Onse- qoently tbe utmost precaution* bare been taken against such a disaster, and last Monday, Mr. Stiles, who has charge o f t h e works, discovered a root i n o n e o f t h e s e c tions, a n d o n farther examination a large mass of locust roots from half an inch in diameter to the size o f a thread, with soil intermixed was dragged out from the pipe. This mass is some twelve feet long a n d a t least eight or nine inches in diameter, and and the only wonder appears t o b e h o w any water at all could get through a twelve-inch pipe which had such an ob- struction inside of It. This curious freak of nature was doubtless the result of cracks in the pipe through which the fib- rous roots of the locust tree standing near by penetrated in their search for moisture and the growth went on inside, gradually filling the pipe up. New prpe of cement has been laid past this spot, a n d n o w a three-inch opening of the gate above gives much more water than a ten inch opening did before. McCaffery, Esq., finds work for all the able-bodied convicts the State can fur- nish, paying for the labor of each 85 cents per day. A personal inspection last Saturday of the operations in this department enables u s t o make a f e w notes which m a y h e interesting t o o u r readers. .Entering o n t b e lower floor a busy scene opens. A strong odor o f n e w cloth, and the subdued clatter of sixty large sewing machines, driven by machin- ery are the first noticeable features. There are about one hundred and fifty operatives: strong, healthy, *een-eyed men, with here and there a negro, all working busily, and apparently as intent on making every motion count profitably as if they were working by the piece, in- stead of serving out terms of punishment for all grades of crime from murder down. The business here is making clothing, tbe first p r o c e s s b e i n g the cutting. On each of several tables sixty feet long are laid from twelve to thirty thicknesses of cloth, according t o a light or heavy texture, and o n t b e upper surface a workman pro- ceeds to mark from pasteboard patterns the shape of each piece t o b e used i n t b e manufacture of the garment This i s a n operation which requires great judgment, to save waste, a n d t h e work on each table, after being laid out, exhibits a very curi- ous appearance, the sleeves, backs, breasts &c. being worked in together s o a s t o leave the smallest possible vacant space. But there are little odd-shaped figures all over the surface between the more impor- tant parts, a n d o n these are marked straps and other small parts required. After the marker follows tbe cutter, who works with a keen edged, pointed knife made o f a light, flat b a r o f steel over winch slides a handle which can be adjusted by set- screws, leaving a length of blade to corres- pond with tbe thickness of the pile of cloth. The operator drives the knife through the cloth, and cuts towards him, following the fine white Hues o f t h e mark- er with great exactness. The least devia- tion from the line will make a botchy sleeve, or leg, and the slightest undercut will spoil several garments. The little piles of backs, breasts, sleeves and legs as tbey are carved out from the whole must be cat exactly at right angles with the sur- face, so that a try-square win prove the work a s i t does that o f t h e joiner's plane on the edge o f a board. At almost even- stroke tbe knife is sharpened on an oil stone, and strapped o n t h e table, for noth- ing dolls a keen edge quicker than cloth. This work requires great skill. A good cutter will earn 120 a week, and a marker about the same. The dark cell, and banging u p b y t h e wrists are the present modes of punishment. Paddling is, however, still believed b y o l d prison keepers preferable. N o m a n w a s ever crippled or otherwise permanently damaged by paddling, but the same can- not be said of the dark cell, aad hanging by the wrists resninds o n e o f t h e inquisi- tions. Tbe present contract is beliered by prison officials t o h e a s profitable for the State a s a a y ever made. The price p e r d a y is five cents less than e n t h e h a t contract, but to offset this seventeen keepers were required for that contract, while there are only nine under Ox present contract. The New York State Clothing Company's eon- tract runsfire'yearsfrom the 10th of June, 1883. The clothing and boots and shoes of all the prisoners are made by prison labor. Each convict wears a good heavy knit undershirt, and cotton flannel drawers. Outside clothing is washed every week, and underclothing every two weeks. The system Of ventilation is perfect, tabes lead- ing from each cell to c e n t r a l flues, a n d a a even comfortable temperature is maintain- ed i n t h e coldest weather by steam heat- ing. No bath tubs are provided, bat each convict h a s s plentiful supply of warm water for bathing purposes once a week. Good pore spring water is furnished for drinking and other purposes, and the food i s g o o d a n d a b u n d a n t O n e o f t h e needs of the establishment appears t o b e a good substantial stone enclosure, as the high winds which occasionally sweep down over tbe mountain are in the habit of lay- ing the present wooden structure low. Tbe intellectual and spiritual welfare of of the convicts is well provided for. There is a circulating library, a a d a chapel in which services are held every Sunday morning at half past ten. On the first Sunday of each month the resident Catholic Priest of the village officiates, and on theremainingSundays the regular prison chaplain hold service. Attendance on these services i s n o t made compulsory.' No convict goes unless he wishes to.
