DA oppose levySUPPLIED
THE Democratic Alliance(DA) stood alone in theiropposition to a proposed
6% sundry water tariff levy forthe 2015/16 financial yearduring Tuesdays eThekwini fullcouncil meeting, reportsCouncillor André Beetge,eThekwini Municipality and DAWhip and spokesperson:Finance and Procurement com-mittee.
Beetge said that this comesagainst the backdrop of anearlier presentation by thecity's water department thatreveals a current 35,5% waterloss.
“These losses include 39 542properties not reflecting onthe billing system, and 15 042water meters installed, butnot reflecting on the billingsystem.
“It also includes 63 805
connections registered as “notactive”, 40 187 active accountswith zero consumption, 56 870disconnected records that arenot monitored for illegalreconnection and old andfailing infrastructure that, onaverage, results on close to600 (reported) leaks per dayand so-called no-go areaswhere council is unable tomonitor use and/or abuse,”Beetge said.
He said while the DA willremain a camp-fighter forreasonable access to water byall citizens, it cannot condonewater losses or supportadditional levies on an alreadyover burdened, yet shrinking, rate base.
“It is time the governingparty refrains from storytellingand face the reality thatwater is fast becomingmore of aproblem than electricity,” headded.

The website also includes a game, safetytips and advice on how to operate deviceshands-free on different platforms.
“Most South Africans are aware thattexting while driving is unsafe, but what theyoften don’t realise is just how dangerous it is.According to Arrive Alive, studies havesuggested that texting while driving is evenriskier than driving under the influence ofalcohol or drugs. Its purpose is to create amemorable experience that will make peoplethink twice before they tweet on the road.”

Time for taxpayers totake to the streets
CITIZENS beleaguered withhuge hikes in petrol andelectricitytariffshavetospeak
in one voice and that is protestingon the streets. This is the only voicegovernment understands.
The citizens in this country arebeing ripped off of every last centwhile corruption and incompetencein government departments
continue. The most recent case iswhere the Department of PublicWorks could not corroborate the bil-lions they spent on so called jobscreated and the actual number ofjobs created.
Price of petrol went up by R1,62a litre on Wednesday April 1 and thiswas not an April Fool’s jokealthough in the eyes of government
we seem to be. The reasons given bythe Department of Energy Affairs isthe higher international prices ofpetrol and the weakening randagainst the dollar.
The price of Brent crude hasfallen to $56 a barrel. Almost eightmonths ago the price was between$113 and $118 a barrel. How is theincrease in fuel prices being quanti-fied? I wonder what the price ofpetrol would have been if the priceof Brent crude was at these highlevels. Could it mean that consum-ers would be paying double (R24 alitre) if the oil price recovers to $113
a barrel? The only way to get answers is
to protest. Blocking of roads, throwing stones, burning tyres andunwanted destruction has workedin many parts of the country. Maybeas taxpaying citizens this is the onlyroute to follow. Complaining anddoing nothing does not work.Urgent and critical action is requirednow. Protest action will send amessage to government that theyneed to think twice before raisingtariffs.

Make food safety ashared responsibility
>> World Health Day celebrated on 7 April
IT is a known fact that good healthis intrinsic to human happiness.Youmayownasprawlinghomeor
expensive clothes, but if your body isnot well, all possessions seemworthless.
On7Aprileveryyear,WorldHealthDay is celebrated to mark theanniversary of the founding of WHO,a specialised branch of the UnitedNations concerned with internation-al public health.
World Health Day focuses onincreasing life expectancy by addinggood health to the lives of people andpromoting healthier living habitsacross the globe.
Each year a particular theme isselectedthathighlightsapriorityareaof public health.
DrMargaret Chan,WHOdirector-general, announcedat ICN2that foodsafety would be the focus of WorldHealth Day 2015.
“WHO will dedicate its2015 World Health Day tofood safety to catalysecollective government andpublic action to putmeasures inplace thatwillimprove safety of foodfrom farms, factories, street vendors andkitchens. Also in 2015,WHO will, for the firsttime, publishestimatesofthe global burden offood-borne disease, finally showing the scaleof the problem,” saidChan.
When we eat, we consumeparasites, chemicals, contaminates, additives and adulterants along withour foodwhichcanseriouslymessupour immune system.
Food-borne and water-bornediarrhoeal diseases kill an estimatedtwo million people, includingchildren. That’s why food safety issignificant to public health as food-borne diseases affect people’s wellbeing, impede socio-economicdevelopment by straining health-care systemswhich in turn adverselyinfluences national economies, tourism and trade.
So this year’s theme focuses ondemonstrating the importance offood safety along the whole length ofthe food chain in a globalised world, from production and transport, topreparation and consumption.
With the world shrinking andglobalisationspreading itswings, the
growing consumer demand for awider variety of foods has resulted inan increasingly complex and longerglobal food chain.
Unsafefoodstartsaviciouscycleofdiseases threatening the nutritionalstatus of the poor and underprivi-leged. With the supply of food itemsbecoming scarce, the poor section ofsociety is often compelled to switchto unhealthy diets which pose manyhealth risks.
Not only the poor, but the richman’s plate is also not free from suchhazardsbecauseoftheexpandinguseof additives, preservatives andantibiotics in crops.
The rising number of deathscaused by food-borne diseases hasbrought thecauseof foodsafety to thefore.
So, the World Health Day coercesgovernments across the world tomake food safety a public healthpriority. The entire objective ofthis day is to actuate collectivegovernment and public action toquantify practices by establishingcomprehensive food safety policy, legislation and national food safetyprogrammes. A thorough collabora-tion by aligning policies in agricul-ture, trade, health, education andsocial protection is of utmost concernto provide a safe and healthy diet forall. Not only thegovernment, it is alsoan effort to promote awarenessamongpeopletopracticesafestepsinfood purchasing, food handling, cooking, and storage which canprevent food-borne illnesses.

Five safe habits for WorldHealth Day 2015
>> SEPARATE raw and cooked:Raw meat, poultry and seafood,cancontaindangerousmicroorga-nisms,which could be transferredto other foods during foodpreparation and storage.>> Cook thoroughly: Propercooking can kill almost alldangerous microorganisms. Alsopay special attention to mincedmeats, rolled roasts and largejoints of meat during cooking.Always reheat food thoroughly.>> Keep food at safe tempera-tures:Do not leave cooked food at
room temperature for more thantwo hours as harmful microorga-nisms can multiply very quickly iffood is stored at room tempera-ture. Do not even store food toolong in the refrigerator.>> Use clean water and rawma-terials: Untreated water fromriversandcanalscontainparasitesand pathogens, which can causediarrhoea, typhoid or dysentery.Always use boiled clean water forcooking. Always wash fruit andvegetables thoroughly beforeeating or cooking.
UNDER the slogan “From farm to plate, makefood safe”, WHO this year wants to highlightthe challenges associated with food safety.>> Intestinal infections caused by viruses, bacteria and protozoa that enter the body byingestion of contaminated food can evencause cancer.
>> The enteric or intestinal disease agentsresponsible for most deaths wereSalmonella Typhi (52 000 deaths), enterop-athogenic E. coli (37 000) and norovirus(35 000).
>> African region recorded the highestdisease burden for enteric foodbornedisease, followed by South-East Asia>> Over 40% people suffering from entericdiseases caused by contaminated food werechildren aged under five.
>> Unsafe food also poses major economicrisks. For example, the 2011 E.coli outbreak inGermany reportedly caused $1.3 billion inlosses for farmers and industries and $236million in emergency aid payments to 22European Union member states.

Enhancing counselling techniques
Addressing substance abuse>> Helping to empower the youth to deal with problems themselves
TANIA [email protected]
ANEWnon-profit organisation,Against Substance Abuse(ASA),will empower the youth
to deal with problems and educatethem about the dangers of drugs.
The organisation, founded byaddictions counsellor (SAC dip.)
Bianca Holman, will be startingambassadorprogrammes inschools.ASA also aims to empower the youthto deal with problems themselves.
“Ultimately, we can't really stopthem from doing what they want todo, that iswhy it is importantwe giveout information ondrugs.Weneed toshow them that it can happen toanyone at any time,” Holman said.
Holman,a formeraddict, said thatat the core of the problem is the factthat children are unable to deal withtheir emotions.
“They don't have the correctcoping skills and use drugs to be ableto cope. Parents tend to teach theirchildren basic emotions - happy, sad- but what should you do when youexperience these emotions? For
example do you celebrate beinghappy by having a party and a drink,or when you are angry do you go ona rampage?” she said.
Holmansaidthebestpreventionisfor parents to be involved with theirchildren.
“Know what they do, where theyare, who their friends are and get toknow their friends parents."
To assist parents, ASA also plansonrunningamentorshipprogrammeas an alternative to counselling,
where they assist troubled teens bybecoming an “au pair” to the child, bonding with the child, identifyingtheir counselling needs and thenassisting them.
“Duringthisprocess, weintroducea self-help worksheet and use it aswriting therapy, which I feel is soimportant to identify what thechildren are like and solve problemsintheirheartsandmentally,”Holmansaid.
ASA calls on the community toassist them with resources. On theirwish-list is a laptop or a Tablet forpresentationsandsmall independentoffice space. For further information, contact ASA on 073 153 5541 atwww.againstsubstanceabuse.org.za

MAZDA SA has introduced a CX-5 faceliftmodel with, the automaker says, advanced technology, better functionalityand a more refined cabin and shell.
The MZD Connect infotainment systemis a simple system for internet radio-streaming and social networking, considered by Mazda to be part of theenhancement across the model range.
