ABSTRACT
Kampung Bagan Sungai Burong is a small fishing village which is located in
Selangor. It is one of the 450 new villages remaining in Malaysia. Kampung Bagan
Sungai Burong fishing village was established approximately 120 years ago. It is
known for its seafood and related processed food which are sold locally as well as in
other parts of the country. The neighboring town, Sungai Besar, is only 4km away
and many villages travel to this town to purchase their daily necessities or to gain
access to urban facilities.

HISTORY OF THE VILLAGE
Kampung Bagan Sungai Burong is located in Selangor. Based on the
information given by the headman of Kampung Bagan Sungai Burong, Mr. Chia
Kwang Ching, this fishing village was formed over 120 years ago by Chinese
immigrants from southern china. When the village was first established there were
only 300 residents. This was followed by a period of steady population growth in the
20th
century. However there has been an outmigration of young village adults in
recent decades, leading to a decline in population size.
The original settlers migrated from southern China to Sekinjang in peninsular
Malaya. However, these settlers were unhappy with the limited resources and work
opportunities in Sekinjang. They then moved to Kampung Bagan Sungai Burong
where many settlers became fishermen. The village was named Kampung Bagan
Sungai Burong (Village of River Birds) because of the many coastal birds in this area.

POPULATION & HOUSING & TRANSPORTATION
Kampung Bagan Sungai Burong has around 130 families and a population of
about 700 to 800 villagers. Lately, it also has about 100 foreign workers recruited by
villagers to work for them. All villagers are of Chinese descent and they are
Buddhists. The population of the village is heavily skewed towards the older
generation, a very common problem in many new villages in Malaysia. The main
reason is that the younger generations prefer to work in urban areas where there are
better opportunities. Some of the younger generations are unwilling to engage in
fishing and some of them are discouraged by their parents who do not earn much as
fisherman.
Villagers live on land allocated by the government on 99-year lease. Almost
every household owns cars or motorcycles. The latter are often used for travel within
the village. Villagers have to rely on their own transport because there is no bus
service in Kampung Bagan Sungai Burung.

ECONOMICS ACTIVITIES
There is no huge plantation at Kampung Bagan Sungai Burung. However, a
small number of villagers rent their land to outsiders to plant oil palm. The rental
supplements the daily income of the landowners.
The majority of villagers work as fisherman. They benefit from the favorable
climate here which allows them to fish throughout the year. The seafood is sold to a
few well known restaurants in the village as well as to towns such as Batu Pahat,
Johore Baru and Kuala Lumpur.
Another source of income comes from birds’ nest farms. These “farms” are
actually enclosed building (picture below) where conditions attract swiftlets which
produce the delicacy called “birds nest”.
While there is a night market in this village every Friday, villagers often travel
to nearby towns to shop. There is no supermarket or wet market in Kampung Bagan
Sungai Burung.

EDUCATION
In Kampung Bagan Sungai Burong, there is only a kindergarten and a primary
school. The kindergarten is government-run and students do not have to pay fees.
Unfortunately, it can accommodate a maximum of 24 children and late registrants
have to be turned away to kindergarten in neighboring towns such as Sungai Besar.
SJK(C) Hai Ping is the primary school in Kampung Bagan Sungai Burong.
There are only 100 students and 11 staff in this school. All the students who study in
SJK (C) Hai Ping are local Children.
Village students who seek further education (secondary school, college and
university), have to travel to or stay at neighboring towns or villagers. According to
the village head, secondary school students normally travel daily to a school in
Sungai Besar. Some families have even moved to Sungai Besar to avoid the
inconvenience of daily commute.

SOCIETY AND CULTURE
Kampong Bagan Sungai Burong villagers are all of Chinese descent and they
are from Chaozhou (99%) and Hokkien (1%) dialect groups. In recent years, foreign
workers are employed by villagers and they currently account for about 5% of
residents here.
Because of the composition of its population, the main languages spoken are
Chaozhou language and Mandarin. In Kampung Bagan Sungai Burong, a very
common surname is “Bao Shu” (宝树) also known as “Cheah” (谢). 90 percent of
villagers bear this surname

As Chaozhou people are from coastal areas in Southern China, they are
experts in cooking seafood. This is why Kampung Bagan Sungai Burong is famous
for its seafood dishes which are sold at local restaurants.
There are several temples in the village. Two popular and well known Chinese
Buddhist temples are the “Wang Mu Niang Niang” and the “Hui Long Gong”
A temple named “Wang Mu Niang Niang(皇母娘娘)”.

INFRASTRUCTURE AND FACILITIES
In Kampung Bagan Sungai Burong, there is no police station, fire station, wet
market or even a hospital. However, there is a small clinic, Klinik Desa, which is
staffed by nurses only. This is mainly a mother-and-child clinic run by the
government. It also carries out basic medical check-ups.
Lembaga Air Perak (LAP) handles piped water supply to Kampung Bagan
Sungai Burong. Tenaga Nasinal Berhad (TNB) Malaysia provides reliable power
supply. Roads in the village are in satisfactory condition.
Villagers have access to Digi and Maxis telecommunication network. They
can use mobile phone and internet services.
The village’s multipurpose hall has 2 indoor basketball courts. It is a gathering
point for villagers and local events are held here.
There is clearly a need for a regular and effective system for garbage
collection in Kampung Bagan Sungai Burong. Currently, garbage is thrown into the
river and the sea. The rampant disposal of rubbish leads to an ideal breeding ground
for mosquitoes. This is a threat to the health of villagers, especially when dengue
fever is common.
Villagers interviewed mentioned concern about drug addicts in this area. It is
a threat to the safety and security of all residents.

The RELA voluntary group in Kampung Bagan Sungai Burong has dissolved and its building is
now abandoned.

PROBLEMS
This rubbish was thrown into the river the villagers.
The population size of the village has been on the decline in recent decades.
There are limited career opportunities in the village and many young adults are not
keen to become fisherman. As a result, there is an outmigration of youths to the urban
areas and this poses a threat to the long term survival of Kampung Bagan Sungai
Burong.

RECOMMENDATIONS
The village leaders should appeal to the relevant authorities to place big
garbage bins in Kampung Bagan Sungai Burong, In addition, they should ask for a
reliable system of garbage collection so that villagers do not have to resort to
dumping garbage into the river. Such government action is crucial in saving the river
and in keeping a healthy environment.
Next, regular police patrols are needed. Local residents also have to cooperate
with the police to deal with drug addicts in the village.
Last but not least, new investments and development projects are needed to
boost the local economy. Such efforts are very important to create new employment
opportunities which could attract village youth to remain in the village rather than to
move to urban areas.
TOURISM VALUE
Seafood in Kampung Bagan Sungai Burong is fresh and reasonably priced.
There is a wide variety of seafood available, e.g. pomfrets, prawns and mantis prawns.
Existing seafood restaurants attract locals as well as visitors. Perhaps there are
opportunities to bring in new investment in the seafood restaurant business and in the
fishing industry in general.
In addition, the tourists could be attracted to Kampung Bagan Sungai
Burong’s temples. Three famous temples available in this village are Wang Mu
Niang Niang temple (皇母娘娘), Hui Long Gong temple (会龙宫) and last but not
least, Fa Shen Gong temple (法神宫庙). According to the village headman, many
outsiders are already visiting these temples. Visitor pray at the temples and many seek
special blessings from the temple deities.

ENTREPRENEURSHIP OPPORTUNITIES
In the early times, the villagers in Kampung Bagan Sungai Burong did not
realise the consumption of the oyster. In recent years, the villagers found out that the
oyster has a good market value because they are very tasty; people have discovered
the way of tasting them. Therefore, the seafood oyster has become a famous in this
village and attracts many visitors to come over. As a result, many seafood restaurants
are opened since then. This is a golden opportunity for villagers to gain extra income;
oyster breeding has gradually become a kind of entrepreneur. Thus, we predict that
Kampung Bagan Sungai Burong is going to be one of the large oyster producers in
future.
Oysters are an excellent source of zinc, iron, calcium, and selenium, as well as
vitamin A and vitamin B12. Oysters are low in food energy; one dozen raw oysters
contain 110 kilocalories (460 kJ). Since the oysters contain much nutrition, so the
visitors are willing to come here to consume the oysters.
