The purpose of the DM-RN Management Process is to manage and reduce DM. This process will help ensure that all DM-RN Data are captured, documented, maintained and reported accurately and in a timely manner.

1 - Mission Unique Facility (MUF) & Core InfrastructureThese assets are national user facilities and core infrastructure assets that are vital to the mission of the Lab (e.g., 6, 15, 26, 28, 34, 36, 37, 43, 45, 48, 50A, 50B, 58, 58A, 62B, 62G, B67, B71, B72, B88, Grizzly Peak Substation, FMCS, Main Water Supply, IT’s Telephone System, Underground Cables, etc.)
2 - These are larger research facilities in terms of significance due to mission, size & occupancy (e.g., 2, 30, 33, 50, 62, 64, 66, 70, 70A, 74, 77, 77A, 84, 86, 90, etc)
3 - These are smaller research facilities such as 17, 27, 31, 47, 53, 56, 60, 71A, 71B, 80A, 83, 90X and critical operation facilities (e.g, 76, 69, 54, etc) that play vital role in the overall operation of the Lab.
4 - These are smaller operation facilities and secondary infrastructure at the Lab. Examples of these assets include office trailers and supporting infrastructure such as walkways, roadways, retaining walls, etc.
5 - These are assets that have been identified on the Annual Lab Plan scheduled to be demolished in the near future. Also all assets with seismic rating of poor requiring demolition are on the list as well. (Need to determine what will be our overall sustainment strategy for these assets. What is minimum acceptable level for maintaining these buildings on the Excess List?
Asset priority is assigned to each asset to help determine its criticality to the overall mission and operation of the Lab. Six categories have been assigned to classify assets and infrastructure at the Lab.
Requirement Priority
Priority 1 – Deferred Maintenance. Highest risk maintenance repairs that should be mitigated within the next 12 months.
Priority 2 – Repair Needs. Maintenance repairs that should be mitigated within the next 2 years.
Priority 3 – Repair Needs. Maintenance repairs that should be mitigated within the next 3 years.
Priority 4 – Repair Needs. Maintenance repairs that should be mitigated within the next 3 years.
Priority 5 – Modernization. These are betterments: Safety, health, and security risks and standards, current mission requirements, environmental risks and regulations, ability to attract and maintain key staff, current fire safety and seismic requirements, sustainability targets, reliability goas, and capacity to perform current mission.
Priority 6 – Others. These are removal of legacy equipment, studies, and other.

Requirement Risk Ranking is Using the risk matrix, each requirement is ranked based on probability of failure and consequence of failure.
Facility Condition Index (FCI)
FCI => 1.00
FCI = 0.76 to 0.99
FCI = 0.51 to 0.75
FCI = 0 to 0.50
The Facility Condition Index (FCI) is an industry-standard index that measures the relative condition of a facility (asset) by considering the costs of deferred maintenance and repairs as well as the value of the facility. FCI allows condition benchmarking between facilities of unequal size and composition. FCI is a ratio of requirement costs and the Asset Replacement Value. FCI = Requirement Costs/Asset Replacement Value.
Requirement Action Fiscal Year
The Recommended Action Fiscal Year is based on the action date when a Requirement should ideally be corrected. It is automatically assigned to a Requirement based on the priority. Each priority has a Year Offset. For example, Priority 2 has +2 Year Offset, meaning that the Requirement should be corrected within 2 years. If a requirement has a priority 2 with the inspection date was 10/1/2009, based on the priority’s year offset of +2 Years = recommended action date of 10/1/2011.
