The goal of the Human Resources Division
of the Ventura County Executive Office is to
attract, develop and maintain a well-qualified and effective workforce.
The County of Ventura
From rolling hills to sweeping ocean views, Ventura County is
located on the “Gold Coast,” approximately 50 miles northwest
of Los Angeles and 30 miles south of Santa Barbara. The near
perfect Mediterranean climate with an average annual temper-
ature of 74.2 degrees and a wonderful quality of life are a few
of the reasons many of the approximately 824,000 residents
call Ventura “home.” Ventura has a diverse economic base
from tourism to high-tech enterprises in beautifully planned
communities, making the region one of the safest and fastest
growing in Southern California.
The County’s 1,873 square miles include 1,846 square miles of
land with 43 miles of coastline which is home to the following
cities and points of interest: Camarillo, Fillmore, Moorpark,
Ojai, Oxnard, Port Hueneme, Santa Paula, Simi Valley, Thou-
sand Oaks, and Ventura as well as national protected areas
such as parts of the Angeles National Forest, Channel Islands
National Park, and the Santa Monica Mountains National Rec-
reation Area.
The County of Ventura offers numerous year-round activities
ranging from walking on the beach to enjoying a concert in a
park or sailing to the Channel Islands or hiking in the Los Pa-
dres National Forest. Ventura County is home to the Ronald
Reagan Presidential Library and Museum, the San Buenaven-
tura Mission, art galleries, and a state-of-the-art Civic Arts Pla-
za.
Ventura County has a strong economic base that includes ma-
jor industries such as biotechnology, agriculture, advanced
technologies, oil production, military testing and development,
and tourism. Home to two universities (California State Univer-
sity Channel Islands and California Lutheran University), and
three Community Colleges (Moorpark, Oxnard, and Ventura),
multiple university extensions, institutes, and adult schools, the
County enjoys a strong structure for workforce development.
County Government
The County of Ventura is a general law county, governed by a
five-member Board of Supervisors, elected at-large. The Su-
pervisors appoint a County Executive Officer to oversee the
day-to-day operations and also advise, assist and act as an
agent for the Board of Supervisors in all matters under the
Board’s jurisdiction. County operations have an operating
budget of approximately $2.3 billion with a staffing allocation of
8,900.
Deputy Executive Officer -
Human Resources Under general direction of an Assistant County Executive Of-
ficer, the Deputy Executive Officer – Human Resources admin-
isters, manages, and supervises the centralized Human Re-
source programs including Recruitment and Certification, Clas-
sification and Compensation, Benefits and Leaves of Absence,
Personnel Actions, and Deferred Compensation.
Typical Duties
Duties may include, but are not limited to the following:
• Performs the most complex and sensitive staff as-
signments within areas of responsibility.
• Recommends policy, defines and implements proce-
dures, and administers the budgets for the County
Executive Office (CEO) Human Resources (HR).
• Consults with and provides advice and guidance to
management and employees on various HR matters.
• Supervises, evaluates and trains staff engaged in HR
responsibilities throughout the County.
• Represents CEO HR and the County in meetings,
conferences, workshops, and before the Board of
Supervisors, Grand Jury, the Civil Service Commis-
sion, and other Boards and Commissions.
• Assists in the formulation of policy, goals and objectives
for CEO HR and in the performance of a variety of admin-
istrative tasks including budget preparation, personnel
selection and training, and acquisition of necessary equip-
ment and supplies.

• Negotiates medical plan changes with insurance carriers and
claims administrators.
• Develops and implements new or modified policies, pro-
grams, methods and procedures to resolve management
problems; researches and presents findings and recommen-
dations for changes in policies and practices to management
and employees.
• Administers and monitors the budget to ensure the accom-
plishment and continuity of programs and service objectives
in compliance with established fiscal parameters; may assist
in negotiations with vendors;
• Selects, hires, supervises, trains, and evaluates subordinate
HR managers and staff; provides advice and guidance to
management and employees on various matters; may partici-
pate in providing various HR related training classes;
• Staffs or coordinates various committees and work groups;
represents CEO HR in a variety of functions, such as disaster
planning, EEO cases, and human resources related training.
• Prepares reports and correspondence on a variety of HR re-
lated matters.
Qualifications
Possession of an educational and/or employment background with
considerable human resources experience which has led to the
acquisition of the required knowledge, skills and abilities including
recent experience in a responsible managerial and/or administra-
tion of human resource program(s) and staff.
The required knowledge, skills and abilities can also be obtained
by completion of a Bachelor's degree in human resources man-
agement, industrial/organizational psychology, business or public
administration, or another job-related field AND five (5) years of
recent human resources experience in a responsible managerial
role for disciplines such as Personnel Services, Recruitment, La-
bor Relations/Negotiations, EEO, Classification and Compensa-
tion, and/or Training and Development.
Additional years of experience and/or related post-graduate edu-
cation may substitute for one another on a year-for-year basis.
Compensation and Benefits
Current Annual Base Salary Range:
$112,169 - $157,052
The County offers an attractive compensation and benefits pack-age. In addition to the above base salary, other “cash-like” ben-efits include up-to a 3% match on your 401(k) contributions and an educational incentive of 2.5%, 3.5% or 5% based on comple-tion of an Associate’s, Bachelor’s or Master’s degree from an accredited institution. Also, after using a minimum of 80 hours of annual leave during a 12 month period, it is possible to redeem a portion of the annual leave accrued in the current calendar year. RETIREMENT/SOCIAL SECURITY Both the County and you contribute to the County's Retirement Plan, which immediately vests in your Ventura County Employ-ees Retirement Association (VCERA) account. Defined retire-ment benefits vest after five (5) years of service. The County and you also each contribute to Social Security. HEALTH PLANS Medical, Dental, and Vision Plans for you and your dependents. A flexible credit allowance of up to $10,322 annually. FLEXIBLE SPENDING ACCOUNTS Increase your spending power by reimbursing you with pre-taxed dollars for IRS approved dependent care and health care ex-penses. EXECUTIVE ANNUAL LEAVE 208 hours earned per year, increasing to 288 hours after 5 years, to 328 after 10 years and 368 after 15 years of service. The maximum number of hours an employee can accumulate is 880 hours. HOLIDAYS Eligible for 9 assigned holidays plus a Floating Holiday each year with pay.

DEFERRED COMPENSATION
You may elect to contribute to one or both of the County's
deferred compensation plans (established under Internal
Revenue Code Sections 401(k) and 457). If you participate
in the County sponsored 401(k) plan, the County will match
a part of your contribution up to 3% of your salary, on a pay
period basis. You must be regularly scheduled to work 40
hours or more each pay period to participate in the 401(k)
plan. These plans enable you to build long-term savings
while deferring current federal and state income taxes. In
addition to pre-tax contributions, you are also able to make
after-tax contributions through the Roth option available in
the 457 plan.
PROFESSIONAL MEMBERSHIP
Incumbents may also be entitled to County-paid member-
ship in professional organizations related to their position.
