Dako naman ini nga kahigayunan sapagpili sang aton nagakabagay ngaopisyales sa Barangay upod sa mgapartisipasyon sang mga pamatan-onsa SK elections. Ang palatan-awansini tanan nga ang serbisyo amo angtalaksan sang karacter kagpamatasan sang aton mga kanditato.Inde ang gastos naman ang una ngatalaksan. Bisan pa gani sa mga vol-unteers sang PPCRV naga-pamangkot kon pila ang budget. AngGinoo wala nagahimo nga ari angbudget nga amanon sang iya mgasumulunod. Inde balaginpamangkot niya kon pila katinapay kag isda nga ara sa bata?Ang barangay amo ang ugat sangpaghimanwa. Kon ano nagakatabosa barangay nagapisik man anghulag sang banwa. Maayo gidunahon ang maayo nga pitik sabarangay nga mauswagon ngapanimuot kag pamatasan. Sang unaanay wala gani sueldo ang “tenientedel barrio”. Karon dawginadumugan kay dako ang sueldokag barangay development fund.Mahuya kita sa aton kalag kagbuasdamlag nga basihan ang pilaksa pagpungko sa gahum sangpaghimanwa. Masubo sini tanan ngasa pamatan-on pa lang ginatagaanbili ang kantidad sang manggad ngamakuha. Tani ang “SK electionsnon-partisan” ini. Ang natabo ngaang kagarukan nagapanaog na samga barangay. Makahuluya ngaminilyon ang ginagastos para lamangsa mga “excursions” sang aton mgaopisyales.Madamo kaayo ang kinahanglanonsang mga barangay halimbawa angpaghimo sang maayo nga mga dalano kalsada. Ano nga mga “livelihoodprojects” ang puede mahimo ngapatigayunon sang aton gobyerno?Ano ang mahimo naton ngasumpungin ang sugal kag droga?Unahon pangita kon ano nga mga

trabajo nga makaambit ang mgakatawhan. Tama ka golpe nga hulagpunggi ang pagpanganak. May ibanna nga pungsod karon nga mayleksiyon sa wala untat nga “artifi-cial family planning”. Sila na karongahatag tax “incentive” kon dugaanmo ang imo mga anak.Ang pamatan-on gid lang angmakaentiende sa pareho niya ngapamatan-on. WE NEED TO PRAY ALWAYS

Prayer is but an integral part of our Chris-tian life. For Jesus did not just teach usto pray but also how to pray. Besides,Jesus was Himself a man of prayer, mak-ing time to pray in the thick of His mis-sionary activities. Prayer was the sourceof power and strength for Him.

We do pray for a number of reasons. Wepray for our basic needs, for help in mo-ments of great need, danger and prob-lems, for our protection and safety, etc.For prayer is our line of communicationwith God who is the source of every goodthing. It is but our humble recognitionof our dependence on Him let alone ourlimitations and nothingness before Him.

All our prayers, however are not an-swered immediately or after sometime.What is then our reaction? Some give upon what they are praying for. Some kindof sulk and some even abandon theirfaith or turn their backs on Him, believ-ing that He is an uncaring God who is deafto the cries of His people.

In today’s Gospel of Luke, Jesus presentsa parable which underlines the necessityof praying always to God. Underscoringthe need for perseverance in praying,Jesus tells of a story concerning an un-just judge and a persistent widow whokeeps on badgering him with a requestthat he help her obtain her rights againsther enemies. Initially and for a longtime this judge, who is described asone who neither fears God nor respectsany human being, seems oblivious tothe plea of this widow. It seems thereis no way to badge him out of his indif-ference. This is ascribed to his laziness,his fear of his enemies, and the widow’slack of importance.

Widow in Hebrew means the silent one.Widows at the time of Jesus representedthe people who were voiceless, power-less and helpless. Judges were expectedby the torah, the Jewish law, to help thewidows or to do them some favor. Inthe end the judge relents, giving this

widow justice. This he does not out ofsheer goodness but out of shame. Jewshad a strong sense of shame. He fearsthe harm he might cause himself if hecontinues passing over her petition.

Stressing that God is a loving Father,Jesus ends the parable with the question:“Will God then not secure the rights ofthe chosen ones who call on Him nightand day?” It logically follows that if thisjudge who is described as heartless isobliged to help this widow, how muchmore will God who has a heart of lovehelp His children who call on Him con-stantly and unrelentingly.

Jesus exhorts us to continue prayingand not easily give up for we are dealingwith a loving Father who understands usfully and who knows our very needs. Weought to have patience and persever-ance and must not grow weary and tiredas there is power in prayer. This is thekind of prayer which pleases God for itsignifies our belief that He will help usobtain our needs.

As Christians we need to pray always forthere is power in prayer. That prayer ispower is shown in the first reading inwhich we see Moses praying as the Isra-elites engage their enemies, theAmalakites, in battle. The Jews areabout to enter the promised land whenthey are attack by the Amalakites. Aslong as Moses holds up his hands inprayer the Israelites have the upperhand but when Moses puts his handsdown, their enemies have the victory.However his hands eventually grow tiredso that Aaron and Hur get a rock for himto sit on and pray. Standing beside him,they hold up his hands, holding themsteadily until sunset and this results inthe Israelites winning the day.

This just shows the importance of prayer.God promised to give land to the Jewsand so with this He expectedly woulddeal with the Amalakites to clear the wayfor the Israelite or He would help themrather unceremoniously. This notwith-standing Moses still prayed and the powerof his prayer was unmistakably clear.

However, what happens sometimes if notoftentimes is that however hard and per-sistent we pray God seems not to have apositive answer to our prayer. Well Godanswers our prayer in three ways – yes,no, and later. Yes, if He believes thatwhat we are asking for is good for us. No,if what we are praying for is bad for usand He has better plans for us. No, if whatwe are praying for is bad for us and Hehas better plans for us. Later, if He thinksit is not the best timing for Him to grantour wish however best it may be.

Sometimes we tend not to accept the factthat God actually can say or answer noor later to our prayer. Sometimes we

think He can not say no or later. We tendto abuse what the Gospel says that as longas we persevere in our prayer God willspeedily grant our prayer. We tend toabuse what the Lord Himself says: “Askand you shall receive. Knock and it shallbe opened.” We think that as long as weask Him He will grant our prayer. Butthat is not how Christian life works.

A BARANGAY is like a small republic. It has territory,people, government, and, though limited, sovereignty.As the home of every sovereign Filipino, its voters pro-vide legitimacy to government and authority to publicservants on all levels. Every precinct is located in it;every vote cast in it.The Big Philippine Republic draws its life force, directionand political will from these small barangay republics. Toneglect even one barangay is to weaken the chain ofclose to 42,000 small barangay republics that make upthe Big Republic.As a government, a barangay has power to tax, policeor regulatory power, and power of eminent domain. It cantake over private property if public interest so demands,by compensating the owner.

a. Like the municipal and upper level governments, thebarangay government also has three branches:

Executive— Chairman’s OfficeLegislative — Sangguniang BarangayJudicial — Lupon Tagapayapa

b. But all three are headed by one and the same official: theBarangay Chairman. Unlike the upper level govern-ments, there is no separation of powers in the barangay.It is a parliamentary form of government. This explainswhy its leader is called “Chairman” (i.e. prime minister)– not “Kapitan” as in “little commander-in-chief” (head ofstate in the presidential form of government). He is a littleprime minister, not a little president. Punong Barangay ishis formal title.It is wrong to confuse the two terms, using them inter-changeably. A chairman presides as “first among equals”over his peers, while a captain commands troops (sub-ordinate ranks). It would be ridiculous to have a com-mander or dictator rule over the sovereign citizens of ademocracy or a small republic like the barangay.Before the Local Government Code was enacted in 1991,the barangay was not a full-fledged government but aquasi-municipal entity with no significant powers or re-sources. He was called “Barrio Kapitan” – a title derivedfrom the Spanish Period when barrios were commandedby the captain of the Guardia Civil.

c. Because it has a parliamentary form of government, thebarangay has a “parliament” (legislative governing body)called the Barangay Assembly. This assembly is in factis the community’s supreme governing body since it con-sists of all the voters within the jurisdiction, the residents.The Barangay Assembly has power to discipline or re-call the chairman and kagawads for loss of confidence. Itis supposed to hear and pass upon the semestral reportof the sangguniang barangy concerning its activities andfinances. It can a) initiate legislative processes by rec-ommending measures for the welfare of the barangayand city or municipality; and b) propose, enact, or amendordinances passed by the Sanggunian through the pro-cess of initiative or referendum.

d. Because the Barangay Assembly consists of all localconstituents, it is literally a Constituent Assembly. Thus,it is superior to the Sangguniang Barangay. Its resolu-tions express the will of the sovereign people in thecommunity.

e. And because every constituent has the right to participatein its deliberations directly (meaning, not just throughrepresentatives or kagawads) it is a direct democracysimilar to that which obtained in ancient Athens or in themodern villages of Israel and Switzerland.It is unfortunate that no one seems aware of this parlia-mentary nature of the barangay government, nor of itsunique system of direct democracy. This local parliamentand its role within a system of direct democracy makesour barangays unique and special. It enfranchises andempowers every Filipino at the grassroots, the primallevel of the political structure.

f. The continuing failure of the Barangay Assembly to con-vene and fulfill its role in the community in accordancewith the Local Government Code has deprived Filipinosof a hands-on experience and expertise in direct democ-racy and parliamentary processes. This explains why,instead of serving as firm foundations for the Big Repub-lic, the small barangay republics are its soft underbelly –dominated by traditional politicians, readily corrupted bypatronage, and blithely manipulated as an electoral ma-chine. Weak barangay republics cannot produce a strongPhilippine Republic.
