INDONESIA URBAN WATER, SANITATION AND HYGIENE Communal Wastewater Treatment Plants and Piping Networks in Lenteng Agung, South Jakarta Location Description The South Jakarta Department of Health Housing Complex is located on the banks of Ciliwung River on Jl. Camat Gabun RW 09, Lenteng Agung Village, Jagakarsa sub-district, South Jakarta. This densely populated area is inhabited by 2,221 people who are divided into seven neighborhood units (or Rukun Tetangga/ RT). The majority of people living in this housing complex are employees of the South Jakarta Department of Health. Background In 2013, the DKI Jakarta Provincial Environ- mental Management Agency (BPLHD) conducted a survey in 12 villages situated on the Ciliwiung River. It was found that in the majority of these communities, sanitation conditions were poor, constituting both a major public health concern as well as a major source of contamination of the Ciliwung River. While 80 percent of the population already had access to proper toilets, much of the waste generated by these communities was being disposed of directly into the Ciliwung River without any prior treatment. To reduce pollution in Ciliwung River, BPLHD initiated a pilot program to improve area sanitation systems, including in Lenteng Agung Village. Communal Wastewater Treatment Plant and Piping Network Construction The pilot program involved the development by BPLHD of the Detail Engineering Design (DED) for the required works. The Healthy Environment Development Unit (Satker PPLP), then oversaw actual construction work at a cost of about IDR 1.2 billion (or just over $100,000). This included the cost of WWTP construction, as well as the cost of the piped network to households. Training of community members in hygiene and sanitation (dealing with environmental health, handwashing with soap, and ending the practice of open defecation); 5. Supporting study tours.
