1.1 PROJECT BACKGROUND
In 1991, the governmen t of NWFP created Sarhad Tourism Corporation
(STC) as a public limi ted company to promote tourism in the province.
This was done in recogn it ion of the enormous po ten t ial for economic
d ev el op m e n t thr ou gh enviro nm e n t al to uris m b as e d on th e div er se
land sc ap e , rich cultur e and pristin e ecologic al res ou rc es of th e
prov ince. Basica lly, whatever touri sm deve lopment had taken place in
Pakista n, was mostly throu gh ad- hoc planning of the Tourism
Corpora tions financed by the Government of Pakistan . No planned or
in tegra ted effor ts were made to sys temat ical ly and gradua lly deve lop
the tour ism indus t ry in Pakistan . Nei the r the envi ronment impact nor
n ee d or d em a n d a ss e s s m e n t s wer e ca rri ed ou t b ef or e e mb a r ki n g up on
development act ivi ties in this sec tor .

government ' s financial r esources , the Touri sm Corporat ions of Punjab
and Sind have become paras it e s and a liab ility for thei r governments .

was sup po se d to rec eiv e a one time gra nt from the gov er nm e n t to
begin i ts activit ies but would essential ly be self-financing.
It w as de ci de d by th e G.0. NWFP t h at STC s ho ul d h av e a Re gi on al
Mast er Plan to hav e a plan ne d and syst em a ti c ap pr oa ch tow ar ds
developing the tour ism indus t ry of Hazara . In tha t , it was decided tha tSTC would hire a tea m of consult an ts to prep ar e a 5- 10 year s
Regiona l Mas te r Plan for the development of Touri sm in Hazara . The

1.2 LOCATION
Hazara Division is located between la ti tude 33 -44 ' N an d 35 -10' E

and longi tude 72-33' N and 74-6 'E (Fig. 1). The division is bounded
by Azad Jamm u and Kash mir on th e ea st er n side, by Rawalpin di
Dist rict on the southern side , by the Dis tr ic ts of Swabi and Swat on the
western side and by Gilgi t Agency on the nor thern side . After crossing
through the Kohistan Dis tr ic t of this division the River Indus separa tes
it from the dis tri ct s of Swat and Mardan . The divi sion is al so close ly
situa ted to the Islamabad Federal Terri to ry . The division is actual ly
located a t cross roads of Punjab, Kashmir , Gilgi t and the res t of NWFP.

Highway (KKH) which passes for mos t of its leng th through Hazara
Division.
1.3 TOPOGRAPHY
The va st pl ai ns of P unj ab e nd a t Jehlu m, whic h is l oc at e d a t th e foot
hills of a vas t mou nt ai n rang e. The Potoh ar plat ea u touc he s the
Hazara Division , from where smal l mounta in ranges s ta r t growing into
high mounta in ranges . There fore, the Hazara Division is compri sed of
bot h va st plain ar ea s surr ou nd e d by hills an d high mo un t ai ns with
wide valleys . The southern part of the division is rela tively flat and the
al ti tude inc reases as one moves towards north right in the Karakuram
Ran ge . The plain of Abbot ta b a d is ac tu ally loca te d in be tw e en th e
River Jehlum and River Indus. Other significant rivers of the region are
Rive r Kunh ar , Rive r Dor a nd Rive r Sir an . Th er e ar e ot he r nu m er o u s
ch an n el s a nd st re a m s flowin g wit hi n t he re gi on whic h a ct u all y ar e
tributaries of the big r ivers.

The lowe r dist ric t of Harip ur, a com pa r at iv el y plain ar ea ha s an
aver ag e altitud e of abou t 2,500 feet above the me an se a level,
whereas Abbot tabad dist rict enjoys it s towering posit ion because of it s
high hills. The town of Abbot tabad itself is located above 4,120 feet .
Fur the r north of Abbot tabad di st ri ct is Mansehra where the beau t iful
places known as Kaghan , Naran and Lake Saiful Muluk lie. The hills

1.4 CLIMATE

1.5 HISTORICAL BACKGROUND
The origin of the name Hazara is obscure . It has been iden tifi ed withAbisar i, the coun t ry of Abisares , the chief of the Indian mounta inee rs
a t the time of Alexander ' s invas ion . Hazara - e-Karlugh , or the Karlugh
le gi on is on e mo re int er pr e t a ti o n, whic h wa s s et tl e d in t hi s tr ac k by
Timur after his invasion of India (Indo-Pakistan sub- continent) .
The old name of Hazara was Pukhli Sarkar or Pukhli Walaya t . Pukhli
was act ua ll y th e na m e of t he con ta in er to carry wat er an d wa s m ad e

who died in the yea r 232 B.C. a lso ruled the a rea . Ashoka 's inscribed

center of Gandhara Civilizat ion for may centur ies . Maharaja Jai Pal and
Raja Risalo are well known rulers of that times.

of Pakist an . Being locat ed on the Road to Kash mir, the are a ha s

civilizat ion . Islam came to the a rea with Mahmood Ghaznavi in 1192
A.D. Amir Taimur invaded and ruled thi s a rea in 1398 . A signi ficant
ev en t in its hist or y is th e es ta bli sh m e n t of an ind ep e n de n t st at e of
Hazara in 1490 by Shahabud Din Babar, the cous in of Mugha l Emperor
Zahirud Din Babar. Guli Bagh in Tehsil Mansehra was the capital of this
n ew kin gd o m. Th e Fer oz a Fort a nd th e To mb of Hazr at Dew an Raj a
Baba Sahib a re the ancien t buildings of Guli Bagh . After the Briti sh

from Delhi as first Deputy Commissioner of Hazara in 1848.
The old t ribes of the reg ion include Gujars, Awans , Dalazak, Tanoli,
Swati , Tareen and Ghakar .
1 .6 AREA AND POPULATION
Bas ed on th e figur es of t he las t ce ns us held in 198 1 an d th e int er
ce ns u s ra te of g row th , th e pr es e n t po pu la ti on of H az ar a is e s ti m at e d
to be abou t 5 million, out of which only 6.25% (0 .3 million) is u rban
and the remaining 93.75% (4 .7 million) is rural . This ext ra ordina ry
high perc en t ag e of rural popul atio n is bec au se of Bat ag ra m and
Kohistan di st ri ct s , which do not have any urban set tl ement . These a re
totally rural districts of Pakistan.
The to tal area of Hazara divi sion is 17103 sq.kms which makes it one
of the biggest divisions of Pakistan.
1 .7 ADMINI STRATIVE SETUP
The divi sion is compr ised of five di st ri ct s of Haripur, Abbot tabad ,Mansehra , Ba tagram and Kohistan (Fig. 2). Prev iously Haripur was a
p ar t of Abbo tt a ba d , an d Bat ag ra m wa s includ ed in t he Mans eh ra

Pakistan enjoys a unique pos ition due to i ts st ra teg ic locat ion on the
world map and its topograph ical and geographical featu res , e specia lly

Karakuram (K-2) the second highes t peak in the world has graced thi s
land by its location in the north er n most part of the country.

background . If backwardness is t aken as a blessing in d isgu ise , few of

The division is well l inked with rest of the country though KKH starting
fro m Has a na b d a l , whic h pr ovi de s ac ce s s to nor th a nd so ut h for

Road at Hasa n Abadal, it pass es throu gh almos t all the major
se ttl em e n t s of th e Haz ar a divisio n exc ep t Kagh an Valley a nd th e
Galiyat Area in Abbottaba d District. The KKH links the area to Gilgit in
th e nor th an d onw ar d to Sinkin g Provinc e of Chin a aft er cros sin g
Khunjrab Pass a t the internat ional border .
Second importan t road of Hazara s ta r ts from Manshera to Balakot and
provides an access to the whole of Kaghan Valley . This road joins KKH
at Chilas af te r crossing the Babusar Top a t the nor the rn end of Kaghan
Valley. This road also links Hazara with Muzafferabad in Azad Kashmir
from Garhi Habib Ullah.
Besid es this major roa d netw or k minor roa d syst em also exist s
pr ovi di ng ac ce s s to th e re mo t e ar e as inclu di ng Da da r Valley, Kala
Dhaka (Black Mounta in ), and Tanawal Plain. However , mos t of these
minor roads a re no t in good cond it ion and requi re per iodic repa ir s andimprovements .
Due to the frequen t land sliding act ivi ty , mos t of the roads includ ing
KKH an d Kag ha n Valley Roa d ar e s ubj ec t to con si de r a bl e d am a g e ,
re qui ri ng lar ge sc al e im me d ia t e re st or a ti o n a nd re pa ir work. The se
two roads importan t for touri sm act ivi ty a re no t comfor table a t all and
require a great deal of will and courage for a touris t to drive on them.
Besides roads , the re is no scarci ty of wa te r in Hazara . Almos t all the
m aj or set tl em e n t s ha ve wa te r su pply sys te m s , eit he r mu nicip al or

3.3 CIVIC AMENITIES
Haz ar a is link ed by th e na ti on a l t el ec o m m u ni c a ti o n n et wo rk wh er e
direc t dialing facili ty is avai lable. Almost all the major se tt lement s are
con ne ct e d thro ug h th e tele ph o ne sys te m , exc ep t re mo t e ar ea s in th e
valleys or located on the mounta ins or in da rras . In Kaghan Valley the
telephone line has gone up to Kaghan town only. All major towns have
so m e lev el of h ea lt h facility, po st offic e, polic e st at io n, b an ks a nd
other ameni ti e s. However , the remote a reas a re s till facing scarci ty of
these services .
Hot els and res ta ur a nt s are mainly conc en tr a te d in the big cities
located along KKH and Kaghan Valley , mos t of them in Abbottabad ,
Mansehra , Balako t and Kaghan . Naran al so has number of faciliti es of
overnigh t s tay in the priva te sec tor . P.T.D.C has provided a number of
motels for tour is ts but are rela tively costly. Touris ts have no facili ty
from Naran onwards . A number of tour is t facili ties are also available in
Guliyat area , most ly concentra ted in Nathiagali .

opera ted by PTDC.

Out of the total 8 were male and 4 were femal e. Except one

alone . They belonged to a varie ty of p ro fessions including eng ineers ,s tuden ts , fa rmer , fac to ry workers and even a pries t . The coun t rie s la st
visi ted before Pakistan were India, Iran , China , Egypt and Malaysia,
out of which India, China and Iran are neighbors of Pakistan.

A large number of foreigners working most ly wi th the in ternat ional aid
agenc ies a re living in NWFP, mos t ly in Peshawar . A to ta l of 10 such
fore igners were in terviewed in connect ion of tourism in NWFP. A copy
of the proforma is a t tached with this repor t as Annex- III. The analysis
of these interviews is as follows.

Out of the 10, only one was a female and all othe rs were male . Excep t
one Afghan and one American all o the rs were from differen t coun t rie s
of Europe . They had been in Pakistan for a per iod ranging from 1 year
to 4 years . Mos t of them were doing adminis tra t ive jobs of manager ia l
level.

oppor tuni ty for this purpose . Social , Cul tural and t ribal values are very
strong in NWFP. Most areas stil l reflect traditional at ti tudes in activities
of daily l ife including recreat ion of female family members . However ,
th es e val ue s ar e ch an gi n g fas t, bu t t o s om e e xt e nt t he y ar e still int ac t
a s sh ow n by th e su rv ey re su lt s. Th e s ur ve y h as sh ow n th at only 85 %

will be good for the local economy, as it will genera te income for the
local population.

Closely si tuated to Abbot tabad, this town older than Abbot tabad itse lf ,
is known for its springs . The gushing spring wate r is cold in summer ,
and warm in win te r . Touri st s enjoy the profuse ly flowing wate r which
does no t dimini sh in any season of the yea r . While visiting /s tay ing a t
Abbot ta b a d or on way to Kagh an valle y th e Nawa n She r town is a
place of interes t for the tour is t s which is located a t a di stance of only
5 k ilomete rs from the down town Abbot tabad and fall s within its urban
limits . Being located in close proximity , it depends on Abbot tabad for
most of the urban fac ili ties and services.

Pakistan Army. The view of Nathia Gali from here is beautiful.

on foot alon g a sm all str ea m of snow melt cold an d fresh wat er.Slopes on bo th sides a re covered with rare species of flowers and wild
vege ta t ion . This scenic and beau t iful lake is r arely visit ed due to the
lack of appropria te approach .

i. HOTEL
A hote l is meant to be a building providing facili ties to s tay overnight
for the tourist s an d visitors, includ es a nu mb er of be d roo ms , a
kitchen, a res tauran t , a lobby and o the r facili ti es for the ente r ta inment
of the visi tors . Hote ls have been class ified in var ious categor ies from
single star to five star s dep en di ng upo n the nu mb er an d typ e of
facilities provided.
ii. MOTEL
A mote l is mean t to be a building p roviding facili ti es to s tay for the
to uri st a nd visit or s ov er ni gh t in a limit ed ca pa ci ty a nd d ur at io n.
General ly a mote l is a place for shor te r s tays than in hotel and offer s
limited facili ti es a s compared to that of a ho tel . In the contex t of thi s

designed walkways. The picnic spo t varies in s ize but will not be le ss
than 5 kana ls in area in orde r to adequa te ly per fo rm its funct ions and

context of this Master Plan the proposed picnic spots will be designed ,d ev el op e d own e d m ai nt a in e d a nd m an a g e d by STC.
vi. ROADS IDE FACILITY.
A roadside facili ty is a small kiosk offering light refreshme nt s like cold
drinks , candies, cigare t tes e tc. A smal l car park for 4 to 5 cars can also
be provided to facilit ate it s func tions . STC will encourage the small
scale local ent repreneurs or individua ls to e stab li sh such faciliti es on
designated si tes .
vii . TOURIST FACILITATION CENTRE.

Touris t Facili ta t ion Centers (TFC) are proposed to actually replace the
presently existing Tourist Information Centers. The Tourist Facili tat ion
Cen tr e will ha ve a m uc h bro ad e r sco pe of ser vic es an d facilitie s
offered to the tour is t s. In addi tion to providing info rmat ion regarding
the places of interes t , the TFC will also provide informat ion regarding
day to day whe ther cond it ions, road cond it ions, ava ilabi li ty of hote l
acc om m o d a ti o n durin g th e p ea k se as o n, alt er na t e tou r/r ou t e pla ns ,
make contac t s with car ren tal s , tour opera tors , tour guides e tc . Touri st
Facilit a tion Cent re will be located along the main roads a t prominen t
and easily accessible sit es . It will cover small area compr is ing of 2
rooms only. A Touri st Facilit a tion Cent re can al so be located within
the premises of a hote l, mote l or r es tauran t , if adequa te ly accessible .
