2 Tipos de participantes
• BENEFICIARIO: organización participante en
el Consorcio que contribuye directamente a laimplementación del programa conjunto deinvestigación en la ITN contratando, supervisando, yformando a los ESR. También proveerán estancias(secondments). Los beneficiarios firman el Acuerdode Subvención (GA) reciben financiación, reclamancostes y tienen responsabilidad completa en laejecución del programa propuesto.
• PARTNER ORGANIZATION: organización
que complementa el consorcio. No contratan ESR.Ofrecen oportunidades de investigación ytransferencia adicionales y estancias a los ESR. Noreciben financiación. Reembolso por parte delBeneficiario. Obligación de Carta de Compromiso(Apartado 7 de la propuesta). Su rol debe estarclaramente definido en la propuesta.

Estudiantes Pre-doctorales (ESR)
Las ITN están dirigidas exclusivamente aestudiantes pre-doctorales (ESR – Early StageResearchers) en sus primeros 4 años de su carrera(Full-time Equivalent Research Experience) sin títulode doctor a fecha de su primera contratación por laITN.
Full-time Equivalent Research Experiencemedida desde la fecha en la que el estudianterecibió su titulo universitario que le da acceso a losestudios de doctorado (tanto en el país de obtencióndel titulo universitario como en el país donde se lecontratará)
• Período de contratación de ESR de 3 meses hasta unmáximo de 36 meses.
• Sin restricciones basadas en nacionalidad.
• Situación Personal no cambia durante la ITN

La regla de movilidad
Los ESR no deben haber residido odesarrollado actividad (estudios, trabajo,etc) en el país de la organización de acogida(Host Organization) durante más de 12meses en los 3 años anteriores desde lafecha de su contrato con la organización deacogida.
Excepción: para OrganizacionesInternacionales, la regla de movilidad noaplica. Sin embargo, el ESR no debe haberdesarrollado actividad durante más de 12meses en los 3 años anteriores desde lafecha de contrato en esta OrganizaciónInternacional.

Órgano Supervisor
• Cada red debe tener un Órgano Supervisor quecoordine todas las actividades de la Red.

• Composición: El SupervisoryBoard debe estar formado porrepresentantes de todos losbeneficiarios y partnerorganization, y puede incorporarsestakeholders de relevancia alproyecto.
• Debe presentar un balance degénero en su composición.
• No olvidar incorporar unrepresentante de los ESR.
Tareas del Órgano Supervisor
• El Supervisory Board comprobará la calidad delprograma y asegurará el equilibro entre la formacióncientifico-técnica y la formación complementaria.
• Se obtendrá del proyecto de investigación yformación de cada uno de los investigadorescontratados y de sus necesidades.
• La involucración del sector no-académico en elórgano supervisor busca asegurar que lascapacidades adquiridas por los investigadoresencajan con las necesidades tanto de la academiacomo del sector no-académico y mejora laempleabilidad de los investigadores.
• El Órgano Supervisor vigilará la calidad y cantidadde la supervisión de cada uno de los ESR.

Dos Formaciones para los ESR
• Los solicitantes deben proponer un programa de formación eninvestigación conjunta de alto nivel centrado en la excelenciacientífica y la explotación de los conocimientos y lainfraestructura de los beneficiarios y de la experienciacolectiva de la red en su conjunto.
• Estos programas de formación tratarán en especial el desarrollo yampliación de las competencias de investigación de los ESR. Talesactividades de formación deberán incluir:
• Formación a través de la investigación: proyectos personalizados e individuales, incluyendo la exposición a diferentes sectores.
• Desarrollo de Actividades Formativas en Red (Workshops, Summer Schools), que exploten los aspectos inter/multidisciplinares y sectoriales del consorcio.
• Eventos abiertos a otros investigadores fuera de la RED.

Formación para los ESR
• Para los programas de doctorado (EID y EJD), la estructurageneral del plan de estudios debe estar descrito ycuantificable en ECTS
• Oferta de cursos de formación estructurados (por ejemplo,tutoriales, conferencias) que están disponibles de forma local o enotra organización participante. Se espera que los programas deformación entre las organizaciones participantes debencoordinarse para maximizar el valor añadido (por ejemplo, eldesarrollo de programa conjunto, la apertura de la formación localpara otros equipos de la red, programas de doctorado conjuntos,etc.)
• El intercambio de conocimientos con los miembros de la red através de la realización de visitas y secondments. Se esperade cada propuesta una importante actividad de networking
• Invitación a investigadores visitantes de la Academia y delSector Privado. El objetivo deberá ser el de mejorar lascapacidades de los ESR y deberá describirse correctamente enla propuesta.

Formación complementaria
• Más actividades de formación con un punto de vistaparticular que será el de ampliar las perspectivasprofesionales de estos ESR y deberá incluir lasdenominadas Transferable Skils
• Temas de esta formación debería contemplar:
• Formación relativa a investigación e innovacióncomo: Gestión de IPR, explotación de resultados,comunicación, estandarización, aspectos éticos,escritura artículos científicos, desarrollo personal,capacidades de equipo, multiculturalidad, aspectosde género, integridad en la investigación, etc.
• Formación relativa a Gestión y Búsqueda deFinanciación: involucrarles en la organización delas actividades de la red, emprendimiento, gestión,escritura de propuestas, start-ups, coordinación detareas.

• Las propuestas deberán prever un programa dedoctorado coherente, indicando claramente loselementos comunes a todos los ESR y los que seadaptarán a cada proyecto individual.
• Las propuestas también deberán demostrar cómo seintegrará el programa conjunto dentro de los programas deformación de doctorado y la formación ofrecida.
• Se debe incluir una lista tentativa de los proyectosindividuales de investigación en el marco de la acción.
• Los participantes deben demostrar que su EJD se convertiráen una referencia a nivel europeo, contribuyendo a lamejora de la calidad general de los estudios de doctoradoy la investigación en Europa, y dará lugar a la obtención deun título conjunto, dobles o múltiples reconocidas porlas respectivas autoridades nacionales.

• Example: A university clinic depends on theregional health system and does not have legalpersonality of its own. The hospital has afoundation under its control and this foundationcontracts researchers working at the universityclinic. In this case, the foundation should applyas a beneficiary, describing the set-up and thecompetence of the university clinical hospital(entity with a legal link to the beneficiary) wherethe research training activities described in theproposal will be implemented.

Mapping between S&T milestones and PhD projects demonstrates the complementarity between research challenges, with a sound methodology, making the project fully credible.
• The training programme includes a set of complementary activities, including individual supervision and coaching, workshops, and peer-support. Mapping of domain-specific and transferable skills is presented in detail, very well balanced between theory and practice, and it is supported by an adequate application scenario.
• The Supervisory Board consists of 12 supervisors with a track-record of successful PhD supervision and completion. The team has a highly interdisciplinary profile.
• Industry supervisors will have access to the Researcher Development Programme course portfolio offered by the Graduate School, as the “Good Supervisory Practice” course.

• Details on interactions between individual research projects, which could enable synergies between the involved ESRs, are insufficient.
• The proposal does not provide sufficient description of the local training for the ESRs, the planned network-level events, and their complementarities. The content of the scientific training is not clearly presented.
• Development of communication and complementary skills is not presented in sufficient detail in the proposal.
• The planned secondments are not described in sufficient detail and with sufficient consistency between different parts of the proposal; in particular, the placements for ESRs 2-3 do not clearly indicate the necessary international character due to the limited period of time spent in a different country to that of their recruitment.

1.3 Quality of the supervision (including mandatory joint supervision for EID and EJD)
• Insufficient information is provided concerning formal structures (units) and procedures (relationships, responsibilities) of the joint supervision. The project does not present solid and well-articulated supervision schemes. In addition, the supervisory experience of the nonacademic partner is not well specified.
• While the ESRs are adequately assigned a supervisor from academia and a supervisor from industry, it is insufficiently explained how the two supervisors will interact with the respective ESRs. The commitment of the academic tutor from the non-beneficiary partner is also not convincingly demonstrated.
• While the prospective supervisors of the non-academic participant demonstrate adequate technical competence, their level of experience in supervision of PhD students is insufficiently clarified.
• The time assigned for supervision is not clearly quantified for each supervisor.

1.4 Quality of the proposed interaction between the participating organisations
• The concrete contribution of the non-academic sector is not clearlypresented and it is limited with respect to the strong role of the academicpartner.

2.4 Quality of the proposed measures to communicate the activities to different target audiences
• The public engagement strategy does not fully specify whatwill actually happen. For instance, ESRs are said to beencouraged to link research and teaching, but the proposal doesnot make clear if the ESRs will do any teaching.
• The role of the ESRs in the communication and outreachactivities is insufficiently clarified.
• Communication activity in the direction of the generalpublic is not explicit enough.
• On the ground outreach and engagement activities addressingspecifically the elderly persons are only superficially presented.

3.1 Coherence and effectiveness of the work plan, including appropriateness of the allocation of tasks and resources (including awarding of the doctoral degrees for EID and EJD)
• The procedure for awarding doctoral degrees is not clearly presented.
• The actual scientific research is not addressed substantially in any of thework packages, and there are no scientific deliverables other than the 5PhD theses at the end of the project. This will impede monitoring of theresearch. Thus, the work package structure fails to show commitmentto scientific progress.
• The presentation of the individual ESR projects lacks sufficient detail.
• The proposed work plan is not entirely coherent. The function of adedicated work package for Knowledge Transfer (WP5) is not fully justified.WP2 uses results from WP1, but its timeframe is not convincingly consistentwith the allocated tasks for the related ESRs.
• The WPs have a very unbalanced distribution of tasks among the ESRs.
• It is insufficiently clear who of the ESRs is involved in which workpackages.
• Deliverables related to the dissemination, outreach and communicationactivities are insufficient.

3.2 Appropriateness of the management structures and procedures, including quality management and risk management (with a mandatory joint governing structure for EID and EJD)
• In the description of the management structures and procedures, referencesare made to the role and involvement of partners that are not contemplated inthe proposed project, therefore the management strategy is unclear and not fullyconvincing.
• Role of HR, training and recruitment group has not been elaborated insufficient detail. Specifically, it's not clear what is its role regarding training activities,as supervisory board has been defined to coordinate training activities. Theparticipant profiles and roles of the External Advisory Board are unclear.
• The governing structures and decision making mechanisms of the network arenot well defined, and the participation of the ESRs in the governing bodies is notclear.
• The management structure is inadequate. There is only a financial manager withover-arching responsibilities, all other responsibilities are equally distributed but withno clear establishment of rules or accountability.
• The risk management plan is very generic. Risks and mitigation measures relatedto research objectives are insufficiently elaborated. It does not include acontingency plans for the possibility of drop-out/long absence of ESRs.

3.3 Appropriateness of the infrastructure of the participating organisations
• Key research facilities, infrastructure and equipment of bothbeneficiaries are insufficiently detailed with regard to the hostingof ESRs by thenon-academic beneficiary.
• Infrastructure appropriateness section is inadequatelycovered. Multiple partners indicate lack of “dedicated researchpremises”. It is insufficiently clarified how a partner indicating 3R&D staff and lack of independent research premises, will hostand support the ESRs.
