officer, (703) 432-0521, will coordinate with Range Management Branch (G-3), Natural Resources and Environmental Affairs Branch (G-5), and the UXO investigation/removal contractor concerning all access requests. Access will be granted in writing by the Explosives Safety Officer, and the grantee must have his/her approval letter in possession at all times while inside the safety perimeter. MCCS customers with private property stored in the RV Storage Area may access their property during approved times scheduled in writing by MCCS and the Base Explosives Safety Officer. MCCS shall provide escort to the RV Storage Area during these approved times and will ensure customers to not enter other restricted areas. (e) Periodic checks of this area by base law enforcement personnel may be conducted, with prior coordination and approval by the MCBQ Base Explosives Safety Officer. (f) Failure to comply with this bulletin will be considered as trespassing into a restricted area and violators subject to appropriate disciplinary and/or enforcement action. 4. Administration and Logistics. None.

5. Command and Signals a. Command. This Bulletin is applicable to all personnel on board MCBQ. Please contact the Provost Marshall’s Office, (703)784-2252, if witness to any violation of this Bulletin. b. Signal. All land use restrictions are effective the date signed.
