Joint Aviation AuthoritiesHISTORYDuring the 70’s the Aviation Authorities of some
European Nations joined with the aim to issuecommon rules in respect of aeronautic productscertification ( JAA ).
In 1979 they signed an agreement on the developmentand acceptance of common regulations under thename of: “JOINT AVIATION REQUIREMENTS”
1987 a “Memorandum Of Understanding” for thedevelopment of the future Airworthiness proceduresis signed by few Authorities.
1989 the JAA becomes an associated body of ECACEuropean Civil Aviation Conference.

The ECAC was an inter-governmental organisation with the aim to promote the development of civil aviation in a safe and orderly manner on the routes within and from/to Europe.
Nowadays JAA has not his rulemaker role anymore.

European Commission to shape the rules for aviation safetyin the following areas:
• the certification of aeronautical products, partsand appliances;• the approval of organisations and personnelengaged in the maintenance of these products;• the approval of air operations;• the licensing of air crew; and• the safety oversight of airports and air trafficservices operators.

EU OPS – Flight Ops Manuals and GOM
Operator Documents and Organisation structure
The European Legislation (OPS1) require that Operator have manuals
that are in compliance to EU norms (Flight Ops Manuals).
After manual approval by National Authority it’s possible require
the AOC that allow the operator a/c's to fly as per type of
approved operations.
GOM, issued by the Ground Ops Post holder, is not an "Approved by
the Authority" manual but is approved internally by quality manager
and contains the approved procedures of the Flight Ops (General Basic
Ops Manual- GBOM) related to Ground Ops, plus specific procedures
that are not required by Eu Ops.
These procedures, such as tickets management, check
in and boarding, lost and found are detailed for the company
management that shall be known by all the operated airports.

Enac - the Italian Civil Aviation Authority - was established on 25thJuly 1997 by Legislative Decree no.250/97 as the NationalAuthority committed to oversee the technical regulation, thesurveillance and the control in the civil aviation field.
Enac is engaged in dealing with the diverse regulatory aspects ofair transport system and performs monitoring functions relatedto the enforcement of the adopted rules regulatingadministrative and economical issues.
